Liebe Leserinnen und Leser2014 wurden im Spital Uster 2,5 % mehr Patienten stationär und ambulant behandelt als im Vorjahr. Eine Quote, die höher ist als jene des Bevölkerungswachstums in unserem Einzugs­gebiet. Offensich tlich hat eine zunehmende Anzahl Patientinnen und Patienten Vertrauen in unser Spital, in die medizinische Fachkompetenz und die fürsorgliche Pflege. Dieser Tatbeweis ist ein grosses Kompliment an unsere Ärztinnen und Ärzte, die Pflegenden und alle weiteren Mitarbeitenden.

Die Jahresrechnung schliesst mit einem Gesamtergebnis von rund 6 Mio. Franken ab und erlaubt, das Eigenkapital zu erhöhen. Dies trotz einer markanten Erhöhung der Anzahl Mitarbeitenden auf 1169 (845 Stellen). Die zusätzlichen Stellenprozente wurden bewilligt, um die starke Arbeitsbelastung der Spitalmitarbeitenden zu vermindern.

Den Architekturwettbewerb konnten wir abschliessen. Zurzeit bearbeiten wir die notwendigen planungsrechtlichen Vorgaben (Gestaltungsplan) wie auch das Projekt für einen Investitions­kreditantrag. Wir spüren zunehmend, wie dringend nötig Erneuerungen im Spital, vor allem im Behandlungstrakt, sind. Die Planungsverfahren brauchen Zeit – am Ende dieses Prozesses werden wir jedoch über ein modernes Spital verfügen. Dann können wir unsere Strategie der Vernetzung mit der REHA­Klinik und anderen Anbietern im Gesundheitswesen umsetzen.

Im Berichtsjahr haben wir den Ausbau der beliebten Familienabteilung der Frauenklinik wie auch die Möglichkeit der Behandlung frühgeborener Säuglinge beschlossen. Diese Leistungen können wir ab Frühling 2015 anbieten.

Der Erfolg unseres Spitals hängt von der Kompetenz der Ärztinnen und Ärzte, der Pflegenden und aller Mitarbeitenden ab. Darum wollen wir weiterhin Sorge tragen zu diesem erfolg­ reichen Team.

Bericht der Spitalleitung – der Erfolg hält an Der gute Jahresabschluss erlaubt erneut die Bildung von Rücklagen

Im dritten Jahr nach Einführung neuer Gesetze und der damit veränderten Spitalfinanzierung schreibt das

Spital Uster zum dritten Mal Gewinn. Das Betriebsergebnis ist um 3,6% besser ausgefallen als budge­

tiert. Den Einnahmen von 136,3 Mio. Franken stehen Aufwände und Investitionskosten von 129,6 Mio.

Franken gegenüber. Der Ertragsüberschuss beträgt folglich 6,7 Mio. Franken und der grösste Teil dieses

Gewinns – nämlich 6 Mio. Franken – kann zur Verbesserung der Eigenkapital­Quote und im Hinblick auf

den Kapitalbedarf für den geplanten Erweiterungsbau den Reserven zugewiesen werden.

Der Leistungszuwachs beträgt 2,5 ProzentDas Spital Uster hat 57 292 Patientinnen und Patienten behandelt. Das sind 1387 mehr als im Vorjahr.

Der Zuwachs verteilt sich gleichermassen auf den stationären und ambulanten Bereich. Der Anteil

mehrtägiger Aufenthalte ist mit einem Fünftel beziehungsweise 11 020 Hospitalisierten konstant geblieben.

Die Chirurgische Klinik hat 156 und die Medizinische Klinik 122 mehr stationäre Patientinnen und

Patienten als im Vorjahr behandelt. In der Frauenklinik entfällt etwas weniger als die Hälfte auf gynä­

kologische Fälle und der grössere Teil auf Geburten. 876 Säuglinge – 18 mehr als im Vorjahr – sind im

Spital Uster auf die Welt gekommen.

