Rules and Regula� ons General Fees:

Stall Fee: $200 Camper Fee: $45/Night

Non-Showing Fee: $75 Security/Medic/Schooling Fee: $35 per horse

EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE

CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH.

Life, senior ac� ve and junior ac� ve members shall be eligible to par� cipate in all classes at Regular Compe� � ons, Even� ng Compe� � ons

at the Modifi ed Level or above and Combined Driving Compe� � ons at the Advanced Level, Dressage, Reining and Vaul� ng Compe� � ons

and Endurance Rides. A nonmember may par� cipate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular

Compe� � ons, Even� ng Compe� � ons, Dressage Compe� � ons, Reining Compe� � ons and Combined Driving Compe� � ons upon

payment of a $45 Show Pass fee. Par� cipants in the following classes are exempted from the Requirements of this rule: 1) leadline;

2) exhibi� ons; 3) games and races; 4) classes for 4-H members; 5) walk trot (excep� on: Friesian performance FR222) and academy

classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux

and quadrille classes; 7) NRHA Endorsed Reining Compe� � ons. 8) Opportunity classes, 9) ci� zens of other na� ons who have proof, in

English, of current membership in good standing of their own Na� onal Federa� on, 10) USEA beginner novice division; and 11) assistant

handlers in Dressage Sport Horse Breeding classes.

• All ques� ons not covered in these rules and regula� ons, shall be decided by the show management whose decision shall be

fi nal.

• Every horse entered for compe� � on will comply with the rules of the horse show management, but management will, in no

case, be responsible for any loss or damage that may occur, and it shall be condi� on of entry that each exhibitor shall hold

this horse show and the offi cials and employees of the show blameless for any loss or accident to his horse, employees,

equipment, which may occur from sickness, fi re or otherwise.

• The management reserves the right to refuse, accept condi� onally, or to cancel any entries, disqualify any riders or

exhibitors, prohibit entries and cancel award prizes without claims for damages; to cancel or combine unfi lled classes, or to

reschedule classes a# er due no� ce to exhibitors; to change rings or rotate judges.

• Exhibitors are no� fi ed that any act of discourtesy or disobedience to the judges or offi cials, on the part of the owner,

manager, rider, or groom shall disqualify the horse, and the owner shall forfeit his entry fee and other fees.

• Show management reserves to itself the power to prohibit any person from a% ending or showing a horse in the ring and to

remove any groom or horse from the show without being liable for compensa� on.

• In accordance with the 1989 Federal Waste Tracking Act, which restricts the disposal of medical waste, bio-hazardous medical

waste containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of

this waste.

• Each entry must complete the enclosed entry form including all required numbers and signatures. It is the compe� tor and

trainers responsibility to fi ll out the entry agreements honestly and properly. Forged signatures will not be accepted.

• Stalls: $200 per week, must be paid and reserved in advance. No sharing of stalls. Text Keedie Leonard 540-294-5750 to

reserve stalls. NO CALLS PLEASE.

• Entries accepted on a fi rst-come, fi rst-serve basis. All stall reserva� ons must be received by Wednesday, November 11th.

• Prize Money: Will be credited to your show account against your entries and stalls. Any other funds due a compe� tor will be

paid out via US postal mailing within 30 days of the shows close. Social Security and tax informa� on must be provided to the

Show Offi ce prior to the distribu� on of any monies.

• Post Entries: The charge for post entries is $40.00 per horse for any entry not received on or before the closing date on

Wednesday, November 11th.

• Returned Checks: All returned checks will be charged a $50 returned check processing fee and/or any other bank associated

fees and/or penal� es incurred.

• Refunds: Refunds will be made upon management approval through the show offi ce less the offi ce fee of $35.00 and any

other fee’s associated with that entry as deemed appropriate by show management. Communica� on is key in ensuring

scratches and refunds are handled appropriately. Please make every eff ort to communicate with show management if you

have experienced an illness of horse or rider or family member that may necessitate a scratch.

