Begriffsklärung?
Innovationen sind Neuerungen, die sich gegenüber dem Status Quo qualitativ merklich unterscheiden. Sie implizieren eine relative Verbesserung, die sich in einem höheren Zielereichungsgrad ausdrückt.

Das ausschlaggebende Kriterium zur Bewertung von Innovationen besteht darin, ob sich die neu
entwickelte Qualität in einer höheren Problemlösungskompetenz ausdrückt.
(z. B. durch einen höheren Nutzen beruflicher Fördermaßnahmen, durch verbesserte Methoden zur Vermittlung von Kenntnissen sowie durch eine Verbesserung der Effizienz von Bildungsdienstleistungen).