Die Preise zu Lasten der obligatorischen Krankenversicherung sind unter DruckObwohl der Leistungszuwachs 2,5 Prozent beträgt, sind die Einnahmen aus der obligatorischen Grund­

versicherung nur um 1 Prozent auf 88,1 Mio. Franken gestiegen. Das liegt daran, dass die Preise nach wie

vor gedrückt werden und im Kanton Zürich (zu) tief sind. Sie decken die Kosten nur rudimentär. Vor allem

wird die Anlagenutzung ungenügend angerechnet und die Refinanzierung von Investitionen damit in

Frage gestellt. Wenn der Gesamtertrag des Spitals Uster trotzdem – so wie budgetiert – um 2,2 Mio Franken

höher ausgefallen ist als im Vorjahr, so liegt das an den vergleichsweise gut bezahlten Leistungen aus

dem Bereich der Zusatzversicherten sowie der erhöhten Nachfrage nach teilstationären und ambulanten

Spitalbehandlungen.

Das Spital Uster beschäftigt per 31. Dezember 1169 MitarbeitendeIm Jahresdurchschnitt sind 845 Stellen (vollzeitäquivalente) besetzt gewesen. Das sind 50 mehr als

im Vorjahr. Damit haben Verwaltungsrat und Spitalleitung Entlastung und gute Voraussetzungen

geschaffen, das hochstehende Leistungsniveau zu halten. Der Personalaufwand ist als Folge davon

um 4,6 Mio. auf 87,3 Mio. Franken gestiegen. Der medizinische Aufwand und der Sachaufwand

sind um 1,2 Mio. auf 35,2 Mio. Franken angewachsen. Grund dafür sind vor allem Mehrausgaben für

Instrumente, medizinisches Einwegmaterial und medizinische Fremdleistungen. Die Kosten für

die Anlagenutzung hingegen entlasten die Betriebsrechnung signifikant. Sie sind um 15,6 Prozent

gesunken und betragen nur noch 7,2 Mio. Franken.

Die Nebenbetriebe weisen insgesamt und für einmal keinen positiven Saldo ausDie Notfallpraxis, die mit Erfolg und in guter Kooperation mit den Hausärztinnen und Hausärzten

der Region geführt wird, sowie der Rettungsdienst und auch die Restaurationsbetriebe weisen wie

erwartet je einen Ertragsüberschuss aus. Die Kinderkrippe mit einem Anteil von 213 000 Franken

ungedeckter Kosten und das Finanzergebnis aus Liegenschaften sorgen aber dafür, dass die Neben­

betriebe insgesamt keinen zusätzlichen Gewinn abwerfen. Augenfällig ist vor allem der Saldo aus

der Rechnung für Liegenschaften. Statt des budgetierten Ertragsüberschusses von 225 000 Franken

hat ein Verlust von 292 000 Franken resultiert. Das liegt daran, dass die Renovation und Sanierung

eines Nebengebäudes an der Brunnenstrasse, das neu als Ausbildungszentrum genutzt wird, mehr

als eine halbe Million Franken gekostet hat. Der Verwaltungsrat bewilligte den Kredit, nachdem

der Projekt wettbewerb für die geplante bauliche Erweiterung des Akutspitals und die Integration

einer Rehabili tationsklinik zeigte, dass das Objekt ausserhalb des Gestaltungsplans liegt und erhalten

bleiben kann.

neuer TechnologieRasche Erholung dank Chirurgische Klinik

Chirurgische Resektionen beim Rektumkarzinom dürfen seit 2014 nur noch an wenigen Schweizer Spitälern

durchgeführt werden. Diesen Entscheid fasst das Beschlussorgan der Interkantonalen Vereinbarung über

die hochspezialisierte Medizin (HSM), um durch eine verstärkte Konzentration dieses Eingriffs eine höhere

Ergebnisqualität zu erzielen. Das Spital Uster erhält den Leistungsauftrag für diese Art der chirurgischen

Resektion – als eines von wenigen Nicht­Zentrumsspitälern des Kantons Zürich. Dieser Entscheid basiert auf

bisherigen Fallzahlen und bestätigt, dass das Spital Uster die strengen Qualitätsauflagen erfüllt.

