Der Geschätsgang vieler Schweizer Unternehmen präsentiertesich bis Mitte gut und der Büromarkt erreute sich einerregen Nachrage. Danach dämpte die Ausbreitung der Eurokrisedas Schweizer Wirtschatswachstum und trübte die Aussichten.Die Konjunktur stagnierte und ür haben verschiedeneBranchen einen Stellenabbau angekündigt.
Besonders betroen sein werden exportorientierte Unterneh-men und die Banken. Zudem wird sich das Beschätigungs-wachstum branchenübergreiend verlangsamen. Je länger dieseEntwicklungen anhalten, desto stärker wird der Büromarktdavon betroen sein. Neben der abachenden Nachrage kommterschwerend hinzu, dass das Angebot an verügbarer Büro-
äche in den kommenden Jahren steigen wird.
Seit Herbst ist die Vermietung von Büroächen schwieri-ger geworden. Potenzielle Nutzer reagieren sensibel au diemakroökonomischen Ereignisse und verhalten sich abwartend.Da sich die Mietinteressenten in der stärkeren Position ben-den, kommen die Eigentümer meist nicht um Zugeständnisse inForm von mietreien Zeiten oder einer Beteiligung an den Aus-baukosten herum.
Zahlenmässig zeigen sich diese Entwicklungen im SchweizerBüromarkt noch nicht :. Die Angebotsquote hielt sich nahezuunverändert bei .%, was einer verügbaren Fläche von rund. Mio. m entspricht. Der durchschnittliche Mietpreis stiegleicht an au netto CHF pro m und Jahr. Die Gründe ürdiese Entwicklung waren vermehrt reie Büroräumlichkeiten anToplagen und der Markteintritt neuer Flächen mit hoher Qualität.Gleichzeitig liess sich eststellen, dass ältere Liegenschatenan peripheren Standorten immer weniger angeboten wurden.
Im Büromarkt hat ein markanter Strukturwandel eingesetzt.Insbesondere Grossunternehmen organisieren sich neu undoptimieren ihre Räumlichkeiten, Standorte und Kosten. Ihre e-zientere Organisation sollte sich in Wachstum niederschlagen,wovon auch der Büromarkt protieren würde. Positiv wird sich
im lauenden Jahr zudem auswirken, dass die Schweiz im inter-nationalen Vergleich weiterhin eine sehr hohe Stabilität undStandortqualität auweist. Alles in allem erwartet die ColliersInternational Schweiz AG ür eine leichte Zunahme desBüroächenleerstandes, der sich aber in einem verträglichenRahmen bewegen wird.

Während sich die Aktien- und Obligationenmärkte in jüngsterVergangenheit volatil verhielten, konnten die Turbulenzen derletzten Jahre – Subprimekrise, Finanzkrise, Rezession, Schul-denkrise von Staatshaushalten und Währungsschwankungen –den Schweizer Immobilien bisher wenig anhaben. Im Gegenteil:Das instabile wirtschatliche Umeld begünstigte die Nach-rage nach realen Sachwerten wie Gold oder Immobilien.
Diese Krisenresistenz sowie tiee Renanzierungskosten kurbel-ten die ohnehin rege Nachrage nach Immobilieninvestitionenweiter an. Sie entwickelte sich dabei noch stärker in RichtungCore-/Prime-Liegenschaten. Unverändert stark begehrt sindMehramilienhäuser in intakten Gemeinden sowie Büroliegen-

