Planning to MEDEVAC the two COVID positive patients, plus one non‐medical attendant, tomorrow ‐ pending Governor of Guam approval. That issue is currently being worked by Ops. 2. Berthing and work centers plus a few other named individuals (named by the patients) yielded 201 close contacts. That number will likely rise. Based on recommendations from the medical chain of command and theater Prev Med specialists we are testing all of them individually. Half of the tests will be sent to the America on a helo this afternoon (1700) to load share and increase throughput. Anticipate it will take close to 24 hours for all results to be finalized. 3. A Preventive Medicine Officer and Prev Med Tech will be joining us from the America for an undetermined period of time. They will be able to assist in contact tracing, quarantine, etc. 4. Subject: COVID‐19 update 26 March ‐ morning update Admiral, The correct number is 23, I apologize for any mistake on my part during the fog of medical war. To answer your other two RFIs ‐ yes, the ones in sick call were tested and the 4 presumptive positives were originally negative on the batch testing, but now have all the symptoms consistent with COVID‐19. There will be a lot of post‐processing on data when all this is over that will shift people between categories (sick call, batch screening later with symptoms, batch screening asymptomatic, etc) but the overall number of 23 for this morning won't change. Working to get them off the ship today, most symptomatic ones first. Two rough projections for you ‐ based on how things are going, by tomorrow evening we very well may be at approximately 50 positives and 1500 close contacts. Regarding how long this will take to get a "healthy" ship, in order to be able to go out to sea ‐ all current models are based on knowing when the first patient started infecting others and that the ship doesn't pull into port, and they show the disease lingering through the crew for almost a year. Our situation is very different in that we (and the infectious disease experts back home) are now assuming that all the patients we're seeing are effectively the second or third generation of patients. Best estimate right now based, with our plan for strict quarantine of all close contacts, is that we may be

2. Berthing and work centers plus a few other named individuals (named by the patients) yielded 201 close contacts. That number will likely rise. Based on recommendations from the medical chain of command and theater Prev Med specialists we are testing all of them individually. Half of the tests will be sent to the America on a helo this afternoon (1700) to load share and increase throughput. Anticipate it will take close to 24 hours for all results to be finalized. 3. A Preventive Medicine Officer and Prev Med Tech will be joining us from the America for an undetermined period of time. They will be able to assist in contact tracing, quarantine, etc. 4. Requesting that all departments, squadrons, and units resume daily verbal screening of their sailors. Specifically, asking for flu‐like symptoms: fever, chills, cough, sore throat, shortness of breath and body aches. This needs to continue for 14 days (last day 7 April). If anyone answers "yes" to these questions, they need to be evaluated by Medical. Routine evaluation of these individuals will occur daily from 0730‐0930 and 1930‐2130. Obviously, if someone feels that they can't wait until those times, we can evaluate them at any time. 5. Bleachapalooza is now twice a day ‐ 0730 and 2000. Standing by for questions. v/r, SMO

To answer your other two RFIs ‐ yes, the ones in sick call were tested and the 4 presumptive positives were originally negative on the batch testing, but now have all the symptoms consistent with COVID‐19. There will be a lot of post‐processing on data when all this is over that will shift people between categories (sick call, batch screening later with symptoms, batch screening asymptomatic, etc) but the overall number of 23 for this morning won't change. Working to get them off the ship today, most symptomatic ones first. Two rough projections for you ‐ based on how things are going, by tomorrow evening we very well may be at approximately 50 positives and 1500 close contacts. Regarding how long this will take to get a "healthy" ship, in order to be able to go out to sea ‐ all current models are based on knowing when the first patient started infecting others and that the ship doesn't pull into port, and

Update on current events. 1. Planning to MEDEVAC the two COVID positive patients, plus one non‐medical attendant, tomorrow ‐ pending Governor of Guam approval. That issue is currently being worked by Ops. 2. Berthing and work centers plus a few other named individuals (named by the patients) yielded 201 close contacts. That number will likely rise. Based on recommendations from the medical chain of command and theater Prev Med specialists we are testing all of them individually. Half of the tests will be sent to the America on a helo this afternoon (1700) to load share and increase throughput. Anticipate it will take close to 24 hours for all results to be finalized. 3. A Preventive Medicine Officer and Prev Med Tech will be joining us from the America for an undetermined period of time. They will be able to assist in contact tracing, quarantine, etc. 4. Requesting that all departments, squadrons, and units resume daily verbal screening of their sailors. Specifically, asking for flu‐like symptoms: fever, chills, cough, sore throat, shortness of breath and body aches. This needs to continue for 14 days (last day 7 April). If anyone answers "yes" to these questions, they need to be evaluated by Medical. Routine evaluation of these individuals will occur daily from 0730‐0930 and 1930‐2130. Obviously, if someone feels that they can't wait until those times, we can evaluate them at any time. 5. Bleachapalooza is now twice a day ‐ 0730 and 2000. Standing by for questions. v/r, SMO

