Thai Buddhist and Malay Muslim neighbours in Thailand's Muslim-majority deep south face the challenge of managing everyday life in the midst of an enigmatic insurgency where both ethno-religious groups are victims of violence, but where the assailants are difficult to identify. This ethnographically-focused paper examines horizons of trust and suspicion as villagers confront threats to their safety, negotiate state authorities and encounter broader narratives about identity, allegiance and enemies. Although fear and suspicion sparked by the current violence have generated Buddhist–Muslim tensions in localities, neighbourhoods and village leaders also actively resist the multiple threats to their relationships and to inter-ethnic coexistence. In southern Thailand, monasteries once served as focal points for different communal identities to negotiate shared space and, with it, shared identities. However, since martial law was declared in 2004, Muslims in southern Thailand do not frequent monasteries. Instead, soldiers and police occupy monastery buildings and protect the perimeters from attacks. In addition, there are now military monks, soldiers who are simultaneously ordained monks, who work to protect the monasteries. This article argues that the Thai State's militarisation of monasteries and the role of Buddhist monks fuel a religious dimension to the ongoing civil war in southern Thailand. This article sets out to criticise arguments by scholars such as Charles Keyes and Donald Swearer, who have framed their readings of Thai Buddhism through a lens of ‘civic’ or ‘civil’ religion. Drawing on fieldwork conducted in the southern border provinces, the paper argues that religious tolerance is declining in Thailand, and that anti-Muslim fears and sentiments are widespread among Buddhists. Some southern Buddhists are now arming themselves, and are creating militia groups in the face of growing communal violence. In the rest of Thailand, hostility towards Muslims, coupled with growing Buddhist chauvinism, is being fuelled by developments in the south. Thailand's ‘southern border provinces’ of Pattani, Yala and Narathiwat – along with four districts of neighbouring Songkhla – are the site of fiery political violence characterised by daily killings. The area was historically a Malay sultanate, and was only loosely under Thai suzerainty until the early twentieth century. During the twentieth century there was periodic resistance to Bangkok's attempts to suppress local identity and to incorporate this largely Malay-speaking, Muslim-majority area into a predominantly Buddhist nation-state. This resistance proved most intense during the 1960s and 1970s, when various armed groups (notably PULO [Patani United Liberation Organization] and BRN [Barisan Revolusi Nasional]) waged war on the Thai state, primarily targeting government officials and the security forces. In the early 1980s, the Prem Tinsulanond government brokered a deal with these armed groups and proceeded to co-opt the Malay-Muslim elite. By crafting mutually beneficial governance, security and financial arrangements, the Thai state was able largely to placate local political demands. The ongoing conflict in Thailand's Muslim-majority southern border provinces has claimed more than three thousand lives since 2004. To date, successive governments have sought to control the violence mainly through the use of enhanced security measures, and by arresting and prosecuting insurgent suspects. Yet despite some limited successes in reducing the number of violent incidents, the underlying causes of the conflict have not been addressed. The Thai state suffers from a legitimacy deficit in the region, and many Malay-Muslims would like greater control over their own affairs. The insurgency is ultimately fuelled by political frustrations. Yet all suggestions that the region might be granted some form of special administrative status have been consistently rejected by the authorities. This article examines proposals in a recent report by a team of Thai academics based in the region, who have advocated the creation of a new ministry to oversee the administration of the Deep South. These controversial proposals offer a compromise political solution, one which recognizes the distinctive nature of the region while preserving the core principle of a unitary Thai state. Grey Area Phenomena, as mentioned in Sebastian Hiltner’s article, pose a serious challenge to the foundation and the security of a nation state. They not only threaten a country’s stability, but they also threaten the cohesiveness of the political system. In most cases consolidated democracies are resilient enough to absorb these threats, but for unconsolidated democracies the government’s