This means that sellers can auction their properties. For buyers,this involves a lot more eort and usually ends up being rathercostly. Net returns o less than % have become the norminstead o the exception in cases where all the investment crite-ria are ully satised.
The high purchase prices or Class A objects are a challengeor some institutional investors. I they exceed their own thresh-old o pain during the bidding process and buy at too high aprice, the return o their whole portolio drops. Das Angebot an verügbaren Büroächen hat im Wirtschats-raum Basel um m au m zugenommen. Diesentspricht einer Angebotsquote von .%. In den Gemeindenum Muttenz und Pratteln sowie in der Innenstadt von Basel nah-men die Leerstände zu. Im Zentrum etwa stehen seit November an der Viaduktstrasse m Fläche zur Verügung,die zuletzt von der UBS genutzt wurden.
Weil die UBS viele ihrer Liegenschaten in Basel nicht auslas-tete, siedelte sie rund Backoce-Arbeitsplätze vom Aus-bildungs- und Konerenzzentrum an der Viaduktstrasse in eineumgebaute und komplett sanierte Liegenschat an der Garten-strasse um. Die Grossbank konzentriert ihre Aktivität in Basel
nun au die drei Standorte Aeschenvorstadt , Aeschenplatzund Gartenstrasse .
Von Umwälzungen betroen ist auch die Pharmabranche.Die anstehenden Sparkurse vieler und grosser Staaten wer-den dazu ühren, dass die Medikamentenpreise sinken. Hinzukommt das Auslauen wichtiger Patente bei grossen Pharma-rmen. Der US-Chemiekonzern Huntsman streicht in Basel Arbeitsplätze und wird weitere an andere Standorteverlagern. Roche will global Stellen abbauen. Zwar solldie Schweiz davon nicht betroen sein, doch eine gewisseUnsicherheit bleibt. Novartis wird den Personalbestand eben-alls reduzieren. Die Mietpreise im Wirtschatsraum Bern haben sich im vergan-genen Jahr nach unten bewegt. Im Mittel kostete ein Quadrat-meter Büroäche CHF pro Jahr netto gegenüber CHF im Vorjahr. Insbesondere die Topmieten haben sich merklichreduziert, Werte über CHF sind selten geworden. In derStadt Bern beträgt die Durchschnittsmiete CHF .
Das Angebot an verügbaren Büroächen stieg im Wirtschats-raum Bern um m au m. Die Angebotsquoteerhöhte sich au .%; ür die Stadt Bern liegt sie bei .%.Markante Zunahmen waren im Stadtquartier Länggasse sowieim Gebiet um Belp und Münsingen zu verzeichnen. Insgesamtwar im Büromarkt dennoch eine leicht stärkere Nachrage spür-
bar. Als beliebt erwiesen sich Standorte im Stadtzentrum,Objekte in der Agglomeration liessen sich schwieriger vermie-ten. Die Nachrage konzentrierte sich mehrheitlich au Büro-ächen zwischen und m.
Die dominanten Branchen sind in Bern weiterhin die öentli-chen Verwaltungen sowie diesen nahestehende Institutionenund ehemalige Staatsbetriebe (SBB, Post, Energieversorgung,Swisscom). Besonders deutlich widerspiegelt sich diese Tat-sache in den Vorvermietungen zahlreicher Projekte.
Wie bekannt ist, werden die SBB mit Angestellten inzwei Neubauten in Wankdor City ziehen. Die beiden Gebäuden«Girasole» beinhalten m Bruttogeschossäche. Am neuenStandort werden die SBB neun heute noch in Bern verstreuteBürostandorte zusammenziehen und dadurch Struktur-, Betriebs-und Unterhaltskosten senken. Neben den SBB verlegt auchdie Post ihren Konzernsitz nach Wankdor City – in das Gebäude«Majowa» mit rund m Büroäche. Die Betriebsau-nahme mit Beschätigten ist au Ende geplant.
Das vierte Dienstleistungsgebäude in Wankdor City, «TwistAgain», wird au m Raum ür rund Arbeitsplätzebieten und u.a. durch den Baukonzern Losinger Marazzi ge-nutzt werden. Insgesamt dürten damit bis Ende zusätz-
liche Personen einer Arbeit in Wankdor City nachgehen.Mit diesen Projekten etabliert sich das Gebiet im Norden desStadtkerns als neues Wirtschatsviertel in Bern.

