Turland, [email protected] DOI https://doi.org/10.12705/665.16 INTRODUCTION The International Code of Nomenclature for algae, fungi, and plants (“Code”; McNeill & al. in Regnum Veg. 154. 2012 [main text]; Wiersema & al. in Regnum Veg. 157. 2015 [Appendices II–VIII]) has been amended by the XIX International Botanical Congress (“Con- gress” or “Shenzhen Congress”, also “IBC 2017”), which was held in Shenzhen, China, from 17 to 29 July 2017. The Nomenclature Section (“Section”) of the Congress took place over five days from 17 to 21 July, followed by the main part of the Congress from 23 to 29 July. The amended rules became effective immediately upon acceptance of the resolution, moved on behalf of the Section at the closing plenary session of the Congress on 29 July 2017 (see under Resolution, below), that the decisions and appointments of the Nomenclature Section be approved. This report summarizes those decisions and appointments. The full, day-to-day proceedings of the Section will be published separately (planned for 2018). Publication of the new Shenzhen Code is expected by the middle of 2018. Reports of action by previous Congresses have included the results of the preliminary guiding mail vote, provided as an unpub- lished hand-out to members of the Section. For the Shenzhen Con- gress, however, these results were published prior to the Section, on 26 June 2017 as an online “fast-track” article in Taxon (Turland & al. in Taxon 66: 995–1000. 2017). The sessions of the Nomenclature Section of the Congress took place in Lecture Hall 502, 5th Floor, Peking University HSBC Busi- ness School, University Town, Nanshan District, Shenzhen 518055, Guangdong, China, from Monday, 17 July 2017 to Friday, 21 July 2017, inclusive. The sessions began at 08:00 and finished at 18:00 each day (with 30-minute breaks in the morning and afternoon and a 90-minute break for lunch), except on Friday, when the final session concluded at 17:00. There were 155 registered members in attendance from 30 countries, each member carrying 1 personal vote and 71 of them carrying 427 institutional votes from 166 institutions in 41 coun- tries, making a total of 582 possible votes representing 44 countries (Table 1). This was a 22% and 24% smaller attendance compared with Vienna in 2005 and Melbourne in 2011, respectively, but the number of institutional votes carried was 6.2% and 7.8% higher, respectively, making the total number of votes only 3.0% less (Table 2). NOMENCLATURE SECTION PROCEEDINGS AND APPOINTMENTS The officers of the Section, appointed in conformity with Divi- sion III of the Code, were Sandra (Sandy) Knapp (London, U.K., President), Nicholas (Nick) J. Turland (Berlin, Germany, Rapporteur- général), John H. Wiersema (Beltsville, U.S.A., Vice-rapporteur), Yun-Fei Deng (Guangzhou, China, Recorder), Li Zhang (Shenzhen, China, Recorder), and Anna M. Monro (Canberra, Australia, Record- ers’ Assistant). The Bureau of Nomenclature further included six Vice-presidents appointed by the Section: Renée H. Fortunato (Bue- nos Aires, Argentina), Werner Greuter (Berlin, Germany & Palermo, Italy), De-Zhu Li (Kunming, China), John McNeill (Edinburgh, U.K. & Toronto, Canada), Gideon F. Smith (Port Elizabeth, South Africa), and Karen L. Wilson (Sydney, Australia). The Nominating Committee was proposed by the President, in consultation with the other members of the Bureau of Nomenclature, and was accepted by the Section. It consisted of nine members: Vicki A. Funk (Washington, D.C., U.S.A., Secretary), Alina Freire-Fierro (Tena, Ecuador), Dmitry V. Geltman (Saint Petersburg, Russia), David L. Hawksworth (Kew & London, U.K.), Regina Y. Hirai (São Paulo, Brazil), Jin-Shuang Ma (Shanghai, China), David J. Middleton (Sin- gapore), Gideon F. Smith (Port Elizabeth, South Africa), and Kevin R. Thiele (Perth, Australia). The Section also appointed four Tellers: Heather L. Lindon (Kew, U.K.), Melanie Schori (Beltsville, U.S.A.), Gustavo Shimizu (Campi- nas, Brazil), and Yi-Hua Tong (Guangzhou, China). The following voting procedures were accepted for the Section: (1) Any proposal to amend the Code that received 75% or more “no” votes in the preliminary guiding mail vote was automatically ruled as rejected unless a proposal to discuss it was moved by a mem- ber of the Section and supported (seconded) by 5 other members. (2) Any proposal to amend the Code that concerned only Exam- ples (excluding voted Examples) or the Glossary was automatically referred to the Editorial Committee unless a proposal to discuss it was moved by a member of the Section and supported (seconded) by 5 other members. (3) A simple majority (more than 50%) of votes cast was required for all decisions, except when a qualified majority was required. XIX INTERNATIONAL BOTANICAL CONGRESS

