the pair had heckled then-mayor Casey Nunn and referred to her disparagingly.

Two Hume councillors at the centre of a misconduct probe maintain they were victims of a political witchhunt.

Cr Jack Medcra�, who was suspended for 28 days by a Municipal Association of Victoria (MAV) panel, and Cr Jack Ogilvie, who received a reprimand, also claimed their alleged misbehaviour was blown out of proportion.

But a fellow councillor said the pair had been given a fair hearing and were found to have acted in a manner unbecoming.

A report outlining the panel’s reason for determination was released last week.

about Sunbury’s separation from Hume. �e MAV panel, which followed an independent inquiry earlier this year, was launched a�er a referral by seven fellow councillors. �e two-person panel said it was not satis�ed that the initial inquiry, which the two councillors claim cleared them, rendered the complaints ‘‘frivolous, vexatious, misconceived or lacking in substance’’.

�e panel found that Cr Medcra� had a �rm grip on a resident’s home-made sign, which depicted him as one of Santa’s elves. Cr Medcra� claimed he held onto the sign in order to better see the images, which led to it being torn.

‘‘Cr Medcra�’s conduct … was at least unduly assertive, if not aggressive,’’ the panel report stated.

�e panel also upheld complaints that the

‘‘It’s like throwing a net in the sea and not getting any �sh so you throw a hand grenade.’’

Fellow councillor Ann Potter denied the complaints against councillors Medcra� and Ogilvie were politically motivated.

‘‘�e process was undertaken fairly and impartially by an independent panel,’’ she said.

‘‘�ey were given every opportunity to defend themselves.’’

Cr Potter said the September meeting was heated but councillors had a duty to keep their cool. ‘‘If someone of my own political persuasion had behaved in the same way, I would be utterly disgusted.’’

Cr Medcra� had planned to appeal the ruling to VCAT but was unable to do so in time because an initial report listed the complainant as Hume council, not the other councillors.

Councillor breached code: report

Residents who defeated plans for a controversial service station development in Woodend have expressed their willingness to sit down with developers representing Coles.

But they remain ready for a hearing at the Victorian Civil and Administrative Tribunal should the supermarket and petrol giant choose to appeal.

Employment in Hume’s tourism sector is growing at a greater rate than the rest of the state, a new report to the council has revealed.

�e �nal progress report for the council’s 2011-15 tourism strategy also shows the municipality welcomed close to 1.17 million visitors last year, generating $1.522 billion, up $300 million from 2013.

Council’s city sustainability director Kelvin Walsh said e�orts to support a growing number of tourism operators, who now employ almost 5000 people, were paying o�.

He said the municipality’s better known attractions, including many historic sites and wineries at Sunbury and other places, were being joined by new tourism-related operators at Melbourne Airport, Greenvale and Bulla.

‘‘Council has worked hard to promote smaller attractions in Hume that may not enjoy a large marketing budget,’’ Mr Walsh said. ‘‘When people �y to Melbourne, they land in Hume and that o�ers our tourism industry a great opportunity.’’

Existing operators have bene�ted from the chance to learn new skills and network with other businesses.

Sunbury District Grape Growers Association president Peter Simmie said the council continued to provide tourism operators with a great level of support.

A Macedon Ranges group hopes the shire is a step closer to taking the path to carbon neutrality a�er putting climate change on the council’s agenda during its budget submission process.

�e Macedon Ranges Green Energy Coalition, which has collected more than 3000 signatures at markets and events, urged councillors to commit to creating a plan by December this year, with a view to becoming carbon neutral by 2020.

It also called on the council to purchase or produce 50 per cent of its electrical supply from renewable sources by 2015 and 100 per cent by 2016. �e coalition recommended installing solar panels on all council buildings at an estimated cost of $1 million.

While the submission did not result in action in this year’s budget, coalition co-ordinator Rob Bakes said the council was now more aware of the community’s appetite for clean

energy. ‘‘�e arguments are all there. Other councils are doing it,’’ Mr Bakes said.

‘‘People are ready for action on climate change.’’

