The Net for Refugees
was a training project:
The participants planned, designed, coded
a Website, filled it with content(more than
200 pages in German, English, Farsi and
Russian) and constantly reflected their work
and their learning.
Furthermore they built up free computer
access points and worked as trainers dissem-
inating their knowledge. By this they gained:
project and self management competences,
intercultural teamwork, presentation and
reflexion techniques and further soft skills
IT knowledgewith an emphasis on Web 2.0-
Technologies incl. online-learning and
collaborative work on the internet
(with so called social software)
abilities to create and edit online content in
German language with a CMS (Typo3)
IT special education according to the individual
focus, e.g. HTML, image editing and graphic
design, video- or podcasting, print typography etc.
The participants got a fulljob-centered coun-
selling and coaching as also the possibility to
achieve individual job-oriented qualifications
and certificates at external educational and training
institutions (e.g. in MAG welding) as furthermore
the occasion to receive ECDL and Austrian Lan-
guage Diplomas and to do work shadowing, in-
ternships and paid community services, too.
fluequal work iT! being completely modularin
its design, the participating refugees, accompan-
ied by their tutors, were able to choose their
own courses and work packages according to
their key interests and job chances. They re-
ceived individual certificates for all achieve-
ments and also information about the costs.
Obligatory for all was only the involvement in
the project planning plenary meetings, as
the project was participant-driven.
Commuting expenses were fully refun-
ded on application, child care for allcourse times organised as required.
fluequal work iT! was realised by the
Diakonie Refugee Service. The pro-
ject was more than 95% funded by
the European Social Fund and
the BMWA (Federal Department
for Economy and Employment).

fluequal is a super project!Thank you very much!
This is a great help for refugees for our lives, work, integration.
reached the real limitations, the
boundaries of a universe of possib-
ilities. As a project driven byasylum seekers the project man-
agement has to take into account
their rationalities, their aims, motiv-
ations and their cultural and situ-
ational behaviour. Not everything,
which the board would like to see
done, is also what the group mem-
bers want to see. And vice versa.
Therefore our endeavour was a
real journey into wild waters. It was
a research expedition sent out to
gain knowledge of what is pos-
sible, what is impossible, of what
makes sense and what does not
make sense to accomplish, of find-
ing new ways, new methods, newapproaches.
All qualitative and quantitative data
show, that we can proudly present
this venture as a real success
story. Due to the refugees, due to
the executives and counsellors,
due to your interest. Thank you!
We had a tough start. Compet-
ences, financial meanseverything
unclear. It needed 6 of the 24
fluequal-months to buy the first of
3 computers for this IT-project. It
turned out that the participants,
which we assumed to have some
IT-knowledge as much as some
basics in German (A2), had neither
of it. And so on.
But we met the challenge. Within
two years, we pushed the very lim-
its of our imagination beyond the
known. The last European Policy
Forum in Sweden showed us, that
we are leading in Europe regard-
ing participation, empowerment
and refugees' involvement. We are
at the very forefront of new and in-
novative ways oflife-long learn-
ing and of job-centred coun-
selling. Our involvement with the
IT-community showed us, that we
are indeed bringing the latest ICT
approaches to refugees.
While we climbed higher, we also
fluequalwork iT! with a share of 16% was a minor part of the Equal-Development Partnership fluequal. The other 84% were used by BiBer Bildungsberatung (13%) for a German language
project preceding our project, a community service project by Caritas (32%), mainstreaming and public relation work by Frau und Arbeit and Caritas (16%), coordination and publicity work by
Caritas and Land Salzburg (20%) and 3% Caritas-transnational tasks. Besides this operative partners the Arbeiterkammer Salzburg (employees' organisation), the W irtschaftskammer
Salzburg (businesses' organisation) and 2 counties, Pinzgau and Lungau, were involved as strategic partners. Thus there is plenty of information on the fluequal-DP. If interested, please
