Neue Statuten

Anlässlich der 29. Generalversammlungam 31. 3. 2006 wurden die neuen Statutender Forschungsgesellschaft beschlossen. DieÄnderung der Statuten war notwendiggeworden, da infolge der Reorganisation derGesellschaft die Aufgaben der Gremien neuverteilt und deren Zusammensetzung teil-weise geändert wurde. So ist dieGeschäftsführung nicht mehr Bestandteil desPräsidiums. Letzteres übernimmt daher stär-ker die Rolle eines Aufsichtsrates und über-wacht die laufenden Geschäfte. Die neuenStatuten erlauben es auch, dass jedesordentliche Mitglied einen Delegierten in denVorstand entsenden kann. Somit kann derVorstand verstärkt die strategische Richtungder Gesellschaft gestalten.

Die neuen Statuten wurden mit dem 30. 8.2006 behördlich genehmigt und sind absofort in deutsch und englisch auf derHomepage abrufbar.

Homepage

Im Sommer 2006 ist die neue Homepageaktiv geschaltet worden. Mit einem modernenCMS ausgestattet wird künftig die Wartungder Homepage erleichtert und derVerwirklichung des "Informationsnetzwerkes"einen Schritt näher gekommen. Wie bereitsim Rahmen des Maßnahmenplanes und desPraktikerausschusses definiert, werden eineReihe von Tools implementiert, die einedezentrale Wartung und Aktualisierung derHomepage ermöglichen. So wird es künftigmöglich sein, über Kontaktpersonen derMitglieder aktuelle Informationen wieTermine, Veranstaltungen und News über dieHomepage anzubieten.

Neben wichtigen Informationen überGründung und Geschichte der Gesellschaft,sowie dem Gesellschaftszweck und den lau-fenden Aktivitäten und Zielen, sowie Newsund Veranstaltungen, wurde auch einDownloadbereich eingerichtet, der es erlaubt

New Statutes

On the occasion of the 29th GeneralAssembly on March 31st 2006, the newStatutes of the Research Society were esta-blished. A change of the Statutes had becomenecessary as, due to the reorganisation of theSociety, the tasks of the bodies were distribu-ted new and their structure has partly beenchanged as well. That way the BusinessManagement is no longer part of the Chair.Therefore the Chair takes over the role of theSupervisory Board and supervises the currentbusinesses. The new statutes make it possi-ble that every regular member can depute adelegate into the Board of Directors. That waythe Board of Directors is enabled to concen-trate more on the strategic tasks of theSociety.

The new statutes were approved officiallyon August 30th 2006 and are available in

German as well as English language on theWeb-Site.

Home Page

In summer 2006 the new home page hasbeen activated. A modern CMS will help ser-vicing the home page in future and the reali-zation of an information network comes onestep closer. As already mentioned within theplan of measures and the Practitioner

Ein eigener Pressebereich mitFotogalerien zu Veranstaltungen und interes-santen Themen, komplettiert das Angebot.Weiterhin möglich ist die Suche in der mitt-lerweile umfangreichen Publikationsdaten-bank. Für diese Publikationsdatenbank sollennoch im laufenden Jahr sämtlicheKurzfassungen digital zur Verfügung gestelltwerden.

Das Herzstück der Web-Site ist jedoch„unsichtbar“: Ein mächtiges Adressverwal-tungstool (derzeit etwa 1500 aktuelleAdressen) mit einem integriertenNewslettersystem, soll künftig eine noch bes-sere und raschere Information ermöglichen.

INTERPRAEVENT 2008 - Dornbirn

Der Startschuss ist bereits 2005 gefallen.Im Herbst konstituierte sich dasOrganisationskomitee zur Vorbereitung desnächsten Kongresses der vom 26.-30. Mai

Besides important information concerningthe foundation and the history of theResearch Society as well as it’s purpose, aimsand current activities but also latest news orevents, a download-area has been establis-hed which offers interesting documents(publications, lectures, results of researchetc.) to all interested readers. A separate areahas been established for all internal docu-ments of Interpraevent. This area is pass-word-safe. In addition to that, there is also anarea with press reports including photo-gal-leries of the events and of interesting topics.The search for publications is still possible onthe special data bank which has become evenmore extensive in the meantime. Within thisyear, several abstracts shall be available onthis data bank for publications in digital ver-sion.

