ALGERIEN UND DIE TÜRKEI VERSTÄRKEN
ENERGIEKOOPERATION
Bei einem Treffen in Algier zur Erneuerung des aktuellen
Gashandelsabkommen, verständigten sich die Vertreter
Algeriens und der Türkei auf eine intensivere Zusammen-
arbeit. Die bisherige Partnerschaft zwischen den beiden
Ländern beinhaltet Bereiche wie die Gasexploration, er-
neuerbare Technologien und Übertragungsnetze. Der neue
Vertrag hat eine Vertragslaufzeit von zehn Jahren und
wurde vom türkischen Energieminister Taner Yıldız sowie
dem algerischen Energieminister Youcef Yousfi unterzeich-
net. Ebenfalls anwesend war der türkische Präsident Recep
Erdoğan.
Die Türkei hat sich verpflichtet jährlich 4,4 Milliarden Ku-
bikmeter verflüssigtes Erdgas (LNG) aus Algerien zu impor-
tieren. Bisher belief sich die Importmenge auf 4 Milliarden
Kubikmeter LNG pro Jahr. Der Ausbau erneuerbarer Ener-
gien ist ein weiterer Bestandteil des binationalen Vertra-
ges, mit Fokus auf der Solarenergie.
Aufgrund einer sinkenden Öl- und Gasproduktion ent-
schied sich Algerien zudem dafür, das nationale Investiti-
onsklima zu verbessern. Ausländische Unternehmen sollen
steuerliche Anreize erhalten, sofern sie in die Entwicklung
und Exploration von Schiefergas und -Öl investieren. Dafür
und für den Energiesektor allgemein will die algerische
Regierung ein Budget von 100 Mrd. US-Dollar zur Verfü-
gung stellen.
14 Prozent der Erdgasimporte in die EU kommen ebenfalls
aus Algerien. So bezieht der italienische Ölkonzern Eni
über Pipelines Erdgas aus dem nordafrikanischen Land und
exportiert dieses in andere EU-Mitgliedstaaten, darunter
auch Deutschland.

Wie Algerien, weitet auch die Türkei ihre Gasstrategie aus.
Während die Vereinbarung mit Algerien verhandelt wurde,
einigten sich der türkische Präsident Recep Erdoğan und
Russlands Präsident Vladimir Putin auf den Preis für russi-
sche Gasimporte in die Türkei. Der Türkei wurde ein Preis-
nachlass von sechs Prozent zugesagt. Laut des Beratungs-
unternehmens, Bezen and Partners aus Istanbul, hofft die
Türkei auf einen reduzierten Preis von 15 Prozent. Im Ver-
gleich zu anderen Ländern, die Gas aus Russland beziehen,
bezahlt die Türkei bereits einen relativ geringen Preis von
rund 400 EUR für 1000 Kubikmeter.
ENERGY TIES STRENGTHENED BETWEEN ALGERIA AND
TURKEY
Energy ties were strengthened recently between Turkey
and Algeria during a meeting in Algiers to discuss the re-
newal of the current gas trade agreement. The existing
partnership between the two countries supported gas
exploration, renewable technology and transmission utili-
ties. The new contract spans over the course of the next
ten years and was signed by Turkish Energy Minister Taner
Yıldız and Algerian Minister of Energy Youcef Yousfi. Also in
attendance was Turkish President Recep Erdoğan.
Turkey has pledged to import 4.4 billion cubic meters of
liquefied natural gas (LNG) per year from Algeria until
2024. Since 1988, Turkey has imported 4 billion cubic me-
ters of LNG from Algeria annually. Renewable energy de-
velopment is also a focus of the contract, with an emphasis
on solar energy.
Due to declining oil and gas production, Algeria decided to
improve the national investment climate. Foreign compa-
nies interested in investing in shale gas and shale oil shall
be granted with tax incentives. For this and the energy
sector in general Algeria wants to provide a budget worth
100 billion USD.
Additionally, the EU is receiving 14 per cent of its natural
gas from Algeria. Italian oil company Eni, for instance,
imports from the North African country and exports it to
other EU member states, including Germany.
Turkey’s gas strategy is extending its scope. At the same
time as it negotiated the deal with Algeria, Turkey’s Presi-
dent Recep Erdoğan and Russia’s President Vladimir Putin
agreed on prices on Russian gas that will be imported to
Turkey. A six per cent discount has already been agreed
upon. According to the consultancy, Bezen and Partners
from Istanbul, the Turkish government hopes to achieve
fifteen per cent reduction.
Compared to other countries that also purchase gas from
Russia, Turkey is paying relatively low price, of round
about 400 Euros per 1000 cubic meters.

