George Washington Bridge Bus Station Development Venture LLC filed for bankruptcy on October 7. According to court documents, the developer has declared assets between $50 million and $100 million in assets, with liabilities of up to $500 million.

It marked the latest in seemingly endless setbacks that have embroiled the project, which was created to modernize the terminal by improving gates and the waiting area, while enhancing subway access and adding retail space.

First announced in 2008 by the Port Authority of New York and New Jersey, the project was initially slated for completion in 2013. However, construction did not begin until 2014.

A host of construction delays, which raised the ire of elected officials and commuters, delayed the debut of the remodeled station until 2017.

While the station remained functional during renovations, buses could only be reached via a temporary staircase, which was not ADA-accessible. The only available waiting area was a

This past weekend was the last chance to catch the walking tour of Mapping Resistance: The Young Lords in El Barrio. The brainchild of prolific artist Miguel Luciano, the exhibit breathes new life into the important work of Hiram Maristany by strategically placing the pictures taken during the heyday of the Young Lords in the very milieu that gave rise to the movement. Hiram Maristany was the official photographer of the Young Lords and is an important figure in the Uptown arts movement. The history and the spirit of the Young Lords still resonate today and continue to inspire and demonstrate a path forward. Three federal judges have blocked a proposed rule by the Trump administration that would have made it more difficult for immigrants on public assistance to stay in the country.

On October 11, judges in New York, California and Washington State issued a temporary injunction against amendments to the so-called “public charge” rule. The changes would allow green card and visa applicants to be turned down if they have demonstrably low incomes or little education; have used benefits such as food stamps, Section 8 housing vouchers, or Medicaid; or are deemed likely to use them in the future. Currently, cash benefits and long-term

medical care are the only public benefits considered as part of a person’s “public charge” determination. The Trump administration has sought to add federally funded Medicaid, SNAP and subsidized housing assistance to the public benefits that can be considered.

The rulings in New York and Washington will apply nationwide, while the California ruling blocked the rule from taking effect in select locations.

Only the current public charge rules can be applied in immigrants’ applications for green cards.

Since the rule was proposed in August, there have been nine lawsuits brought against it, including one led by New York State Attorney General Letitia James.

“This rule would have had devastating impacts on New Yorkers and our nation, and today’s decision is a critical step in our efforts to uphold the rule of law,” James said on Twitter.

Critics of the proposed rule have insisted the new rule would prevent low-income immigrants from coming to the U.S., and force those already here legally from choosing between public benefits and leaving the country.

The magnitude of the challenges Puerto Rico faces — years of

rebuilding, an economic recession of over a decade, a staggering and unaudited debt, and a hostile, racist president — requires visionary leaders who will truly listen to Puerto Ricans and make solid commitments towards resolving long-standing issues for the island.

Yet, decade after decade, Puerto Rico has been used as a military, economic and political pawn. The Puerto Rican communities that have sprouted from Hawaii to Pennsylvania since 1898, the year the island was passed off from Spain to the United States, are products of an island economy that has always been steered towards benefiting U.S. corporations, not sustaining its population.

And this has only gotten worse.Throughout the years, presidential

candidates have visited our communities, staged photo opps and picked up donations, all while offering lip service.

No more.This presidential cycle, we are demanding

that candidates who hope to win the votes of Puerto Ricans present their proposals for Puerto Rico and its displaced people. Leaning on criticism of how Trump has mistreated Puerto Rico and Puerto Ricans will not be a substitute for thoughtful action plans.

This spring, the Power 4 Puerto Rico coalition and partners released an open letter and policy blueprint directed at all the candidates.

This letter and campaign — #ShowUsYourPRPolicy — is backed by more than 60 local and national organizations from coast to coast and in Puerto Rico. We

identified major issue areas – from economic development to anti-poverty measures and unfair, colonial policies-- that we expect every candidate to address through a comprehensive policy platform.

Among the critical issues we outline is the self-determination of Puerto Rico.