I would like to plan 3 beach cleanup and marina cleanup, type COMREL projects in Guam. There is a simple MWR Marina nearby we could pick up trash and look to improve if we have a bus that can take us. If we don't have transportation, we could just do a Gabgab Beach clean project 2 or 3 times throughout our visit. Any reason you know of that would prevent us from doing one or both of those ideas? My Fellow Rough Riders, COVID‐19 is and will continue to cause a number of second and third order effects that may touch on legal issues. We already have had a number of land lord tenant issues directly related to this and I am sure more will follow. Below is update guidance on Legal customer service hours while in Guam. In order to ensure we support our shipmates with the services they need while doing our part to stop the spread of COVID‐19, we are instituting the below procedures: For Powers of Attorney: 1. Go to the JAG website at the following link: https://www.jag.navy.mil/legal_services/SPOA.htm 2. Select and fill out the correct SPOA. 3. When you have completed it, print it out, and call Legal to schedule a time to bring the document in for notarization. If you are having issues accessing the website, please let us know. For general legal support: We will still be open during our normal in‐port business hours, but will be supporting customers via phone instead of in person. If you have a legal question, please call our office at 5855 for assistance. These procedures will ensure customers are not waiting in close proximity for long periods of time. Navy Warfare Development Command (NWDC) is working to collect all COVID‐19 lessons learned in the Joint Lessons Learned Information System (JLLIS). From JLLIS, they will be compiled into Fleet‐wide lessons learned bulletins and into Navy Doctrine publications. We will also share key lessons with the rest of the DOD to assist them in their efforts against COVID‐19. Collecting LL in JLLIS helps make them available across the force now and in the future. Good Morning Pacific Time Sir, Our ombudsman team wanted to reach out to you pertaining to the hot topic of COVID. I know it must be a very busy time on board, but we were hoping to seek some clarification on a few things. Despite our best efforts to ensure that families are aware that you all are doing everything you can to ensure safety of the sailors, we have multiple reports from sailors families stating that those in quarantine are getting food, standing watch, and using the computers, while they are awaiting results. We of course let them know that you all are diligent and keeping in accordance with medical advice, using proper PPE, and enhanced cleaning techniques. The reason for us reaching out is due to the increase in number of families reaching out with this same concern as the days go by. Is there any specific verbiage you would like us to use, to quell the fears of the families who believe the sailors in quarantine are in fact standing watch, and interacting normally with others outside of berthing? The most common questions outside of sailor health status, is related to whether mail will still arrive to the ship and the ship schedule. We have let them know that as far as we are aware mail is still arriving, however, times may vary based on location and postal service practices. We have addressed the ship schedule with as far as we are aware, no changes have been made. There was a “one off” question about hazard pay for sailors during this time. We did not address the question directly, and deflected by referring the family to DFAS to find out more about the “entitlements” the sailor was receiving. As a team, we would like to advise you that it seems a good number of families are concerned that the command and the ombudsman are not providing information in a timely fashion. We would not bring this up, if it was just a few disgruntled families. We are totally aware that fear and anxiety and the unknown are hard on families. We are doing our best to reassure the families we are telling them what we know when we know it. I think this general mistrust will be multiplied exponentially, as there is a navy times article out as of this morning, eastern time, that states that the TR will be pulling into Guam until further notice and testing 100% of its crew. We have been encouraging families to give themselves a break from social media and ensure they are referencing appropriate sources of information for official information, such as us the command ombudsman, CDC, WHO, etc. With this particular article, and with the general message we have been putting out, the optics do not look great.