AUKTIONEN
Die ersten Auktionen für ausgeschriebene Kraftwerksleis-
tungen beginnen in Großbritannien am 16. Dezember
dieses Jahres. Der erfolgreiche Bieter erhält den Zuschlag
für das erste Lieferjahr 2018/19 und muss bei hoher Nach-
frage Kapazitäten zur Verfügung stellen – das heißt: auch
bei Stillstand wird verdient. Doch die Auktionen stehen in
der Kritik. So wirft das Energieunternehmen Tempus

Energy der britischen Regierung vor, „rechtswidrige Beihil-
fen" für Stromversorger zu schaffen. Die Kapazitätsrege-
lung würde die Nutzung fossiler Energieträger stärken,
statt Technologien zu fördern, die Nachfrage und Angebot
koordinieren, wie beispielsweise Smart Home-Lösungen.
Tempus hat nun eine Anfechtungsklage gegen die britische
Kapazitätsregelung eingereicht. Trotz dieser Klage, bleibt
die Regierung zuversichtlich. Die EU-Kommission habe die
Kapazitätsmarktregelung genehmigt, da sie den europäi-
schen Regeln für staatliche Beihilfen entspricht, sagte ein
Sprecher des britischen Energieministeriums (DECC). Somit
werde die Anfechtungsklage aus Sicht des Ministeriums
keinen Einfluss auf die anstehenden Auktionen haben.
CAPACITY MARKET AUCTIONS BEGIN IN THE UK
The first capacity market auction is scheduled to begin in
the UK on 16 December. The British Government wants to
achieve a secure generation capacity for delivery in four
years’ time. However, the auctions face legal challenges.
The energy company Tempus Energy states that the UK
government has created “unlawful subsidies” for power
generators. Tempus claims that these subsidies “unfairly
prioritise” the use of fossil fuels instead of demand-side
response technologies, for instance for smart homes.
Despite the current legal dilemma, the government re-
mains confident in the auction. “The European Commis-
sion has concluded that the capacity market is within Eu-
ropean state aid rules,” stated a spokesman for the De-
partment of Energy and Climate Change, “This challenge
will have no impact on the running of the capacity auction
in December.”
GAS INFRASTRUKTUR IN DER EU UND
DEUTSCHLAND WIRD AUSGEBAUT
Die EU-Kommission hat 34 Projekte (Projects of Common
Interest, PCI) für die europäische Gasinfrastruktur geneh-
migt. Zur gleichen Zeit hat die Bundesnetzagentur den
Netzentwicklungsplan Gas 2014 (NEP Gas 2014) vorge-
stellt.
NETZENTWICKLUNGSPLAN GAS 2014
Die Bundesnetzagentur hat über den NEP 51 Projekte für
das Gasnetz genehmigt. In den nächsten zehn Jahren wer-
den 748 Kilometer Leitungsnetz zugebaut. Zusammen mit
dem Neubau bzw. einer Erweiterung von Verdichtern wer-
den rund 2,8 Milliarden Euro investiert werden.
DIE EU-KOMMISSION ERHÖHT DIE FÖRDERUNG FÜR DEN
ENERGIEINFRASTRUKTURAUSBAU
Über den Finanzierungsmechanismus „Connecting Europe
Facility (CEF)“, stellt die EU-Kommission rund 5,85 Milliar-
den Euro für die Transeuropäischen Netze im Energiebe-
reich (TEN Energie) bis 2020 bereit. Dies bedeutet für die
248 PCI-Projekte, dass in der Regel 50 Prozent der Investi-
tionskosten über EU-Kommission und Europäische Investi-
tionsbank finanziert werden.