He urged residents concerned about the environment to make their voices heard.

‘‘�e more signatures we get, the more con�dent the council can be that it’s making decisions the community supports. �e way our environment is being denigrated and ignored through the way we live, a lot of people are concerned about it,’’ Mr Bakes said.

A report to the council recommended solar panels be considered for every new building project. Cr John Letchford told last week’s meeting that councillors had been inundated with emails from residents and would “take on board” the community’s aspirations for clean energy.

Mayor Jennifer Anderson has come under �re a�er proposing changes to Macedon Ranges council’s 2015-16 budget just moments before its adoption.

But other councillors lashed out at her critics, accusing them of having short memories a�er endorsing alterations in previous years.

Cr Anderson sought to make six amendments, including the allocation of $15,000 to prepare a bike safety campaign and $35,000 for a more thorough services review.

A fatal crash has sparked calls for safety at an intersection on the outskirts of Gisborne to be reviewed.

As reported by Star Weekly, a Mount Star Weekly, a Mount Star WeeklyMacedon teenager was killed a�er a car and a truck collided on Gisborne-Kilmore Road on June 12.

�e boy, 16, was a passenger in the car that was involved in a collision at the intersection of Saunders Road about 4.20pm.

VicRoads regional director Mal Kersting said there were six recorded casualty crashes at the intersection in the 10 years to June, including the recent fatality.

He said the intersection was in an open, rural environment and o�ered motorists approaching from Kilmore or Pierce roads a good line of sight in both directions.

‘‘Although we have no immediate plans for changes to the intersection, VicRoads is always exploring options to improve safety for all road users and will continue to monitor this intersection,’’ Mr Kersting said.

Fatal sparks safety review call

A Sunbury school is searching for an appropriate place to display a 60-kilogram bell that predates the town’s historic mental asylum.

�e bell, made in the 1860s for Sunbury’s original industrial school at Jacksons Hill, has been returned to Sunbury Primary School by Victoria University a�er being removed from the former asylum and university site last month.

Principal Sean Lawless said the school was working with the Sunbury and District Heritage Association to �nd a ‘‘historically appropriate’’ spot in the school grounds.

‘‘We are looking into mounting it on a wall or maybe something free-standing,’’ Mr Lawless said.

‘‘�e key consideration is putting it somewhere close to where it was originally located.’’

Historical records show that, a�er the industrial school’s closure, the bell was used

by the nearby asylum to signal when an inmate could not be located. It may also have been used as a dinner bell.

A�er several years as an exhibit at the town’s history museum, the bell was reinstalled at the former asylum site a�er it became a VU campus in the 1990s.

�e bell remained at the site when the university closed in 2010.

Woodend residents have opened their hearts, and kitchen cupboards, to refugees.

�e Macedon Ranges chapter of Rural Australians for Refugees collected several car loads of non-perishable food and toiletries as part of Saturday’s World Refugee Day.

�e group also raised money for Melbourne’s Asylum Seeker Resource Centre during a sausage sizzle. Items collected will be taken to the centre, which distributes food and other supplies to 200 families every week.

Group spokeswoman Jenny Zimmerman says many people don’t realise that asylum seekers living in Australia are o�en cut o�

from all �nancial support and are not allowed to work, even as volunteers, making them dependent on the kindness of others.

She says events like World Refugee Day helped increase awareness.

‘‘I know there are di�erent views out there, but people in Woodend are generally pro-refugee,’’ she said.

�e group is still taking donations of food or money through Collier O�ce and Business Assist in High Street.

Rallying for refugees

Sunbury rail commuters say moves to allow them continued access to V/Line services until the end of the year are inadequate and a betrayal of a state government promise.

�ey have vowed to �ght for a permanent choice of metropolitan and country services.

�ere have also been complaints that the planned rollout of new Metro services will do little to improve service frequency as well as fears that extra trains could make tra�c at the intersection of Gap Road and Horne Street even worse, with boom gates down more o�en.

Western Metropolitan Liberal MP Bernie Finn, who is leading a petition against any changes, said the measures announced last week missed the point.

