    Minimum Qualifications:

    Requires a bachelors degree in engineering and eligibility to write the Fundamentals ofEngineering exam as specified by the Board of Registration for Professional Engineers andLand Surveyors. May 2012 graduates are eligible to apply.

    Ability to express ideas clearly and concisely, both orally and in writing; communicate clearly to

    avoid confusion and misunderstanding with others; remain calm and composed when dealingwith distraught or angry people; public speaking skills; ability to read, interpret, and explainapplicable standards, technical literature, regulations, plans, and specifications; ability toaccurately and clearly complete required paperwork; prepare written or oral reports in tight timeframes; complete forms, compute fees, and be mathematically inclined.

    Use of general office equipment (phone, copier, printer, calculator, fax machine, etc), referencematerials, personal computer, office related software (word processing, spreadsheets, e-mail,internet, etc) , engineering/construction related software, technical software/and or forms, andsurvey software; work closely with people; some contact with the public; ability to establish andmaintain effective working relationships with others; function with minimal supervision; followsupervisors directives or respond to customer requests; normal vision and hearing with orwithout correction; eye-hand coordination; physical mobility, agility and mental alertnesscompatible with an office, construction project, and maintenance/shop setting.

    Knowledge of practices, principles, standards, and guidelines as related to pavement designand research activities ; ability to be flexible in daily schedule; ability to work under stress;remain calm and maintain focus under demanding and often conflicting work schedule with rapidshifts in priority; presence during deadlines and high stress periods of work is mandatory;regular attendance is essential to efficiently process the volume of work in this position; regularattendance is critical in this position because the expertise this employee is providing will not beavailable from any other source.

    Must possess networking, leadership, prioritization, and time management skills; must be selfdirected and highly motivated, and possess logical decision making and analytical skills.

    Summary of Work (Essential Functions):

    1. Evaluate Falling Weight Deflectometer (FWD) data for determination of pavementstructural layer strength: Evaluate Falling Weight Deflectometer (FWD) data collectedby field test personnel for use in pavement design process. Determine strengths ofvarious pavement layers using computer analysis. Present computer analysis results in

    graphical and text format to be used in pavement thickness design process. Approximately 25 percent of time will be spent on this duty.

    2. Perform pavement thickness design and prepare required reports for projects ofincreasing complexity: Evaluate laboratory and field test results using engineering

    judgement and computer analysis to determine structural requirements for pavementrehabilitation and reconstruction projects. Combine FWD data, past construction andmaintenance information, current pavement distress and use information, and futuretraffic projections to prepare a report of recommendations for new, rehabilitated, oroverlay pavement sections.Approximately 40 percent of time will be spent on this duty.

    3. Perform research work to establish criteria for various programs, materials, andtests: Perform research work utilizing laboratory work and literature review to developbetter construction materials, methods, and test procedures. Work with supervisor andother section personnel to develop work plans and monitor construction progress of newresearch projects. Generate reports documenting construction process, periodicevaluation results, and final evaluation recommendations. Work with supervisor and othersection personnel to setup and implement programs upon completion of research. Assistother section personnel in evaluation and collection of data from on-going researchprojects. Work with supervisor and other Department personnel to evaluate current andnew materials and methods for acceptance under present NDDOT specifications; ordevelopment of new specifications. Approximately 30 percent of time will be spent onthis duty.

    4. Attend project field reviews and PS&E meetings: Represent Materials & ResearchDivision at project Field Review meetings to gather information to be used indevelopment of pavement thickness design. Represent Materials & Research Division atproject Plans, Specifications, and Estimate (PS&E) plan reviews to provide input andgather questions requiring answers necessary for plan completion.Approximately 5percent of time will be spent on this duty.