FEDERAL NETWORK AGENCY APPROVES NEP 2014
The Federal Network Agency (Bundesnetzagentur) ap-
proved 51 gas grid expansion projects proposed by gas
transmission system operators (TSOs) as a part of the Gas
Grid Development
The NEP Gas 2014 will provide funding over the course of
the next three years for new gas pipelines running the
length of 748 km. Compressor capacity will by increased by
344 MW until 2024. Investments in the plan come to 2.8
billion Euros.
BACKGROUND: WHAT IS THE NETWORK DEVELOPMENT
PLAN?
Germany’s „Netzentwicklungsplan,“ or network develop-
ment plan, exists to expand gas and electricity networks
throughout the country over the next ten years. The net-
work expansion of the power grid is divided into two main
categories: an onshore transportation network (NEP pow-
er) established in 2011 and an offshore electricity trans-
mission grid (O-NEP) established in 2013. The onshore grid
is managed by four transmission system operators (TSOs)
and the offshore grid is managed by the Federal Maritime
and Hydrographic Agency (Bundesamt für Seeschifffahrt
und Hydrographie). Plans for both networks were drawn
up by transmissions systems operators under the supervi-
sion of the Federal Network Agency.
EUROPEAN COMMISSION INCREASES FUNDING FOR ENER-
GY INFRASTRUCTURE
The Connecting Europe Facility (CEF) will also contribute to
funding the projects. The CEF has a budget of 5.85 billion
Euros that will go towards the creation and support of
trans-European energy infrastructure until 2020. This fund-
ing means that “projects of common interest” (PCIs), or
projects selected from a October 2013 list highlighting 248
key energy infrastructure projects, will be fast-tracked to
receive more timely permit-granting procedures and “im-
proved regulatory treatment.”
EU monetary support for the projects cannot, as a rule,
exceed 50 per cent of the eligible costs. In the case of pro-
jects that combine an increase to security supply, enhance
member state security and offer “innovative solutions,”
the EU can contribute to as much as 75 per cent of the cost
of construction.
HOW DOES A PROJECT BECOME A PCI?
Projects that were chosen from the initial list of 248 key energy
infrastructure projects must have four defining qualities: it must
present significant benefits for a minimum of two member states,
enhance market integration and competition, increase security of
supply and reduce carbon dioxide emissions. If these qualifica-
tions are met, the project is eligible to become a PCI.
This year’s 34 projects were approved by the CEF on 29 October
and await the approval of the Council. The list of PCIs is examined
and updated every two years. The next overview of proposals will
be in 2015.

OHNE ZWANG: DIE DEUTSCHE ENERGIEEFFI-
ZIENZPOLITIK
Im Dezember legte das sogenannte Energie- und Klimaka-
binett die Weichen für die zukünftige deutsche Energieef-
fizienzpolitik. Neben dem Aktionsprogramm Klimaschutz
2020 wurde der Nationale Aktionsplan Energieeffizienz
verabschiedet. Deutschland hat sich zum Ziel gesetzt, die
nationalen Treibhausgasemissionen bis zum Jahr 2020 um
40 Prozent zu senken (Referenzjahr: 1990). Das entspricht
ungefähr dem Ziel der EU – allerdings läuft hier die Frist bis
2030.
Um das Ziel der Treibhausgasreduktion wie auch das selbst
gesteckte nationale Effizienzziel zu erreichen, setzt die

