Vice Chancellor’s New Year Message

BUITEMS CONVOCATION 2008Reported by: Prof. Sultan Mehmood Niazi

Another landmark in the history ofthe Balochistan University ofInformation Technology,Engineering and ManagementSciences was reached when the 4thConvocation of the university washeld on Tuesday,December 16,2008. The historical event wasmarked by radiance of faces of thepassing out graduates andimpressed everyone with thesplendor and air of festivity. It was aday of gratification not only for thestudents, but also for the facultymembers, and the universityadministration headed by theHonorable Vice Chancellor who

Balochistan University of Information Technology Engineering & Management Sciences is nowin the 7th year of her productive services to the nation. When measured on the time scale, thepast six years form a minuscule segment of an institution's life, but in terms of quality this periodstands out as a glorious chronicle of remarkable achievements. Our constant emphasis onquality education and an environment conducive to research and meaningful learning hasprovided sound and solid foundations for our onwards march to greater success and repute. We bow our heads in gratitude to Almighty Allah who gave us the capability to stand the test oftime and pray to Him to continue His blessings on this young institution so that it may sustain itsprogress to a steady and trustworthy state of fruitfulness.

The University authorities are engaged in the continuous process of faculty development. Abouttwo years back, we sent a number of our young faculty members for higher studies abroad, andit is a matter of elation for us that they performed impressively well and have now returned toBUITEMS to add to the brilliance of our faculty resources. Some of them have again been sentabroad for the completion of doctoral studies and I am quite confident that on accomplishing thistask they will be adding greater luster to the renown of our teaching faculty.

The University provides immense opportunities to the students for the realization of theircherished dreams and expects the students to put in their maximum efforts to capitalize on themarvelous opportunities. They must not be satisfied with just floating through their programs ofstudy. They must be ready to raise themselves to a level where they can hold their heads highwith self confidence and the will to compete. Only those nations are destined to flourish andprosper which build in themselves the capacity to compete and surge ahead by dint of theirtalents and hard work. Unless this reality is grasped by our youth they'll continue to be chagrinedby their approach of seeking favors without rising to deserve any privileged treatment.

May God bless our students with greater determination to pursue and partake their share of thevaluable commodity of knowledge.

Inter University Round TableResearch DiscussionReported by Ms. Khalida Durrani

Film is an important media for portraying variousaspects of a society especially, in the Subcontinent.Indian film industry has emerged as one of thefastest growing industry in this domain whichproduces about 300 movies per annum. Some ofthese movies are based on concepts related withIslamic Culture and depict a biased picture of

Muslim women, probably to please the majority ofIndian cine-goers. Because of its controversial andvulnerable nature, this topic required very carefuldeliberations on a suitable forum. The Department

of InternationalR e l a t i o n s ,University ofB a l o c h i s t a nprovided this fo-rum and hosteda Round TableR e s e a r c hDiscussion on

"Gender in Indian Film Media vis-à-vis Indo-PakPolitics" particularly focusing on the followingquestions:

1. Why the role of Indian women is given to a Pakistani or Muslim female?2. Why the moral of stories of Indian films tells the subjugation of Pakistan?

A team headed by Mr. Ahmad Shah Durrani,Chairperson Department of Social Sciencesrepresented BUITEMS in this discussion. Othermembers of the team were Ms. Khalida Durrani,Ms. Sajida Raza and Ms. Tayyaba Akram.Mr. Durrani also conducted an extended sessionon the topic. In his session, Mr. Durraniemphasized the psychological, cultural andpolitical impact of film on thinking process of anindividual and the society. Film is the major tool forcultural dominance in today's world, he said. Headded that more than 6000 films have beenreleased by Bollywood till now, and every weekaround 100 million people watch movies in 15000cinemas in India. One major bias he emphasized

was that, the heroin of a good number ofIndian films is either shown as a Muslim ora Pakistani woman while the opposite malecharacter is mostly Hindu. He also analyzedthe political, social and financial motivationsfor making such films.

At the end, the coordinator of the researchdiscussion Dr. Musarrat Jabeen thanked allresource persons and appreciated theirvaluable contribution in the discussion. Finally shields were distributed among theresource persons by the chief guestProf. Dr. Salahuddin, ex-ChairmanDepartment of International Relations, UoB.

International Conference onLanguage and LiteratureReported by: Ahmed Zeeshan Gul

Languages, with their complex implicationsfor identity, communication, social integration, education and development, are of strategicimportance for people. The UN General Assemblyhas proclaimed 2008 the International Year oflanguages, and named UNESCO as the leadagency. In this regard, 2nd Shaikh AyazInternational Conference on Language andLiterature was held in the University of Sindh,Jamshoro on November 7 - 10, 2008, where morethan one hundred delegates from various parts ofthe world presented their research papers.

BUITEMS had aprominent representationin the conference asMr. Ahmad Shah Durrani,Chairperson Dept. ofSocial Sciences,BUITEMS, presented his research paper on the"Survival of Pashto Language and the Challengesof 21st Century" whileMr. Ahmed Zeeshan Gul,Assistant ProfessorDepartment of SocialSciences (English),BUITEMS, presented hisresearch paper on"Universal Grammar ofCode Switching"

The abstracts of papers presented by the BUITEMSdelegates are as under:

(after Punjabi) comprising 15.42% of the totalpopulation. This paper argues that, despite thelarge number of Pashtoons, their language,Pashto, is facing a number of challenges.Literacy rate among Pashtoons, both inAfghanistan and Pakistan is comparatively lowand the literature produced in the language cannot be considered sufficient for a thrivinglanguage. This paper discusses the challengesof the 21st century and the situation of Pashtoin this age of globalization and free marketmedia. The paper also compares Pashto withmore than six thousand other existinglanguages, with half of them facing extinction inthe next few decades while a big number of themare endangered. The paper concludes thatalthough the future of Pashto language seemsto be safe in the near future, it still faces severalchallenges; including the lack of a uniform styleof writing, divided population, influence of otherneighboring languages, and a lack of practicalnetwork of writers, academicians and scholars. This paper also gives suggestions for thepromotion of Pashto, both at regional andglobal level.

