Unter den vielerlei schweren Aufgaben, die das national- sozialistische Deutschland als ungelöste, ja oft gründlich verfahrene Probleme in der bösen Erbschaft aus älteren Zeiten hat übernehmen müssen, tritt neuerdings die Auf- gabe des Kleinwohnungsbaues wieder dringender her- vor. Sie konnte bisher nicht gelöst werden, und es wäre auch Vermessenheit, eine baldige Lösung erwarten zu wollen. Wer die Schwierigkeiten kennt, die sich hier auftürmen, wird sich solcher Vermessenheit nicht schuldig machen wollen. Wohl aber ist aufmerksame Mitarbeit notwendig, die von der offenen Kritik der bis jetzt vor- liegenden Versuche ausgeht und sich die Abgrenzung dere Notwendigkeiten und die Formulierung positiver Leitgedanken zur Pflicht macht, um schließlich im Rah- men des Möglichen zu konkreten Vorschlägen zu ge- langen. In diesem Sinne hat die Schriftleitung der „Deutschen Bauzeitung" schon in Heft 32 einen allgemeinen Über- blick über das W o h n u n g s d e f i z i t gegeben, und im gleichen Sinne hat sie in Heft 36 einer besonderen Er- örterung der Problematik der Münchener Ramers- dorf-Siedlung sowie einer Betrachtung über die Lage des Kleinwohnungsbaues Raum gegeben. Die K l e i n w o h n u n g , und zwar die für den Arbeiter erschwingliche Kleinwohnung, ist in der Tat der Kern des Problems. Etwa 64 v. H. der erwerbstätigen deutschen Volksgenossen haben ein Jahreseinkommen von 1500 RM und darunter. Für sie ist eine Monatsmiete von 30 RM, allerhöchstens 35 RM die oberste Grenze des Möglichen. Und diese Wohnungen sind es, die noch immer fehlen. In der gleichen Stadt M ü n c h e n , die diesen Sommer erst die Schaustellung und den äußeren Erfolg der Sied- lung Ramersdorf vor ihren Toren erlebt hatte, erschienen am 22. und 23. September d. J. symptomatische Äuße- rungen in der Tagespresse: die eine der N o t s c h r e i einer Mutter, die für ihre jungverheiratete Tochter und deren Mann, einen Handwerker, trotz allen Eifers eine Zweizimmerwohnung für monatlich 28 bis 35 RM nicht finden konnte, — die andere eine Schätzung des ungedeckten Wohnungsbedarfs in Bayern, aufgestellt von Ministerialrat G r u b e r vom Wirtschaftsministerium; diese Schätzung belief sich für München allein auf 20 000, für die fünf bayrischen Großstädte, weitere vier Städte zwischen 50 000 und 100 000 Einwohnern und 96 Gemeinden mit 5000 bis 50 000 Einwohnern auf 70 ODO fehlende Wohnungen. Ferner wurde festgestellt, daß seit dem Jahre 1932 höchstens der Neubedarf gedeckt worden ist, das alte Manko aber unverändert blieb, und daß die Zahl der Haushaltungen, die von den Gemein- den in N o t q u a r t i e r e n untergebracht werden muß- ten- z u g e n o m m e n hat. Die Lösung des Wohnungsproblems wird um so dring- licher, als gleichzeitig im Interesse der Wiedergewinnung der Nahrungsfreiheit des deutschen Volkes eine gewisse S t e i g e r u n g des Anteils der Ernährungskosten in Kauf genommen werden mußte. Da bei den sonstigen Kosten der Lebenshaltung kaum noch Raum zum Ausweichen ge- geben ist, muß man annehmen, daß die Leistungsfähig- keit des Lohnempfängers zur Mietezahlung gesunken ist. Auf der anderen Seite zeigen alle Erfahrungen der Siedlungsgeschichte und Wohnungspolitik in den indu- striellen Ländern, daß die L e i s t u n g s f ä h i g k e i t des Arbeiters der Stirn und der Faust in q u a l i t a t i v e r Hinsicht von der Bereitstellung gesunder und befriedigender Wohnungen abhängt. Daß aber eine Zukunftsentwicklung der deutschen W irt- schaft ohne Sicherung der höchsten Qualität der Leistung nicht gedacht werden kann, ist, wie wir glauben, allge- mein anerkannt. Von der entscheidenden Bedeutung gesunder Wohnverhältnisse für die biologische Z u k u n f t des Volkes ist mit vollem Recht so viel ge- sprochen worden, daß jeder weitere Hinweis sich er- übrigt. Kleinwohnungsbau tut not. Die Geschichte des Wohnungswesens hat genugsam erwiesen, daß das reine Profitinteresse des Kapitals nicht aus- reicht, um eine Lösung dieser Aufgabe zu ermög- lichen. Ebenso offensichtlich ist aber auch der Bankrott überspitzter s t a a t s s o z i a I i s t i- scher Experimente und ihre unbegrenzte Zu- schußwirtschaft. Die Lösung kann nur aus d e m A r b e i t s p r o z e ß selbst kommen. Schon von jeher, und auch neuerdings wieder, haben einzelne Industrieunternehmungen eingesehen, daß sie für die Erzielung einer zuverlässigen und gleichbleiben- den Qualität ihrer Erzeugung darauf angewiesen sind, sich einen Stamm von qualifizierten Arbeitskräften unter menschenwürdigen Lebensbedingungen zu sichern, und daß zu diesen Lebensbedingungen die menschenwürdige und erschwingliche Wohnung gehört. Doch sind solche Einsichten und die aus ihnen gezogenen praktischen Folgerungen noch viel zu wenig verbreitet. Indem die „Deutsche Bauzeitung" die schon in früheren Heften begonnene Erörterung des Wohnungsproblems im vorliegenden Heft auf breiterer Grundlage fortsetzt, will sie versuchen, zur Erkenntnis der Dringlichkeit des Problems beizutragen und den Weg zu seiner Lösung finden zu helfen. Sie knüpft damit zugleich an die älteren Arbeiten an, die von dem Leiter des B e r l i n e r C i t y - A u s s c h u s s e s Martin M ä c h I e r , von der BVG. und dem Deutschen Verein für Wohnungsreform zur Unter- suchung des Berliner Wohnungselends durchgeführt wur- den sowie an die umfangreichen und sorgfältigen Nachprüfungen, die Viktor N o a c k , der Verfasser des nachstehenden Beitrages, in einer großen Anzahl von deutschen Städten angestellt hat. 799