• Arena Sizes and Foo! ng: Coliseum is 150’ x 300’ (Sand); Wiley Ring is 150’ x 280’ (Kruse Cushion/Sand); Dee Dee is 118’ x

280’ (Sand/Riber Mix); East Arena is 120’ x 180’ (sand and loam foo� ng). Schooling areas are regula� on size.

• Stabling: Stalls are permanent with full sliding doors with rubber mats or packed clay fl ooring. Temporary stalls may be used

if entries warrant. Stalls are assigned at Management discre� on. Horses stalls must be kept clean and with adequate bedding

while on the grounds of the VHC. Bedding purchased through the VHC stable offi ce must be used.

• Health Requirements: Current Nega� ve Coggins (EIA) paper work must be presented along with cer� fi cates of vaccina� on

as required by USEF and the VHC. Compe� tors must ensure that their animals are in good health and not exposing other

horses to communicable diseases or other health risks. Management may order a veterinary examina� on of any horse on

the compe� � on grounds at any � me if it is determined an animal may be sick or possibly jeopardizing the welfare of the

compe� � on’s animals. Pursuant to USEF GR-845 all horses must have cer� fi cate of vaccina� on for EIV and EHV within 6 months

of the start of the compe� � on.

• Dog Policy: Must be leashed and under control at all � mes. Dogs are NOT allowed in the Coliseum, in food prepara� on/serving

and ea� ng areas. Please do not bring your dogs to exhibitor par� es or other social gatherings with large crowds. If your dog

disrupts an exhibitor on course through barking or running into or beside the ring; you will be held fi nancially responsible for

the compe� tor’s round.

• Headgear: Pursuant to USEF GR-801 and all current applicable state and/or local associa� on rules and regula� ons. ASTM-SEI

approved headgear is required at all � mes when mounted for all Hunter, Jumper, and Hunter Equita� on riders as required

by USEF rules. All Non-Jumping compe� tors must follow their current associa� on’s rules and regula� ons. Equestrian sports

are inherently dangerous and the risks associated with such ac� vi� es while not wearing an approved helment are extremely

dangerous.

• Hunter Prize Money: Prize money paid out pursuant to USEF HU-110-8 and off ered in accordance with USEF GR313.6.

• Jumper Prize Money: Prize money is paid out pursuant to JP-108.1 and JP-108-2 and JP-150.

• Horse Welfare: Management may at any � me take ac� on including elimina� on of a horse from compe� � on and/or remove

them from the show grounds if they observe any excessive cruelty or improper care and/or custody of an animal while on

the compe� � on grounds. Excessive schooling, whipping, and/or any unacceptable treatment of a horse while on the grounds

will not be tolerated and immediate ac� on will be taken. The care and custody of the horses on compe� � on grounds are

paramount and must meet or exceed basic industry standards. Horses must be in good general health, stabled on adequate

bedding, with proper feed, hay and ample water at all � mes. Management may inspect the stabling and or ship in areas of the

compe� � on grounds at any � me.

• Non Showing Horses: Horses in stalls or on the grounds who are not showing must complete an entry agreement and liability

statement in the show offi ce prior to being ridden on the grounds. Addi� onally, a Non Showing Fee of $75 will be accessed

along with all applicable stall and offi ce fees.

• Se! lement of Accounts: All show accounts must be closed out at the show. Any open entry accounts will be closed by

management with a fee of $50.00.

FEDERATION ENTRY AGREEMENT

By entering a Federa� on-licensed Compe� � on and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver,

Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representa� ves, employees and agents, I agree that I am subject

to the Bylaws and Rules of The United States Equestrian Federa� on, Inc. (the “Federa� on”) and the local rules of the Compe� � on. I agree to

be bound by the Bylaws and Rules of the Federa� on and of the compe� � on. I will accept as fi nal the decision of the Hearing Commi% ee on

any ques� on arising under the Rules, and agree to release and hold harmless the compe� � on, the Federa� on, their offi cials, directors and

employees for any ac� on taken under the Rules. I represent that I am eligible to enter and/or par� cipate under the Rules, and every horse I

am entering is eligible as entered. I also agree that as a condi� on of and in considera� on of acceptance of entry, the Federa� on and/or the

Compe� � on may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, fi lm, new media or other likenesses of me

and my horse taken during the course of the compe� � on for the promo� on, coverage or benefi t of the compe� � on, sport, or the Federa� on.