In der chirurgischen Behandlung von Varizen/Krampfadern wird neu die endoluminale Varizen­Therapie

eingeführt. Dabei werden die grossen Venen nicht mehr gestrippt, sondern mittels Radiofrequenzablation

verödet, was zum Verschluss und der Schrumpfung des Blutgefässes führt. Vorteile dieser Methode

sind geringere Schmerzen, keine Blutergüsse, kein Schnitt in der Leiste und eine kürzere Rekonvaleszenz.

Der Ein griff ist in der Regel ambulant und häufig in örtlicher Betäubung durchführbar. Die Infrastruktur

im Operationssaal wird auf den modernsten Standard gebracht. Die zwei hochmodernen Laparoskopie­

Einheiten schaffen wichtige Voraussetzungen für die chirurgische Behandlung von komplexen Fällen des

Magendarmtraktes mittels Videotechnik/Schlüssellochtechnik.

Das Spital Uster gehört seit Anfang 2015 als einzige Institution im Zürcher Oberland zu den «Sport Medical

Bases approved by Swiss Olympic». Damit ist das Sportmedizin­Team des Spitals Uster offiziell anerkannt

als Anlaufstelle bei allen sportmedizinischen Fragestellungen. Davon profitieren die an Swiss Olympic ange­

schlossenen Verbände ebenso wie Breitensportler und Sporteinsteiger.

Die Verantwortlichen der Medizinischen Klinik optimieren die Abläufe der Notfallstation und Intensiv­

s tation und passen verschiedene Prozesse an. Ziel ist es, die Patienten bei der Diagnosestellung und

Therapie bestmöglich zu betreuen. Die steigende Zahl stationärer Patienten zeigt, dass dies gelungen ist.

Um Diagnostik und Behandlungen zu verbessern, wird in der Tagesklinik die Nachbehandlung der Endo­

skopie­Patienten optimiert. Im 4. Stock werden neue Räume für Transfusions­ und Infusionsbehand lungen

eingerichtet. Behandlungen und Nachbetreuungen, z.B. das Ausschlafen nach einer endos ko pischen

Untersuchung, finden so in einer ruhigen Atmosphäre statt, was die Patienten sehr schätzen.

Mitte 2014 übernimmt Dr. Christian Hartig die Leitung der Akutgeriatrie. Unter seiner Leitung steigt die

Bettenbelegung der Abteilung. Die optimal gestalteten Therapien verzeichnen gute Erfolge; die meisten

Patienten können wie gewünscht nach Hause zurückkehren. Zudem belegen zahlreiche Rückmeldungen

eine hohe Patientenzufriedenheit. Christian Hartig ist auch als Mitglied der Geschäftsleitung im Kranken­

und Pflegezentrum Rotacher in Dietlikon engagiert.

Die Weiterbildung von Internisten ist ein grosses Anliegen der Medizinischen Klinik. So sind verschie­

dene Assistenzärzte in Hausarztpraxen tätig. Im Rahmen der Weiterbildung zum Facharzt Allgemeine

Innere Medizin wird neben den DOPS­ und Mini­CEX auch die elektronische Beurteilung (E­Logbuch)

eingeführt. Zusätzlich wird eine Weiterbildungsstelle in Gastroenterologie und in Onkologie geschaffen.

Zum Kader­ärzteteam gehören neu Dr. Rubina Syed, Fachärztin für Innere Medizin und Kardiologin,

und Dr. Silvia Ernst, Fachärztin für Innere Medizin. Dr. Christina Hauswirth, Dr. Sabina Esposito sowie

Dr. Alexander West phalen werden 2014 zu Stv. Leitenden Ärztinnen bzw. zum Stv. Leitenden Arzt befördert.