The core of this web site, however, is“invisible”, it is a huge address administrationtool

(currently about 1500 effective addresses)with an integrated newsletter system whichshall make communication and the flow ofinformation even better and faster in future.

INTERPRAEVENT 2008 - Dornbirn

The starting pistol has already been fired.In Fall 2005, the organisation committeeconstituted in order to prepare the nextInterpraevent congress which will take placein Dornbirn, Vorarlberg, Austria from 26thuntil 30th of May, 2008. The Austrian Servicefor Torrent and Avalanche Control, SectionVorarlberg, is responsible for the organiza-tional work. The Interpraevent congress 2008is being organized in close cooperation withthe Fair in Dornbirn.

2008 in Dornbirn stattfinden wird. Feder-führend wird die Arbeit von der SektionVorarlberg der Wildbach- und Lawinenver-bauung Österreichs übernommen. DerKongress wird in enger Kooperation mit derDornbirner Messe organisiert.

Unter www.interpraevent2008.at werdenalle Details zum Kongress zur Verfügunggestellt. Das Organisationskomitee unter derLeitung von DI Andreas Reiterer umfasst fünfMitglieder. Unterstützt wird das OK durcheinen erweiterten Kreis von etwa 15 Personen– vor allem für die Organisation derExkursionen. Eine weitere Neuerung bei derOrganisation des Kongresses ist dieEinrichtung eines „Scientific Committees“,welches aus dem bewährten Team desWissenschaftlichen Beirates und etwa 20namhaften Experten besteht. Letztere unter-stützen den Beirat bei der Bewertung der ein-zelnen Beiträge.

Mit Ende Februar 2007 endete der „call forabstracts“. Es wurden ca. 240 Beiträge einge-reicht. Derzeit ist die Vorauswahl der Beiträgeim Gange. Die Einreichung derLangfassungen ist bis zum September 2007vorgesehen.

Aktivitäten

European Flood Conference

Vom 17. bis 18. Mai 2006 fand anlässlichder österreichischen EU Präsidentschaft eineHochwasserkonferenz in Wien statt. ImRahmen der Beratungen zur Einführung derEU-Hochwasserrichtlinie ging es in derKonferenz darum, den Stand derMitgliedsländer bei ihren Arbeiten zum inte-gralen Hochwassermanagement vorzustellenund die Notwendigkeit der Hochwasser-richtlinie zu diskutieren. Die Diskussion ver-lief ähnlich wie die Beratungen zu diesemRichtlinienentwurf äußerst kontroversiell.

Afurther innovation at the organisation of thecongress is the establishment of a ScientificCommittee, which consists of the well-triedScience & Technology Advisory Board andaround 20 well-known experts. The lattersupport the Advisory Board at the assessmentof the single contributions.

Activities

European Flood Conference

From May 17th until 18th a FloodConference took place in Vienna in the cour-se of the Austrian EU Presidency. Within thescope of the consultations concerning the EUdirectives on flooding, the topic within theconference was to present the actual numberof member states at their work concerningthe integral flood management and todiscuss the necessity of the directives onflooding. The discussion, as the consultationsas far as the draft of these directives wasconcerned, was most controversial. Especiallythe scope as well as the alliance to the ECWater Framework Directive were discussedquite critically.

The Research Society Interpraevent wasrepresented by its Business Manager andreported on the efforts and problems of thealpine regions in the field of the preventiveprotection against natural disasters. The lec-ture is available on the Interpraevent – home

Exkursion – Drau/Gail vom 2. bis 4. 8.2006

Vom 2. 6. bis 4. 8. 2006 besuchte eineDelegation der ASSM Trento dieBundeswasserbauverwaltung Kärnten.Gemeinsam mit der ForschungsgesellschaftINTERPRAEVENT und der Wildbach- undLawineneverbauung, Sektion Kärnten, wurdeein interessantes Exkursionsprogrammerstellt.

