    Preface______________________________________________________________________________

    Purpose of the StudyIn Africa, Asia and Latin America, citizen

    participation has become a growing andvital force for social change. Throughdonations of time, energy, materials, andmoney, civil society organizations havebrought significant material and humanresources from the community level to bearon problems of poverty. Increasingly,locally managed and controlledorganizations that mobilize financialresources and transfer these funds to civilsociety organizations have been establishedto facilitate just this kind of community

    action.

    While the number of such organizationsremains small in these regions of the world,they are helping to support, strengthen andsustain thousands of small and large civilsociety organizations. General consensusover the terminology for such organizationshas not yet been reached, though they areoften referred to as foundations orcommunity development foundations inrecognition of the role they have in common

    with foundations of the U.S., Canada andparts of Europe. In Asia, the term civilsociety resource organization or CSRO is frequently used. For the purposes of thisdirectory of organizations in Indonesia, wehave chosen to use this term to describe thegeneral group of organizations containedwithin.

    The growing universe of CSROs in Asia is

    only beginning to be systematically studied.In discussion with CSROs in Thailand,

    Indonesia and the Philippines, Synergosdecided to map the emerging role of

    CSROs in strengthening civil society with

    the aim to better answer questions such as:

    how are these organizations created; how

    do they develop and evolve; and how can

    they sustain themselves as philanthropic

    entities?

    In Indonesia, the activity of CSROs is littleknown. It is our hope that this directory will

    shed much light on the nature of theseunique organizations and the very criticalrole they are beginning to play in Indonesiancivil society. It is one of a set of threedirectories. The other two were preparedfor the Philippines and Thailand. A versionof this directory is online atwww.synergos.org. It is our hope thatCSROs in Indonesia will access thisdatabase; notify Synergos of updatedinformation regularly; and that new CSROswill reach out to Synergos to be included in

    the online directory too. In so doing,interested groups will be able to monitor thegrowth and development of the sector.

    We anticipate that it will also serve as a toolto measure the growth of civil society inIndonesia and as a basic source ofinformation for those interested in theCSRO sector, including staff and boards ofCSROs, domestic and foreign donors(private and public), grant seekers, andacademics.

    This directory was prepared by RustamIbrahim, former director of LP3ES theInstitute for Economic and Social Research,Education and Information a CSRO basedin Jakarta which seeks to advanceunderstandings and actions on developmentproblems facing the country. The SynergosInstitute is delighted that Rustam agreed toconduct this survey and to prepare thefindings in the form of a book. This editionrepresents a slightly updated version of the

    original directory published in 2000.

    Civil Society Resource Organizations

    While CSROs share many characteristics

    with the typical grantmaking foundation of

    North America, they have also developed

    programs and policies in ways that are

    unique to their own enabling environment

    and traditions of giving. For example, they

    are more likely to mix program operation

    with grantmaking than might be found in

    American or Canadian foundations. Theymay also pursue more loan making. Few of

    them were created with a single large

    endowment, as was the case with most

    private foundations of the U.S. In fact, most

    of them rely on a wide range of strategies to

    mobilize financial resources including

    earned income, contributions from

    individuals and corporations, and grants

    from international organizations. Building

    an endowment may still be many years

    away for most of these CSROs.

    While a broad array of strategies and

    activities are applied by CSROs inSoutheast Asia and elsewhere in the world,

    we can say that these organizations tend to

    be:

    q Locally owned, governed and

    operated

    q Private and nongovernmentalq Independent and nonprofit (although

    they may earn income which they

    use to fund their programs)

    q

    Have a mission that contributes tothe participation of civil society in

    addressing development problems

    q Mobilize resources from within or

    outside their countries and pass

    them on to other civil society groups

    via grants or other financing

    mechanisms.

    Civil Society Resource Organizations in Indonesia______________________________________________________________________________

    The Indonesian ContextOver the past several years, Indonesia has

    seen drastic political and economicchanges, compared with the previous threedecades under the New Order regime.

    In the political field, Indonesia is presentlyshedding its authoritarian and repressivehistory of government and moving towarddemocracy. The 1998 downfall of Soehartoas president of the country marked this shift.

