Hintergrund des Projektes: 1) Arbeitslosigkeit

“....Human resource development is vital to the economic regeneration of Kosovo. But still, the most troubling aspect of the labour market in Kosova is the very high unemployment rate. Based on survey data[1] [2], the unemployment rate is for 2008 is around 41 %, which is several times higher than in other transition countries. It is extremely high for females (over 60%), despite a very high inactivity rate amongst women. In addition, the unemployment rate is extremely high for young persons (those aged between 16 and 24), and is estimated at 72 %. Moreover, as much as 40% of the total unemployed are in this age group. The other main characteristics are:

• Very high long-term unemployment (83% of total employment) • Very low level of voluntary unemployment – the minimum accepted

salary by the unemployed is below the average (around 200 Euros) • The inactivity rate of the Kosovar population is very high, especially

for women and for those who cannot find a job and have withdrawn from the labour force (nearly 50% of them have not had a job for as long as 12 months)....”

“...The ‘Skills Development for the Recovery and Reconstruction’ (SKILLS)[1] contributes to the reconstruction and recovery of Kosovo and assists in its transition to a market economy, by developing a system for the promotion of self-employment through vocational education and training (VET) institutions...”

“....the University Prishtina is also contributing its efforts by working on the development of an enabling environment for innovative entrepreneurship…“



Das Ziel des Projektes:

“The objective of this project is to investigate in best practice approaches a more effective provision of qualification and education support services, especially for people who will work in SMEs or who will start their own enterprise. The research will lead to identification, exchange, and promotion of appropriate models and methods...”

1) Projektmanagement:„…. All Kosovarian project participants have an excellent command of English.

Due to the working experience of the WIN and INTEGRA experts in Balkan countries, we have also been able to accept cultural differences and to act accordingly…“

materials on European educational and qualification projects. This included the following steps:

2) Rahmenbedingungen

“....The Kosovo researchers contacted local organisations that advise the government on the overall direction on policy for VET in Kosovo, and the entrepreneurship education and training strategy. Among others, these were the Ministry of Trade and Industry, the Ministry of Labour and Social Welfare, the Ministry of Education, Science and Technology and various national or European stakeholders (e.g. OEK, AKB, EcoNet, APPK, GTZ, BSPK, Millenium Primary School, REA Prishtina, Smarts Bits, SwissContact, SHE-ERA, WfW,...)

A special interest in the project came from the Student career centre LINK that is involved in the placement of students into the labour market and with companies...”



3) Research and Know-how Transfer
