Beschreibung: Noch im Sommer 2011 äußerten sich viele Fachleute in Europa und den USA
besorgt über die neue türkische Außenpolitik. Die wiederkehrenden Schlagworte waren
»Abkehr vom Westen« und »Neo-Osmanismus« - Auslöser waren der türkische Ausgleich mit
Syrien, das Nein Ankaras zu einer Verschärfung der Sanktionen gegen den Iran im UN-
Sicherheitsrat und die rapide Verschlechterung des Verhältnisses mit Israel. Hinzu kam, dass
der Ausgleich mit Armenien ins Stocken geraten war, Ankara sich in der Energiepolitik Moskau
angenähert hatte und im Hinblick auf Zypern damit drohte, anstelle einer Verhandlungslösung
auf die internationale Anerkennung des türkischen Staates im Norden der Insel hinzuarbeiten.
Heute herrscht hingegen eine vielleicht trügerische Ruhe; die Türkei scheint wieder fest im
Westen eingebunden zu sein.

Beschreibung: A recent GMF project proposes to conceptualize Turkey as one of global swing
states, i.e., the countries that possesses a large and growing economy, a strategic location in
its region and a commitment to democratic institutions. The swing state argument is logical
from the perspective of extending U.S. tenure at global leadership, but it could be expanded
at least on four important dimensions pertaining to the issue of international order that have
direct bearing on the way we understand the role of the swing states: power, domestic order, regional order, and justice. A closer examination of Turkey forces us to rethink the report’s
underlying assumptions that the swing states need to be engaged lest they turn anti-systemic
and that they could assume extended global roles.

Beschreibung: Economic relations between Turkey, Russia, and Iran reflect limited
connectivity, dominated by energy and low-end commerce. There is potential for a European
level of regional economic integration based on industrial relations, but this would require
development of a regional planning process and expanded private sector dialogues and will be
contingent on developments in political relations. Turkey and Russia have pledged to build a
broad strategic partnership, but the relationship is more tactical than strategic. Turkey is
disinclined and unable to change its orientation away from the EU and the US. Iran has
pursued a pragmatic policy to build closer economic and energy ties with its immediate
neighbors to encourage regional cooperation, enhance its security, and reduce the impact of
sanctions. The Russia–Iran relationship is the most difficult of the three bilateral ties.

the beginning of the millennium. A stable government with satisfactory economic performance
was an object of admiration in a region where authoritarian governments associated with poor
economic performance were the rule. The neutral stand in regional issues that had rendered
Turkey an accepted partner to all sides began to erode beginning at the end of 2008, first
with relations with Israel, then NATO, and finally with the Arab Spring and Syria. Whether it
will succeed in restoring its former role as a trusted partner or all countries of the region is
open to question.

model, regarded as the Islamic model most easily reconciled with the values of Western
democracy, many questions arise as to how the Turkish model can inspire and spread

be most proper to view the AKP’s experience in Turkey as a ‘success story’ that may be
inspiring to the Arab peoples at this important and critical stage in their history, but not
necessarily as a model that can be transferred and replicated.

Beschreibung: Im Zuge der politischen Umstürze und Transformationen in den arabischen
Ländern wurde die Türkei oft als Vorbild und Modell genannt. Dabei wird meist die
Gemeinsamkeit der islamischen Kultur in Verbindung mit der Demokratisierung der Türkei
hervorgehoben. So wird die regierende AKP von Ministerpräsident Erdoğan als Vorbild für die
demokratie-orientierten, „gemäßigten“ Islamisten der arabischen Reformländer betrachtet.
Vielmehr muss sich allerdings der besondere Entwicklungsweg der Türkei bewusst gemacht
und die „neue“ Türkei in die Pflicht genommen werden, ihren Weg der Modernisierung und
Demokratisierung konsequent weiter zu verfolgen.

