Locally, all of our 20 wildland areas and our four rivers in San Diego and Imperial Counties are included in the statewide proposal. Fantastic! Our proposed areas equal nearly 200,000 acres of your incred- ible lands managed by the Cleveland National Forest and Bureau of Land Management. for California Wild Heritage Campaign

orking at the chapter officereminds me of a conveyor  belt...along come the

issues, messages, and requests for assistance-can you speak at a localschool on conservation, please makea comment on an environmentalimpact statement, write a letter tothe planning commission, help us with a lawsuit, attend a board of supervisors meeting and on and on.Oh, if we only had the people,financial resources and time torespond completely and positively toall of these opportunities. What a difference we could make! What power! What an enduring legacy!

 The application to extend our  boundaries is in limbo somewhere incommittees on the national level. We've had some empathy conveyed ina vague manner, but the issue isapparently being bounced aroundlike a hot potato. Glenn Torbett andConnie Garcia are making connec-tions with the bureaucracy to tiesomeone down to a written policy. AsGlenn writes, "It would be a missedopportunity to miss out on strength-

ening the Baja environmentalgroups, creating an informationexchange and providing cross-border support." Were it to happen, theSierra Club would have a partnership where both sides would provideresources and strength for a healthier border environment. TheSan Diego Chapter is up for thechallenge. Is national?

 You may have heard us onradio, TV and in the paper weighingin on the Box Canyon controversy. The Canyons Network, a project of the North County Group, endorsed by our chapter and the nationalSierra Club, is boldly going forward with a lawsuit against the Depart-ment of the Interior, no less, allegingthat the department is not enforcingits own rules in supporting theEndangered Species Act. Accordingto attorney Everett Delano, 43 pairsof Gnatcatchers live in this canyon.In line with the San Marcos Creek and three waterfalls that empty intothe ocean, it is another "last of itskind" place. Those of you in northcounty should check out the group.

 They could use your help.

In our efforts to coordinate themany subgroups within the club, weare proposing some reforms in the way we account for our budgets andpay our bills. All special interest groups can expect a letter soonasking for an accounting of any properties you own, a plan for thecoming year of your activities and a standardized way of applying for fund raising events. We hope themethods we are introducing willsolidify our chapter, remedy our insurance vulnerability and enhancethe overall effectiveness of our club.Even if it's a little extra work, thanksfor cooperating.

 The Canyons Campaign may betaking on some teen age help thissummer. We have a contact with a graduating senior at La Jolla HighSchool who thinks having Sierra Club representation at the highschool level is important. "After all",

said Cameron Coates," we are thefuture." Eric Bowlby thinks thesummer project may interest some younger ones into looking into theSierra Club philosophy of grassrootsactivism. If we launch this, we willneed adult supervision sanctioned bythe school for some work days in thecanyons. Anyone interested? See meor Eric.

L ocal author, astronomer andSierra Club member Jerry Schad has selected the best of 

an eclectic mix of astronomicalphotos to show during his presenta-

tion on Friday, July 20. For those who have not spent much timeunder truly dark skies free of thelight spillover from cities, Jerry’sstar-filled scenes from remotelocales will startle and amaze.Using state-of-the-art equipment and film, his images unite theplanet we live on with the near infinite depths of space. He will beshowing glorious sunsets and

moonrises; rare ice-crystal cloudphenomena; solar and lunar eclipses; lunar and planetary conjunctions; comet and meteor phenomena; and wide-filled panora-mas of the night sky and Milky Way over various Western landscapes.

Best known as the author of numerous guidebooks about theoutdoors in San Diego and South-ern California, Jerry Schad is lessknown as professor of Physical andScience and Astronomy at SanDiego Mesa College where he is

chair of the Physical SciencesDepartment.His interest in astronomy goes

 back to his childhood in San Jose in

the early 1960s. While going to sleepunder the stars in his backyard onsummer nights, he “discovered” theconstellations—a feat difficult or impossible for anyone living there or in any other major city today becauseof the sharp increase in light pollu-tion.