Power 4 Puerto Rico advocates for a fair, transparent, inclusive and binding

process for Puerto Ricans to determine their future. Since Puerto Rico is a colony, all of the major decision-making regarding Puerto Rico ultimately resides in Washington, superseding that of the local government. The imposition of an unelected, undemocratic fiscal control board by the U.S. Congress reflects this dynamic, and the prioritization of Wall Street over the lives of Puerto Ricans.

To the delight of fans, the New York branch of Miss Rizos Salon finally opened its doors at 190th Street and St. Nicholas Avenue on Saturday.

Jennifer Alcántara came from Queens to experience the custom care of a curly hair salon. Alcántara said she came, not only for the hair care, but to support the cause.

“I’ve been following Miss Rizos for so, so long and I’m excited that it is finally opening her own salon here in New York and I – and all the curly girls – are able to come her and have our hair done,” Alcántara said.

The Miss Rizos, or Miss Curls, is all about celebrating women’s crown of curls and the name is a bit of a spoof on beauty pageants. It offers an array of curly styles and twists as well as box, stitch and crown braids. Curl assistants Sabrina Rivera and Alexandra Rivera (no relation) have been training for weeks, both in New York and in the Santo Domingo branch in the Dominican Republic to get the Miss Rizos’ touch exactly right.

Training in Santo Domingo was especially intense, said Alexandra. The salon is constantly busy. While she enjoyed the work in a lively salon, she also witnessed something greater happening there. “It’s amazing that every day I get to help other women embrace who they really are and be able to learn how to take care of their hair and be beautiful.”

Since 2014, Miss Rizos Santo Domingo salon has specialized in naturally curly, kinky, and coiled hairstyles on an island where straightened, relaxed or chemically treated hair is the norm. Located in the Zona Colonial, close to the vortex of ancient Spanish colonialism, its followers call its impact nothing short of revolutionary. Where negative associations – with attendant words such as pajón, greña, pelo malo – surrounding

Julio Cancel remembers hitting rock bottom.

The Bronx native recalled the night in 2007 when he led law enforcement on a car chase across the George Washington Bridge, wanted on drug and robbery charges. “I was on parole for two years, and I got back into the same lifestyle I was living,” he said.

Feeling hopeless, he decided to take extreme measures — he pulled his car over, and jumped from the bridge. Though he survived the fall, Cancel was in a coma for six months, after which he was transferred to a federal prison.

“From that day forward, no matter what — no matter how much time the government gave me —I told myself that it’s time for change,” he stated. Cancel took college

“I’m not supposed to be sitting here talking right now. I’m supposed to be buried. With the grace of God, I’m here,” he added. “And with the faith of Exodus and my family, I

Cancel spoke at Exodus headquarters on Tuesday, at a roundtable with Mayor Bill de Blasio, who visited the nonprofit to announce that the city was investing $19 million annually to provide job readiness workshops, social services, and transitional employment to all individuals leaving city jails, regardless of sentencing.

Launched in April 2018, the city’s Jails to Jobs program was able to offer transitional employment to about 5,000 individuals who were serving a city sentence. That programming, provided in collaboration with partner organizations such as Exodus and The Fortune Society, among others, will now be expanded to more than 9,000 people, city officials said.

In its fifth year at Randall’s Island, the Indigenous Peoples Celebration drew hundreds of attendees over two days, October 13th and 14th.

Rather than honor Christopher Columbus and a history of conquest and colonization, organizers focus instead on the native and indigenous peoples the world over.

Members of groups from North and South America, the Caribbean, Asia and the Polynesian Islands participated, many wearing full traditional regalia.

“We are resilient and we are beautiful,” announced one speaker before leading a friendship circle.

Attendees were invited to gather in a large communal circle known as “a continuous hoop” to listen and take part.

Founder Cliff Mattias and his group, the Redrum Motorcycle Club, led many of the activities, which included ceremonies honoring the contributions of ancestors; call and response songs; oratory and demonstrations. Vendors offered intricate crafts and jewelry for sale.