involvement in the fight against terrorism puts a country’s democratization process at risk. Particularly proactive and pre-emptive strategies undermine the country’s newly achieved democratic norms and rules. In some cases the government might be inclined to authoritarian structures. In some cases the fight against terrorism might even be instrumentalized for legitimizing the government’s authoritarian measures. Thailand is a case in point. In this article we argue that for Thailand as an unconsolidated democracy the fight against separatist and terrorists in the Southern provinces has caused a transformation both in government and civil society which are closely related. The fight against terrorism increases the gap between the two major ethnic groups – Muslims and Buddhists – which in turn lead to a destabilization of Thai society. Transnational crime and violence are not new to Southeast Asia. The sovereign sensitivities are still strong in this region, which detained effective measures against these threats to the stability and wealth of nation states. Although ASEAN would be an excellent platform and basis for cooperation and security strategies, most Southeast Asian states practice their own security policy. But there are signs for a transformation heading towards a cooperative direction. The following article substantiates this transformation by drawing on the concept of Grey Area Phenomena (GAP) and the efforts against these phenomena by Southeast Asian states on the ASEAN arena. In doing so, the high pressure on interior and exterior sovereignty caused by GAP gives no political and financial

In the late 1980s and into the 1990s, South Korean social movements converted a former military dictatorship into a more democratic regime, while raising hopes for yet more improvements in the position of Korean workers and farmers. In the 1990s, Thai social movements also cast aside a military dictatorship and opened a period in which popular movements seemed poised to make yet greater gains. Yet as of 2008 it is apparent that social movements in both South Korea and Thailand have faced increased difficulties and have seen a number of significant setbacks. The authors of this article analyze what they take to be one of the reasons for these setbacks: the failure of social movements in both of these countries to more successfully internationalize their efforts. Failed internationalism is far from being the only significant factor in this social movement decline, and, moreover, it has not necessarily occurred in precisely the same way in the South Korean and Thai cases. The authors show, however, that by analyzing similarities and differences in the patterns of social movement decline between South Korea and Thailand one can discern some common conundrums faced quite generally by social movements in an era of neoliberalism and neoconservatism. With the complex crisis in Thailand's Muslim-majority border provinces now in its 5th year and a grim legacy of over 3000 deaths, opinion is divided over the prospects of substantial improvement, though the authorities claim that headway is being made. This article offers a critical review of policy, key events and discourses surrounding the crisis in the south from the coup of Semptember 2006 to the first months of the new civilian government under Prime Minister Samak. It argues that the southern situation remains intractable for a number of key discursive/political and military/operational reasons, including: the difficulty of combating a war against clandestine, cell-based insurgent groups that employ propaganda as much as violence and show no desire to negotiate; a politics of denial among single-issue groups who continue to avoid confronting the full realities of of insurgent violence while condemning state officials as principal aggressors, and the difficulties confronted by authorities in pursuing a dual policy of law-enforcement and "peaceful development" in the face of imcomplete intelligence and suspicious villageres. Is a higher degree of party and party system institutionalization positively correlated with the consolidation of democracy, defined here as the prevention of democratic breakdown? In order to answer this question, it is useful to compare different levels and types of institutionalization in three Southeast Asian electoral democracies. Institutionalized party systems are characterized, according to Mainwaring and Torcal, by 'stability of interparty competition.' Moreover, the distinction made by Levitsky ('value infusion' versus 'behavioural routinization') with reference to the institutionalization of individual parties will be employed. The empirical research of this paper finds that most Indonesian parties are better