‘‘Labor gave us a �rm commitment in writing that Sunbury people would continue to be able to access V/Line,’’ Mr Finn said.

‘‘�e fact is it shouldn’t be happening. Sunbury people didn’t want electri�cation. �ey just wanted a few more V/Line services.’’

Both Labor and the Liberal Party promised the town would continue to have a choice of services following the extension of Metro services in 2012.

Sunbury MP Josh Bull said the town would receive 10 extra peak Metro services a week and the government would investigate extra o�-peak services.

He said Sunbury would get an extra morning peak city-bound service and another evening peak service within six to eight weeks.

Until now, Sunbury has received about half of the services that travelled to Watergardens.

Mr Bull said that while catching a regional train from Sunbury station saved passengers time, it was putting signi�cant pressure on V/Line services. He said completion of the Regional Rail Link had sparked the change.

‘‘Sunbury passengers are already bene�ting from the project, with more reliable services between Sunshine and the city as a result of the project, separating metropolitan and regional trains in this section of track,’’ Mr Bull said.

�e latest measures followed an outpouring of complaints a�er a new Public Transport Victoria timetable released last month e�ectively snubbed Sunbury passengers.

Overcrowding on country train services between Melbourne and Bendigo has been a long-running issue for peak-time commuters.

�e restrictions were hailed by people in towns such as Woodend who have since expressed frustration that crowding on peak services will continue in the short term.

A passenger, who did not want to be named, said they feared ongoing tension could lead to arguments between commuters.

Centenarian mournedTributes are �owing for Sunbury centenarian Elsie Olarenshaw, who died last Tuesday night, a week before her 101st birthday. Elsie and her husband, Rowly, were recognised as Australia’s longest-married couple, having celebrated their 81st anniversary last year. Rotary Club of Sunbury Family Community Kitchen spokesman Neil Williams said Elsie, a regular at the Monday night dinners, would be greatly missed.

Man on multiple chargesA British man, 28, who police say was caught in a stolen car after a robbery in Bulla, will face court over numerous burglaries and thefts. The man, who had been travelling on a working visa, was arrested by Broadmeadows detectives on June 12. A subsequent search of a house in South Yarra found 60 credit cards, Medicare cards and licences.

Roundabout revampThe road surface at one of Kyneton’s busiest roundabouts will be upgraded this week. The roundabout at Edgecombe and Beauchamp streets is being ‘freshened up’ as part of a VicRoads program. Work will be carried out daily from 7am-6pm. Similar works will begin on Mollison Street near the intersection of Beauchamp Street.

Reverend John Vander Reest ostensibly retired three years ago, but that same year he began leading a small congregation at Scots Church in Campbell�eld.

“My interest in the church is too large,” he says in answer to the question of whether he’ll ever stop. Next month, the Woodend resident marks another milestone: 50 years since his ordination to the Reformed Churches of Australia, which he will celebrate on July 12 with an exhibition of his paintings.

Mr Vander Reest arrived at the Sydney Road church at a portentous time: 2012 marked its 170th anniversary. It was built in 1842 and is believed to be the ��h church established in Melbourne, being visited by Scottish settlers on their way to the Bendigo gold�elds.

During his time at Campbell�eld, Mr

Vander Reest has overseen major restoration works, including a new commercial kitchen, painting of the church and hall interior, and replacing the pews with chairs.

His exhibition of about 60 oil paintings is called Je suis refugee, in a nod to the movement that emerged in the wake of the Charlie Hebdo shooting in Paris and the plight of refugees.

“I came over with my family so in a sense we are migrants who came out for economic reasons,” he said.

Proceeds from the sale of his paintings will go to the Lentara Uniting Care refugee program. Je suis refugee opens on July 3 at 6pm and runs until July 16 at Scots Church, 1702 Sydney Road, Campbell�eld.