By 1965, Jerry was photograph-ing the night sky with ordinary 35mm cameras and telescopes. The

following year marked the first publication of his photos in a na-tional magazine— Sky and Telescope .

Currently, about 100 of Jerry’sastronomical photos are published in books, magazines and other media each year. His photo credits includeTime , Newsweek , Reader’s Digest and US New s and World Report  cover.

Friday, Aug. 17: Living in his greenhouseProgram presented by Rejean Laverdiere 

W ith an engineer’s precisionand an environmentalist’scommitment, Rejean

Laverdiere turned his 1,300 square-

foot Clairemont house into a 3,000square-foot experiment in energy saving features. He will tell and show us how to save energy and water at 

the Aug. 17 Sierra Club program. An ex-Canadian naval officer 

 who moved to San Diego in 1985,Laverdiere holds an electrical engi-neering degree from San Diego StateUniversity. A design engineer for thelast 14 years, he has worked in power supply, aerospace and biotechcompanies.

He went on to form his owncompany, Electrogen, which develops

and sells electronic equipment for maple syrup producers.But he considers his biggest 

achievement the design and con-struction of his current residence.

His house includes compact fluorescent lamps throughout, a microprocessor controlled woodstove, energy efficient windows, extra thick insulation in walls and ceilings,a modified super energy efficient refrigerator, a solar–heated hot water system and recycled built-in appli-ances.

He is chock full of ideas and canshow, first hand, some very practicalapplications that others may want toconsider putting into practice.

 And, oh, yes, he also compostsfrom grass clippings and table refuse,does organic gardening and rideshares.

Meet at the chapter office and book-store for a 14 minute video about the Si-erra Club, followed by a brisk one-hour walk in the neighborhood. We'll get to know eachother, and I'll describe some of the ways youcan become involved in issue work in our chapter.  The deadline for candidates tosubmit petitions of nomination for election to the Chapter ExecutiveCommittee has been set. All peti-

tions must be received in thechapter office by July 16 at 5 p.m. Any chapter member who was not nominated by the NominatingCommittee at the June 15th Chapter Executive Committee (ExCom)meeting may submit a nominatingpetition. The petition must containthe names of at least 50 Chapter members in good standing. Thechapter Excom will approve the finalchapter election ballot at their July

 The official election ballot will be in the September/October editionof the Hi Sierran . This edition will

also contain statements submitted by each candidate. All ballots must bereceived in the Sierra Club office by 5p.m. on October 12, 2001, if deliv-ered by hand, or October 15 andpostmarked no later than October 12if mailed.

 There are four seats to be filledin this year's election. Those elected will serve a term of two years begin-ning in January 2002. The ExCom is

responsible for the management of the affairs and activities of thechapter. Anyone can obtain moreinformation or contact the Nominat-ing Committee by calling 619-299-1744 ex 1091.

Donna Frye, with help fromenvironmentalists, especially theSierra Club, and from local labor activists, was elected to the SanDiego City Council in a specialelection on June 5th.

Since November, San Diego haselected a new Mayor (endorsed by theSierra Club) and six new councilmembers (two in special electionsand a total of four of the eight—Scott Peters, Toni Atkins, BrianMaienschein and Donna Frye—who were endorsed by the Sierra Club).

Only two council persons—Byron Wear and George Stevens—remain

from before November and they will be term–limited out in November 2002.

 The new city council has thepotential to be a more environmen-tally friendly elected body than SanDiego has seen for a long time,although it won’t be automatic. It certainly is an impressive electoralturn around. And even though thecouncil will require constant vigi-lance, San Diegans are puttingconservation back into conservative.

Get people registered to vote,

then get them to vote their con-sciences—it can work!

they generated over 170 letters insupport of protection for our wild-lands.