The ourth building aimed at service companies in WankdorCity, “Twist Again”, will oer m o space or about

In Bern zeigt sich insgesamt ein ähnlicher Strukturwandelwie in Zürich. Verschiedene Institutionen ziehen ihre Standortezusammen und beziehen neue Gebäude ausserhalb des Stadt-

A plus longue échéance, les projets liés au utur train périphéri-que ranco-suisse «CEVA» (Cornavin-Eaux-Vives–Annemasse)devraient orir plusieurs dizaines de milliers de m en plus,mais rien n’est attendu avant . Au-delà, un certain nombrede projets administratis devraient prendre place dans la zonePAV. Cela dit, leurs contours étant encore en cours de dénition,il semble optimiste d’imaginer une première pierre avant .
Entretemps, la demande se sera sans doute modiée plusieursois, mais comment et dans quelle ampleur? apportera undébut de réponse. Pour , une possible appréciation du rancsuisse ace au dollar devrait diminuer sensiblement la demandede bureaux, ne serait-ce que celle de deux secteurs genevois
majeurs: la banque et les organisations internationales.
A ce jour, il se décèle au centre-ville un mouvement de vented’immeubles de prestige abritant des activités bancaires(Coutts, BNS, Sadié, Vontobel …). Parallèlement, certaines ban-ques, à l’instar d’UBS, déplacent une large part de leurs eec-tis hors du centre. La conjoncture semble surtout menacer lesbanques privées, ménageant encore, pour l’heure, les autresactivités bancaires.
D’ores et déjà, sous réserve de «l’exception horlogère», lesentreprises remettent à plus tard des décisions de croissancedes locaux loués et/ou d’engagements de personnel et il estbien dicile de mettre une échéance à leur report.
Du point de vue des loyers, si les vacants augmentent depuissix mois et que la demande n’a plus la vigueur d’antan, lesloyers demandés ne baissent guère et les bail leurs, comme toutle monde, attendent de voir.
Cet état de ait touche toutes les zones dans des proportionscomparables. Au centre-ville, malgré une demande toujourstrès orte, les suraces prennent plus de temps à trouver pre-neur, parois moyennant l’octroi d’avantages aux locataires(loyer échelonné, mois de gratuité, options de sortie antici-

A l’instar de la plupart des villes suisses, deux catégories dedemandes se distinguent de plus en plus nettement en onctiondes suraces recherchées: les entreprises de petite taille (demoins de collaborateurs et à la recherche de suraces iné-rieures à m) reviennent en ville, les autres lorgnent versla périphérie. Par périphérie, nous entendons l’agglomérationau sens très large – les accès routiers ou erroviaires étantdéterminants – peu importe que les entreprises atterrissent àMorges ou Nyon: Lausanne est une région, un mode de vie,une qualité d’habitat qui ait déaut au bout du lac. Flexibilité etmobilité sont les critères presque exclusis des décisions d’im-plantation et de déménagement. Le centre-ville a des atoutsincomparables pour les services locaux. Un headquarter, lui,
peut s’implanter presque partout.
L’accessibilité au centre-ville lausannois était, il y a cinq ans,réputé pour être l’un des plus diciles (sinon le plus di-cile) de Suisse. On loue à présent le développement du M quia maniestement réglé le problème d’accès en ville pour ledéplacer … en périphérie. Le contournement de Lausanne estsaturé. Ce phénomène oriente et inuence un marché intérieurlausannois, local, intérieur.
Dans ce contexte délicat, et compte tenu des nombreux projetsde bureaux où de larges espaces sont encore en attente delocataires en périphérie lausannoise (qui concentre deux tiersdes vacants lausannois, dont % dans la seule zone Ouest),seules les suraces orant une originalité ou une identité pro-pres telle le Biopôle de l’EPFL ou qui présentent des avantagescomparatis en matière d’équipement et/ou d’ecience tech-nologique et énergétique trouvent preneurs. Les nouveauxlocataires deviennent plus exigeants et n’hésitent pas à mettreles projets en concurrence avant de aire leurs arbitrages.
Le stock de vacant de l’espace économique lausannois a enoutre explosé. En , le taux de vacance du marché lausan-nois a doublé pour s’établir à n à .% (contre .% n), soit m.
Pourtant, les loyers ont progressé de l’ordre de +% durantles six premiers mois de , pour se maintenir ensuite à ceniveau jusqu’à la n de l’année. Les plus ortes progressionsse lisent sur les suraces de qualité standard au centre-ville