Much is made of first home buyers being priced out of the market, scared out of the market or forced

out of the market by the strength of demand from investors. There is an element of truth in each of these

three propositions but doubts have surfaced as to the extent. A recent examination of statistics by the

Australian Bureau of Statistics (ABS) has revealed that information provided by some lenders including

some Australian banks has underestimated the number of loans actually made to first home buyers

for a few years now as the figures have only included those buyers who have received a first home

buyers grant. Those who have not received or did not apply for a first home owners grant have not been

counted. According to an article, ABS estimated that the number of loans reported as being made to

people buying their first home is actually only about 80 per cent of the true figure.

The most recent data shows 6061 such homes were bought in November 2014 but this is now revised

upwards by 14.6 per cent to 7627 homes. The underreporting has continued since about 2012. Does it

matter? Well yes it does, as any such perception of greater difficulty must influence an ordinary person’s

�ey say the cream always rises to the top … and that was the case in the last 10 minutes of the Riddell District Football League match between Romsey and Macedon.

�e Cats hit the front midway through the last term and looked to have control of the game against the reigning premiers.

Enter Zak Saad.Saad kicked three consecutive goals to put

his side back in front and seal the game for the Redbacks.

A goal a�er the siren to the Cats reduced the margin to 18 points, the Redbacks winning 13.11 (89) – 10.11 (71).

Redbacks’ coach Dean Helmers said he expected the game to be an arm wrestle.

“It was tight all day; we knew that going in. Before the game, we didn’t know how we would go against a good side like Macedon and I think we know where we’re at now … we’re up there.”

Helmers said while the big guns had shone in the game’s last 10 minutes, it was some of the shut-down jobs that made the di�erence.

“I think one of the keys was shutting down a few of their classier players. I think we did a good job of that – Phillip Romeril on James Wright and Nathan Rayment on Shaun Harrison.

Helmers was rapt with Saad’s performance.“I think he kicked �ve last-quarter goals,

which is incredible.“With Ramadan, him and Wally [Saad] aren’t

allowed to eat; they struggled big time today, but he [Zak] turned it on when he needed to.”

�e scary part is what happens next for the other sides; the Redbacks haven’t hit their straps yet despite sitting on top of the ladder.

“I de�nitely think we have a lot of upside; still have a hell of an improvement to come.”

Cats’ coach Je� Andrews thought his side played well for three and a half quarters.

“Maybe a [lack of] experience for us, but their good players stepped up, too,” was how Andrews saw the di�erence.

“I think we’ve come a long way. I’m happy with our intensity but not happy to be missing shots at goal.

“When we had chances to put them under pressure, we missed.”

Andrews said self-belief was starting to come through.

“It’s taking a while … we were the easybeats of the competition. Now I think they’re starting to believe, which is exciting.”

Rupertswood, Riddell, Wallan, Lance�eld and Sunbury Kangaroos were other winners.

United’s season at the crossroadsIt’s make or break time for Sunbury United in FFV state league 1 north-west, with the season almost at the point of no return.

Struggling United has won just two games and sits second from bottom and in the relegation zone.

Coach Greg Czapnik said the season was almost at breaking point.

“We’re in dire straits and I didn’t think I’d be saying that at round 11,” Czapnik said.

“I believe we’re a decent side, but we’re not showing it on the park.

“It’s a con�dence thing. We need to get it back.

“We’d actually been playing well up until [two] weeks ago.

“Against Altona Magic we played really well and didn’t deserve to lose, and against Cairnlea

we had so many chances to score in the �rst half.

“But in the Keilor game we played so poorly, it was the worst I have felt a�er a match in �ve years at the club.”

Czapnik said the littlest things made the di�erence between his team and its opponents.

“We’re being punished for the smallest mistakes.

“Other teams make basic mistakes, too, and we aren’t punishing them. �ere’s a thin line between success and failure.

“I think we’re a better team then last year [when United avoided relegation in the �nal round], but ladders don’t lie.”

United’s game against North Sunshine Eagles on Saturday was called o� a�er an Eagles player dislocated his elbow.

As less than 50 minutes had been played the game will be rescheduled.

Czapnik says his team needs to focus on getting points from as many games as possible.