deutsche Regierung auf Energieeffizienz. Beispielsweise
soll eine steuerliche Abschreibungsmöglichkeit für energe-
tische Sanierungsmaßnahmen eingeführt werden. Anhand
dieses Maßnahmenpaketes, des Nationalen Aktionsplanes
Energieeffizienz, sollen insgesamt 25 bis 30 Tonnen CO2-
Emissionen eingespart werden.
Darüber hinaus soll die Energieeffizienz von Unternehmen
gesteigert werden. Dazu vereinbarten Wirtschaftsminister
Sigmar Gabriel, Umweltministerin Dr. Barbara Hendricks
sowie Vertreter der deutschen Wirtschaft 500 Energieeffi-
zienz-Netzwerke bis zum Jahr 2020 zu etablieren. Die
Netzwerke, die auf freiwilliger Basis entstehen, sollen aus
acht bis 15 Unternehmen bestehen. Netzwerk-intern wird
ein selbstgestecktes Einsparziel formuliert.
Die Energieeffizienz-Netzwerke können branchenspezi-
fisch, branchenübergreifend oder auch unternehmensin-
tern gebildet werden. Erste Erfahrungen zu Energieeffizi-
enz-Netzwerken liegen beispielsweise beim VCI, Verband
der Chemischen Industrie, aufgrund der EU-Initiative
„SPiCE hoch 3“ bereits vor. Dieses Projekt richtet sich an
kleine und mittlere Unternehmen in der chemischen In-
dustrie.
GERMANY REVEALS AMBITIOUS ENERGY EFFICIENCY
POLICIES
Early this month, German government signed into action
several energy efficiency policies that will reduce carbon
emissions. Experts are calling the plan, “more ambitious
than the European Union as a whole.” Germany’s national
goal for carbon reduction is to lower 40 per cent from its
1990 reference levels by 2020. The EU has a similar goal
but with an end-date of 2030. Germany is planning on
cutting a total of 78 million tons of emissions.
In order to reach this goal, the German government is
focusing on improving energy efficiency. Tax incentives will
be offered for building renovations and insulation im-
provements in buildings. These actions will potentially
garner 25-30 million tons of emissions.
Additionally, the government aims to increase the energy
efficiency of companies by establishing 500 energy effi-
ciency networks. The networks will be initiated by 2020.
The agreement will provide for networks consisting of 8-15
companies, with a minimum of five. Network cooperation
will take place between two to three years, with room for
deviation. Companies in the networks will work towards
energy savings targets which will be published, pending
consent.
The creation of energy efficiency networks can be indus-
try-specific, cross sector or in-house. The first organisation
to begin work on energy efficiency networks is the German
Chemical Industry Association (VCI), partly due to the EU’s
“SPiCE hoch 3.” The project is aimed at small and medium-
sized enterprises in the chemical industry.

Das Internet der Dinge kommt. Oliver Tuszik, Vorsitzender
der Geschäftsführung von Cisco Deutschland, schätzt, dass
es im Jahr 2020 mehr als 50 Milliarden vernetzte Geräte
geben wird. Cisco, einer der größten Netzwerkausrüster
weltweit, hat die Ambition, die Nummer eins im IT-
Sicherheitsmarkt zu werden. Denn nur durch mehr IT-
Sicherheit, sei das Internet der Dinge möglich, so Tuszik auf
einer Konferenz in Berlin. Entsprechend sollen mehr Mittel
in die IT-Sicherheit investiert werden.
Experten warnen davor, dass die neuen vernetzten Geräte
nicht die notwendigen Sicherheitsstandards erfüllen. Zent-
ral für die Stärkung der IT-Sicherheit sei ein neuer netz-
werkzentrierter Sicherheitsansatz und Datenschutz. Das
bedeutet für Unternehmen wie Cisco, dass es neuer Maß-
nahmen bedarf, um für Datensicherheit garantieren zu
können.