Admiral, Condensed update ‐ full details to BWC. So, as of now, we have 85 positives and an additional 47 presumptive positives = 132 patients needing isolation. Based on 7F CoS guidance the numbers will change with regards to what is considered positive as they only want confirmed positive from the lab in Korea. This misses the entire point of pandemic medicine which is that in the interests of public health, you treat everyone with symptoms the same whether or not you have a confirmatory test. Of the 85, after scrubbing the data from Korea, that number will shift to a smaller number because we don't have all the results back. Additionally, data point regarding swabbing. So far we have sent off several groups of swabs to Osan (in batches of approx. 30, 100, and 150) and have received results on the first batch of 30. We're swabbing approximately 475 today and it should go out on the flight tomorrow morning. v/r, SMO

Admirals and Senior Leaders, As we slow the Navy accessions pipeline and stop movement for PCS travel due to risk mitigation measures put in place for COVID-19, the direct effect will be increased gaps at sea, especially since Sailors separating from the Navy (EAOS/retirement) are exempt from the stop movement. To address this, we worked with the OPNAV team and the Fleet staffs on the plan laid out in the attached NAVADMIN and Briefing Card that offers the following incentives to our Sailors who have planned or approved separations or retirements (through April 2021):

1. Voluntary delay of separation/retirement – no incentive pay. Members (officers and enlisted) on any type of duty with an approved separation or retirement in the next 12 months can request to extend and delay their separation or retirement by 6 to 12 months (timeframe will be up to the member). All members interested in extending are invited to apply, but priority for approval will be given to those members filling sea duty and critical billets.

2. Voluntary delay of separation/retirement - Sea Duty Incentive Pay (SDIP). Enlisted Sailors on operational sea duty (Type 2/4) who have an approved separation or retirement date in the next 12

months can apply to extend for 6 to 12 months and receive SDIP - will be targeted to specific ratings on SDIP chart and any additional undermanned at sea ratings. All submission requirements (timeline, length of extension, completion of PST, etc) will be waived.

3. High Year Tenure (HYT): HYT waivers will be granted for an additional 12 months past current HYT gates. Waivers will be targeted at undermanned ratings/pay grades and will be approved on a case-by-case basis.

4. Targeted re-entry for members who have recently separated - will be designated mission essential for PCS.

5. PFA Failures who would have had to separate between now and the end of 2020 will be extended to 31 Dec 2020 to allow for another cycle to pass the PFA.

Due to the uncertainty regarding the duration of the COVID-19 pandemic and the resulting effect on the U.S. economy, the incentives and voluntary extensions outlined will help provide stability to our Fleet, Sailors and their families. Bk bk: While not the purpose of this update, I do want to make you and your leadership aware that as we look at the personal toll to our Sailors and families dealing with COVID-19, we fast-tracked an update to the MyNavy Family App to include the following resource links to be at our Sailors and their families’ fingertips:

a. Military Crisis Line. 24/7 confidential and toll-free support for service members and veterans in crisis. b. Navy Chaplain Care. Communications are 100 percent confidential unless the service member decides

otherwise. c. Psychological Health Resource Center. Free and confidential professional health resource for service

members, families and clinicians. d. Psychological Health Outreach Program (PHOP). Provides Navy Reservists and their families’ full

access to appropriate psychological health care services. e. Navy and Marine Corps Public Health Center. Committed to supporting Fleet and Marine Corps

readiness and enhancing public health outcomes through products and services. f. Navy Marine Corps Relief Society. Sailors and family members who experience financial hardship due

to COVID-19, which the entitlements and GOVCC initiatives don’t relieve, are highly encouraged to seek assistance from their local Navy and Marine Corps Relief Society office.

Naval Aviation Leadership, Attached and below is COVID guidance and definitions recently put out by my deputy for your SA. Am hearing there is some consternation on determining who is a “PUI” and when you become a PUI. I believe the attached is very clear on how determine if they are a PUI. If for some reason, Sailor goes to a Civilian DR and got tested for COVID‐19, from our perspective, it is a clinical diagnosis, whether reviewed by a Navy Doc or not and should be reported a PUI until test results are received. Subject: RE: Medical care for TR COVID patients ALL USNH Prev Med has been doing 2x daily checks on the isolation patients (COVID +). Before the members leave the ship they should have a medical assessment done and leave the ship with medications needed and personal supplies.‐‐ this is not a rush to have them depart imminently. The NEX has set up a catalog for the members to order from and will be delivered to their rooms, for anything forgotten. So far none of these Sailors have required medical treatment or admission, If and when that occurs USNH will transport and continue care for. Note: The quarantined Sailors are under the oversight by the ship and there should be communicating through the ECC back to the ship. In addition, 3rd Med will likely not have supplies for routine medical care or hygiene items.