“We’re capable of beating anyone on our day. We’re fortunate that Westgate and Corio [who are also in the relegation �ght] are losing, too. But they won’t keep losing, as we need them to.”

In state league 5 west, Kyneton District lost 2-0 to Balmoral.

Rangers’ best chances came in the �rst half through Ryan Cole and Daniel Reeves, but Balmoral took their chances in the second to secure the win.

Gisborne lost 7-1 to Spring Hills.

Tara Murray Macedon and Riddell have set up a top-of-the-table clash for next Saturday in the Riddell District Netball League.

Both have won all their eight matches a�er Macedon beat Romsey and Riddell rolled Rockbank on Saturday.

�e Cats were made to work hard for their 55-47 win over the Redbacks at Romsey Park.

�e Cats led at every break and each time it looked as if they would blow the game away, the Redbacks fought back.

Macedon led by �ve goals at three-quarter time and didn’t let the Redbacks get any closer.

Rebecca Colwell scored 48 goals for the Cats, while Hope Evans was just as strong at the other end with 41.

�e Bombers continued their winning run, 52-30 against the Rams.

Lance�eld had its game won at quarter-time when it led 19-4 against Woodend-Hesket.

�e Tigers extended that in each quarter, and with Courtney Annett scoring 40 goals and Savaii Williams chipping in with 30, the �nal score was 78-15.

Kilmore got its �rst win of the season in a thriller against Sunbury Kangaroos.

Kilmore had to survive a second half comeback from the Kangaroos to win 29-26.

�ey led by eight goals at half-time and six a�er three-quarters as the Kangaroos continued to push for a win.

Samantha George was the best for Kilmore and Toni Fogarty the standout for the Kangaroos.

Rupertswood Football Club and Leigh Brennan go hand in hand.

Brennan started his football career at the Sharks in under-10s and hasn’t played anywhere else, despite approaches from other clubs.

On Saturday, he became the second player to play 200 senior games for Rupertswood – he started when the club played in the Victorian Amateur Football Association and crossed with it to the Riddell District Football League.

Brennan kicked two goals in the Sharks 13.7 (85) - 10.10 (70) win against Broadford at the weekend. For the man himself, it was just another game.

“It is surreal and not what I expected when I started at the club,” Brennan said. “I’ve played there my whole life.”

�e 200-game milestone is just the latest honour for the star forward.

�ey include two VAFA premierships, being named in the VAFA division 1 team of the year, VAFA division 1 leading goal-kicker, eight times John Jordan medallist for Rupertswood’s leading goal kicker and RDFL interleague and RDFL team of the year selections last year.

He was co-captain of the Sharks in 2013 and was named at full-forward in the club’s team of the decade.

For the man known as “Rug” or “Ruggy”, the 2009 premiership is the one that stands out.

“�e last game of the year we knew we would win,” he said. “�e work ethic was huge as we had lost in three preliminary or grand �nals in the seasons before. �e �ag is the ultimate.”

Can’t pull ‘Rug’ out from Rupo

Another premiership is the aim for Brennan, who has no thoughts of pulling the pin just yet.

“I’m a bit of a sports nut and play footy and cricket all year round,” he said. “I’ll keep playing until the body gives up.

“Hopefully, we will steal a �ag in the next few years, especially with such a young playing group.

“Some of the older guys – like Nash Egan, Niall McGovern, Brett Chambers and Mitch Gaunt – have played a lot of football together.

“�ey have a real good football ethic they are passing to the others.”

Brennan and �ance Clare Beatson, who has cystic �brosis, have le� another mark on the club through their fundraising for helping in the �ght against the disease.

“I’ve been with Clare for six years and it’s a massive part of our life and to get the playing group involved means a lot to us,” Brennan said.

“Her family is involved with Macedon [the two clubs play an annual game] and it has been pleasing.”

He said raising awareness and helping people was very satisfying.

Sharks president Paul Ross said Brennan was a consummate footballer.

“His loyalty to the club, dedication to everything he commits himself to and unsel�sh giving of his time to others, including the cystic �brosis cause, is an inspiration to us all,” he said.