Hintergrund für den Besuch aus Trentowar die Zusammenlegung der beidenDienststellen für Wildbachverbauung(Servizio Sistemazione montana) undFlussbau (Servizio Opere Idrauliche) zu einergemeinsamen Abteilung mit deren LeitungDott. Mario Cerato beauftragt wurde. Dasgestaltete Programm befasste sich dahersowohl mit Aspekten des Flussbaues als auchder Wildbachverbauungen. Am ersten Tagwurden die abgeschlossenen Maßnahmen zur

Excursion – Rivers Drau/Gail from 2nduntil 4th of August 2006

From 2nd until 4th of August 2006, adelegation of the ASSM Trent visited theFederal Administration of HydraulicEngineering in Carinthia. Together with theResearch Society INTERPRAEVENT and theAustrian Service for Torrent and AvalancheControl, Section Carinthia, an interestingprogramme for the excursions has been ela-borated.

The main reason for the visit of the dele-gation from Trent was the amalgamation ofthese both service centres, the AustrianService for Torrent Control and the RiverEngineering in order to achieve a commondepartment, whereas Dott. Mario Cerato hadbeen assigned to take over the duties ofadministration. The arranged programmedealt, on the one hand, with the aspects ofriver engineering and, on the other hand,with torrent control. On the first day, thealready completed measures for the stabili-sation of the river bed at the upper part of theDrau have been inspected. As a central typeof measures, the local river enlargement hasbeen realised there. The experiences of thepast years have shown that in an optimizedprocess, the applied size of the enlargementcan stabilize the river bed.

On the second day, the inspection of thecatchment area of the Oselitzenbach in theValley of the river Gail (Gailtal) was on theprogramme. The importance of the interna-tional border crossing on the Nassfeld on theone hand, and the efforts during the expan-sion of the skiing resort of the same name onthe other hand, made it necessary to takesome measures. The crucial problem in thisarea is the control of the so called“Reppwand-Oselitzen” sagging zone, whichis a zone where a long-term sliding processof the there existing interlayers endanger thestability of the Oselitzenbach and create agreat risk as far as the destruction of the

Sohlstabilisierung an der Oberen Draubesichtigt. Als zentraler Maßnahmentypwurde hier die lokale Aufweitung ausgeführt.Die Erfahrungen der letzten Jahre habengezeigt, dass in einem optimierten Prozessdie gefundene Größe der Aufweitung dieSohle stabilisieren kann.

Am zweiten Tag stand eine Besichtigungdes Einzugsgebietes der Oselitzen (Gailtal)am Programm. Sowohl die große Bedeutungdes internationalen Grenzüberganges amNassfeld, als auch die Bemühungen im Zugedes Ausbaues des gleichnamigenSchigebietes machten einige Maßnahmennotwendig. Zentrales Problem in diesemGebiet ist die Kontrolle der sogenannten„Reppwandgleitung“, einer tiefgründigenGleitung, die die Stabilität desOselitzenbaches stark beeinflusst bzw. dieSicherheit der Nassfeldbundesstraße gefähr-det.

Den Abschluss bildete eine Einführung indas Gailregulierungskonzept, mit seinen cha-rakteristischen ungeregelten Rückhalteräu-men im Talboden.

Climate Change, Impacts an AdaptionStrategies in the Alpine Space

Ein INTERREG IIIB Projekt mit gleichnami-gem Titel, welches sich mit derKlimaänderung und den Konsequenzen fürdie Naturgefahrenprävention beschäftigt,wurde mit 22. 2. 2006 von den zuständigenEU-Gremien genehmigt. Im Rahmen desArbeitspaketes "Flexible Response Network"sollen Beiträge zum Risikomanagementgeliefert werden.

Die Arbeiten zu diesem Projekt sind imvollen Gange und stehen aufgrund des engenZeitplanes unter einem hohen zeitlichenDruck. Die Forschungsgesellschaft INTER-PRAEVENT ist als Co-Partner der Bundes-wasserbauverwaltung Kärnten in das Projektinvolviert und liefert Beiträge zumArbeitspaket „Flexible Response Network“.

Folgende Arbeitsschritte werden imProjekt realisiert:

� Discussion of well proven examplesand strategies with experts fromdifferent disciplines (ExpertHearing);

� Establishment of a transnational fle-xible response network, involvingadministration and experts for futu-re cooperation and implementation.

