Modellprojekt Zhovkva Zhovkva als Modellprojekt der ukrainischen Regierung
Beispiel für den Weg zur energieeffizienten Stadt
Lage ca. 550 km westlich von Kiew im Bezirk Lviv, 30 km nördlich von Lviv, 30 km südöstlich der polnischen Grenze
Modernisierung eines bestehenden Gebäudekomplexes bestehend aus:
4 Wohngebäude gleicher Bauart
ein Kindergarten
eine Heizzentrale zur Fernwärmeversorgung (550m) über Gas- und Holzstückkessel
Einschätzung des kommunalen Wohnungsfonds in Zhovkva
(Angaben der Stadt Zhovkva)
Die Stadt Zhovkva hat 165 Wohngebäude mit 1.916 Wohnungen und rund 125.500 m² Wohnfläche in der
Verwaltung.
Bestandsbewertung der Gebäude:
Kategorie A: Notsituation/Evakuierung
Kategorie B: baufällig
Kategorie C: Verschleiß 100%
Kategorie D: Verschleiß 80 – 100%
Kategorie E: Verschleiß 60 – 80%
Kategorie F: Verschleiß 40 – 60%
Kategorie G: Verschleiß unter 40%
81% aller Wohngebäude haben einen Verschleiß über 60%!

Fazit und Erkenntnisse Modellprojekt Zhovkva
1. Eigentumsfrage geklärt
Bewohner sind Eigentümer der Wohnungen
Sanierungsverpflichtung bei Kommune
2. Hohes Wärmeeinsparpotential ( bis 75%) vorhanden
ABER: nicht-normgerechtes Komfort- und Wärmeverbrauchslevel vorhanden, d.h. Heizversorgung ab 8°C Außentemperatur und teilweise Drosselung der Fernwärmversorgung
Verbrauch bereits 35-60% unter Normbedarf
Sanierungen führen zu normgerechtem Komfort jedoch zu einer geringeren Energieeinsparung als erwartet
3. Hoher Grad der Subventionierung des Gas- und Wärmepreises durch Staat und Kommune
Einsparungen beim Gas- und Wärmeverbrauch schaffen Finanzierungsspielräume im öffentlichen Haushalt.
4. Abhängigkeit vom Gas reduzieren alternative Energieformen nutzen
