    Strategy of Cell Selection and Reselection

    For normal service, the UE has to camp on a suitable cell,tune to that cell's control channel(s) so that the UE can:

    Receive system information from the PLMN;Receive registration area information from the PLMN, e.g., locationarea and routing area; andIdentify to which service area as specified by NAS that the servingcell belongs.Receive other AS and NAS Information;Receive paging and notification messages from the PLMN;

    Initiate call setup for outgoing calls or other actions from the UE.

    Inter-RAT Handover

    The RNC transmits the 2D ad 2F event configuration to theUE when the service is set up. If the UE reports a 2Devent, that is, the current carrier is in poor signal quality,the UE reports a 2E event after inter-frequencymeasurement is started (that is, the signal quality of themeasured inter-frequency neighboring cell is also poor),the RNC needs to configure and start Inter-RATmeasurement 3A or 3C event to the UE, and then performsthe corresponding decision process for Inter-RAThandover according to the 3A, or 3C event subsequentlyreported by the UE.