Appreciate the concern/support. We recommend COA 1 as due to current optempo on the ship we are unable to support COA 2. LT will be our POC for receiving inputs and asks from the ashore medical team ‐ we can assist with filling prescriptions. We are having an issue with our TR COVID patients that we wanted to "GROUP‐DISCUSS" to solve! Several TR COVID (+) patients are requesting multiple maintenance medications (for example: Motrin/Tylenol for body aches, Tinactin for Jock itch, OCPs which are causing issues because inconsistent delivery of sanitary napkins & other supplies) which they were not able to disembark with initially. I see 2 potential COAs to solve this issue and want to begin having this discussion: COA 1: NAVHOSPGUAM conducts medical visits with PREVMED and provides short‐course medication regimens to "hold‐over" until more formalized medical assessments and definitive treatment regimens can be put into place.

COA 2: CVN‐71 Medical comes out to conduct assessments on their personnel and with the familiarity of their crew members & medical records, provide necessary medication regimens. Personally, I'm not sure if either one of these COAs is viable...but wanted to reach out and at least start the convo to find a better plan. Likely your admin office already has an account setup, because this is a pre COVID‐19 OCONUS travel requirement . Any travel beginning 24MAR20 and later needs to be inputted into the IATP system. Using this system will streamline the reporting process and ensure travel requests are addressed in an expeditious manner. Below the tear line are the details for your Admin Department on how to utilize the IATP system. My POC for any IATP technical questions is Mr. @navy.mil . OBTW, I believe I saw some travel for personnel starting on the 24th, enter that travel ASAP and we will start using the system to get those approvals. This is a new process, so there will be growing pains, however with the multitude of requests, we see this as a great way to get ahead. Please do look ahead and submit travel as early as possible. One last point, Adm Aquillino stated that we have to change our mindset overall to combat the spread of the virus. If there are different ways of accomplishing a task, ie using someone in the local area, or perhaps using VTC, then THAT is what we should be doing. I directly witnessed Airboss having to go to bat for recent approvals, I know he is not afraid to do so, but I’m relaying that message for your understanding. Admirals and Senior Leaders, The COVID‐19 situation continues to evolve. Last night, the Deputy Secretary of Defense signed out the attached memo, issuing a STOP movement for travel in the United States and its territories, effective Monday. The Services helped him come to this position, believing it was more effective than trying to manage the dynamic status of individual bases or locations, many of which now have COVID‐19 issues of the same scale as the CDC Level 3 areas OCONUS. Today, SECNAV released a supporting ALNAV (026/20), which delegated authorities to the CNO, resulting in a new NAVADMIN (065/20) and CHINFO Briefing Card. All three are attached. The NAVADMIN outlines that CNO has delegated authority for waivers on the PCS moves for uniformed Sailors to PERS‐4, and for any other travel, leave or PCS moves for Navy Civilians, to the first Flag Officer or Senior Executive in the Chain of Command. Do not use this delegated authority carelessly – exceptions should be rare.

Commander’s Intent of taking actions to stop the spread of COVID‐19 transmission and protect our force are key. We’ve done our best to red cell this message and think through questions you might have, but issues will come up from your Commanders and Sailors that we did not anticipate. The volume of calls to MyNavy Career Center and the Detailers was low yesterday after the announcement of the OCONUS stop movement – I credit your leadership for that. Our Sailors know we will work this out and take care of them ‐ we will. As those questions and issues do come up, feed them up to your respective Ech‐II staffs, who participate in a Telcon sync every day at 1300 with the OPNAV team. If it is something that NPC can answer or take care of right away, use MyNavy Career Center – those folks are very responsive. Regardless of which path you use, we’ll work to get you answers. Please continue to use the BWC for all emergent COVID‐reporting, allowing that path to inform CNO. It helps us focus more on COVID and less on email Inbox management. At every step, we have worked with OSD to ensure that you are empowered to make decisions – so don’t be bashful. As always, a heads‐up for the ones that might show up in the media is helpful. V/r, Bob =============== BLUF: Receipt of DSD Memo: STOP MOVEMENT FOR ALL DOMESTIC TRAVEL FOR DOD COMPONENTS IN RESPONSE TO CORONAVIRUS DISEASE 2019 DISCUSSION: Deputy Secretary of Defense released Memorandum Subject: Stop Movement for all Domestic Travel for DoD Components in Response to Corona virus Disease 2019. ‐The memorandum directs all DoD military and civilian personnel and their families to stop movement, to include government‐funded transportation, Permanent Change of Station (PCS) and Temporary Duty. ‐DoD Components may only onboard civilian employees within the local commuting area, and military members are only authorized local leave in accordance with Service policies. ‐A travel exception may be granted in writing to ensure continued operations of mission‐essential functions. ‐Travel by patients and medical providers for the purpose of medical treatment is authorized. ‐Individuals who have already initiated travel are authorized to continue to their final destination and individuals on TDY and/or leave are authorized to return to their home station. ‐Individuals pending retirement or separation are exempt. ‐This guidance is effective March 16, 2020, and expires May 11, 2020.