"Universal Grammar of Code Switching"

This paper aims to present a contact linguisticstudy of the Agreement based model of codeswitching (CS) for bi-multilingualism. It focuseson declarative main clauses of natural speechdata from language pairs typologically differentwithin the Indo-European family. The languagepairs chosen for analysis are: Hindi-English(SOPV+Aux-SPAux+VO). This model explainscode-switching from a minimalist perspectivebased on an abstract hypothesis regarding thetwo languages participating in code-switching;one language is called the 'matrix language', thelanguage which "the mixed sentence is comingfrom",a "base language"(see Hasselmo1961:41& Joshi: 1981), and the other participatinglanguage is the 'embedded language' at threedifferent levels i.e. intra-clausal, intra-phrasaland intra-morphemic as each level requiresdifferent treatment. Agreement based model isdesigned by the author on Hindi-Englishcode-switching in the masters dissertation, which generated a number of generalizationsthat should be studied with typologicallydifferent languages in order to establish theiruniversality. This study is delimited to test onlyintra-clausal level generalizations.

"Survival of Pashto Language and theChallenges of 21st Century"

Pashto is not only a language but also theconstitution, culture, traditions and customs ofPashtoons. All Pashtoons spend their life withinthe circle of Pashto. They move around withinthis circle of Pashto, and going out of it isdisobeying Pashto constitution and law. ButPashto is basically a language spoken by around50 million people around the globe, most of themliving in Afghanistan and Pakistan. Around fiftypercent of Afghanistan's estimated 30 millionpopulation is Pashtoons. Pashto is the nationallanguage of Afghanistan as well as one of theofficial languages in the country. In Pakistan,Pashto is the second most spoken language

Mr. Muhammad Shah Khan receiving certificate from Dr. Mukhtar

The technological and structural changes haverevolutionized every field of business andHuman Resource (HR) is no exception. In anenvironment in which the workforce keepschanging, laws change, and the need of theemployers change too, management mustcontinue to change and evolve. This isparticularly true when operating globally. HRpractitioners, through out the world, areassessing new trends in the field. Once focusedonly on clerical administration, HumanResource (HR) is now a strategic partner andhas voice in all corporate decisions. In thispaper, trends have been traced in the field ofHR globally with special focus on Pakistan. Allof these trends fall into one of the followingcategories: Demographic trends, Workforcetrends, Economic trends, and work/life trends.Every contemporary organization must givethoughtful attention to all these trends if it wantsto retain star performers. Organizations, throughout the country, are now realizing theimportance of their human capital and aretrying to provide them maximum comfort in theworkplace.

In addition to these trends, employees'expectations from today's HR policy-makersare discussed in this paper. Employees expecta "home-like environment" in the organizationwhere they devote the major portion of their daytime. They want to be treated fairly andequitably.

Publications

It was a matter of pride and honor for the BalochistanUniversity of Information Technology, Engineeringand Management Sciences that four research pa-pers of the learned faculty members werepublished in proceedings of international confer-ences and prestigious journals. BUITEMS News-letter extends heartiest congratulations to them. Thedetails of publications are:

1. M. Nawaz and Ikramullah KhanPaper entitled "On Goldbach Conjecture" waspresented at 6th International Pure Mathematicsconference. Proceedings have been publishedrecently.

the most prevalent genotype was 3a with rateof 505 followed by genotype 3b and 1a,respectively. Nine samples remained untyped, suggesting the need of further investigation ofgenotypes in this region. It has been proposedthat sequencing of these samples may behelpful to unreveal these genotypes andfurther epidemiology of HCV genotypes.Furthermore, extensive and large sale studiesare needed to understand the epidemiology ofHCV genotypes, as no such study has beencarried in this province.

Goldbach Conjecture says that every evennumber > 4 can be written as sum of two primes(or every even number greater than 4 can bewritten as sum of two odd primes). Thefunction II which assigns to every even number2n, the number of prime less than 2n isobviously monotonically increasing. We call aprime p as Goldbach prime associated with 2nif there exists a prime q such that p+q =2n. Inthis paper we give an algorithm which yieldsthe complete l ist of Goldbach primesassociated with any even number 2n and thetotal count of such primes. Some interestingproperties of Goldbach primes are discussed.

2.Sarwat Afridi - Mohammad Naeem, AbidHussain - Naseebullah Kakar Masroor ElahiBabar - Jamil Ahmed. Paper entitled "Prevalenceof hepatit is C virus (HCV) genotypes inBalochistan“ - Published in Springer Science +Business Media B.V. 2008.

A molecular study was conducted toinvestigate the prevalence of Hepatitis C virusgenotypes in HCV infected population ofBalochistan. Forty HCV seropositive samplesbelonging to seven different locations ofBalochistan were collected from different healthcare centers. Qualitative analysis of thesesamples using PCR resulted in 28 positivesamples. The PCR positive samples weresubjected to genotyping using the methoddescribed by Ohno et al (J Clin Microbiol35:201-202, 1997) with minor modification.Genotyping of 28 samples revealed threedifferent genotypes including 3a, 3b, and 1a.
