    Corporate Highlights工 作 摘 要

    香港中學會考與香港高級程度會考

    我們一如既往努力維持香港中學會考(會

    考)及香港高級程度會考(高考)的質素於最

    高水平。過去一年,兩項公開考試均順利

    舉行,參加會考的考生達115,527人,而

    高考考生則達37,905人。

    考試行政管理

    ■ 人類豬型流感應變措施2009年,本港爆發甲型H1N1流感,我

    們迅速推出各項預防措施,並於高補

    英語運用科口試期間施行,有關考試

    在24間學校內的48個試場實施。遇上

    發燒或呈現流感病徵之應考考生,會

    被特別安排隔離座位;如考生提出醫

    生證明,便可免費更改考試日期。於

    報到室及備試室內的考生可以佩戴口

    罩,但在考試室時,則須拿掉口罩應

    考以免妨礙口語溝通。

    會考中國語文科口試亦實施有關措

    施。會考英國語文科及普通話科口試,

    亦作出特別座位安排,讓考生與主考員

    之間保持指定距離,以減低感染機會。

    Hong Kong Certifi cate of Education Examination and Hong Kong Advanced Level Examination

    We remained as committed as ever in maintaining the

    highest quality examination standards for the administration

    of the Hong Kong Certificate of Education Examination

    (HKCEE) and Hong Kong Advanced Level Examination

    (HKALE). During the year, both levels of examinations ran

    smoothly and efficiently with 115,527 candidates sitting the

    CE and 37,905 taking the AL examinations.

    Exam administration

    ■ Swine Flu contingency plans With the outbreak of the H1N1 Influenza A pandemic during the year, we swiftly introduced precautionary measures in the ASL Use of English oral examinations which were implemented at 48 examination centres in 24 schools. Candidates with a fever or fl u-like symptoms were seated separately or allowed to reschedule their examination free of charge provided they had a medical certificate. Masks could be worn in the reporting and preparation rooms, but had to be removed in the examination room so as not to impede verbal communication.

    Similar measures were also adopted for the CE Chinese Language Speaking examination. Both the CE English Language and Putonghua Speaking examinations were conducted with seating arrangements that allowed a distance between candidates and examiners in order to minimize the possibility of infection.

    行,但仍難免出現一些無可避免的異

    常事件,需要迅速處理,以確保考試

    保持公平公正。2009年,有數個試場

    的電台廣播受到干擾,故此高補中國

    語文及文化科聆聽理解考試,與高補

    英語運用科聽力測驗期間,這些試場

    需改用紅外線接收系統廣播,應考考

    生須使用我們提供的耳筒進行考試。

    ■ Improvement measures for listening tests Whilst every effort was taken to ensure the smooth running of public examinations, there were a few unavoidable glitches, which necessitated speedy action in order to maintain a fair and equitable assessment environment. Due to the interference of radio broadcast during the ASL Chinese Language and Culture and the ASL Use of English Listening Tests, at several centres an infra-red transmission system was deployed as an alternative mode of delivery. Candidates in these centres, where the test was broadcast through the infrared transmission system, were able to take the test with headphones provided by the HKEAA.

    與考務人員攜手合作

    每年的考試行政工作均必須得到試場主任

    和監考員的支持。為了確保考試在公平公

    正環境下進行,與考務人員保持緊密聯繫

    至為重要。2009年筆試及聆聽測驗的監考

    員人次約有34,000。

    考試行政管理

    ■ 試場通訊及支援系統年內,共有100間學校參與為支援公開

    考試行政管理的「試場通訊及支援系

    統」(PECSS)試驗計劃。試驗於4月下

    旬進行,我們於8科會考及15科高考/

    高補考試期間試用系統。考務控制中

    心與各試場主任利用PECSS系統與各

    試場主任保持緊密聯繫,以便即時處

    理試場的突發事件和提供支援。

    Working with examination personnel

    Each year, the examination administration is supported by centre supervisors and invigilators and successful delivery of fair and equitable examinations hinges, to a large extent, on effective communication with all examination personnel. In 2009, there were around 34,000 invigilator-sessions for the written examinations and listening tests.

    Examination administration

    ■ Public Examinations Communication and Support System (PECSS) During the year, 100 schools participated in the pilot run of the PECSS, an initiative designed to support the administration of public examinations, which involved 8 CE and 15 AL/ASL subjects during the last two weeks of April. With this system, our command centre was able to provide instantaneous support to handle any examination irregularities and maintain constant communication with centre supervisors.

