Recreation Board? What is it?(SPRA Provincial Rec Board Development Project Definition)
A Recreation Board is an organized group of individual citizens , appointed by a municipal council(s)as a committee, to represent one or
more municipalities and is established in accordance with Section 81 of The Municipalities
Act to exercise managerial, operational, supervisory or advisory powers as directed by the
municipality(s) pertaining to the provision of sport, culture, and recreation services in the
municipality(s).

Recreation Board? The Make –Up? The Type?
• A board may be established by a single municipality or in partnership with other urban and/or rural municipalities
• A board may also have “other” partners like a Regional Park Authority
• A board may have 3 members-9 members-or 15 members• A board may have local organization reps or simply members at
large from the community
• A board may have sub-committees who are responsible for specific operational aspects of service(Rink-Pool-Parks-Museums)
• A board may be advisory, or operational, or both?

Recreation Board Evolution….
*Volunteer Boards/Committee’s have been utilized to build and manage specific services and facilities for many years in our communities. At one time many of these committee’s operated totally separate from the Village/Town Councils.
( i.e.: Rink Boards-Sports Day Committees-Comm Halls-Cemeteries-Museums-Parks)
* Approx 50-60 years ago movement by leaders of the day was made to streamline the organization of community recreation by developing umbrella groups that would represent all facets of sport, culture and recreation – namely Recreation Boards.

Recreation Board Evolution…. *Municipal Councils were being held more accountable for the
services and assets that they owned-so development of rec boards through bylaws-provided a legal body for management and accountability(as opposed to a Rink Board who operated totally independent of council)
*It was also felt that a general Rec Board would govern and ensure the interests of all forms of recreation-not just sports or physical recreation ,but culture, and heritage as well.
*In some cases the development of a Recreation Board was a tool to “officially” involve the Rural Municipality in the delivery of recreation services-which is still a challenge with some RM’s even today

Recreation Board Evolution…. *The year is 1950- 10 community Recreation Boards in Sask
MONEY DOES IT..........GROWTH*1955 was Saskatchewan's Golden Jubilee and large amounts of Provincial Grant
Dollars were made available to communities to build facilities-with the increase in infrastructure came a need to organize and manage these services – municipal
councils of the day did not have the time…or in some cases the interest in recreation so…Rec Boards or Committees were established.
*1960-less than 30 Recreation Boards in Saskatchewan
*1964-Recreation Boards in Saskatchewan-68
*1966 –the Provincial Youth Agency offered a series of 4 financial incentive Grants to Communities who formed Recreation Boards
ORGANIZATION BOOM ……From 1964-1969 –Saskatchewan went from 68 to 415 Rec Boards

Recreation Board Evolution….
*1974-Lotteries hit Saskatchewan and this pushed the Rec Board Numbers to over 500
*1975-saw a Recreation Service Division Developed for Northern Saskatchewan which resulted in the development of 15 northern Rec Boards
* 1980-12 cities,134 towns,307 villages,260 RM’s,51 First Nations had Recreation Boards
*Today-there are over 770 Recreation Boards in Saskatchewan

*Rapid rec board development –did not necessarily mean effective or efficient operations-many bylaws were “fill in the blanks” without much thought given to local needs.
*Board and Committee Development work-(like we are talking about today) is never ending- in1959 at the Provincial Recreation Conference- the main topic was “Types of Community Organization”

Recreation Board Evolution….• As stated in the 2012 Saskatchewan Recreation Sector Policy Consultation
Discussion Paper; • Priority: More effective organization of the recreation service delivery
system• “It is evident from the community consultation process that the
recreation service delivery system in Saskatchewan requires better organization, direction, and resources in order to achieve optimal impact on human and community development”.
• Despite changes, many communities operate and manage sport, culture and recreation services today, with bylaws and boards that have not been updated to match the changing needs, priorities, and financial/human resources of the community. With community delivery systems established(aka-rec boards)- efforts to evaluate, define the roles, and improve the local organization should have been an ongoing- and a continual process. This has not happened-and has brought us to where we are today-a system in need of major review.

Recreation Board Roles• Act as representatives of the citizens and councils they
represent• Represent the community as a whole for issues pertaining
to recreation services• Support existing community services and/or initiate
services to support community needs • Recommend and be involved in development of strategic
plans for recreation services towards overall Mission • Involved in the recruitment, training, recognition and
retention of staff and volunteers • Advise and act on potential issues requiring public
relations/ advocacy efforts

Recreation Board Roles
• Fulfill and be aware of duties as outlined in bylaws/agreements that created the board
• Recommend and/or act on the direction, policies and procedures pertaining to the board’s outlined duties
• Work closely with Recreation Director, staff and volunteers towards efficient operations.
• Maintain communications and accountability to the Council that established and empowered the Board

Recreation Board RolesIn Summary:
A recreation board’s roles may include the direction and management of
PEOPLE-PROGRAMS-AND-FACILITIESas pertaining to the delivery of recreational services in a community
Within the specific roles-Boards can be Advisory or Operational and in some cases a combination of both
Recreation Boards –and their roles vary greatly and are as different as the communities they represent-there are NO two identical Rec Board
Models –every community has it’s own slight differences

municipality wants? People, times and needs change- we MUST change as well.

Organizational Review Checklist
• Local community leaders, whether it is council members, recreation board members, administrative staff, local group representatives or a combination thereof, should take the time to go through and answer, in an honest and forthright manner, the following questions.
• The responses to the statements will assist local leaders in
determining if Recreation Board Organizational Development is needed in their municipality. Should any of the statements apply to the community Rec Board/Council, a review of operations is warranted.
• Making positive change to be efficient- requires review and re-organization.