Neu wird das moderne Operationsinstrument Thunderbeat® angeschafft. Es dient der präziseren und

schonenderen Präparation von Gewebe und eignet sich für komplexere laparoskopische Operationen

wie z. B die Gebärmutterentfernung. Die Einführung des Cyberfish­Tools verstärkt die Kommunikation

im geschützten Rahmen unter den Ärztinnen und Ärzten z. B. im Tumorboard. Die aktuellen Fälle

können dank dieses neuen Tools direkt und konkret untereinander besprochen werden. So können Ärzte

des Universitätsspitals Zürich, welche die Krebsdiagnose stellen, Befunde und Röntgenbilder begut­

achten und mit ihren Kolleginnen und Kollegen des Spitals Uster virtuell darüber diskutieren.

Das Fachwissen des Chefarztes Dr. Mihailo Sekulovski und der Fachärztin für Innere Medizin und Onkologie,

Dr. Nina Kotrubczik, ist an den Tumortagen Winterthur gefragt. Als Referenten leiten sie den Workshop

zum Thema «Das Mammakarzinom – Abklärung und Therapie». Ihre Ausführungen stossen beim Publikum

auf grosses Interesse. Das Spital Uster profitiert als Mitglied des Brustzentrumnetzwerks Senosuisse vom

gegenseitigen Austausch. Neu wird das Brustzentrum Senosuisse KSW nach der Krebs liga Schweiz und

der Schweizerischen Gesellschaft für Senologie im September 2014 zertifiziert.

Die Frauenklinik bereitet sich auf die Einführung der Neonatologie vor. Per 1. September 2014 nimmt

Prof. Oskar Baenziger seine Teilzeitanstellung als Leiter Neonatologie auf. Als Konsiliarärztin für Neu ­

gebo renenuntersuchungen kann Dr. Regula Neidhardt gewonnen werden. Dr. Nadine Grazek wird

zur Ober ärztin befördert. Neu eingetreten sind die Oberärztin Dr. Daniela Hagen und der Oberarzt

Dr. Gernot­Martin Pfaff. Ausgetreten ist die Oberärztin Dr. Hülya Topal.

Im Frühling kann das Projekt «Vitaldatenmonitoring» abgeschlossen werden. Unter der Leitung der

Anästhesie wird für alle Bereiche ein neues Monitoring evaluiert, angeschafft und installiert. Mit Hilfe

des «Vitaldatenmonitorings» werden die Patienten auf der Intensivstation, in allen fünf Operationssälen,

im Aufwachraum, in der medizinischen und chirurgischen Tagesklinik sowie auf der Notfallstation

kontinuierlich apparativ überwacht.

In enger Zusammenarbeit zwischen den Mitarbeitenden des Pflegedienstes und der Anästhesie wird das

Projekt «Infusionspumpen – all in one – spitalweit» umgesetzt und Anfang 2014 beendet: Erstmals in

der Schweiz wird die gesamte Infusionstechnik eines Spitals technisch vereinheitlicht und auch identisch

programmiert. Damit kann die Bedienungssicherheit dieser komplexen Geräte deutlich erhöht werden.

Seit 2014 ist der Aufwachraum des Spitals Uster 24 Stunden pro Tag und sieben Tage pro Woche geöff­

net. Dies ist ein grosser Fortschritt für die postoperative Patientenüberwachung und trägt zur erhöhten

Patienten sicherheit bei. Erfolgreich weitergeführt werden die Anaphylaxie­ und Reanimationstrainings

für Hausärzte und ihre Praxisteams. Diese Weiterbildungsangebote, in denen die Teilnehmenden ihre

Kenntnisse auffrischen und für den Notfall üben, stossen weiterhin auf grosses Interesse.

Dr. Chantal Breitenstein wird Anfang 2014 zur Leitenden Ärztin und per 1. September, nach der Pensionie­

rung der langjährigen Chefarzt­Stellvertreterin Dr. Simone Stöhr, zur Stellvertretenden Chefärztin befördert.