Cisco bewertet die Sorgen in Deutschland hinsichtlich Cy-
bersecurity und Datenschutz für das eigene Geschäftsmo-
dell als positiv. So könne sich Cisco vorstellen eine Cloud
nach hiesigen, deutschen Datenschutzstandards zu errich-
ten. Um das Internet der Dinge und die Industrie 4.0, die
sogenannte vierte industrielle Revolution, zu ermöglichen
und zu etablieren, müssten individuelle Daten absolut
geschützt sein, so Tuszik.
DAS INTERNET DER DINGE
Das Internet der Dinge ist die Idee einer digital-
verknüpften Welt, in der neben klassischen Rechnern und
Endgeräten auch andere physische Gegenstände mitei-
nander kommunizieren. Diese Automatisierung kann nicht
nur smarte Heizungsregler (SmartMeter) oder Waschma-
schinen mit Internetverbindung umfassen, sondern auch
Herzschrittmacher, fahrerlose Automobile und Wearables.
DATENSCHUTZ ALS GESCHÄFTSMODELL
Für Datenschutz würde die deutsche Bevölkerung jährlich
900 Millionen Euro zahlen. Dies geht aus einer Studie des
Marktforschungsinstituts dimap im Auftrag des Deutschen
Instituts für Vertrauen und Sicherheit im Internet (DIVSI)
hervor. Zwar nutzen immer mehr Menschen das Internet
täglich, doch für Online-Nachrichten oder -Spiele zu zah-
len, lehnen viele ab. Sicherheit scheint allerdings an Wert-
schätzung zu gewinnen.
76 Prozent der Internet-Nutzer nehmen kostenlose Online-
Angebote in Anspruch und ein Drittel der Befragten haben
noch nie für ein Angebot bezahlt. "Die meisten Deutschen
wissen, dass sie für kostenlose Services mit ihren Daten
zahlen", erklärt Michael Kammer, Direktor des DIVSI. Dabei
lehnen 80 Prozent der Befragten diese Form des Daten-
sammelns als Geschäftsmodell entschieden ab.
Ein Drittel der Internetnutzer wäre bereit für den Schutz
persönlicher Daten zu zahlen. Gleichzeitig bezweifelten
einige der Befragten, dass gekaufter Datenschutz auch
wirklich höhere Datensicherheit bedeutet. Von den Befür-
wortern eines Bezahlmodells haben 80 Prozent Bedenken
über den Erfolg solch eines Geschäftsmodells.
DATENSCHUTZ: LIEGT DIE VERANTWORTUNG BEI DER
POLITIK?
"Fast alle (97 Prozent) [der Befragten] fordern, dass der
Missbrauch persönlicher Daten stärker verfolgt und be-
straft wird“, so Reinhard Schlinkert, Geschäftsführer von
dimap. Außerdem ist ein Großteil (95 Prozent) der Mei-
nung, dass ausländische Unternehmen sich an deutsches
Datenschutzrecht halten sollten. Kammer betonte, dass es
in der Verantwortung der Politiker liege, eine einheitliche
Datenschutzpolitik für in- und ausländische Unternehmen
in Deutschland durchzusetzen.
Die Umfrageergebnisse zeigen, dass sich die Befragten
mehr Transparenz wünschen, wenn es um die Speicherung
individueller Daten geht. Um diese Transparenz herzustel-
len, schlägt das DIVSI ein Kennzeichnungssystem vor, dass

