Dear reader,

Editorial Policy In the last issue I highlighted the importance of editorial sustainability and in particular the need to ensure an adequate flow of good quality articles relevant to current agri-food and rural resource policy and practice. I am pleased to say there has been a good response from authors and this will help to achieve my target of raising the rate of submissions by 25 per cent. In order to assist potential authors I list below a number of suggested themes around which I would particularly welcome submissions - but note, this is not an exhaustive list and please do feel free to submit in other areas if you wish. It is interesting (and reassuring!) to note the congruence between these themes and the list of European research priorities outlined in the next section,

European research co- operation and priorities

The Netherlands Presidency has produced an interesting report’ on research co- operation and priorities within Europe. The rationale for the initiative rested on the fact that member states face many common cross-border challenges. However, Europe is still characterised by 25 national research policies and research agenda, plus the European research Framework Programmes. The Presidency sent a questionnaire to the delegations of the 25 EU member states with the aim of providing insight into common research themes, the research policy issues on which they are willing to cooperate and the ambitions of each member state with regard to the level of cooperation. Amongst other things, the report concludes that, ‘...In most EU member states (and in some cases: regions or federal provinces) the Ministry/ Department responsible for policy-making in the domain

of Agriculture, Food, Rural Development and Fisheries is aiso the predominant funder of research in this domain’ and that, ‘ . . .From comparison of the current national policy priorities with the main research priorities, it can be concluded that the latter tend to refiect more or less the overall policy concerns’.

In the final section on ‘Main Future EU Agricultural Research Priorities’ the following areas are identified.

Sustainable farm production, including organic farming, sustainable utilization of natural resources and renewable energy.

Sustainable food and products, especially food/produ~t safety and quality. Consumer orientation in the food production and food distribution chain.

Rural d ~ v e l o p ~ e n t , especially research on enhancing the profitability and competitiveness of agriculture and food production and on the social dimension.

Technology and science, especially biotechnology, genomics and GMOs,

including coexistence.

Animal health and welfare.

Policies and policy orientations, like globalisation, global food markets and CAP-reform.

Strengthening the knowledge base of policies and assessment of policies.

In this Issue I am pleased to be able to lead in this issue with our first major article on fisheries economics. Arnason et al. evaluate the cod fisheries of Denmark, Iceland and Norway by comparing the actual with the optimal harvesting policies. They conclude that these policies are inefficient in all three cases and that inefficiency has been increasing over time.

In the Counterpoint section we continue our debate on EU dairy policy reform. In separate comments by Harvey and by Breustedt and Koester the conclusion of Bouamra- Mechemache and R~quillart that the retention of dairy quotas might be optimal is challenged - the latter, however, continue to assert that in the specific case of the dairy sector this is a valid option.

Two contributions deal with differing aspects of farm income data and anaiysis. In the Parlons Graphiques, Phimister et al. use FADN data from Scottish farms to demonstrate the extent of farm income mobility. Meanwhile in

a Point de Vue, Vrolijk et al. argue that the FADN data set has been greatly underutilised for policy analysis and outline some of the potential uses of the data.

Two articles look at different aspects of European consumer attitudes to new technology, both co-incidentally based on empirical work in Norway. Alfnes and Rickertsen explore consumer preferences for US hormone-treated beef whilst Grimsrud et al. examine attitudes to Genetically Modified foods. Both draw rather negative conclusions about the prospects of consumer acceptance of these technologies.

Finally, Wilson and Kinsella analyse the impact of Foot and Mouth Disease on the UK beef industry They quantify the substanial costs incurred and the significant increase in the marketing margin following the outbreak.