Im Mai 2014 nimmt das Medizinische Diagnose­Zentrum (MDZ Glatt) am Bahnhof Wallisellen seinen

Betrieb auf. Es bietet alle bildgebenden radiologischen Verfahren an: Untersuchungen mittels Röntgen­

aufnahmen, Ultraschall, Mammografie, Computertomografie und Magnetresonanztomografie.

Das Diagnostik­Zentrum schliesst für die Bevölkerung, Hausärzte und Fachärzte im Einzugsgebiet

zwischen Bülach, Uster und Winterthur eine lange bestehende Lücke bildgebender Verfahren.

Das Diagnostik­Zentrum läuft erfolgreich an und erlebt ein starkes Wachstum an Untersuchungszahlen.

Die Patienten und Zuweisenden schätzen die Möglichkeit, jederzeit und auch sehr kurzfristig Unter­

suchungstermine zu erhalten, die persönliche und ruhige Atmosphäre der Praxis sowie die unmittelbare

Befundübermittlung, einschliesslich des persönlichen Patientengesprächs vor Ort, sofern gewünscht.

Nach elfjähriger Laufzeit wird im Spital Uster der 16­Zeilen­Computertomograf (CT) der General Electric

durch einen 128­Zeilen­CT der Firma Siemens ersetzt. Der neue CT ist ein ausgereiftes High­End Gerät

und lässt eine Betriebsbereitschaft von 99.9 % Verlässlichkeit erwarten. Er erlaubt neben den bisher

bekannten Untersuchungen auch funktionelle Untersuchungen der Gewebedurchblutung und der

Herzkranz gefässe. Zudem ist das Gerät ausgerüstet mit einer sogenannten CT­Röntgendurchleuchtung

und ermöglicht damit die schnellere und präzisere Durchführung von komplexen Abszess­Drainagen

und Gewebeprobe­Entnahmen.

Im Dezember 2014 wird das Spital Uster endgültig an das im Grossraum Zürich bestehende, lokal

marktbeherrschende telemedizinische Netzwerk angeschlossen. Neu können Bilder von diagnostischen

radiolo gischen Untersuchungen allen Partnerspitälern gesendet und von ihnen empfangen werden.

Das Fachwissen der Spezialisten in der Nähe

der Patienten: Im Frühling öffnet das leistungs-

fähige radiologische Diagnose-Zentrum direkt

am Bahnhof Wallisellen seine Türen.

Der Rettungsdienst Spital Uster betreibt seit November einen zweiten Stützpunkt im Zentrum der Stadt

Dübendorf. Dank des neuen Stützpunktes können die Rettungskräfte bei einem Einsatz in der Region

noch schneller als bisher vor Ort eintreffen. Die Verkehrssituation im Grossraum Dübendorf hat sich in

den letzten Jahren stark verändert, die Einwohnerzahlen steigen ständig an. Für die Rettungsfahrzeuge

wurde es stets schwieriger, innerhalb der vorgeschriebenen Fristen (Hilfsfristen) am Unfallort einzutreffen.

Ein weiterer Grund für die Erneuerung lag im Bestreben, die Leistungen des Rettungsdienstes zu

optimieren.

Die Projektvorbereitung nimmt sechs Monate in Anspruch: Zahlen und Statistiken werden ausgewertet,

eine geeignete Immobilie gesucht und ein Projektplan erstellt. Mit viel Engagement, Zeiteinsatz und

Freude hilft das gesamte Team des Rettungsdienstes mit, den Betrieb des Stützpunktes zu planen und

die Räumlichkeiten einzurichten. Eine besondere Herausforderung stellt die Logistikplanung für einen

Aussenbetrieb dar, aber auch diese Aufgabe meistern die Beteiligten.

Bei der Eröffnung des neuen Stützpunktes Ende Oktober 2014 werden viele Einwohner des Einsatz­

gebietes, Mitarbeitende des Spitals Uster, Journalisten und weitere Interessierte begrüsst. Die Mitarbei­

tenden erteilen Auskünfte über das Angebot des Rettungsdienstes und gewähren einen Einblick in

die Lokalitäten. Der Betrieb ist gut gestartet, die ersten Ergebnisse sind erfreulich. Um dem Gebiet Uster

weiter die gewohnt schnellen Einsatzzeiten bieten zu können, wird der Stützpunkt Uster mit einem

zusätzlichen Fahrzeug verstärkt.