Internetnutzern zeigt, wie sicher ihre Daten bei den jewei-
ligen Angeboten sind.
THE INTERNET OF THINGS AND CYBER SECURITY
The Internet of Things is coming. Oliver Tuszik, Vice Presi-
dent and CEO of Cisco Germany, recently stated at a Berlin
conference that the firm will have almost 50 billion con-
nected devices on its networks by 2020. Cisco claims it will
be “number one in the security market” and in preparation
for interconnectivity on a mass-scale, will be investing
more in its IT security business.
Experts warn that some of the new connectivity devices
will not be “built for cyber security.” Central to the rein-
forcement of IT security is a network-centric approach to
security as well as data protection. This means that new
measures need to be put into place to guarantee security.
Tuszik emphasised that Cisco views concerns over cyber
security and Germany’s sensitivity to data protection as
positive. Tuszik also stated that the presence of Big Data is
a part of the future. In response to this, Cisco plans to
“build more knowledge and make better decisions for
better and safer lives.”
In order for the Industry of Things (IoT) and Industry 4.0,
the idea of the fourth industrial revolution, to successfully
transpire, security products will need to be airtight to en-
sure cyber security for individuals. Cisco has stated a desire
to work together with customers such as T-Systems to
create a “German Cloud that measures up to [national
data protection] standards.”
THE INTERNET OF THINGS
The Internet of Things (IoT) is the idea of a digitally-
interconnected world in which embedded computing devices,
systems and services move past machine-to-machine com-
munication. Automation will span everything from the famil-
iar: smart thermostat systems, washer/dryers with Wi-Fi
connections—to the unfamiliar, such as: heart-monitoring
implants, bio-chipped farm animals and wearable computing.
WOULD YOU PAY FOR DATA PROTECTION? ONE-THIRD OF
GERMAN INTERNET USERS WOULD
Data protection has a combined worth of 900 million Euros
to German citizens, according to a study by the German
Institute for Trust and Security (DIVSI) and the market
research institute dimap. More and more people use the
internet daily but are often averse to paying for products,
such as news or games.
The study’s results reveal that seventy-six per cent of in-
ternet users participate in free online offers, while one-
third never pay for anything. “Most Germans know that
they are paying for [free services] with their data,” stated
Michael Kammer, director of the DIVSI. The exchange of
personal data for online offers is not held in high regard,
with eighty per cent of Germans against the form of data
accruement.
One third of the internet users would pay or the protection
of their personal data. At the same time, some respond-
ents were critical that paying for better data security
would, in fact, lead to increased protection. Additionally,
almost eighty per-cent of respondents in favour of the
payment model expressed doubt in the plan’s likelihood of
success.
DATA PROTECTION: THE REPONSIBILITY OF THE GOVERN-
MENT?
“Almost all of [those surveyed], ninety-seven per cent,
claimed that misuse of personal data should be more
closely tracked and more strongly penalised,” said dimap
CEO Reinhard Schlinkert. Ninety-five per cent of respond-
ents think that foreign companies should be obligated to
comply with German data protection regulations. DIVSI’s
Kammer also stated that it is the responsibility of politi-
cians to enforce a uniform data protection policy on do-
mestic and foreign companies with a presence in Germany.
The survey’s results bring to light a strong desire in Ger-
many for greater transparency online from services that

plan on storing personal data. Lastly, Kammer put forth the
idea of a labelling system, similar to the labelling system in
place for bio-food products. This system would inform the
internet consumer whether or not their data is safe with
certain offers and programs.

BUTTARELLI IST NEUER
EU-DATENSCHUTZBEAUFTRAGTER
Der Italiener Giovanni Buttarelli wurde am 04. Dezember
in Brüssel zum neuen EU-Datenschutzbeauftragten er-
nannt. Sein Stellvertreter ist Wojciech Wiewiórowski.
Buttarelli folgt auf den ehemaligen EU-Daten-
schutzbeauftragten Peter Hustinx.
Der Ernennung ging ein längerer Prozess voraus. Zunächst
listet eine interinstitutionelle Jury die kompetentesten
Bewerber und lädt diese zu Gesprächen ein. Anschließend
legt ein Auswahlgremium der EU-Kommission eine Kandi-
datenliste dem EU-Parlament und dem Rat vor. Eine Anhö-
rung soll dem Parlament sowie dem Rat die Möglichkeit
geben, die Kandidaten auf Erfahrungen, Kompetenzen und
Unabhängigkeit hin, zu bewerten. Schlussendlich sprachen
sich die Abgeordneten des EU-Parlaments sowie der EU-
Rat Anfang Dezember für Buttarelli aus.

