1) Summary

Bürgerwindpark BB Wind GmbH & Co. KG and Bürgerwindpark im Kirchspiel Medelby GmbH & Co. KG are planning a wind farm in the communities of Weesby, Böxlund and Jardelund. The wind farm will consist of 16 wind turbines of the type REpower 3.2M 114 with a hub height of 93 m and 123 m and one wind turbine of the type REpower MM 92 with a hub height of 100 m. The noise impact calculation shows, that the total noise impact from the existing and proposed wind farm at the most noise-exposed point in outdoor living area no more than 15 metres from dwellings in open countryside do not exceed 44 dB(A) at a wind speed of 8 m/s and 42 dB(A) at a wind speed of 6 m/s. Therefore the requirements of the Danish Statutory Order /1/ are satisfied.

2) Starting point

At the border between Germany and Denmark there are 16 wind turbines of the types NEG Micon NM 64c/1500 and Vestas V80 located on the Danish side of the frontier. Bürgerwindpark BB Wind GmbH & Co. KG and Bürgerwindpark im Kirchspiel Medelby GmbH & Co. KG are planning a wind farm in the communities of Weesby, Böxlund and Jardelund. The wind farm will consist of 16 wind turbines of the type REpower 3.2M 114 with a hub height of 93 m and 123 m and one wind turbine of the type REpower MM 92 with a hub height of 100 m. The main purpose of the noise immission calculation is to determine the total noise impact from the existing and proposed wind farm at the most noise-exposed points in outdoor living area near dwellings. The task consists of two parts: The evaluation of the German part of the impact area is done in accordance with the German regulations, norms and guidelines and of the Danish part of the impact area in accordance with the Danish regulations, norms and guidelines in the present case. The design of the wind farm is projected by the GEO Gesellschaft für Energie und Oekologie mbH in the community of Langenhorn and the eff-plan Hansjörg Brunk & Gisela Ohmsen GbR in the community of Jübek. The noise impact calculation was ordered by Bürgerwindpark BB Wind GmbH & Co. KG and Bürgerwindpark im Kirchspiel Medelby GmbH & Co. KG.

3) Task definition

The noise impact will be determined in accordance with the guidelines /1/ and will be stated as the equivalent, corrected, A-weighted noise level at a height of 1.5 metres at wind speeds corrected to a height of 10 metres at 6 and 8 m/s respectively at a roughness length of 0.05 metres. The total noise impact from wind turbines may not exceed the limit values at the most noise-exposed point in outdoor living area no more than 15 metres from dwellings in open countryside respective in areas with noise-sensitive land use. The total low-frequency noise from wind turbines may not exceed 20 dB at a wind speed of 8 and 6 m/s indoors in dwellings in open countryside or indoors in areas with noise sensitive land use respectively.

4) Description of location

The local conditions are shown in the general map (see Appendix 1) and the map showing the layout of the wind farm (see Appendix 2). The proposed wind farm is located along the border between Germany and Denmark in the southwest of Tinglev. In Germany the nearby communities are Weesby, Böxlund and Jardelund. In Denmark the nearby communities are Jyndevad Mark and Sofiedal. The map in Appendix 2 shows the immission points (IP) at dwellings within the noise impact area around the wind farms. The map also shows the existing and proposed wind turbines. The proposed wind turbines are highlighted. The Gauß–Krüger–coordinates (Potsdam-Date, Bessel-Ellipsoid) of the proposed wind turbines were provided by the planning engineers. The coordinates of the existing wind turbines had been determined by digital Orthophotos of the Bundesamt für Kartographie und Geodäsie (www.gdz-dop.bkg.bund.de) and had been verified by own measurements with a GPS receiver (Garmin GPS 12) chosen randomly. The list in Appendix 3 contains the coordinates of the dwellings und the wind turbines.

The existing and the proposed wind turbines are surrounded by flat grassland and farming area. The area around the wind farm is essentially flat. There is clear sound propagation from the wind turbines to the nearby dwellings. The soil is mainly used for agriculture.

6) Dwellings in the noise impact area around the wind farms

Due to the local inspection there has been determined 15 relevant dwellings in the noise impact area around the wind farms. All dwellings are located in open countryside. In accordance to the Statutory Order /1/ the limit values must be satisfied at the most noise-exposed point in outdoor living area no more than 15 metres from dwellings in open countryside. The dwellings are listed with the address and the limit values in Table 1.

7.1) Sound power level

The sound power levels of the existing and proposed wind turbines are taken from sound measurement reports given in Appendix 6 and listed in Table 2.

7.2) Background noise

Background noise is caused by wind nearby the dwellings due to trees and bushes as well as traffic on the nearby roads.

8) Calculation of noise impact

8.1) Basics

This Statutory Order /1/ applies to the installation, modification and operation of wind turbines. The requirements for wind turbines are as follows:

The total noise impact at the most noise-exposed point in outdoor living area no more than 15 metres from dwellings in open countryside may not exceed

o 44 dB(A) at a wind speed of 8 m/s and o 42 dB(A) at a wind speed of 6 m/s.

In areas with noise-sensitive land use the limit values are:

o 39 dB(A) at a wind speed of 8 m/s and o 37 dB(A) at a wind speed of 6 m/s.

The total low-frequency noise from wind turbines may not exceed 20 dB at a wind speed of 8 and 6 m/s indoors in dwellings in open countryside or indoors in areas with noise sensitive land use respectively. Low-frequency noise is characterised by the A-weighted level of noise in one-third octave bands from 10 up to and including 160 Hz, calculated indoors using the method as described in chapter 1.4 and Annex 1 of the Statutory Order /1/.

The noise impact is determined in accordance with the guidelines in Annex 1 and is stated as the equivalent, corrected, A-weighted noise level at a height of 1.5 metres at wind speeds corrected to a height of 10 metres at 6 and 8 m/s respectively at a roughness length of 0.05 metres.

8.2) Noise impact

The noise impact is determined in accordance with the Statutory Order /1/ resp. the guidelines in Annex 1 and is stated as the equivalent, corrected, A-weighted noise level at a height of 1.5 metres at wind speeds corrected to a height of 10 metres at 6 and 8 m/s respectively at a roughness length of 0.05 metres. The calculations are performed in 1/1 octave bands with the computing program “Cadna A, version 4.2.141” (Producer: Datakustik GmbH in D-86926 Greifenberg, Germany). Appendix 3 shows the input data. The calculations of the total noise impact for each for immission point is shown in Appendix 4. The determination of total noise impact is listed in Appendix 5. Table 3 contains the total noise impact for all immission points. The limit values are enclosed in brackets.

8.3) Low frequency noise

Considering the distances between wind turbines and dwellings the appearance of low-frequency noise from wind turbines (state of the art) in dwellings is unlikely. This agrees with own experiences from measurements and experiences in the working party “noises” of the Fördergesellschaft Windenergie e. V. If there will be complaints due to low-frequency noise, it will be necessary to perform measurements in accordance to the Statutory Order /1/ in the most noise-exposed dwellings.

9) Total noise impact in comparison to limit values

Table 3 shows, that the total noise impact from the existing and proposed wind farm at the most noise-exposed point in outdoor living area no more than 15 metres from dwellings in open countryside do not exceed 44 dB(A) at a wind speed of 8 m/s and 42 dB(A) at a wind speed of 6 m/s.