    A significant element of this transition wascivil society action, namely studentdemonstrations on the streets of the country

    protesting Soehartos rule. Thesedemonstrations were supported by NGOsand called for total political reform, openingthe way to a transition to democracy. Forthe first time, after more than 50 years, onthe 7th of June 1999, Indonesia carried outa general election. Under a multipartysystem, the election was relativelydemocratic, transparent, free, and fair. Thegeneral election led to the election of

    Abdurrahman Wahid and MegawatiSoekarnoputri as the country's President

    and Vice President respectively.

    The process of the transition to democracywas not separated from the contribution androles played by various civil societyorganizations in Indonesia. Widely knownas lembaga swadaya masyarakat (LSM -self-reliance organization), dozens, andeven hundreds, of NGOs took part inmaking the 1999 elections a success. Mostimportantly, they undertook variousprograms of voter education to increase

    citizens awareness of their electoral rightsin a democratic state. A number of NGOsalso actively monitored the general electionin order to make sure that it was carried outin a free and fair manner.

    In the meantime, several CSROs likeLP3ES (Lembaga Penelitian, Pendidikandan Pene- rangan Ekonomi dan Sosial-

    Institute for Social and Economic Research,Education and Information) and YAPPIKA

    (Yayasan Pengembangan Partisipasi,Kemitraan dan Inisiatif- Foundation for theDevelopment of Participation, Partnershipand Initiative) helped channel assistancefunds they had obtained from the UNDP(United Nations Development Programme)and USAID (United States Agency toInternational Development) to a number ofIndonesian NGOs involved in votereducation and election monitoring activitiesin various provinces of the country.YAPPIKA channeled UNDP funds to 32

    NGOs, while LP3ES channeled USAID andUNDP funds to not less than 71 NGOs.

    While in some provinces riots and humanrights violations continue to occur andpolitical stability has not yet returned, thereinstatement of freedoms to association,assembly and expression has led to thepublication of hundreds of newspapers andmagazines and the establishment of severalnew NGOs. It can be said that the presentera is the era of the awakening of civil

    society.

    Economically, however, Indonesia hascontinued to experience a very seriouseconomic and monetary crisis since mid-1997. The crisis started with the fall of theexchange rate of Rupiah against the USdollar, continually and drastically decreasingfrom Rp 2,250 per $1 US to a recorded lowof Rp 17,000 per $1 US in mid 1998. It nowsits at roughly Rp 9,000 per $1 US.

    At the macro level, the crisis has had veryserious impacts in the form of the fall inIndonesia's per capita income, from US$1,300 in 1996 to about US $490 in 1998.This was followed by the collapse of banksand the real sector, and an increase in thecountry's foreign debts as well as the drasticrise of prices of not only imported goods butalso staple foodstuffs of the people. Over

    the past two years, the price of staplefoodstuffs has increased drastically bynearly 200%. The number of Indonesiansliving below the poverty line has increaseddrastically, from 22.5 million people in 1996to 79.4 million people in July 1998, nearly

    40% of Indonesias total population at thetime.2

    Unemployment figures have likewiseunderscored the crisis of the country. Dataat the Ministry of Manpower shows that bythe end of 1999, unemployment reached 6.2million; if added with underemploymentfigures, the total stood at about 35 millionpeople, or nearly 20% of Indonesia's totalpopulation then. Meanwhile, there havebeen about 2.5 million new job seekers

    annually, whereas existing job opportunitiesare only able to absorb about 1.2 millionworkers (and that is if the economy growsby 3% per year).3

    In response to the grave impact of theeconomic crisis certain programs havedeveloped to respond to communitiesneeds. The Program PemulihanKeberdayaan Masyarakat (PKM,Community Recovery Program), forexample, was established by a consortium

    of 27 Indonesian NGOs. PKM has targetedthose urban and rural communities hardesthit by the monetary crisis. Initial prioritiesmade by PKM have been on the distributionof foodstuffs, rehabilitation of productiveland, basic social services for non- formaleducation and private education, training forsusceptible groups of the society, andprograms for job-creation and incomegenerating activities like the distribution andmarketing of the products of small-scaleenterprises, and activities related to the

    preservation of the environment. In carryingout such activities, PKM got assistance fromvarious international governments andagencies like UNDP, the Britishgovernment, the New Zealand government,Canadian Agency for International

    Development (CIDA), the World Bank, andforeign private companies such asBeiersdorft Indonesia, Ltd.