Nach einigen Umbauarbeiten im Geschoss A4 im Dezember verfügen die Medizinische Tagesklinik und

Medizinischen Sprechstunden neu über mehr Platz. Ziel ist es, Patientinnen und Patienten, die mehrere

Stunden in der Tagesklinik verweilen, eine ruhigere Ambiance zu bieten. Patient M. K. beispiels­

weise besucht regelmässig die Medizinische Tagesklinik, um seine Blutkrankheit mit Bluttransfusionen

behandeln zu lassen. Nach einer Blutentnahme am Vortag erhält er während ein bis zwei Stunden

eine Transfusion im neu eingerichteten Transfusionsraum der Tagesklinik. Während der Transfusion

geniesst er die Ruhe der neuen Räumlichkeiten im 4. Stock und sieht sich einen Film an, liest ein Buch,

erfreut sich am herrlichen Ausblick über Uster und die Berge und entspannt sich.

Im engen persönlichen Kontakt überwachen die Mitarbeitenden der Tagesklinik den Patienten. Dadurch

wird die Sicherheit der Transfusionen erhöht. Während der Infusionstherapien wird der Patient vom

zuständigen Arzt mitbetreut und in regelmässigen Gesprächen über das Krankheitsbild und den Krank­

heitsverlauf informiert. Gemeinsam werden offene Fragen und das weitere Vorgehen festgelegt.

In den neuen Räumlichkeiten der Medizinischen Tagesklinik im A4 stehen ausreichend Besprechungs­

Spitalhygiene ist ein zentrales Thema in Bezug auf die Patientensicherheit. Bedingt durch die enorme

Mobilität unserer Gesellschaft und weiterer Faktoren sehen wir uns im Spital immer wieder mit neuen

Krankheitserregern und daraus resultierenden Herausforderungen konfrontiert. Die Verantwortliche für

Spitalhygiene überarbeitet das Isolierungs­Management grundlegend. Zudem führt sie wöchentlich

spezifische Visiten und Beratungen auf den Stationen durch. Die sichere Umsetzung der Massnahmen

trägt dazu bei, dass die Kernaufgabe der Spitalhygiene – nämlich die Erhaltung der Gesundheit aller

Beteiligten – in der bestmöglichen Qualität gewährleistet ist.

Seit vielen Jahren bestehen innerhalb der Chirurgischen Klinik ein Wundbehandlungszentrum (SAfW

zertifiziert seit 2013) und eine Fachstelle für Stomaberatung (seit 2004). Das konstante und fachkompe­

tente Pflegeteam steht in permanentem Kontakt mit Fach­ und Hausärzten sowie mit den Organisationen

der spitalexternen Pflege. Die Behandlungs­ und Betreuungsabläufe sind bestens eingespielt, bieten

Dienstleistungen auf höchstem Niveau und eine ausgezeichnete Qualität. Personelle Kontinuität – auch

ein Aspekt der Patientensicherheit.

«Networking» zwischen spitalinternen und ­externen Partnern ist ebenfalls eine indirekt wichtige Voraus­

setzung für die Patientensicherheit. Sowohl die Pflegefachpersonen wie auch die Ärzte des Spitals

investieren deswegen permanent in die Erweiterung und Optimierung der essentiellen professionellen

Beziehungen. Sei dies im Fachaustausch oder im persönlichen Kontakt. Sie fördern damit das Vertrauen

und das gegenseitige Verständnis. Speziell in der betriebsübergreifenden Behandlung und Pflege von

Patientinnen und Patienten stellt dies die Basis für eine sichere und fehlerfreie Kommunikation dar.

forderung für alle, da der 7 × 24­Stunden­Spitalbetrieb nichts davon spüren darf. Die Planung des

Rollouts ist keine einfache Angelegenheit. Ziel ist, dass alle Mitarbeitenden – egal, wo sie sich einloggen

– immer über die gleiche Benutzeroberfläche verfügen.