Der Zürcher Büromarkt erlebte eine lebendige ersteJahreshälte, im zweiten Semester stockte die Absorption dannaber merklich. Dennoch ist die Nachrage nach Büroächenweiterhin intakt; sie verhält sich jedoch zurzeit spürbar zurück-haltender als noch vor einigen Monaten. Gesucht sind vorwie-gend Flächeneinheiten von bis m.
Insgesamt veränderte sich das Angebot an Büros gegenüberdem Vorjahr kaum. Ende waren m Büroächeverügbar. Dies entspricht einer Angebotsquote von .%.Mehr Flächen als waren im Zürcher Oberland, in Winter-thur und im Gebiet Pannenstiel verügbar, Abnahmen wurdenunter anderem in Aarau, Baden, Zug und im Furttal verzeichnet.
Ob der Markt den im Rahmen des Exodus aus der City entste-henden Leerstand absorbieren wird, ist noch oen. Erste Be-wegungen zeigen, dass Dienstleistungsunternehmen wie Ärzte,Werbeagenturen, PR-Büros, kleinere Beratungsrmen oderAnwaltskanzleien die durch den Wegzug einiger grosser Firmenentstandenen Lücken üllen.
Weitere Lücken önen wird ab Mitte die PädagogischeHochschule. Sie bezieht au diesen Zeitpunkt hin ihren neuenCampus am Zürcher Hauptbahnho und lässt an städtischenStandorten insgesamt m Fläche ür Schulräume, Bürosund Wohnungen zurück.
Der Exodus grösserer Arbeitgeber aus der Innenstadt dürteauch mittelristig weitergehen. Die SIX Group erwägt, drei exis-tierende Standorte in der Neuen Börse, an der Brandschenke-strasse und der Hardturmstrasse unter einem Dach zu vereinen,möglicherweise im entstehenden Hardturmpark. Ein Umzugwäre rühstens ein Thema.

Allerdingsgibt es ür die regionalen Wirtschatsörderer des Glattals nichtnur positive Meldungen: Der internationale PharmakonzernMSD (Merck) verlegte im Sommer seinen Schweizer Haupt-sitz mit rund Angestellten von Glattbrugg an den LuzernerBahnho in die Neuüberbauung City Bay.
Entgegen dem räumlichen Trend agiert die Bank Sarasin. Sie
wird an einem der privilegiertesten Zürcher Standortezwischen Kongresshaus und Hotel Baur au Lac als Hauptmie-terin das neue Geschätshaus Rosau beziehen und dort Arbeitsplätze zusammenziehen. Die Büroächen wurden ür Jahre angemietet. In Zürich-Binz sollen bis im Bau-projekt «Tic, Tric und Trac» m Büroäche zu Mietprei-sen zwischen CHF bis im Edelrohbau bereitstehen.
Obwohl sich zurzeit viele Projekte im Bau benden, werdenwenig bezugsbereite Neubauächen am Markt angeboten. Beivielen entstehenden Projekten handelt es sich um nutzerspe-zische Gebäude, die weit im Voraus an Grossunternehmen ver-mietet werden. Diese protieren dabei von massgeschneidertenLösungen, die ezienter nutzbar und nanziell ot attraktiversind als der Verbleib in den bestehenden Büroächen.
Weil zunehmend zentrale und hochwertige Flächen am Marktangeboten werden, erhöhte sich das durchschnittliche Miet-preisniveau im Wirtschatsraum Zürich au netto CHF prom und Jahr. Ebenso stieg die Topmiete leicht au CHF .
Der Mietpreis ist bei der Verhandlung von Mietverträgen heute jedoch nur noch ein Faktor unter anderen. Vermieter habenaktuell eine weitaus höhere Bereitschat ür Zugeständnissein Form von mietreien Zeiten oder einer partiellen bis voll-
ständigen Beteiligung an den Mieterausbaukosten, wohingegender Mietpreis nur widerwillig reduziert wird.