    Domestic private corporations and state-owned companies have significant potential

    to contribute to social development inIndonesia. Previously, any state enterpriseshad to put aside 5% of its profits forfinancing social and economic activitiescarried out by NGOs and small-scaleenterprises. Likewise, a number of bigbusinesses gave donations to foundationsand other social activities. Unfortunately, theuse of such donations was monopolized bycertain foundations established by formerPresident Soeharto, often for illegal gains.

    As has been pointed out, these foundations

    were made vehicles for accumulating capitalthat went into supporting businessenterprises of Soeharto's cronies. Indeed,civil society has often been apprehensiveabout engaging more with business leadersbecause of a perceived and often veryreal link between them and Soeharto.Conversely, business people have feltreluctant to provide assistance for civilsociety because assisting thoseorganizations that have often criticized thegovernment could tarnish their reputation,

    and therefore business prospects, amongthe ruling elites.

    Indonesia's largest automotive companyAstra International Ltd., established afoundation - Yayasan Dharma Bakti Astra -which allocated 2% of its net profits forassisting small-scale businesses in the formof technical assistance for production,distribution and marketing. The foundation'sactivities were carried out in the form oftechnical assistance and promotion; it did

    not provide assistance via grants or credit.

    Despite the encouraging growth in civilsociety, an area which demands much moreattention is the development of the enablingenvironment for CSROs in Indonesia.Changes to the political climate in thecountry have not been followed by changesin the legislative field. For example, there is

    no law to provide for tax incentives forcompanies that donate part of their profits toNGOs or other groups of people involved insocial development. Likewise, it seems thatno special treatments in the field of taxationare given to social organizations that are not

    profit making. Act No.10 of 1994, whichpertains to CSROs and NGOs, stipulatesthat foundations are taxable subjects.Further, organizations involved incommunity development - which generateincome through activities like research,consultancies and surveys - are madetaxable objects according to the act.

    MethodologyThis directory builds on an earlier study,"Civil Society Resource Organizations and

    Development in Asia: The Case ofIndonesia" conducted by Dr. Vedi R. Hadiz(published by Synergos in English and bySinar Harapan Press in Bahasa Indonesia).

    A total of 25 CSROs are included in thisdirectory.

    There was little difficulty in applying thecriteria of being private, locally owned,governed and operated, non-governmental,independent and non-profit. Allorganizations that were initially considered

    and did not meet these criteria wereexcluded. Likewise, it was relativelystraightforward to identify organizations thatwere concerned with increasing theparticipation of civil society in addressingdevelopment problems. Organizations thatmobilized resources for charity or for non-development activities were excluded.More challenging was that they shouldmobilize resources and pass them on toother civil society organizations (CSOs) viagrants or other forms of financing. We

    opted to include all organizations that carryout this activity as part of their programseven though they may be mainly operatingNGOs. We also decided to includeorganizations that only provide grants orloans to a network of beneficiaries, even ifthese were organizations they had helped tocreate. Furthermore, the decision wasmade to exclude organizations that provide

    support to CSOs in the form of technicalassistance but provide neither grants norloans.

    Some of the challenges involved in theselection of the sample of CSROs to be

    included in the survey and some of theresulting subsets that emerged fromselection decisions are mentioned below.

    A firstobservation that can be drawn fromthe universe of organizations surveyed isthat the majority had not been establishedas grantmaking institutions or with the aimof becoming grantmaking institutions. Theyare more appropriately defined astraditional NGOs which are involved in arange of undertakings, which aim at

    empowering civil society vis a visthegovernment and ruling elite.2 Of the 25organizations surveyed, only five wereestablished as grantmaking institutions.These are: Yayasan KeanekaragamanHayati (KEHATI), Program PemulihanKeberdayaan Masyarakat (PKM),Penguatan Institusi dan Kapasitas Lokal(PIKUL), YAPPIKA and Dana MitraLingkungan (DML). KEHATI, which has themission of improving conservation effortsand protecting biodiversity, provides grants

    to NGOs that focus on biodiversityconservation, particularly those that seek toempower local communities for biodiversityconservation. YAPPIKA, which has themission of empowering civil societyorganization (CSOs), gives grants to NGOsthat are involved in community-basedmanagement of natural resources, non-formal education, environmental policyadvocacy, and empowerment of institutionsin five Indonesian provinces. DML providesfinancial assistance to WALHI and other

    NGOs involved in environmentalpreservation programs. PKM, a relativelyyoung CSRO established in 1997 by aconsortium of 27 NGOs, has the aim ofassisting populations most affected byIndonesias economic crisis. PIKUL,located in Kupang (East Nusa-Tenggara),

    has the mission of empowering civil society,particularly in eastern Indonesia.