institutionalized than those in the Philippines and Thailand with reference to 'value infusion.' In addition, the interparty competition is more stable in Indonesia. Therefore, the probability of a collapse of the party system in the Philippines and Thailand is much higher. This, in turn, renders the democracies in these countries more fragile and prone to political crises or even sudden breakdowns. The early organizational consolidation of social cleavages, such as in Indonesia, enhances institutionalization. A few of the most important parties are socially rooted and have strong linkages to civil and/or religious organizations. Furthermore, the relationship between central and local elites appears to be essential: strong bosses or cliques undermine institutionalization in the Philippines and in Thailand, respectively. However, in recent years there has also been a tendency towards convergence. There are signs of regression in Indonesia, such that the future of the party system is open to question. This article calls for caution with respect to the stated causal relation between institutionalization and democratic consolidation, and it questions some aspects of the concept. Separatist violence in Thailand's southern provinces has claimed the lives of more than 3,000 people since January 2004 and represents the kingdom's—arguably the region's—most serious security threat. The underlying causes of the violence stem from the Thai state's annexation of the Patani Kingdom in 1902 and subsequent efforts by Bangkok to coerce Malay Muslims into becoming Thai Muslims. Poor governance, maladministration, and political and economic marginalization have exacerbated feelings of resentment toward Bangkok. The proximate causes of the upsurge in violence in January 2004 include changes in the international environment post-September 11, 2001 and the political initiatives of former Prime Minister Thaksin Shinawatra. State responses under Thaksin were deeply flawed and served only to inflame separatist sentiment. After the September 19, 2006 coup, the new government adopted a more conciliatory approach, emphasizing national reconciliation and improved governance. The military regime was unable to stem the violence, however, as it failed to follow through on rhetoric and the government became preoccupied with national politics. 15 Monate nach dem Militärputsch hat Thailand mit den Parlamentswahlen vom 23. Dezember 2007 den Weg zurück in Richtung Demokratie gefunden. Der deutliche Sieg der People’s Power Party (PPP), der Nachfolgeorganisation der seinerzeit von Thaksin Shinawatra geführten Regierungspartei Thai Rak Thai (TRT), ist für die herrschenden Militärs eine herbe Niederlage und ein klares Ja der Thailänder zugunsten des von den Putschisten verjagten Ex-Regierungschefs. Die in aufgeheizter Atmosphäre verlaufenen Wahlen, die von der PPP zu einer Abstimmung für oder gegen den Putsch von 2007 gemacht worden waren und in denen die Democratic Party erneut nur auf Platz zwei kam, haben nicht zuletzt die Spaltung des Landes, seine politischen Instabilitäten und seine sozialen Verwerfungen schmerzhaft zum Vorschein gebracht. Dass der gestürzte Premier zurückkommen wird, gilt als sicher. Doch es gibt auch offene Fragen: Wird die PPP eine Regierungskoalition mit den kleineren Parteien eingehen, die sich auch als Thaksins Erben sehen? Werden die Gegner Thaksins – neben den Militärs u.a. der thailändische Königspalast und die städtische Mittelschicht Bangkogs – dessen Rückkehr dulden? Oder gar dessen Amnestierung? Sollte der alte starke Mann auch der neue starke Mann in der thailändischen Politik werden, dann könnte, so Beobachter, ein weiterer Militärputsch keineswegs ausgeschlossen werden. Thailand’s first post-coup election on 23 December 2007 saw the restoration of Thai democracy. Yet, the Thai democracy with the king as head of state remains a fragile entity. Behind the surface, a serious elite conflict is simmering. The military remains a powerful force, and recent developments have strengthened Thaksin’s forces. This article analyses the developments occurring between the military coup in September 2006 and the formation of the new government in January 2008 as a clash of elites. The political divide between these main elites shapes the ongoing conflict: on the one hand we find the old elite of the military and business, allied with the network monarchy; on the other hand we find the rural masses and Thaksin, Thailand’s richest man and representative of big business interests. Although the military has tried to shape the current political system, the new constitution and the new election framework, the recent elections were won by the Thaksin camp. Am 19. September 2006 führten Einheiten der Königlich-Thailändischen