The Expert Hearing will be organisedjointly with the partners from South Tyrolwith the Research Society INTERPRAEVENT incharge. At the end of this project, the requi-rements for the establishment of the “FlexibleResponse Network” concerning the topic-oriented strategic handling should be defi-ned. Expert Hearing about Climate Change onMay 16th 2007 in Bolzano

Within the above mentioned EU project,Interpraevent does organise an ExpertHearing in co-operation with theAutonomous Province of South Tyrol withthe topic of the project. Ten experts fromthe different areas of the Alpine Region willbe invited. The aim of this Hearing is, todiscuss the estimation of the experts con-cerning the possible adaptation of the stra-tegies when dealing with natural disastersbecause of the predicted climate change.

Expert Hearing Klimawandel am 16. Mai2007 in Bozen

Im Rahmen des oben angeführten EUProjektes organisiert INTERPRAEVENTgemeinsam mit der Autonomen ProvinzSüdtirol ein Experten Hearing zum Thema desProjektes. Eingeladen werden dazu zehnExperten aus den verschiedenen Regionendes Alpenraumes. Ziel des Hearings ist es, dieEinschätzung der Experten zu den möglichenAdaptierungen der Strategien im Umgang mitNaturgefahren aufgrund des prognostiziertenKlimawandels zu diskutieren. Die Ergebnissedieser Diskussion bilden ein Teilergebnis desGesamtprojektes und sollen auch in dieEmpfehlungen des Endberichtes einfließen.Mit der Organisation des Hearings wurde imNovember 2006 begonnen.

INTERPRAEVENT Symposium 2006,Niigata

Vom 25. bis 29. September fand in Japanan der Universität von Niigata ein weitererINTERPRAEVENT Kongress statt. Unter demTitel „Disaster Mitigation of Debris Flow,Slope Failures and Landslides“ versammeltensich 170 Experten aus 18 Nationen in Niigataund konnten im Rahmen der Präsentation vonetwa 30 hochkarätigen Vorträgen die neue-sten Entwicklungen auf diesem Gebiet disku-tieren. Das Organisationskomitee unter derFührung unseres Vorstandsmitglieds Prof. Dr.Hideaki Marui leistete hervorragende Arbeit,da nicht nur das normale Tagungsprogramm,sondern auch zwei Workshops über GIS imManagement von Naturgefahren und überdas große Erdbeben mit den katastrophalenHangbewegungen in Pakistan abgewickeltwurden.

Die Vortragsblöcke umfassten die ThemenMassenbewegungen, Hangstabilität, Hoch-wasser, Steinschlag, Monitoring undGefahrenkartierung, sowie Strategien zurSchadensreduktion. Parallel zu den einzelnenSessions wurde auch eine Posterausstellungorganisiert. Zwei Exkursionen – eine davon indas Gebiet des „Chuetsu Erdbebens 2004“ –rundeten das Angebot ab. Die

Publikation über die Passierbarkeit vonQuerwerken

Gemäß den Umweltzielen derEuropäischen Wasserrahmenrichtlinie (WRRL)ist eine weitere Verschlechterung desZustandes der Gewässer zu verhindern undsomit der Status der aquatischen Ökosystemezu erhalten bzw. zu verbessern, um für alleOberflächengewässer den 'guten ökologi-schen Zustand' zu erreichen. Für den Bereichder Wildbachverbauung muss demnach dieGewässerbetreuung den Ausgleich zwischenden ökologischen Zielen einerseits und denVorgaben der Schutzwasserwirtschaft ande-rerseits sicherstellen. Diese Vorgaben warendie Basis für ein Projekt, welches das öster-reichische Bundesministerium für Land- undForstwirtschaft, Umwelt und Wasserwirtschaftgemeinsam mit der Universität für

10had the chance to discuss the latest develop-ments in that field and had furthermore thepossibility to watch the presentations ofaround 30 top lectures. The organisationcommittee, headed by our Member of theBoard of Directors Prof. Dr. Hideaki Marui, didexcellent work, as not only the usual pro-gramme of the conference has been carriedthrough, but also two further workshops wereheld. One dealt about the geographic infor-mation system (GIS) in the management ofnatural disasters and the second about theheavy earthquake in Pakistan which had dis-astrous mass movements on slopes as a con-sequence .

Topics of the different sessions werelandslides, slope failure, flooding, rock fall,monitoring, and hazard mapping as well asstrategies to disaster mitigation. Parallel tothe single sessions, a poster exhibition hadbeen organised. Further there were offeredtwo excursions, one of which lead to the areaof the “Chuetsu Earthquake in 2004”.