    Second, we identified a subset of CSROsthat channel resources only to affiliatedorganizations or organizations that they

    have created, i.e. they are organizationsthat do not have open competitions forfunds; rather, they channel grants todesignated NGO networks. An example ofthis type of CSROs is WALHI, one ofIndonesias largest NGOs. WALHI hashelped create regional organizations in 24provinces and has helped negotiate fundingfor these groups in addition to providingthem with technical assistance.

    Other organizations like BK31, YASPPUK

    and FORMASI provide assistance for theirmember organizations in the form of loans.BK31 provides assistance loans for itsRegional Credit Cooperatives(BK3D)/Center of Credit Cooperatives(PUSKOPDIT). YASPPUK helps channelfunds to a member of womens NGOs,which comprise its membership and whichcarry out programs in small-scale enterprisedevelopment. FORMASI provides creditsfor its NGO members, or NGOs/communitygroups recommended by any of its

    members.

    Third, some of the organizations surveyeddo not provide grants or loans to otherparties because they have their ownactivities. Among their activities are theformation of self-help community groups(KSMs), and the provision of assistancefunds to these groups and their individualmembers. Bina Swadaya is an example ofthis type of organization. Part of BinaSwadayas activities is the provision of

    loans to over 4,235 KSMs.

    Fourth, owing to financial and timeconstraints, not all CSROs outside Jakartawere able to be surveyed. )Other CSROssuch as YPMD in Jayapura, Papua were notincluded because they did not return thequestionnaire.)

    Overall, 25 organizations were surveyedand included in the directory. Of these, 14organizations are located in Jakarta, whilethe other 11 are located in Banda Aceh (1),Medan (2), Kisaran (1), Yogyakarta (2),Surakarta (1), Makassar (2), Tanah Toraja

    (1) and Kupang (1). The organizations aregrouped geographically as follows:

    Below we summarize the major findings from the survey.

    Types of FoundersOf the 25 organizations surveyed, all werefounded by NGO or civil society leaders.Some of the organizations were founded in

    cooperation with well-known figures and/orbusiness leaders, government officials andreligious leader.

    CSRO ExpendituresAs mentioned above, the majority of CSROssurveyed do not function merely asgrantmaking organizations. They manageprograms and activities in such areas ascommunity-level social and economicdevelopment, and advocacy. They includelarge organizations that are sometimesreferred to as BINGOs (Big NGOs) and thathave relatively well-developed capacity inmanagement and financial administration.

    As a result, they are often entrusted by ODAagencies to channel assistance to CSOs.

    These BINGO-type CSROs include LP3ES,Dian Desa in Yogyakarta, and YIS inSurakarta.

    As shown in Table 2, out of totalexpenditures of US$15.0 million, the highestpercentage (30%) was applied to self-administered projects (operating). Another26% each was directed to grants and loans.This means that for the year surveyed, theCSROs disbursed almost US$4 million ingrants and the same amount in loans.

    Distribution of Support by Type ofBeneficiariesTable 3 looks at who receives CSRO grantsand loans using the broad categories ofNGOs, community organizations,individuals, and others. Of a total of 1,221organizations and individuals receiving

    grants, 51% of the recipients are NGOs and33% are community organizations.Financial assistance for individuals (12%)mainly comes from Yayasan DompetDhuafa Republika in the form ofscholarships. DML provides financial

    assistance for individuals and organizationsfrom other categories, namely 6 universities.

