discountservicesofferedbyotherrailwaycompaniesvarydependingoneachcompany’s

Itisakindofdiscountedpassofferedbyrailwaycompaniestoregularstudentstocommutevia
theshortestroutebetweenthestationsnearesttotheuniversityandtheirhome.

Writeyourregisteredaddressandcommutingrouteinthestickerattachedonthebackofyour
studentIDcardandhaveyourfaculty/departmentofficeputaconfirmationsealonit. By
showingyourstudentIDcardwiththeconfirmationsealon,youcanpurchaseastudent
commuterpassoverthecounterofarailwaycompany.Itisprohibitedtochangetheroutefor
anyotherpurposes,suchasgoingtopart-timework,extracurricularactivitiesoranyother
destinations.
C)Whenyouhavechangedyouraddress
Promptlynotifyofthechangetoyourfaculty/departmentofficeandgetanewstickertobe
attachedonthebackofyourstudentIDcard.(However,1st-yearand2nd-yearundergraduate

Thestudentdiscountvoucherandstudentcommuterpassmustnotbeusedbyanypersonother

Thosestudentswhoreceivedanannualhealthcheck-upconductedbytheUniversityinAprilcan
obtainahealthcertificatethroughtheautomaticissuingmachine.

4.ConfirmationoftheCertificates
AllinternationalstudentsmustobservethefundamentalJapaneselaws,suchastheImmigration
LawandtheBasicResidentRegistrationLaw.Internationalstudents,however,mightunconsciously
violateaJapaneselaworfailtotakeanecessaryprocedureduetodifferentobservanceoflaws
fromtheirhomecountryorinsufficientcomprehensioninJapanese;thismayresultindeportation
orunexpectedexpensesincurred.Tokeepyoufromfallingintosuchasituation,theUniversity
confirmsyourindispensablecertificatesforaccuratelygraspingyourlivingconditionsandgiving
appropriateadviceifnecessary.

YoumayfaceasinternationalstudentsvariouskindsofdifficultyinstudyingwithJapanesestudents

TMUthereforeoffersatutoringprogramtointernationalstudents.Tutors,whoareTMUregular
degreestudents,helpinternationalstudentsimprovetheirJapaneseskillsandunderstandthings
Japanese,andalsohelpwiththeirstudy,researchanddailylifeonaoneononebasis.

Inprinciple,atutorisassignedtoaninternationalstudentwhoisinthefirstyearofstudyandmeet
therequirements.Youracademicsupervisordetermineswhetheryouneedatutorornot.Usually,

1. TuitionExemption,ReductionandInstallmentPayment
(1)Whatarethetuitionexemptionandinstallmentpayment?
Asaneducationalsupportforinternationalstudentsshowingexcellentacademicperformance,the
Universityoffersthefull/halftuitionexemptionprogram,meanwhilestudentswhohavedifficultyto
paythesemestertuitioninlumpsumcanusetheinstallmentpaymentprogram.
(2)Eligibility
Full-timedegreestudentsintheundergraduateandgraduatecoursesareeligibleforthefull/half
exemption,butnon-degreestudentsincludingresearchstudentsareineligible.TheTMUStudent
Committeeexaminesapplicantsanddeterminestheireligibilityfortuitionexemptionorthe
installmentpayment.
(3) Applicationperiods
Youmustapplyfortheexemptionandtheinstallmentpaymentineachsemester,twiceayear.
Applicationforthe1stsemesterwillbeacceptedinearlyApril(1st,2nd,3rdApril2019),andonthe
designateddaysinearlyOctoberforthesecondsemester.
Pleasenotethatanyoverdueapplicationsshallnotbeaccepted.Studentswhoareunabletosubmit

andinstallmentpayment.Incasetheyhavereceivedanotificationofpaymentbydirectdebitora
tuitionpaymentslipinmid-Aprilandmid-October,theyshouldcontacttheStudentAffairsDivision
withoutpayingthetuition.

TheNationalHealthInsuranceisamedicalinsuranceprogramdesignedforenabling
peopletoreceivemedicaltreatmentforinjuryorillnessatamedicalfacilitywithout
financialworries,bysharingmedicalexpenseswiththeGovernment,municipalgovernmentsand
insuredpersons.InternationalstudentsaswellasJapanesecitizensarerequiredtoenrollinNHI,
whichismanagedbylocalmunicipalgovernments.Theinsuredpersonwillonlyneedtopay30%
ofthetotalmedicalexpenses;thiswillconsiderablyeasepatient’sfinancialburden.

YoumustsubmitanapplicationforenrollmentinNHIatthelocalwardofficeorcityofficewhere

changesinthefollowingmatterstotheImmigrationBureauandacity/wardoffice.Failuretonotify

AllforeignnationalsenteringJapanforthefirsttimereceivingaresidentcardarerequiredto
registertheiraddressatthecity/wardofficeoftheirresidencewithin14daysoffixinganaddress
inJapan.Thisappliestothosewhohaveapassportstamped“Aresidentcardwillbeissuedlater.”
Registrationforms,whicharedifferfrommunicipalitytomunicipality,areavailableatthecity/ward
office.Toregisteryouraddress,youneedtoshowyourpassportandresidentcardatthecity/word

Whenyoumoveintoanothercity/towninJapan,youmustsubmittwoforms:Move-outformand
Move-inform.Themove-outformissubmittedtothemunicipalofficeofthecity/wardyoumove
outtonotifythatyouarenolongeraresidentofthecity/ward.Theformcanbeaccepted14days
beforeyoumoveout.Themove-informissubmittedtothemunicipalofficeofthecity/wardyou

TheSocialSecurityandTaxNumbers(IndividualNumber,nicknamed“MyNumber”)are12-digit
individualnumbersforalltheindividualswhohavearegisteredresidenceinJapan,implemented
startingfromOctoberin2015.EachindividualneedsthisNumberforadministrativeservicesrelated
tosocialsecurity,taxation,disasterresponse,etc.Forexample,youstudentsarerequiredtogive
yourIndividualNumbertoyourpart-timeemployer.
Aftersubmissionofareportofmove-intothecity/wardoffice,anIndividualNumberwillbe
automaticallyissued,andanotificationcardoftheIndividualNumberwillbesenttoyourresidence.
AfteryouhavereceivedyourIndividualNumber,ifyouapplyforanIndividualNumberCard,which
canbeusedforconfirmationofidentityandpublicassistanceservices,youwillbeissuedone.

Allyouhavetodoistohandovertheresidentcardtotheimmigrationofficerattheair/seaport
fromwhichyouaredeparting.ToenterJapansoonagainforyourdegreeconferment,forinstance,
pleaseapplyforaSpecialRe-EntrywhendepartingfromJapan.However,theperiodofstayisnot
theperiodasprintedontheresidentcard,butthelastdateofthemonthinwhichyouwillgraduate
from thisuniversity. Thisuniversitysubmitsalistofgraduates/graduatecandidatestothe
ImmigrationBureau.