Those likenesses shall not be used to adver� se a product and they may not be used in such a way as to jeopardize amateur status. I hereby

expressly and irrevocably waive and release any rights in connec� on with such use, including any claim to compensa� on, invasion of privacy,

right of publicity, or to misappropria� on. The construc� on and applica� on of Federa� on rules are governed by the laws of the State of New

York, and any ac� on ins� tuted against the Federa� on must be fi led in New York State. See GR908.4.

REMINDER

All USEF Life and Senior Ac� ve members, as well as par� cipants who have regular contact with minor athletes, are required to comply with

the U.S. Center for SafeSport training requirement to be eligible to par� cipate in the compe� � on. All par� cipants must adhere to the U.S.

Center for SafeSport Code, USEF Safe Sport Policy, and the Minor Athlete Abuse Preven� on Policies. More informa� on about these can be

1. Upon Arrival at the Virginia Horse Center, all trailers MUST check in at the Welcome Center (Stable Offi ce).

2. No smoking in coliseum or barns. This is the law.

3. VEHICLES: Drive carefully. Obey all traffi c signs. Speed limits are strictly enforced. Every vehicle operator must have a valid

driver’s license and proof of insurance. The use of vehicles in the camping areas is restricted to regular roadways for entering

and exi! ng only. Vehicles are permi" ed only if operated in a safe manner (this is a Virginia state law), but may not be used

in the Coliseum or in the interior of any of the barns. Four wheelers and ATVs are not permi" ed on the VHC grounds. Non-

powered scooters, bicycles, skateboards, in-line skates, heelers (skates in shoes) are not permi" ed in the Coliseum or the

interior of any of the barns. The VHC reserves the right to prohibit the opera! on of any vehicle.

4. Dogs/Pets: All dogs/pets must have current inocula! ons for rabies as prescribed by state of residency. No loose dogs/pets are

allowed anywhere on the premises. All dogs/pets that are not crated must be on a hand-held or ! ed leash. Loose dogs/pets

will incur a $100 fi ne. You must clean up a# er your dog/pet. Coliseum: Absolutely no loose dogs/pets allowed in the coliseum,

no dogs/pets are allowed in food service areas of the coliseum with the excep! on of service dogs. Absolutely no dogs/pets in

the mezzanine (second fl oor of the coliseum) under any circumstances with the excep! on of service dogs. We ask that your

service dog have his/her vest on. Grounds/parking areas/barns/East Complex: All dogs/pets must be on a hand-held or ! ed

leash.

5. No trash or sharps in the manure pits. Sharps should be placed in red boxes in barns. Shows will be charged $1,000 for sharps

in the manure pits.

6. ALCOHOL: At events serving alcohol, all ABC laws must be followed. If asked to provide iden! fi ca! on for purposes of age

valida! on, you must comply. Those individuals who do not comply will not be served alcohol. Disorderly patrons will be

removed from the premises.

7. The" /Vandalism: Anyone involved in destroying property or found stealing property will be prosecuted to the fullest extent of

the law.

8. All stalls must have at least one bale of shavings or straw. Sawdust is prohibited. Shavings may be purchased at the Welcome

Center (Stable Offi ce).

9. No lunging in posted rings. Lunging is NEVER allowed in Wiley, Coliseum, East Arena, Northern, Gerald or Dee Dee.

10. No overnight horses may be stabled in trailers or ! ed out.

11. Horses are absolutely not allowed to be ponied behind any moving vehicles.

12. No vehicles allowed in the barns.

13. Campers must register at Stable Offi ce.

14. Check-In ! me and Check-Out ! me subject to show date.

15. No gray water is to be dumped on the grounds. Sewage arrangements are made through the stable offi ce.

16. Campfi res are not permi" ed.

17. Campers must keep their sites clean and dispose of refuse in the receptacles provided. All campers will be responsible for

leaving the campsite as they found it. Any damage or repairs resul! ng from negligence shall be the responsibility of the

camper.