BUTTARELLI APPOINTED AS EUROPEAN DATA PROTEC-
TION SUPERVISOR
Giovanni Buttarelli was appointed for a five-year term as
European Data Protection Supervisor on 04 December in
Brussels. Acting as Deputy Privacy Commander will be
Wojciech Wiewiórowski. Buttarelli succeeded former EU
Data Protection Supervisor, Peter Hustinx.
The appointments were decided following a public call for
applications through an inter-agency selection committee.
The most competent candidates were gathered and invit-
ed for interviews. A select committee of the European
Commission presented a list of candidates to the European
Parliament and the Council. Following this, the Parliament
and Council held hearings in order to “evaluate experi-
ence, skills and independence.” A joint decision was made
following the hearings.
Buttarelli will overview the implementation of the general
EU data protection regulations in 2015. He will also ensure
that the “fundamental rights and freedoms of individuals,
especially their right to privacy, are respected by the EU
institutions and bodies.”

MILLIARDENPROGRAMM FÜR DAS DEUT-
SCHE SCHIENENNETZ
Mit mehr finanziellen Mitteln wollen der Bund und die
Deutsche Bahn die Eisenbahninfrastruktur modernisieren.
Dafür stellt der Bund 20 Mrd. EUR bis 2019 zur Verfügung,

also vier Mrd. EUR jährlich, während die Bahn weitere acht
Mrd. EUR investieren will. Die bisherige Leistungs- und
Finanzierungsvereinbarung, LuFV I, die die Finanzierung
zur Instandhaltung des Schienennetzes regelt, wird damit
ab 01. Januar 2015 durch die LuFV II abgelöst. Die Bahn
sowie die Eisenbahn- und Verkehrsgewerkschaft (EVG)
begrüßen diesen Schritt. Verkehrsexperte Christian Bött-
ger, Professor an der Hochschule für Technik und Wirt-
schaft Berlin, erwartet hingegen keine Verbesserungen für
die marode Infrastruktur.
Die im November von Bund und Bahn vorgestellte LuFV II,
wurde am Mittwoch, den 03. Dezember vom Verkehrsaus-
schuss des Deutschen Bundestages genehmigt. Neben
einer Aufstockung der finanziellen Mittel, wurde zudem
eine Qualitätskennzahl für den Zustand von Eisenbahnbrü-
cken entwickelt. Werden 875 sanierungsbedürftige Brü-
cken bis 2019 nicht voll- oder teilerneuert, drohen der
Bahn Sanktionen.
Neu ist auch, dass die Deutsche Bahn ihre Dividenden aus
dem Netzbetrieb komplett an den Bund zu übertragen hat.
Diese Erlöse sollen wiederum der Bahn für Ersatzinvestiti-
onen zur Verfügung gestellt werden – nach der Prämisse:
Schiene finanziert Schiene.
Kritisch äußerte sich Axel Zentner vom Bundesrechnungs-
hof bei einer öffentlichen Anhörung des Haushaltsauschus-
ses. Zwar enthalte die LuFV II im Vergleich zur LuFV I Ver-
besserungen, jedoch seien dies meist Detailänderungen.
Bereits vor der Anhörung hatte der Bundesrechnungshof
den Entwurf der LuFV II negativ bewertet, da beispielswei-
se nicht genau festgelegt wird, wofür die Bahn die Bun-
desmittel einsetzen soll.
BILLION-EURO PROGRAM FOR THE GERMAN
RAIL SYSTEM
The federal government and the Deutsche Bahn have allo-
cated funding to modernise Germany’s partially- dilapi-
dated railway infrastructure. 20 billion Euros have been
assigned by the German government to cover expenses,
with 4 billion Euros available yearly until 2019. Additional-
ly, 8 billion will come in the form of investments from the
German rail network, the Deutsche Bahn. The previous
service and financing agreement, LuFV I, will be replaced
on 01 January 2015 by the LuFV II. The Deutsche Bahn, as
well as the Railway and Transport Union welcome this
step. However, transport expert Christian Böttger fears the
“persistent depletion” of the infrastructure.
LuFV II was presented in November by the German Federa-
tion and the Deutsche Bahn and approved by the German
Bundestag on Wednesday 03 December. In addition to
increasing financial resources, a quality indicator for the
state of railway bridges has been developed. 875 bridges
are in need of full or partial repairs by 2019 – if this does
not happen the Deutsche Bahn will be sanctioned.
Additionally, the Deutsche Bahn will have to transfer their
dividends from the network entirely to the federal gov-
ernment. The idea that “rails finance rails” will become a
reality – the revenues made by the railway will be returned
and made available for replacement investments.