    In the category of loans, the greatest portiongoes to KSMs/community self-help groups(54%), followed by NGOs (29%). Loans to

    individuals for micro-enterprise developmentand agricultural projects are given by BinaSwadaya, YIS, Yayasan Bitra, YADESA,

    CSRO Budget SourcesTable 6 shows that the greatest portion of

    funds obtained by resource organizationsare still from overseas sources. Seven ofthe 25 CSROs still rely on internationaldonors (ODA, foundations, and NGOs) for100 percent (or nearly 100 percent) of theirfinancing. These seven CSROs are

    YAPPIKA, PKM, YASPPUK, WALHI,LPUKM, YBUL and PIKUL. Only one

    organization received nearly 100 percent ofits resources from domestic sources -Dompet Dhuafa Republika. It obtains fundsmainly from individual donations through thenational daily newspaper, Republika.

    Composition of Domestic Income SourcesDomestic revenues are mainly derived fromearned income activities and interest onendowment funds. Those organizationsthat accumulate revenues through theirbusiness undertakings include BinaSwadaya, YDD, YIS, Yayasan Sintesa,LP3ES, LMI, YMUI, YASIKA, BK31,Yayasan Tengko Situru, BITRA andYADESA. Bina Swadaya has beenparticularly successful at generating its ownfunds. 40% of its total resources come fromearned income.

    Of the 25 CSROs surveyed, only 8 haveendowment funds. They are BITRA,SATUNAMA, FORMASI, YIS, DML, LP3ES,

    SINTESA and KEHATI. Except KEHATI,which had an endowment amounting to$22.5 million US in 1999 (about Rp 190billion), the endowment size of otherorganizations is relatively small. Averageendowments range from Rp 300 million(FORMASI) to Rp 4.1 billion (DML).

    The budget of some CSROs comes in partfrom their cooperation contracts with the

    central government or regionalgovernments. They include LP3ES, YDD,Yayasan Tengko Situru and YADESA.Meanwhile, the revenues of two CSROs,Dompet Dhuafa Republika and WALHI,mainly come from individual donations.

    As stated above, the majority of CSROssurveyed stated that they do not functionprimarily as grantmaking organizations.

    Accordingly, nearly half of them do not haveapplication guidelines for civil societyorganizations requesting financial support.

    On the other hand, 92% of CSROs

    surveyed state that they produce regularreports on their activities and 96% produceaudited financial reports. This is evidenceof a developed administrative system in themajority of CSROs.

    ConclusionsThe data demonstrate significant diversity inthe 25 organizations surveyed in terms ofprograms, size and type as well asorganizational development. The majority ofthem fall under the category of LembagaPengembangan Swadaya Masyarakat(Institute for Self-Help CommunityDevelopment/LPSM) which carry out

    various programs or activities based onnon-profit motives and with the aim ofdeveloping people's self reliance, orempowering civil society. Understandably,the founders of the organizations weremostly civil society leaders. Only a verysmall portion of organizations were set upwith the support of government officials,leaders of private companies or religious

    leaders. The founder of one organization,DML, came from a business corporation.

    Likewise, only five organizations werecreated as grantmaking organizations. Fourof them had the support of international

    funding agencies. Yayasan KEHATIreceived an endowment of $20 million fromUSAID while PKM received grant fundsfrom the British, Swedish and Dutch ODAprograms. YAPPIKA was created with thefinancial support of CIDA which waschanneled through USC, Canada. PIKULreceived support from OXFAM, Australia.Meanwhile, DML received support fromIndonesian businesses.

    Domestic revenues come principally from

    earned income activities. With the exceptionof KEHATI, income from earned interest onendowment funds is small in quantity. Onthe whole it can be said that local resourcesfrom the government, business corporationsand the public all of which are major

    funding sources for CSROs (foundations) inNorth America and in Western Europe -have so far assumed little importance inIndonesia. The only CSRO that hasgenerated the bulk of its resources from thepublic is Dompet Dhuafa Republika. Itrelies

    on individual giving by Muslims as part oftheir religious obligations.

    In the current climate of reforms anddemocratization, there is increasingrealization among CSROs that dependencyon overseas funding needs to be reduced.This means developing the potential forraising more domestic resources fromgovernment, corporations and publicdonations in addition to increasing earnedincome capacity. For this to be achieved,

    various policy reforms need to beundertaken such as tax incentives forcharitable contributions. Such reforms alsoinclude regulations to ensure accountabilityand transparency of CSROs preferably asself-regulating mechanisms for the sector.
