The Government approved the National e-Governance Plan (NeGP)in May 2006. The Plan envisions to make all government services

accessible to the common man in his locality through common servicedelivery outlets, and ensure eciency, transparency and reliability

o such services at aordable cost to realise the basic needs o thecommon man. It consists o 27 Mission Mode Projects (MMPs) and 8

Support Components to be implemented at the Central, State and LocalGovernment levels. To achieve the vision o providing government

services at the doorstep o the citizen, a common service deliveryplatorm is being created. The three important elements that orm the

basis o this service delivery ramework are, State Wide Area Networks

(SWANs), Common Service Centres (CSCs) and the State DataCentres (SDCs).

The Unique Identication Authority o India (UIDAI) has been createdas an attached oce under the Planning Commission. Its role is to

develop and implement the necessary institutional, technical and legalinrastructure to issue unique identity numbers to Indian residents.

The role that the Authority envisions is to issue a unique identicationnumber (UID) that can be veried and authenticated in an online, cost-

eective manner, and that is robust enough to eliminate duplicate andake identities. The rst UID numbers will be issued over the next 12-18

months counted rom August 2009. The rst number would be issuedbetween August 2010 to February 2011. Over ve years, the Authority

plans to issue 600 million UIDs. The numbers will be issued through

various registrar agencies across the country.