Armee erfolgreich einen Staatsstreich gegen die Regierung von Premierminister Thaksin Shinawatra durch. Dieser Beitrag beabsichtigt, diese Ereignisse im breiteren Kontext der sozialen und politischen Entwicklung Thailands seit dem Jahr 1932 zu analysieren. Die Kernthese lautet, dass Erklärungen für den Militärputsch, die ihn vorrangig mit mangelnder Professionalisierung des Militärs begründen, zu kurz greifen. Das Scheitern der Demokratie ist vielmehr auf die unzureichende Fähigkeit des politischen Systems zurückzuführen, die vorhandenen sozialen und politischen Spannungen auszugleichen. Die Entwicklung der thailändischen Demokratie bleibt vor allem gefährdet, weil die städtische Arbeiterschaft und die Landbevölkerung bislang keine organisatorische Basis haben, um effektiv am politischen Prozess zu partizipieren. Zugleich wird die Legitimität ihrer politischen Ansprüche und Präferenzen von Teilen der politischen Elite des Landes nur bedingt anerkannt. Thaksin und seine Thai Rak Thai waren in den späten 1990er Jahren in diese Lücke gestoßen. Angesichts der Schärfe der Spaltungslinien in der thailändischen Gesellschaft und des Fehlens einer effektiven Interessenvertretung für die unteren sozialen Schichten müssen die weiteren Perspektiven der Demokratieentwicklung in Thailand zumindest kurzfristig pessimistisch bewertet werden. Manifest cultural values in Thai TV commercials were compared with value clusters identified by S. Komin in Psychology of the Thai people: Values and behavioral patterns (1991). Findings suggest that values expressed in the advertisements differ somewhat from those important to Thai people. While commercials were most likely to emphasize ego, a value rated as important to Thai people, the ads also focused on fun and pleasure and achievement/task orientation which are of lesser importance to Thais. Similarly, advertisements focused on maintaining smooth and gratifying interpersonal relationships were downplayed, despite the fact that these values are important in Thai society. This article analyses the interface between a transnational pietist Islamic movement on the one hand and Muslim villagers in Nakhon Sri Thammarat, Southern Thailand on the other. The Tablighi Jamaat (henceforth abbreviated as TJ) expands at a fast pace, covering nearly every village with their weekly visits. Tha Sala in Nakhon Si Thammarat province is one of their showcases of success, as is Mayo in Patani province. However, the movements efforts to eradicate local tradition tends to divide villagers into supporters and opponents. Concentrating its activities heavily on Islamic rituals, the Tablighi Jamaat tries to disseminate its values locally. Some ardent supporters emerge as new community leaders after having spend long periods of time in India, Pakistan, and Bangladesh in proximity to the Tablighi Jamaats centre, and become brokers who mediate between the movements centre and its local chapters. While the Tablighi Jamaat offers a powerful life alternative to local Muslims, many villagers are uncomfortable with its radical rupture with the past, its neglect of the family, and its escapist attitude towards secular obligations. The modernization of Thailand has seen an aquatic everyday world replaced by a terrestrial one, and a loose occupancy of land supplanted by Western notions of rigid ownership and title deeds. While the aquatic past passes into memory (to pose some threat, however, to the interests of Thai elites), a Thai episteme based in images and surfaces transforms that memory to less threatening nostalgia and ritual; and the previous fluidity of space likewise survives in surfaces. It is, thus, useful to compare different levels and types of institutionalisation. In this article the distinction made by Levitsky (‘value infusion’ vs. ‘behavioural routinisation’) with reference to party institutionalisation will be employed. Moreover, institutionalised party systems are characterized, according to Mainwaring and Torcal, by ‘stability of interparty competition’. The empirical research of this paper finds that the early organisational consolidation of social cleavages, such as in Indonesia, enhances institutionalisation. Furthermore, the relation between central and local elites appears to be essential: strong bosses or cliques undermine institutionalisation in the Philippines and in Thailand respectively. Most Indonesian parties are better institutionalised than those in the Philippines and Thailand with reference to ‘value infusion’. In addition, the party system in Indonesia is better institutionalised in terms of ‘stability of interparty competition’. Regierungschef Thaksin, der zumal mit Blick auf die Wirtschaft des Landes durchaus erfolgreich war und dessen Macht im Lauf