Although many projects are currently under construction, rela-tively little new space is being oered on the market. Because there has been an increase in the supply o centralizedand high-quality space on the market this year, the averagerent level in the greater Zurich area has risen to net CHF per m p.a. Similarly, the top rents rose slightly to CHF .
During the negotiation o leases, rent is nowadays only oneo several actors. While they are very reluctant to reduce rents,landlords are more willing to make concessions in the ormo rent-ree periods or by participating partially or ully in thecost o urbishing the space.

Der EMEA-Raum sowie der asiatisch-pazische Raum konntensich von den hohen Leerstandszahlen des Vorjahreserholen und wiesen zuletzt Quoten von .% beziehungsweise.% au. Im US-Markt und in Lateinamerika blieben die Leer-standsquoten unverändert bei .% und .%.
In Deutschland verlieen die Vermietungen mehrheitlich zurie-denstellend. Vor allem in den Städten Stuttgart, München undBerlin stieg die Nachrage nach Büroächen. Die Aussichtenür in Europa variieren beträchtlich. In Dublin, Lissabon,Madrid, Athen sowie in den Metropolen au dem Balkan ist derLeerstand weiter angestiegen. Verantwortlich daür ist dieKrisensituation, in der sich die Volkswirtschaten dieser Länder
benden. Die hohen Leerstände drücken stark au die Preis-entwicklung, in Athen und in Istanbul haben sich die Mietzinsenim Vergleich zum Vorjahr halbiert. Andererseits stehen diesenEntwicklungen stabile Büromärkte in Deutschland und denskandinavischen Staaten gegenüber.
Dramatische Entwicklungen spielen sich in Dubai ab. Augrunddes gewaltigen Baubooms der letzten Jahre nahm der Bestandvon Büroächen zwischen und um knapp . Mio. m zu. Da die Nachrage in den letzten, wirtschatlich volatilen Jah-ren nicht mit dieser massiven Expansion Schritt halten konnte,erhöhte sich parallel dazu die Leerstandsquote von % au %.
In Central London blieb die Leerstandsquote bei .%, obwohlEnde ast zwei Drittel der im letzten Jahr ertiggestelltenBüroneubauächen leer standen. Dazu zählten einige prestige-trächtige Bauten wie The Walbrook, der Bishopsgate Tower unddas Walkie-Talkie-Hochhaus. Die Prognosen sind angesichtsder Probleme der in London sehr stark vertretenen Finanzbran-che düster. Die Unternehmen sind zudem zunehmend bereit,in andere Stadtteile mit günstigeren Mieten auszuweichen – bei-spielsweise nach Stratord, wo die Olympischen Spiele stattn-den werden. Mit einer Erholung des Londoner Arbeitsmarkts isterst zu rechnen.
Noch wenig betroen von den globalen wirtschatlichen Turbu-lenzen sind Rio de Janeiro, Peking, Singapur, Moskau, St. Peters-burg und Oslo. In diesen Metropolen sind die Mietzinsen ürBüroräumlichkeiten teilweise schon länger au hohem Niveauund stiegen zuletzt weiter an.

The outlook or in Europe is very variable: in Dublin,Lisbon, Madrid, Athens and the major Balkan cities, the vacancyrate has continued to rise due to the economic crisis situationsin these countries. The high vacancy rates are weighing heavily
on price developments in Athens and Istanbul where the rentshave halved compared to last year. On the other hand, thesedevelopments can be contrasted to the stable oce markets inGermany and the Scandinavian countries.
The developments in Dubai have been dramatic. The recenthuge construction boom that began in , resulted in the stocko oce space rising to nearly . million m. But the economicvolatility o recent years meant that demand ailed to keep abreasto this massive expansion. As a result, the vacancy rate rosebetween and rom % to %.
In Central London, the vacancy rate remained at .%, althoughby the end o nearly two-thirds o the oce buildingsthat were completed in the last year stood empty. These includeda number o prestigious buildings such as The Walbrook, theBishopsgate Tower and the Walkie-Talkie tower.