Axel Zentner of the Federal Audit Court (Bundesrechnung-
shof) was critical of the plans on the public hearing on the
new budget. Although the LuFV II contains improvements
in comparison to the LUFV I, they are generally detail mod-
ifications and not major alternations. Prior to the hearing,
the Federal Audit Court gave the LuFV II draft negative
feedback. A reason for this feedback, for example, was due
to the lack of clarity on how the Deutsche Bahn plans to
use the federal funds.

KENIA KOMMT NACH EUROPA
In Kenia zahlt man schon lange mit dem mobilen Bezahl-
system M-Pesa. Diese auf SMS-basierende Technologie des
bargeldlosen Zahlens kommt jetzt auch nach Europa. In
Rumänien können Verbraucher das Angebot von Vodafo-
ne, M-Pesa, nun erstmals selbst ausprobieren. „Pesa" be-
deutet auf Suaheli Geld und und M-Pesa ermöglicht Benut-
zern, Guthaben zu kaufen und es an andere mobile Nutzer
zu übertragen. Dabei arbeitet das System ohne den Einsatz
von Smartphone-Technologien oder Bankkonten. Neben
anderen afrikanischen Ländern wie Mosambik und Südaf-
rika, wird M-Pesa auch in Afghanistan sowie Indien genutzt
und hat mittlerweile fast siebzehn Millionen Nutzer welt-
weit.
M-Pesa begann als Alternative zu Bargeld und etablierte
sich rasch. Experten schätzen, dass nur etwa 20 Prozent
der Bevölkerung in Afrika Bankkonten besitzen. Der Rest
der Bevölkerung, insbesondere in ländlichen Räumen, hat
keine Möglichkeit Geld sicher anzulegen oder zu überwei-
sen. Mit M-Pesa und einem einfachen Mobiltelefon gelingt
dies schnell, kostengünstig und bis zu einem Betrag von
rund 1.300 EUR täglich.
In Rumänien wird M-Pesa nun erstmals im europäischen
Raum getestet. Über ein Drittel der rumänischen Bevölke-
rung hat aufgrund der ländlichen Strukturen keinen Zu-
gang zu einer Bank. Entsprechend wird hier ein ähnlicher
Erfolg M-Pesas wie in Kenia erwartet – anders als dies
beispielsweise in Deutschland oder Großbritannien der Fall
wäre.
KENYA COMES TO EUROPE
A Kenya-based mobile payment technology service is com-
ing to Europe. Romania will be the first European country
to experience the electronic money transfer system, M-
Pesa, through mobile provider Vodafone. “Pesa,” the Swa-
hili word for money, operates without the use of
smartphone technology or bank accounts. The user can
buy M-Pesa credit with cash and transfer this money to
other mobile users. The system is currently in use
throughout Africa and has almost seventeen million users
worldwide.
M-Pesa began as an alternative to carrying cash around.
Experts estimate that about 20 per cent of Africans hold
bank accounts. The remainder of the population is left
without a secure place to store their money and cannot
electronically transfer funds. M-Pesa allows Africans with-
out bank accounts to send and receive money safely,
quickly and inexpensively. The service enables users to
send up to 1,600 USD per day.
Romania was chosen as the European test-market due to a
lack of “conventional banking” in the country, with over
one-third of the population lacking access to banking.
Experts state that Romania could benefit from M-Pesa in a
way that the more “developed markets” where traditional
banking is prevalent, such as Germany and the U.K., would
not.