Beschreibung: While Turkey remains tied to the West through its membership in NATO, the
Council of Europe and the OECD, under the AKP-leadership, the country has launched a
number of foreign-policy initiatives that have increased its international stature and regional
influence. This has been particularly visible in the Middle East, where Turkey has sought to
strengthen ties with its Muslim neighbours, especially Iran and Syria. Relations with Russia
have improved as well, especially in the economic field, and Ankara has recently sought to
mend fences with Armenia. This does not mean that Turkey is turning its back on the West.
However, Turkey is likely to continue to broaden and diversify its foreign policy and be more
hesitant to automatically follow Washington's lead. Managing the US–Turkish relationship will
require patience and skillful diplomacy on both sides, more so now than ever before.

has continued to maintain in the context of the Arab Spring. To understand why Turkey only
became a regional power under the Muslim AKP government and why this happened at the specific point in time that it did, the paper highlights the self‐reinforcing dynamics between
Turkey’s domestic political‐economic transformation in the first decade of this century and the
advantageous regional developments in the Middle East at the same time. It concludes that
this specific linkage – the “Ankara Moment” – and its regional resonance in the neighboring
Middle East carries more transformative potential than the “Washington Consensus” or the
“Beijing Consensus” so prominently discussed in current Global South politics.

Beschreibung: Die Arabische Revolte verändert seit Ende 2010 auch die nahöstliche
Regionalordnung und beeinflusst das Potenzial einzelner Staaten dahingehend, ob sie
regionalpolitisch eine Chance haben, aufzusteigen oder ob ihnen eher ein Abstieg droht. Unter

Ministerpräsident Erdoğan geriert sich die Türkei dabei einerseits als Vorbild für die arabischen
Transformationsländer, andererseits ist ihre Regionalpolitik von Widersprüchen
gekennzeichnet. Zusammen genommen lässt sich die vermeintliche „Sprunghaftigkeit“ der

fourteen months, the highest casualties in thirteen years. Prolonged clashes with militants in

hand in the insurgent PKK. The government and mainstream media should resist the impulse
to call for all-out anti-terrorist war and focus instead, together with Kurds, on long-term
conflict resolution. There is need to reform oppressive laws and make amends for security
forces’ excess. The Kurdish movement, including PKK leaders, must abjure terrorist attacks
and publicly commit to realistic political goals. Above all, politicians on all sides must legalise
the rights most of Turkey’s Kurds seek, including mother-language education; an end to
discriminatory laws; fair political representation; and more decentralisation. Turkey’s Kurds
would then have full equality and rights, support for PKK violence would drop, and the
government would be better placed to negotiate insurgent disarmament and demobilisation.

Beschreibung: Normalization between Greece and Turkey has come far since tensions in the
Aegean Sea threatened war three times between the NATO allies. Trade, investments and
mutual cooperation and tourism have taken off, sidelining issues like the Cyprus problem.
Frequent bilateral talks suggest that the time may be ripe for a solution to that dispute.
Turkey’s government is interested in further asserting itself as a responsible regional power,
solving problems in its neighbourhood and clearing obstacles to its EU accession. With Athens
in the midst of a financial crisis and needing any economic lift and increased security it can
find, this unnecessary and still potentially dangerous conflict should be resolved. A good
strategy would be a set of steps to prepare public opinion on both sides, leading to a bilateral
agreement and including eventual recourse to international adjudication.

Beschreibung: Am 14. Dezember 2012 hat der Bundestag beschlossen, bis zu 400 deutsche
Soldaten in der Türkei zu stationieren. In den kommenden Wochen werden zwei Patriot-
Raketenabwehrbatterien mit den dazugehörigen Unterstützungselementen in die Stadt
Kahramanmaras, rund 100 Kilometer nördlich der türkisch-syrischen Grenze, verlegt. Die
rechtliche Basis für diesen Schritt – der auf Bitte Ankaras erfolgt – bildet ein Beschluss des
Nato-Rates mit der Begründung, dass »die Türkei […] einer potentiellen Bedrohung durch
ihren Nachbarn Syrien ausgesetzt« sei. Die Bedrohungsanalyse, die dieser Annahme zugrunde
liegt, ist jedoch zweifelhaft. Das betrifft nicht nur Syriens militärische Fähigkeiten, sondern
mehr noch die politischen Intentionen, die dem Assad-Regime unterstellt werden.

auch ein gegenseitiger Austausch mit beiden Seiten stattfand. Während des Kalten Krieges
wurde die Türkei in der internationalen Politik als Randgebiet in den Westblock integriert und
geostrategisch wurde das Land durch die Nachbarschaft zum Nahen Osten und spätestens seit
seinem Beitritt 1952 zu einem der wichtigsten NATO-Staaten. Ausgelöst durch die positiven
politischen Bedingungen, welche die Auflösung der Sowjetunion hervorrief, setzte seit Anfang
der 1990er Jahre eine Veränderung der in der türkischen Außenpolitik vorherrschenden Linie
der Bedachtsamkeit, des Antirevisionismus und der Verwestlichung ein.