“Our purpose is to highlight and support the current national movement to change outdated holidays and monuments

Not long after, she ditched a stable job offer and decided to travel instead. Intending to spend a month backpacking around the island, she stayed for almost a decade.

Contreras is not a proselytizer for curly hair. She does not think that curly hair is better than straight hair. “Everyone is entitled to wear their hair the way they want to,” she said. “This is not about evangelizing the world with curly hair. It’s about telling people to love themselves as how they are.”

That shift in thinking is powerful.

“When you feel you are worthy—we make better decisions for ourselves,” she said. “We walk taller and we are more bold in making decisions that puts us in better situations. It doesn’t matter how rich or how poor you are. I think that loving yourself and understanding your self-worth is where it starts. It makes you a better student, a better mother, a better human being—knowing that you are worthy.”

Among those who have supported Contreras’ work are friends and collaborators Yaritza Reyes, a model and actress who was crowned Miss Dominican Republic 2013, and María Lizardo, who often sports Miss Rizos swag.

Sandra Martínez, a friend and Harlem resident, also came to the salon on opening day. She said the majority of salons uptown

specialize in straight hair. “This is very revolutionary,” she said.

“It tells women—especially women of color—that you can be your authentic self unapologetically.”

Alcántara agreed. She beamed as she sat in the chair. She said salons like this have taught her how to style her hair in a way that feels right.

new exhibition on Jewish history focused on the jewelry and precious possessions of a family of medieval Alsace. These items, including brooches, rings and coins, were hidden in the wall of a home in Colmar, France in the 14th century and not discovered until 1863. The belongings help tell the story of a Jewish community that was blamed when the plague hit the region in 1348 and 1349, during and after which time many of them were put to death. A generous loan of the Musée de Cluny, Paris, the Colmar Treasure is displayed alongside select works from The Met Cloisters and little-known Judaica from collections in the United States and France. The Port Authority said the bankruptcy filing will not affect the station’s operations or retail stores.

“The Port Authority will work proactively with those handling Monday’s bankruptcy filing by the developers of the retail spaces located under the George Washington Bridge Bus Station to ensure continuity for the existing and future retail operations,” said Port Authority spokesperson Steve Coleman in an email. “Under the terms of the developer’s lease, the Port Authority must approve any assignment of the lease for retail operations to another party. The retail developer also is contractually bound to continue the existing lease for the bus station’s community space, managed by the Juan Pablo Duarte Foundation.”

“The developer has nothing to do with the bus station itself since the developer’s leasehold extends only to the building’s retail spaces,” Coleman said, noting that the bankruptcy is not expected to hinder the leasing of currently unoccupied retail spots. “This legal action will therefore have no impact on day-to-day activity at the bus station, and bus service will continue to operate normally.”

Congressman Adriano Espaillat, who

has been critical of delays associated with the station’s reconstruction, said he would be monitoring the situation.

“My district offices were notified earlier this week that the developer would be filing for bankruptcy. The Port Authority has assured us this filing will have no impact on the community space, retailers or bus service, and I will continue to follow these developments to ensure that remains the case,” Espaillat said.

Two stores — Buunni Coffee and VS Berry — are expected to open soon.

Buunni Coffee co-owner Elias Gurmu, who initially signed a lease in 2014, expressed relief that his store was finally close to opening its doors.

“I was the first retailer in this project to sign a lease,” said Gurmu. “It’s been five long years that we’ve been waiting.”

Gurmu blamed the developer for construction delays and poor communication

with retailers.“It was one slowdown after

another,” he said. “There was no communication, nothing. It was difficult to plan.”

Victor Sidberry, co-owner of VS Berry, said he was preparing to open the frozen yogurt store by the end of October — four years after first signing his lease.

“It’s taken a financial toll, not being able to open,” he said. “I’ve had to pay storage fees for equipment because

we couldn’t move in. We hired staff but lost them because they needed to find other jobs.”

“One by one, we saw other small business retailers drop out of this project,” remarked Gurmu. “We started out with 13, and now there are only four or five left.”

Luis Pérez opened his GWB Juice Bar in late September after a five-year delay.

