    couples," Sachar said ata seminar at Jamia MilliaIslamia on adoption laws,minorities and currentc h a l l e n g e s . H eadvocated an enablinglegislation that will allow

    anybody the right toadopt a child. But this laws h o u l d n o t b ecompulsory, he added.

    Railways havefailed to achieve thetarget upto December2008 and has been ableto manage only 606.75mil l ion tonnes (MT)loading against the targetof 627.85 MT uptoDecember 2008, thusfalling short of 21.10 MT.The total goods earningsupto December is Rs37,898.52 crores againstthe budget projection ofRs 38,356.32 crores,thereby leaving a gap of

    Rs 457.80 crores.

    H o w e v e r ,Ind ian Ra i lways i shopeful of meeting thetarget at the end of thecurrent fiscal.

    There may beshortfall in meeting thetarget volume but are weare sure of meeting thetarget of freight earningsin the current fiscal, saida senior Railway Ministryofficial.

    Railways hadset the target of 850mil l ion tonnes (MT)freight traffic for thecurrent fiscal ending inMarch 2009. Railwayshad created a record byexceeding the freighttarget in the last fiscal.

    The total freight

    loading was 794 MT in

    2008-09 against the targetof 790 MT.

    "The shortfall inloading in the third quarterof 2008-09 was due to theg l oba l s l ow dow n i neconomy. But we havetaken certain steps toincrease loading and arehopeful of meeting thebudget projection by theend of the current financialyear," said the official.