 Thanks to these excellent efforts, we accomplished the require-ment of having reports and letters of support for all of our lands andrivers, and that’s how the areas andrivers qualified to be in the CWHCstatewide proposal.

Our next step is to meet withlocal elected officials to educate themabout the CWHC and get letters of support. This is a long-term cam-

paign with many milestones comingahead.

How can you become part of this great team for wildlands?

 We’d really appreciate your participation in CWHC. You willmove us forward and be makinghistory. What you can do:

II. Instead, Americans want a  balanced approach that gives usquicker, cleaner, cheaper, safer solutions like energy-efficient technologies, renewable power like solar and wind, and respon-sible production.

III. President Bush's energy plan will benefit his campaign donors inthe oil, coal and utility miningindustries but costs anyone who buys energy or breathes the air.

President Bush's policies won't clean up our air, prevent futureenergy shortages or save usmoney.

IV. Hindering efforts to improveenergy efficiency in homes, vehicles, businesses and indus-try, President Bush's budget 

actually cuts research in renew-able energy and development programs by 37 percent and cutsenergy efficient research anddevelopment by 30 percent.

MESSAGE: Drilling the ArcticNational Wildlife Refuge won't work.Government geologists estimate the Arctic Wildlife Refuge holds only a 6-month supply of oil for the U.S., andthe oil companies know it will take a decade to produce the first drop for consumers. Drilling would take a huge industrial development sprawl-ing across the fragile tundra in a vast  web of oil rigs, pipelines, roads,landing strips, housing for workersand vast incinerators for the waste.

MESSAGE: The phrase "Clean Coal"is an oxymoron. In reality, coal is oneof the most damaging forms of energy production, polluting our air and releasing global warming gases.Dressing these plants with sweet names like "clean coal" does little tostop pollution from spewing out of the smokestacks. That coal pollutionleads to global warming, causes air and water pollution and harms our families' health.

New Nuclear Power Plants

MESSAGE: We have already seenthat this idea won't work. Nuclear power creates grave health risks andthere is no way to safely dispose of the waste. The U.S. rightly aban-doned nuclear reprocessing becauseit was too dangerous and too expen-sive. No one has figured out how toprevent people from stealing theplutonium that falls out when you

reprocess spent nuclear fuel. That plutonium can be used to make bombs, and the process is tooexpensive to be economically effec-tive.

President Bush's Plan Calls for

Increasing Dom est ic Oil Produc-t ion to Decrease our Dependence

of Foreign Oil

MESSAGE: Drilling for oil on publiclands cannot significantly reduce our 

reliance on foreign oil because our demand is so much greater thaneconomically recoverable domestic

supplies. The US only holds 3percent of the world's oil supplies.

President Bush's Plan Doesn't Go

Far Enough on Fuel Economy .

MESSAGE: Raising fuel economy for cars and SUVs to 40 miles per gallonis the biggest single step President Bush could have taken to cut our oildependence and curb global warming — but the President decided not toact. The plan suggests tax credits forhigh-mileage, hybrid gas-electric vehicles, but the devil's in the details

and many details are still under  wraps. These cars are good for theenvironment, but the Bush hybrid- vehicle tax credit will likely allow auto companies to sell an additionalgas guzzler for each hybrid sold.Despite spotlighting it as visionary energy savings, this proposal doesn't save fuel, doesn't cut pollution andmerely walks in place.

One of the bright lights of 20th–century politicalactivism was the hard work 

of dedicated citizens that gave us our 

environmental laws. These laws havealways been under attack by those who put private gain over publicgood.

But current international tradeagreements, promoted by multina-tional corporations seeking unregu-lated access to all the resources onthe planet with no consideration for any human values except their “right”to unlimited profits, may pose thegreatest threat of all, not only to theenvironment, but to democracy itself.

 The “Free Trade Area of the Americas” (FTAA) would expand theNorth American Free Trade Act (NAFTA) to include the entire WesternHemisphere, excluding Cuba.

