DICING WITH THE UNKNOWN Professur A. 0 'Hagan, U11t1JCirsity of .\he.ffiuld

a. [email protected]ç. uk

There are many lhings thal 1 am uncertain about, says Tony

O'Hagan. Sorne are merely unknown tome, while others are

unknowable. This article is about different kinds of uncer·

tainty, and how the distinction between them impinges on the

foundations of Probability and Slatistics.

Two kinds of uncertainty

There are things thal 1 am uncertain about simply because 1

lack knowledge, and in principle my uncertainty might be

reduced by gathering more information. Others are subject

to random variability, which is unpredictable no matter how

much information 1 might gel; these are the unknowables.

The two kinds of uncertainty have been debated by philoso

phera, who have given them the names epistemic uncertainty

(due to lack of knowledge) and aleatory uncertainty (due to

randomness).

Examples of aleatory uncertainty are familiar to students of

probability theory, and include the outcomes of tossing dice

and drawing cards from a shuffled pack. ln statistics, alea•

tory uncertainty is present in almost ali data that we obtain,

due to random variability between the members of a popula·

lion that we sample from, orto random measurement errors.

Examples of epistemic uncertainty are ali around us. 1 am

uncertain about the atomic weight of zinc, about the popula·

tian of the city of Paris, and about whether the river Thames

fraze over in London du ring the winter of 1600-1601. At least

for the first two of these, my uncertainty could be resolved by

looking in a suitable reference book. lt may be that there is no

such source of information about the river Thames in 1600·

1601, but in principle this is a question that might be resolved

by historical investigation. Epistemic uncertainty about any

given question varies from one persan to another. For

instance, J have negligible uncertainty about my height. Sorne

one who has seen me might be able to guess reasonably

accurately but could not be certain. Someone who knows only

thal 1 am a British male would have more uncertainty.

The distinction between aleatory and epistemic uncertainties

is valuable in many areas where it is important to appreciate

which uncertainties are polentially reducible by further inve

stigation. But it is easy to see how much more fundamental it

should be for statisticians, for whom randomness and uncer·

lainty are their very raison d'être.

SWISS STATISTICAL SOCIETY • Bulletin Nr. 57

The theory of Statistics rests on describing uncertainties by

using probability. A probability near 1 representa an event

that is almost certain to occur, while a probabilily near 0

represents one thal is almost certain not to occur. As we

move away from these extremes towards the probability of?,

there is increasing uncertainty. Here, however, is where we

meet the fundamental dichotomy between the two principal

theories of Statistics: the frequentisl and Bayesian theories.

One characterisation of the difference between these two

schools of statistical theory is !hat frequentists do not accept

that aleatory uncerlainty can be described or measured by

probabilities, while Bayesians are happy to use probabilities

to quantify any kind of uncertainty.

Two kinds of probability

Delving more deeply, the root of this disagreement lies in

what probability means. Almost everyone who encounlers

probability for the first lime in their education will be taught it

using aleatory uncertainties, like the familiar games of tos

sing dice or coins. And the way probability will be taught is

that it representa the long-run frequency with which the

event in question occurs if it is repeated an indefinite number

of times, and this is accordingly known as the frequency

definition of probability. The nature of random events is thal

they are, at least conceptually, repeatable in this way. Episte·

mie uncertainties are generally not.

If probability is to encompass epistemic uncertainty it needs

another definition.

ln Bayesian statistics the probability of a proposition simply

representa a degree of beliet in the truth of that proposition.

Notice in passing that we tend to use the word «proposition»

(a statement that is either true or false) rather than «event•

(something which may or may not occur) when discussing

this kind of probability, since «event .. has connotations of

randomness and repeatability. A proposition might simply

assert thal an event will occur, but il may also refer to a sta

tement with epistemic uncertainty.

The degree-of-beliet interpretation of probability is somali·

mes referred to as persona! probability or subjective probabi·

lity because, as noled already, different people may have dif·

ferent degrees of uncertainty about a proposition. lt is the

«subjectivity• of this approach to probability that is most

Page 5: EDITORIAL - Stat · only be interpreted in terms of repeated sampling. Bayesian inferences directly answered the scientists' questions, making statements thal were unambiguously about

ARTICLE

objected to by followers of the frequentist theory. Bayesians

steadfastly defend this definition, and question the extent to

which their methods are any more subjec tive than frequentist

practice, or indeed scientific practice generally. However,

thal debate is beyond the scope of this article!

Two kinds of statistics

To see the implications of the frequentist position on probabi

lity, it is enough lo note thal uncertainty about parameters in

statistical models is almost invariably epistemic. If, for

instance, 1 was conducting experiments to measure empiri

cally the atomic weight of zinc, the unknown parameter is

thal atomic weight. 1 cannat consider zinc as a randomly

chosen element. lndeed, it is particularly zinc that 1 wish to

know about. ln a similar way, nearly ali statistical analysis is

to learn about parameters, and so to reduce our epistemic

uncertainty about them. Since frequentist statistics does not

and cannat quantify thal uncertainty with probabilities, con

vent ional statistical inferences (such as significance tests

and confidence intervals) never make probability statements

about parameters.

Yet the recipients of those conventional inferences almost

universally interpret them as making probability statements

about the parameters. When the null hypothesis is rejected

with a p-value of 0.05, this is widely misunderstood as say

ing that there is only a 0.05 chance that the null hypothesis is

true. If told thal (3. 2, 5. 7) is a 95% confidence interval for a

certain parameter, the interpretation that there is a 95% pro

bability th at the pa ramet er lies between 3. 2 and 5. 7 is extre

mely common. lt is enough to realise that our uncertainty

about parameters is epistemic to appreciate that these have

to be false interpretations.