< @navy.mil>; MCPO USN COMSUBLANT (USA) < @navy.mil> Subject: CORONAVIRUS: Navy Mitigation Measures in Response to Coronavirus Outbreak Admirals and Senior Leaders, The Department of Defense has transitioned to Phase Two Mitigation of the Global Campaign Plan for Pandemic Influenza and Infectious Disease in response to the COVID‐19 outbreak. The U.S. Centers for Disease Control and Prevention (CDC) is now reporting over 100,000 cases and Navy will continue to protect and preserve the operational effectiveness of forces worldwide. In response to the global outbreak of COVID‐19 and in order to maintain force health protection, readiness of the force and mitigate the risk of transmission, the Secretary of Defense has issued a 60‐day stop movement, effective 13 Mar 2020, for all military personnel and their dependents traveling to, from or through a CDC COVID‐19 Warning Level 3 location. This includes all official travel, including Temporary Additional Duty (TAD) and permanent change of station (PCS) orders, as well as personal leave and unofficial travel. The 60‐day stop movement also applies to military dependents (not members) for all PCS moves to a CDC COVID‐19 Alert Level 2 country. In order to maintain a consistent reference, all advisories will be based off the CDC guidance at www.cdc.gov. The levels of advisories are:

‐ Watch – Level 1, practice usual precautions ‐ Alert – Level 2, practice enhanced precautions ‐ Warning – Level 3, avoid nonessential travel

Please note that the CDC levels only apply to OCONUS areas and countries. We intend to continue CONUS PCS moves for now, as feasible, but ask that TAD travel within CONUS also be curtailed to the maximum extent practicable. OSD is currently working through CONUS movement policy for DoD – we may be stopping some or all CONUS PCS moves as well, depending on where that discussion goes. At issue is the large number of Sailors and families impacted, the additional stress that a move and unexpected family separation may induce under these conditions, and the availability of movers willing to work in this situation. More to follow on this. We expect the number of 3 countries to grow. CDC designated all non‐level 3 countries as level 2 this morning. Key elements of the NAVADMIN:

‐ Stops movement for service member and dependent official travel to/from/through CDC COVID‐19 Warning Level 3 countries effective 13 Mar and until 60 days thereafter (13 May).

‐ Delays dependent PCS travel to CDC COVID‐19 Alert Level 2 locations effective 13 Mar and until 60 days thereafter.

‐ Provides guidance on TDY, leave and liberty. ‐ Provides for exceptions and approval process for the following travel cases: (1) determined to be mission

essential; (2) necessary for humanitarian reasons; or (3) warranted due to extreme hardship. ‐ Defines mission essential travel as work that must be performed to ensure the continued operations of mission

essential functions, as determined by the local Commander. ‐ Provides for PCS travel exceptions approved by PERS‐4. Exceptions for other than PCS travel will be approved by

the first flag officer in the member’s chain of command. ‐ Directs service members traveling to CONUS from a CDC Warning Level 3 and Alert Level 2 country to follow

Navy Component Commander pre‐ and post‐ travel medical screening and reception procedures to include restriction of movement (ROM) for 14 days. These procedures are outlined in the attached DoD Force Health Protection Guidance (Supplement 4).

‐ ROM will require some members and dependents to reside in temporary lodging. Current law provides for only 10 days of temporary lodging entitlements (TLE). To accommodate the 14 day ROM in place, the Navy is working with OSD to receive authority to increase the number of days that a service member can be reimbursed for temporary lodging.