INTRODUCTION

The International Code of Nomenclature for algae, fungi, and plants (“Code”;McNeill&al.inRegnumVeg.154.2012[maintext];Wiersema&al.inRegnumVeg.157.2015[AppendicesII–VIII])hasbeenamendedbytheXIXInternationalBotanicalCongress(“Con-gress”or“ShenzhenCongress”,also“IBC2017”),whichwasheldinShenzhen,China,from17to29July2017.TheNomenclatureSection(“Section”)oftheCongresstookplaceoverfivedaysfrom17to21July,followedbythemainpartoftheCongressfrom23to29July.Theamendedrulesbecameeffectiveimmediatelyuponacceptanceoftheresolution,movedonbehalfoftheSectionattheclosingplenarysessionoftheCongresson29July2017(seeunderResolution,below),that the decisions and appointments of the Nomenclature Section be approved.Thisreportsummarizesthosedecisionsandappointments.Thefull,day-to-dayproceedingsoftheSectionwillbepublishedseparately(plannedfor2018).PublicationofthenewShenzhen Code isexpectedbythemiddleof2018.

ReportsofactionbypreviousCongresseshaveincludedtheresultsofthepreliminaryguidingmailvote,providedasanunpub-lishedhand-outtomembersoftheSection.FortheShenzhenCon-gress,however,theseresultswerepublishedpriortotheSection,on26June2017asanonline“fast-track”articleinTaxon (Turland & al.inTaxon66:995–1000.2017).

ThesessionsoftheNomenclatureSectionoftheCongresstookplaceinLectureHall502,5thFloor,PekingUniversityHSBCBusi-nessSchool,UniversityTown,NanshanDistrict,Shenzhen518055,Guangdong,China,fromMonday,17July2017toFriday,21July2017,inclusive.Thesessionsbeganat08:00andfinishedat18:00eachday(with30-minutebreaksinthemorningandafternoonanda90-minutebreakforlunch),exceptonFriday,whenthefinalsessionconcludedat17:00.Therewere155registeredmembersinattendancefrom30countries,eachmembercarrying1personalvoteand71ofthemcarrying427institutionalvotesfrom166institutionsin41coun-tries,makingatotalof582possiblevotesrepresenting44countries(Table1).Thiswasa22%and24%smallerattendancecomparedwithViennain2005andMelbournein2011,respectively,butthenumberofinstitutionalvotescarriedwas6.2%and7.8%higher,respectively,makingthetotalnumberofvotesonly3.0%less(Table2).

(2) Any proposal to amend the Code thatconcernedonlyExam-ples(excludingvotedExamples)ortheGlossarywasautomaticallyreferredtotheEditorialCommitteeunlessaproposaltodiscussitwasmovedbyamemberoftheSectionandsupported(seconded)by5othermembers.

(3) Asimplemajority(morethan50%)ofvotescastwasrequiredforalldecisions,exceptwhenaqualifiedmajoritywasrequired.

(4a) accepting a proposal to amend the Code;(4b) acceptingamotiontoenddiscussionandproceedtoavote

(to“callthequestion”).(5) AnewproposaltoamendtheCode (i.e.onenotpreviously

published)oranamendmenttoanexistingsuchproposalmightbeintroduced at the Nomenclature Section by a member of the Sec-tion(“fromthefloor”)onlywhensupported(seconded)by5othermembers.