der Jahre stetig zugenommen hatte, wurde vom traditionell einflussreichen Hof wohl zunehmend als Risiko für die Monarchie empfunden, die angesichts des hohen Alters des seit Jahrzehnten amtierenden Königs Bhumipol Adulyadei ohnehin vor einer Zäsur steht. Die Folgen des Putsches sind für Thailand gravierend - die Verfassung ist außer Kraft, die Instanzen der Demokratie sind aufgelöst und das Land steht unter Kriegsrecht. After 1997, Thailand and Indonesia experienced dramatic political change. Indonesia is now on its fourth post-Suharto president, the constitution was changed, new political parties formed, the military's role in politics shrunk, and local governments have greater control and authority. In Thailand, a new constitution was ratified in the wake of the financial crisis and a new party took control in 2001. However, former Prime Minister Thaksin acted in ways that curtailed democracy and made a mockery of the 1997 reform movement. What happened to the post-1997 reforms? Six months have passed since the Thai military has ousted Prime Minister Thaksin Shinawatra and taken over power. The situation in the country has not eased since then. The military-installed government has proven to be unable to restore peace in the south and to bring the economy back on track. It faced severe problems in providing evidence on Thaksin's alleged corruption. Rumours about the rulers intention to reduce the scope of public participation perpetuated the public’s growing feeling of mistrust. On September 19, 2006, Prime Minister Thaksin Shinawatra was overthrown by a military coup d’état. This might have come as a surprise given that Thaksin’s unprecedented election triumph in 2005 seemed to reflect his long-term domination of Thai politics. Soon after the election, however, Thaksin’s power began to erode. Prolonged mass protests in Bangkok culminated in Thaksin dissolving parliament just a year later, and ordering new elections for April 2006. This article first sketches core events, including an unusual intervention by the king, and the assumption of a political role by the country’s highest courts. It then places Thaksin in the political reform context, emphasizing that his project of expanding his personal power had superseded the intentions of the political engineering that had led to the constitution of 1997. The third part of the article contains a detailed analysis of the election and its results, thus providing an important backdrop for interpreting the outcome of the first post-coup election, envisaged for the beginning of 2008. Thai-Myanmar and Thai-ASEAN relations have undergone significant changes recently. Whereas ASEAN was generally keen in the late 1980s and 1990s not to isolate Burma/Myanmar diplomatically, there has been an increasing chorus of voices in ASEAN opposing a continuation of the political status quo there. In particular, there have been calls for the release of NLD detainees, including Aung San Suu Kyi, and the start of a meaningful attempt at domestic political reconciliation. Notwithstanding such criticisms from within ASEAN and beyond, the SPDC government is unlikely to acquiesce and change its ways as a result of such criticisms. There are simply no incentives for it to do so. If anything, external criticism is likely to lead to a more xenophobic foreign policy. To stave off criticism, the compromise solution between ASEAN and Myanmar has been for the latter to turn over the chairmanship of ASEAN to the Philippines in 2006. This face-saving gesture has allowed all parties concerned to uphold the ASEAN principle of noninterference in members' domestic affairs while responding to international criticism. Images of stock clowns from the traditional Thai shadow play (nang talung) are found throughout the villages and towns of the Thai Buddhist majority provinces of southern Thailand. These extremely popular funny men appear not only in shadow play performances but also in commercials, story books, logos, and billboards. Clowns also appear as tourist souvenirs, sacred amulets, crafted into statues, and the like as indigenous reflections of southern Thai identity. In this article, I discuss the complex and often ambiguous relationship between the clowns traditional sacred power and his forays into southern Thailands political and economic landscape. By so doing, I focus my attention on the clown as being both a subversive and conservative agent. On the one hand, he represents a Turnerian-like anti-structure, which allows him to test the limits of social and political acceptability and on which his ritual personality as a sacred being rests. On the other hand however, shadow play clowns are celebrated by puppeteers, local audiences and state officials as being embodiments