The Research Society INTERPRAEVENTwants to thank all colleagues in Japan fortheir engaged efforts to make everythingwork so well. Special thanks go to Prof.Hideaki Marui and Prof. Naoki Watanabe.

Publication on the Effect of TransversalInstream Structures

According to the ecological aims of the EUWater Framework Directive (WFD) it is neces-sary to avoid a further worsening of the watercondition and therefore the status of theaquatic ecosystems needs to be kept or evenimproved, in order to achieve a “good ecolo-gical status” for all surface waters.

In the field of the torrent control, thementoring of the waters needs to secure thebalance of the ecological aims on the onehand and the guidelines of the river protec-tion work on the other hand. These guideli-nes were the basis for a project, which hasbeen carried out by the Austrian FederalMinistry of Agriculture, Forestry, Environmentand Water Management together with theBOKU – University of Natural Resources &

Im Zuge ökologisch orientierterSanierungsarbeiten im Soisgrabenbach,einem Fließgewässer der drittenFlussordnungszahl der nördlichenKalkvoralpen (Niederösterreich), wurden sie-ben unterschiedliche Typen von Querwerkenhinsichtlich ihrer Auswirkungen auf dasWanderverhalten der Bodenfauna untersucht.Die Ergebnisse der Untersuchungen wurdenim Rahmen der INTERPRAEVENTSchriftenreihe unter dem Titel „DiePassierbarkeit unterschiedlicher Querwerkefür die aquatische Bodenfauna“ publiziert.

INTERPRAEVENT Summit 2006, München

Vom 3. bis 4. April 2006 fand in Münchendas nun schon traditionelle INTERPRAEVENTSummit statt. Erstmals 1992 von Japan initi-iert, findet dieses Treffen auf höchster admi-nistrativer Ebene nunmehr alle zwei Jahrestatt. Das Thema des letztjährigen Summitlautete: „Communication and co-operation inprevention of natural disasters and catastro-phic events“. Teilgenommen haben dieRegionen: Aosta, Südtirol, Trient, Schweiz,Bayern, Japan und Österreich. Alle teilneh-menden Regionen wurden ersucht einschriftliches Statement zum Generalthemaabzugeben und eine kurze Präsentation vor-zubereiten.

Im Rahmen des Summit wurde zumwiederholten Male festgehalten, dass esunbedingt erforderlich ist, den integralenAnsatz fortzuführen, mehr Raum für denAblauf von Naturereignissen zur Verfügungzu stellen und die Kommunikation zu för-dern. Insbesondere sollte dasNaturverständnis von Kindern geschult wer-den, und die Informationen so aufbereitetsein, dass sie von jedem leicht verstandenund akzeptiert werden kann. Ein weitererSchwerpunkt der künftigen Arbeit wird in derInstandhaltung der bestehenden Bauwerkeliegen.

Grundsätzlich wurde weiters erkannt, dassÖffentlichkeitsarbeit auf regionaler oderlokaler Ebene durchaus wirksam funktioniert.

In the course of the ecologically orientatedrestoration measures, a research has beencarried out concerning seven transversalinstream structures and their impact on themigratory behaviour of benthic invertebratesin the Soisgrabenbach, a third order streamlocated in the Lower Austrian limestone foo-thills.

The results of the research have beenpublished within the INTERPRAEVENT publi-cations and is titled “The Effect of TransversalInstream Structures on Benthic InvertebrateMigration”.

INTERPRAEVENT Summit 2006, Munich

From the 3rd until the 4th of April 2006the henceforth traditional INTERPRAEVENTSummit took place in Munich, which had beeninitiated by Japan in 1992. This meeting takesplace every two years on highest administra-tive level. The topic of last years’ summit was“Communication and co-operation in theprevention of natural disasters and catastro-phic events”. Within the summit, it has been repeatedonce again that it is definitely necessary tocontinue the integral approach and to givemore space to the development of naturaldisasters as well as to bring forward commu-nication. Especially the understanding ofchildren, as far as natural disasters are con-cerned, shall be trained. That means, that theinformation shall be easy to understand andshould become generally accepted by every-body. A further emphasis of the work in futu-re will be the maintenance of the existingconstructions.

Basically it became obvious that the publicrelations work does actually work out well ona local level. In order to reach the broadpublic in an effective way, however, it wouldbe necessary to synchronise the informationon an international level.
