•  European Commission, Guide to High-Speed Broadband Investment, Release 1.1 – 22 October 2014.

•  Three-layer open model (3LOM) – Strictly separating the role of physical

infrastructure provider, network provider and service provider


How much does it costs and where the money is coming from?

•  Physical infrastructure provider: public company

•  Top-down calculation done by next.kom GmbH (Germany)

•  Total Investment of € 1,03 billion –  equity € 261 million –  cumulated debt financing € 653 million

•  Prerequisite: Take-rate 40%

•  Austrian Ministry for Transport, Innovation and Technology (BMVIT) –  € 1 billion for broadband available –  26% to be awarded to Lower Austria

•  Build standardized passive Infrastructure •  Establishing the process for planning, building and

maintaining passive infrastructure •  Efficient contract management

•  Exploit synergies in state administration (road service, water management, data, quality control – experts)

•  Provide basic data (GIP, GWR address points, Basemap) •  Provide funding (province, union / BMVIT, EU)