18. All central service buildings and other facili! es in the campground are for campers’ and exhibitors’ use only.

19. Firearms and fi reworks are not permi" ed.

20. No tent, camper, RV or camping equipment shall be le# una" ended longer than 24 hours without wri" en permission from

campground management.

21. Any loss, the# , accident or disturbance shall be reported to the Virginia Horse Center Security. Lost and Found is located in the

Security Offi ce.

22. Virginia Horse Center management reserves the right to remove from the premises any camper or visitor who is in viola! on of

these rules and regula! ons.

23. The Virginia Horse Center shall be held harmless against all claims, costs, losses or liability of every nature and kind asserted

against or incurred by camper arising or resul! ng in any respect from camper’s occupancy and use of premises, and/or visitor

and visitor’s use of premises.

24. There will be a fi ne for anything hooked to or suspended from electrical conduit in the barns. This is extremely dangerous and

electrocu! on could occur.

MOTORIZED VEHICLES

Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permi! ed to operate a

motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm u� lity vehicles, on the compe� � on grounds of licensed compe� � ons.

Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license.

The parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor opera� ng a motorized vehicle in viola� on of this rule are solely

responsible for any damages, claims, losses or ac� ons resul� ng from that opera� on. Viola� ons of this rule will be cause for penal� es against those responsible for the

child commi" ng the off ense. Wheelchairs and other mobility assistance devices for individuals with disabili� es are exempt from this rule.

The unsafe use of personal electronic transport devices, as determined by the compe� � on offi cials and management in their sole discre� on, that do not require a

driver’s license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on compe� � on grounds. Opera� ng such

devices in areas where people gather may be deemed “unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian

or individual who signs the entry blank as a parent or guardian of a minor opera� ng the device in viola� on of this rule is accountable and may be subject to penal� es.

JUMPER SPECIFICATIONS

• No nomina� on fee required for any Jumpers.

• Any excessive use of force (i.e. striking a horse with a crop more than 2 � mes) or striking a horse in the head or

neck or in front of the girth will result in immediate disqualifi ca� on of that entry from further compe� � on and

may result in charges by the USEF Steward and/or offi cials.

• Ties - In all jumper classes, refer to USEF Rules. Classes will NOT remain � ed.

• No Poling or Off sets are allowed on the grounds.

• Current USEF schooling rules and procedures will apply. Any disregard for the schooling rules and/or failure to

abide by the instruc� ons of the schooling supervisor and/or Jumper Paddock Master will result in elimina� on

from the class in which the incident occurred and forfeiture of all entry fee’s associated with such class. The

show offi cials and Steward may issue charges and/or warning cards upon review.

• Proper a� re is required for all Jumper Classes. Solid or tac� ul polo shirts are acceptable for Non Classic classes.

NO T-shirts are allowed. No sleeveless or scoop neck shirts are allowed. Riders should be neatly a� red and

turned out.

• Offi ce issued numbers must either be worn on the riders back or clearly displayed on the horse so the Paddock

Master and Judges can clearly see the number upon entering the arena. Small bridle or mar� ngale numbers are

not acceptable.

• The 45 Second Rule will be observed in all Jumper classes, Stake classes and/or Classic classes.

• All Jump Orders will be according to USEF Rule JP 111.2. It is the riders responsibility to ensure they are declared

the day prior by the � me the offi ce closes. It is also the rider’s responsibility to ensure they are on the jump

order prior to a class start.

• All Classes that do not have a posted order of go, riders MUST check in with the paddock master prior to the

class start or they will not be allowed to compete in that class.

• Riders may scratch a class without penalty and receive a refund a! er the course walk but prior to the fi rst horse

on course. No refunds issued a! er a class has started if you have not scratched accordingly.

• Championship awarded in Junior-Amateur, Child-Adult, Pre Child/Adult and Modifi ed Child/Adult divisions.

• Championship TIES will be broken by the higher placed horse in a Stake/Classic placing.

To be eligible for any Stake or Classic class, the horse/rider

must have been entered and competed in one other jumper class.Child/Adlt and Junior/Amateur Jumper

sec� ons high/low may be combined with less than 4 entries.