Dem eigentlichen Rollout der PCs gehen monatelange Vorbereitungen voraus. Unsere IT­Abteilung

beginnt im Dezember 2012 mit dem Aufbau der neuen Infrastruktur und testet die ersten «Muster clients»

bereits im Mai 2013. Gleichzeitig werden die bisherigen Novell­Netzwerkdienste mit Microsoft­Techno­

logien abgelöst. Alle PC­Benutzerkonten und Datenserver werden neu aufgebaut und synchronisiert.

Parallel dazu müssen alle Applikationen sorgfältig auf ihre Windows­7­Kompatibilität geprüft und bei

Bedarf zuerst auf den neusten Stand gebracht werden. In den ersten Betriebswochen muss das Team

des IT­Supports neben dem Tagesgeschäft zusätzliche Supportanfragen für Windows 7 und Office 2010

Das ehemalige Restaurant an der Brunnenstrasse 36 wird zum Haus für Bildung & Entwicklung für den

Pflegedienst umgebaut. Im Juni nutzen viele Mitarbeitende den Tag der offenen Tür, um die Schulungs­

räume und Büros zu besichtigen. An der offiziellen Einweihung nehmen über 75 geladene Gäste aus

dem Spital, der Gesundheitsmeile Uster und verschiedenen Gesundheits­ und Bildungszentren teil.

Der vom Statistischen Amt publizierte Benchmark­Bericht zur Ausbildungsqualität von 17 Gesundheits­

institutionen des Kantons Zürich zeigt wiederum erfreuliche Resultate für das Spital Uster. Unsere Pflege­

studierenden und FaGe­Lernenden sind sehr zufrieden mit ihrer Ausbildung und empfehlen unsere

Institution als Praktikumsbetrieb fast zu 100 % weiter. Im Frühling führt die «Kooperation Bildung an der

Gesundheitsmeile Uster» erstmals eine Schnupperwoche für Sek undarschülerinnen und ­schüler durch.

In den vier Betrieben erhalten sie einen Einblick in die Berufe Fachperson Gesundheit (FaGe), Fachperson

Betreuung (FaBe) und Assistent/in Gesundheit und Soziales (AGS).

Im August 2012 startete eine Lernende ihre Ausbildung zur Kauffrau Profil M/bilingual; im Sommer

2015 wird sie ihre Ausbildung abschliessen. Der Berufsschulunterricht findet an der KV Zürich Business

School statt, die als erste kaufmännische Berufsfachschule der Schweiz ein bilinguales Programm

anbietet. Zusätzlich zum Englischunterricht wird der Fachunterricht teilweise in Englisch bestritten.

Die bilinguale KV­Lehre ist ausgerichtet auf hoch motivierte Schülerinnen und Schüler mit gutem

allgemeinem Leistungsniveau.

OrganisationsstrukturDas Spital Uster – das Schwerpunktspital für 165 000 Einwohnerinnen und Einwohner des Oberen Glattals und des Zürcher Oberlands – ist vom Kanton Zürich beauftragt und wird von den 16 politischen Gemeinden Dietlikon, Dübendorf, Egg*, Fällanden*, Fehraltorf, Greifensee, Hittnau, Mönchaltorf, Pfäffikon, Russikon, Schwerzenbach, Uster, Volketswil, Wallisellen*, Wangen­Brüttisellen* und Wildberg getragen. Diese bilden seit 1960 den Zweckverband Spital Uster – einen Zweckverband nach den Bestimmungen des Gemeindegesetzes.

Die Organe des Verbands sind: die Stimmberechtigten des Zweckverbands, die Verbandsgemeinden, die Delegiertenversammlung, der Verwaltungsrat, die Rechnungsprüfungskommission (RPK) sowie die Spitalleitung.

Organisation und Aufgaben des Zweckverbands sind in den Zweckverbandsstatuten festgehalten.