 The corporations crafting theagreement insist that it includeNAFTA’s infamous Chapter 11investor-to-state clause, which allowsa foreign company to sue a govern-ment if any local, state, or nationallaw threatens its potential profits.

Environmental laws are consid-ered “trade barriers” and thus subject to lawsuits:

 A U.S. waste-disposal company sues the Mexican Government for $16 million because a Mexican state blocks a waste site, which threatensthe water supply of a small village.

 A Canadian company sues theU.S. Government for $970 million because California bans the gasolineadditive MTBE, a suspected carcino-gen that has polluted the groundwa-ter in some 10,000 sites. And so, what the efforts of the “wise use”

movement here in the U.S. to impose“regulatory takings” could not accomplish by itself could now be written into an international tradeagreement involving 34 countries!

 To facilitate the passage of theFTAA, President Bush has askedCongress to grant him “Fast Track  Authority,” which allows him tonegotiate the FTAA, sign it, then

 bring it to Congress, which can only  vote yes or no, with no amendments,after very limited debate. But Congress is the only body with

exclusive authority “to regulatecommerce with foreign nations,”according to the Constitution.

Fair-trade advocates havedefeated Fast Track twice before, and we must defeat it again! Please callor write your congressional represen-tative in the House, and SenatorsBoxer and Feinsten and demand that they oppose granting the president “Trade Promotion Authority,” as it isnow called. mation on our elected officials. Fast  Track and the FTAA will lead to the worst environmental train wreck that we have ever seen. We must stopthem both!

California’s coast, making surf unsafe to swim in and beachescrowded and dirty. EvenCalifornia’s truly special places— San Simeon, Gaviota Coast, Bolsa Chica and others—are threatened.Because of that threat, the CoastalCommission will be holding special

hearings to determine what parts of the coast need the Commission’sspecial protection and stewardship.

 To help the Coastal Commis-sion identify these special places, theSierra Club invites you to join theSierra Club’s “Great Coastal Places”campaign. “Our campaign will helptell the Coastal Commission whichgreat places need to be protected. We owe it to our children to keepCalifornia’s coast beautiful, open and

free for future generations,” saidMark Massara, Sierra Club CoastalProtection Program Director.

 A n amazing thing happened inSan Diego on May 11. Over 600 people came to San Diego

State University to hear one personspeak at our Sierra Club-sponsoredevent. That person, Julia Butterfly Hill, spoke dramatically and passion-ately for two hours to a spellboundcrowd.

She described her phenomenal

experience conducting a solo tree sit for over two years, in the northernCalifornia redwood tree named'Luna'. Her act of civil disobediencesaved the tree and surroundinggrove, and galvanized public opinion worldwide to the plight of the old-growth forests.

Most importantly, Julia spoke

of the power of one person—YOU!—tomake a difference on our earth.Each of us has the power to choose where and what we buy, what we eat, whom we vote for, and what we do with our time. Each of these per-sonal choices, no matter how small,can have profound impact on thehealth of the world around us. That  was Julia’s message—the power of  YOU!

Dave Foreman, executivedirector of ‘The Wildlands Project’,former Sierra Club board member and founder of Earth First, spoke of the role of direct action at a recent  Audubon Society event. While the

Sierra Club Purpose allows us to“use all lawful means to carry out [our] objectives,” he pointed out that civil disobedience, when carried out 

 with a firm strategy, is an important part of the overall conservationmovement. It is up to the Sierra Club to work effectively for changethrough legal channels, so that civildisobedience is never again needed!

Our first CEQA training in May  was a grand success! Over 20 folksattended, and the entire presentation was video taped. Be sure to attendthe second part of our workshop on July 12, and get some real hands-ondocument review experience! I am

looking for volunteers to scheduletime for conservation desk support.Give me a call if you have some day-time hours to donate: 619–299–1741