The Section also accepted the Melbourne Code, includingitsAppendices, as the basis for its deliberations.

Theproposalswereconsideredandacteduponinasequencelargelyfollowingthepublished“Synopsisofproposals”(Turland&WiersemainTaxon66:217–274.2017),whichinturnfollowsthesequenceofprovisionsintheCode.Deviationsfromthissequenceoccurredwhenrelatedproposalswerediscussedtogether,usuallyunderthekeyproposal(i.e.,theproposalunderwhichtheRappor-teurs’commentsappearedintheSynopsis).

Newproposals(“fromthefloor”)weredeferreduntilthefinalsessionontheafternoonofFriday,21Julyandwererequiredtobesubmittedinwriting.ThedeadlineforsubmittingnewproposalstotheBureauofNomenclaturewassetat18:00onThursday,20July.

Thefullproceedings,basedontheaudioandvideorecordingsofthedebates,will,asfortheViennaandMelbourneCongresses,bepublishedthankstogenerousfinancialsupportfromtheInterna-tionalAssociationforPlantTaxonomy(IAPT)tocovertranscription,editing,andopen-accesspublicationonline.(FortheViennaandMelbourneproceedings,seeFlann&al.inPhytoKeys45:1–341.2015andFlann&al.inPhytoKeys41:1–289.2014,respectively.)

TheSection’sdecisionsaretabulatedbelow(Tables3&4).Ofthe397proposalssubmitted,113wereaccepted(28.5%);ofthese,31hadbeenmoreorlesssubstantiallyamended.Ofthe166proposalsrejected(41.8%),17wererejectedautomaticallybecauseofarelateddecision,while79wereruledasrejectedandwerenotdiscussedbecausetheyreceived75%ormore“no”votesinthepreliminaryguidingmailvote(seevotingprocedures,above).Ofthe103proposals(25.9%)referredtotheEditorialCommittee,62werereferredautomaticallybecausetheyconcernedonlyExamplesortheGlossary(seevotingprocedures,above).TwelveproposalswerereferredtoSpecial-purposeCom-mitteestoreporttothenextCongress(seebelow).Threeproposalswerewithdrawn.Includedintheabovefigures,8proposalsruledasrejectedbythemailvotewerereintroducedfordiscussion;ofthese,3wereacceptedasamended,4wererejected,and1wasreferredautomaticallytotheEditorialCommitteebecauseitconcernedonlyExamples.Inthefinalsession,16newproposalswereintroducedfromthefloor(seeNewproposals,below),ofwhich6wereaccepted,1wasacceptedasamended,7wererejected,1wasreferredtoaSpecial-purposeCommittee,and1waswithdrawn.

TheSection’sacceptanceofDiv.IIIProp.B,withamendments,establishedanewlyexpandedDivisionIIIongovernanceoftheCode. ThisgivestheEditorialCommitteeitsusualpowertomakeanyedi-torialmodificationsthatdonotaffectthemeaningoftheprovisions(seeDiv.IIIProp.Bparagraph7.9)andpermitstherevisedShenzhen Code to arise from the Shenzhen Congress.

“TheXIXInternationalBotanicalCongressinShenzhen,ChinaresolvesthatthedecisionsofitsNomenclatureSectionwithrespecttothe International Code of Nomenclature for algae, fungi, and plants,aswellastheappointmentoftheRapporteur-général,SecretaryoftheFungalNomenclatureBureau,andofficersandmembersofthePermanentNomenclatureCommittees,madebythatSectionduringitsmeetingsfrom17thto21stofJuly,2017,beaccepted;notingwith

interestthemechanismforcreatingaframeworkforfutureregistra-tionofalgalandplantnames,provisionsforimprovedclarityinthegovernanceoftheCodeandtheworkingoffutureNomenclatureSections,andthesharingofgovernanceofnomenclaturebyreferringdecisionsonrulessolelyrelatingtofungitoInternationalMycologi-calCongresses.”