of modernity and Thailands national quest for regional distinctiveness. The objective of this study is to demonstrate the conflict in the representation of a woman politician in Thailand. The provinces of Yala, Pattani, and Narathiwat in Southern Thailand have witnessed a sharp spike in violence in the past few years. The unrest is threatening to tarnish Prime Minister Thaksins period in office. The contemporary literature as well as the media tend to portray the strife as one between Buddhists and Muslims. This is markedly different from earlier studies which place less importance on religion and treat the discord as one between Thais and Malays. In this regard, this article aims to explain the transformation from a primarily ethnic strife to a predominantly religious conflict. It argues that despite the rise of the religious factor in the discord, it is flawed to treat the violence in Southern Thailand as entirely between Buddhists and Muslims. In the case of the Thai state, autonomisation should be seen as a transformation process from a unitary administrative system to multiple administrative systems. It is an escape from a very centralised form of government to a more decentralised one where government power ist more dispersed among various public organistations. The nature of politics and administration determines the direction of the hybridisation processes of autonomisation in Thailand. The reform direction chosen by the prime minister and the relationship between politicians and bureaucrats are two key factors that dictate the direction of autonomisation. (DSE/GIGA)

Democratic institutions find it hard to consolidate. The lacking democratic political culture and growing legitimacy crisis demonstrate the weakness of the political system. Until Thaksin Shinawatra's 2001 electoral landslide factionalism was so prominent that most political parties could be seen as mere mechanisms within which power was shared. This paper analyzes the concept of faction in Thailand, arguing that they have played an essential role in making and breaking coalition governments. Though Thai constitutional reforms have sought to strengthen parties while weakening factions, factions have not become irrelevant political players under Thaksin Shinawatra. Mit Hilfe der thailändischen Sozial- und Wirtschaftsdaten aus dem Jahre 2002 untersucht der Aufsatz die Nutzenverteilung im thailändischen Gesundheitssektor. Analysiert werden die Verteilungen medizinischer Nutzen von diversen Gruppen innerhalb des thailändischen Gesundheitssystems. Die Studie kommt zu dem Ergebnis, dass der Nutzen auf jeder Ebene des Gesundheitswesens im Vergleich zur Zahlungsfähigkeit der Patienten gleich ausgeprägt ist. Bezieht man jedoch die Qualität der Einrichtungen ein, erkennt man einen ungleichen Zugang von Menschen mit unterschiedlichem sozio-ökonomischen Status. Die reiche Bevölkerung wird in Provinzkrankenhäusern, die eine bessere und spezialisiertere Behandlung ermöglichen, begünstigt. Einrichtungen mit begrenzter Behandlungsmöglichkeit wie Gesundheitszentren und Gemeinschaftskrankenhäuser behandeln hingegen eher die ärmeren Bevölkerungsschichten. Der Artikel diskutiert den ungleichen Zugang zum Gesundheitswesen, die Fehlallokation von Gesundheitsressourcen im Land, die Anwendung vom Nebenzahlungen unter dem 30-Baht-Gesundheitssystem und die Überlappungen in den Zuweisungen im Allgemeinen Gesundheitssystem Thailands. For the most part foreign policy in Southeast Asia has been regarded and analyzed as an isolated policy area, separated from the structures and dynamics of the respective political systems. This seemed to be an appropriate approach as long as foreign policy was the domain of small political élites and autocratic regimes. Assuming that the processes of (re-)democratization in the Philippines, Thailand and Indonesia have not only resulted in new national political orders but also have had an impact on foreign policy making the article will delve into the following questions: Do formal institutionalized and informal mechanisms and patterns exist to open the decision-making process beyond the special foreign policy interests of small political elites, and to make those interests subject to intra-systemic checks and balances? And has democratization led to the broadening of actor participation in the formulation of foreign policy interests and strategies? The study will look particularly at the role of the armed forces, parliaments and civil society organisations in the making of foreign policy. Managerial reforms are being deployed to reshape the bureaucracy into an instrument of the Thaksin government's political program. In the process, the traditional power of the bureaucracy is being challenged and undermined.