The p -value of 0.05 and the confidence coefficient of 0.95

are aleatory probability statements about the data. The p

value says that in repeated sampling (creating an indefinite

sequence of sets of data of the type being analysed} then if

the null hypothesis were really true we would reject it in only

5 % of those experiments. The confidence interval says thal if

this confidence interval were computed from each of the

same infinite sequence of data sets, then 95% of those inter

vals will contain the true value of the parameter.

Neither of them says anything about the chance that the null

hypothesis is true, or that the parameter lies in the interval,

for these data. If we condit ion on the single set of data in

front of us, there is no randomness in the problem, and sa

no frequentist probabilities can be stated.

SWISS STATISTICAL SOCIETY • Bulletin Nr. 57

ln contras!, Bayesian inference does make probability state

ments about parameters. Il can do so because the epistemic

uncertainty in parameters can be quantified using the Bayesi

an's persona! probability. lndeed, Bayesian inference descri ·

bes how the acquisition of data modifies {and usually redu

ces) the uncertainty about a parameter, from «prier» uncer

lainty to «posterior» uncertainty. The Bayesian equivalent of a

significance test asserts the probabil ity that the nul! hypothe

sis is true. ln the same way, the Bayesian analogue of the

confidence interval (usually called a credible interval) has

exactly the interpretation that is so olten erroneously attribu

led to the frequentist confidence interval. And two kinds of

statistician On a persona! note, 1 have been bath kinds of

statistician in my career. lt was my experience, as a young

statistician, of analysing data and producing frequentist tests

and confidence intervals for other scientists that convinced

me that the Bayesian approach is the right one for statistical

analysis. 1 had great difficulty persuading the scientists not to

misinterpret the frequentist inferences 1 was giving them.

And it was clear ta me thal this was because the correct

interpretation was of no use to them. Frequentist inferences

make only indirect statements about parameters, and can

only be interpreted in terms of repeated sampling. Bayesian

inferences directly answered the scientists' questions,

making statements thal were unambiguously about the para

meters they wanted ta learn about. Since that lime (more

th an 30 years aga now), 1 have be en an enthusiastic advcr

cale and praclitioner of the Bayesian approach.

Every statistician needs to understand the difference bet

ween the frequentist and Bayesian theories of statistics, and

avery practising statisticien must (at least implicitly) choose

between them. And whether something is unknown or

unknowable, whether ils uncertainty is due ta fundamentally

unpredictable randomness or to potentially resolvable lack of

knowledge, turns out to lie at the heart of the debate.

Beat Hulliger gewahlt.

Alle Anwesenden sind MitgJied der SSS.

16 Mitglieder sind priisent.

Die Teilnehmer haben keine Einwande bezüglich

der Agenda.

SWISS STATISTICAL SOCIETY • Bulletin Nr. 57

1. Protokoll der letzten GV (2005)

Das Protokoll der GV 2005 wurde im SSS Bulletin publiziert.

Die Teilnehmer erheben keine Einwânde, und akzeptieren

einstimmig das Protokoll. Jacques Zuber, Protokollführer der

GV 2005, wird verdankt.

2. Jahresbericht 2005 1 2006

statistique (OFS). Le nouveau Comité est composé de:

Alexandre Oettli en tant que Président, Martial Clément,

Yves-Alain Gerber (nouveau}, Ernst Matti, Peter Moser,

Sophie Rossillion (nouvelle), Franziska Spaeti et Yves Tillé.

Toutes les personnes sont élues par acclamation.

QUELQUES NOUVELLES DU FRONT Alexandre Oettti, Président de la SSS-0

[email protected]

entre les services statistiques de Suisse ;

• faciliter la communication entre les services statistiques ;

domaines de la statistique ;

vation;

ques;

notamment;

introduction à la stochastique, statistique descriptive,

séries temporelles, modélisation et données spatiales ;

ble à l'adresse suivante: ssso.les-forums.com.

«Oefining and measuring learnlng outcomes

in higher education>)

Internationale Konferenz, organisiert vom Organ für Akkredi

tierung und Oualitatssicherung der Schweizerischen Hoch

schulen (OAO) im Namen des aEuropean Consortium for

Accreditation in higher education .. (ECA).

European ministers of education (Bergen, May 2005) have

agreed that National Qualifications Frameworks should be

set up by 2007 and implemented by 2010 in ali Balogna sig

natory countries.

As a consequence, higher education institutions {HEis) are

in the process of designing learning outcome oriented cour

ses and study programmes. This development represents a

complete change of paradigm in the higher education sector.

The definition and the measurability of learning outcomes are

strictly linked together. Accreditation and quality assurance

systems need to adapt to current developments, which is still

«work in progress, in most European countries. The multipli·

city of approaches of HEis and OA agencies toward learning

outcomes deserves a fertile field for discussion, share of

views and exchange of good practices. This conference

represents a good occasion to deepen this issue.

Corinne llager Jort"

SWISS STATISTICAL SOCIETY • Bulletin Nr. 5'/

cheurs. L'article " Statistical Thinking and the Perception of

SWISS STATISTICAL SOCIETY • Bulletin Nr. 57

conférence annuelle de l' « International Society for Clinical