VerwaltungsratDer Verwaltungsrat übt die Oberleitung, Aufsicht und Kontrolle über das Spital aus. Er erlässt Richtlinien für die Unternehmens­politik und lässt sich regelmässig über den Geschäftsgang orientieren. Die einzelnen Mitglieder des Verwaltungsrats werden von der Delegiertenversammlung für eine Amtsdauer von vier Jahren gewählt. Der Präsident und der Vizepräsident des Verwal­tungsrats werden von der Delegiertenversammlung gewählt. Im Übrigen konstituiert sich der Verwaltungsrat selbst. Keines der Verwaltungsratsmitglieder ist operativ im Spital Uster tätig – das Gremium setzt sich aus unabhängigen Verwaltungsräten zusammen. Im Jahr 2014 hat sich das siebenköpfige Gremium zu acht ordentlichen Sitzungen getroffen. Für die Amtszeit (Legislaturperiode 2014 bis 2018) sind folgende Mitglieder gewählt:

SpitalleitungDer Spitalleitung obliegt die operative Führung des Spitals. Sie untersteht dem Verwaltungsrat und hat jederzeit auf Verlangen Bericht zu erstatten und Rechenschaft abzulegen. Die Spitalleitung hat sich im Berichtsjahr zu 22 ordentlichen Sitzungen getroffen.

DelegiertenversammlungDie Delegiertenversammlung konstituiert sich unter dem Vorsitz des Stadtpräsidenten von Uster. Sie wählt den Präsidenten – der zugleich Präsident des Verwaltungsrats ist –, den Vizepräsidenten, die Mitglieder des Verwaltungsrats, die Mitglieder der Rechnungsprüfungskommission sowie zusätzlich einen frei praktizierenden Arzt aus dem Verbandsgebiet, der beratend an der Delegiertenversammlung teilnimmt.

Welche Verbandsgemeinde wie viele Delegierte an die Delegiertenversammlung schickt, richtet sich nach ihrem Anteil am Eigen­ kapital. Die Delegiertenversammlung hat sich im Berichtsjahr zu drei Sitzungen getroffen. Im Berichtsjahr gehörten ihr folgende 29 Mitglieder an:

Rechnungsprüfungskommission

Die Rechnungsprüfungskommission (RPK) setzt sich aus fünf fachlich ausgewiesenen Mitgliedern zusammen. Sie wählt aus ihrer Mitte den Präsidenten. Das Personal des Spitals sowie Mitglieder der Delegiertenversammlung und des Verwaltungsrats dürfen der RPK nicht angehören.

Die RPK prüft Voranschläge, Jahresrechnungen, Anträge mit finanziellen Auswirkungen, welche in die Kompetenz der Delegierten­versammlung oder der Stimmberechtigten des Zweckverbandes fallen, sowie die besonderen Abrechnungen zuhanden der Dele­giertenversammlung. Die Prüfung der Jahresrechnung wird von der KPMG AG im Auftrag der RPK ausgeführt. Die RPK erstattet der Delegiertenversammlung schriftlich Bericht und Antrag. Die RPK traf sich im Berichtsjahr zu zwei Sitzungen.

Das Spital Uster ist seit 2005 anerkanntes Lehrspital der Universität Zürich. Die verschiedenen Kliniken engagieren sich aktiv in der Ausbildung von Studenten und Weiterbildung von Ärzten. Auch der Pflegedienst bietet eine Vielzahl an Praktikumsplätzen für fast alle Berufe und Spezialisten im Pflege­ und Gesundheitsbereich an. Das Spital Uster sorgt als grösster Arbeitgeber der Stadt aber nicht nur für die Ausbildung von qualifiziertem Personal im Arzt­ und Pflegedienst. Verschiedene Abteilungen bilden zusätzlich Fachkräfte in 18 Berufen verschiedener Branchen aus. Per Ende 2014 befanden sich im Spital Uster oder im Rahmen der Koopera­tion Gesundheitsmeile Uster rund 170 Personen in einer Aus­ oder Weiterbildung.