“It’s nice to hear customers saying, ‘Finally, there’s a store open,’” said Pérez, a Washington Heights native who grew up near the bus station. He said he always dreamed of running a store in his neighborhood, which is why he persisted when other retailers fled the project.

“It’s affected me emotionally, financially. This cost 300 to 400 percent more than originally expected,” said Pérez. “But I’m a fighter. I wasn’t going to back out. I’m all in, and finally we’re here.”

And the chance of getting on the right track and staying on the right track gets greatly, greatly reduced.”

“New York City has always been a place that believed in second chances. And now we’re going to make sure everyone gets that second chance,” de Blasio added.

Also in attendance was Councilmember Diana Ayala, whose district includes East Harlem and the Bronx.

“The Jails to Job initiative demonstrates our city’s commitment to providing justice-involved people with the resources necessary to lead productive and rewarding lives,” said Ayala in a statement. “I thank providers like Exodus for doing this critical work and look forward to the program’s growth with this expanded funding.”

Exodus was founded in 1999 by South Bronx native Julio Medina, who said he witnessed a lack of services for the formerly incarcerated after serving his own 12-year prison sentence.

He said he thought he could help reduce the number of men and women returning to prison if he could provide them with support to get them back on their feet.

Over two decades, Exodus has served about 20,000 people with case management

services and paid transitional employment, sometime with the organization itself.

“We have 47 people on staff. And I think the amazing thing is, not only are they educated, not only do they have the credentials, but 85 percent of them are justice-involved,” Medina said. “So, before it was popular, we realized the talent that exists with so many of the women and men that are being released from our jails and prisons, and we tapped into that talent.”

Medina thanked de Blasio for funding programs to help the formerly incarcerated.

“This success we talk about is not our own. If it’s not for [help], we [wouldn’t] have the funding to do this work,” he said. “We won’t have the opportunity to showcase the goodness of people, people that have some redemptive qualities that are just looking for a

second chance.”De Blasio said that organizations such as

Exodus would be on the receiving end of the $19 million in increased funding, and were successful because they were “all about redemption.”

“There’s a lot of people who ended up incarcerated because they made a mistake, had the wrong influence in life, because of a crisis,” he said. “It could have happened to a lot of other people too and it did not make them less human.”

De Blasio also noted that the city had revised the estimated jail population to 3,300 by the year 2026, down from the earlier estimate of 4,000. The new figure will allow the city to reduce the size of four planned community-based jails.

“We’re on target to have the lowest

incarceration rate of any big city,” de Blasio said.

Cancel, who is trying to help other Exodus clients get hired in the restaurant business, said he never envisioned himself experiencing success.

“I never even saw myself living to this age, because I was running the streets and doing a bunch of crazy stuff,” Cancel said. “I thought that either someone was going to kill me, or I was going to spend my life in prison.”

He stressed that others attempting to transition should connect with resources that can offer foundations for stability.

“Always look for a good support system, because with a good system you can get to where you want to go,” he said. “It’s better to be with people that understand you, has been in a situation that you’ve been to, that could relate to you.”

Partners include a host of non-profit organizations.

“We’re on target to have the lowest incarceration rate of any big city,” said Mayor Bill de Blasio.

Dado que Puerto Rico es una colonia, toda la toma de decisiones importantes con respecto a Puerto Rico en última instancia reside en Washington, reemplazando a la del gobierno local. La imposición por el Congreso de los Estados Unidos de una junta de control fiscal antidemocrática no elegida refleja esta dinámica y la priorización de Wall Street sobre la vida de los puertorriqueños.

En el segundo aniversario del huracán María, boricuas y nuestros aliados, desde Minneapolis hasta Newark, se presentaron en las oficinas

de las campañas presidenciales con la carta abierta. Y esta semana, lanzamos el sitio web PRpolicy.org para que todos los votantes puedan ver y comparar lo que cada candidato ha ofrecido, o no, hasta ahora.

No vamos a ceder porque hay mucho en juego para pasar por alto a cualquier