    試期間參與「出席紀錄及答卷收集系

    統」 (ASTS) 試驗計劃。該系統利用電

    腦條碼自動紀錄考生出席資料及所收

    集的答卷,以提升考試行政的保密和

    公正程度。考評局在3月和4月期間舉

    行簡介會,向試場主任及學校的電腦

    技術員講解新系統。

    學校對PECSS及ASTS兩項試驗計劃

    均作出正面評價。試驗計劃能順利進

    行,正好為日後全面應用作好準備。

    考務人員培訓

    ■ 校本評核校本評核是配合新學制而引入的重要評

    核方式,它不但把學與教及評核整合起

    來,亦更全面地評估學生的表現。

    我們持續為教師舉辦培訓課程及簡介

    會,讓他們更掌握校本評核的最新發

    展。同時,我們亦參考與教師討論所得

    的意見,編製校本評核手冊,詳載24個

    科目個別的評核要求、評核準則、指引

    及程序。2010/2011學年起首批達到中

    五程度的香港中學文憑學生須參與校本

    評核,這本手冊將有助教師籌劃12個科

    目的校本評核工作。

    此外,我們亦出版學校領導層專用手

    冊,詳細列出有關校本評核的一般指引

    及管理程序,以協助校方計劃及監察校

    本評核的施行。

    ■ Attendance and Script Tracking System (ASTS) In addition, 7 schools participated in a feasibility study on the Attendance and Script Tracking System (ASTS) in 3 AS-level subjects. The ASTS automated the attendance taking process by using a barcode matched against the collected scripts thereby enhancing the level of security and integrity of exam administration. Briefi ng sessions were organized for centre supervisors and school IT technicians in March and April.

    Positive feedback on the PECSS and ASTS was received from schools. The smooth operation of the systems has paved the

    way for their full implementation in the near future.

    Training to support exam personnel

    ■ School-based Assessment (SBA) The development of SBA, a mechanism that integrates learning and teaching with assessment and offers a more comprehensive reporting of students’ performance, remains a cornerstone of the new curriculum.

    Ongoing training courses and briefing sessions for teachers have kept them up-to-date on the latest developments in SBA. Handbooks containing assessment requirements, assessment criteria, guidelines and procedures, for each of the 24 subjects, were developed following feedback and discussion with teachers. These materials will help prepare teachers conduct SBA in twelve subjects in 2010/2011 when the first cohort of HKDSE students reach secondary fi ve level.

    A handbook targeted at school leaders detailing the general guidelines and administrative procedures of SBA was also issued to facilitate their planning and monitoring of the development of SBA for the transition ahead.

    網上評卷發展

    本年度再有4個會考及高考科目的答卷採

    用網上評卷系統評閱,包括會考的數學

    科、會考附加數學科、高考物理科及高補

    通識教育科。至今合共14個科目的答卷以

    網上評卷系統評閱。

    3,000多名閱卷員及1,000多名助理閱卷員

    參與網上評卷工作,評閱超過120萬份答

    卷。2009年度的5,000名會考及高考閱卷員當

    中,超過半數使用網上評卷系統評閱答卷。

    Development of Onscreen Marking (OSM)

    During the year, the scope of onscreen marking was

    extended to include four more CE and AL subjects: CE

    Mathematics, CE Additional Mathematics, AL Physics and

    ASL Liberal Studies. In total, 14 subjects are now marked

    electronically.

    More than 1.2 million scripts were marked onscreen,

    involving over 3,000 markers and 1,000 marking assistants.

    It is worth noting that more than half of the 5,000 markers

    for the 2009 CE and AL examinations marked onscreen.

    教師語文能力評核

    2009年共有2,071名考生參加教師語文能

    力評核英國語文測試,當中97%考生於課

    堂語言運用取得3級或以上成績,約70%考

    生在聆聽測試取得相若成績。至於報考普

    通話測試的2,785名考生中,77%考生於課

    堂語言運用取得3級或以上成績,58%考生

    在聆聽與認辨取得同級分數。

    教師語文能力評核由考評局及教育局合

    辦,以評核考生的英文和普通話語文能力。

    兩科測試均設有口試和筆試,以及由教育

    局進行的課堂語言運用測試。考生須於各

    科每卷達到一定等級才符合任教資格。

    Language Profi ciency Assessment for Teachers (LPAT)

    A total of 2,071 candidates took the Language Profi ciency

    Assessment for Teachers (LPAT) in English Language with

    some 97% of candidates attaining a score of Level 3 or

    above for classroom language assessment, and around

    70% achieving the same score for listening. Of the 2,785

    students who took part in the Putonghua papers, 77% earned

    a Level 3 or above score for classroom language assessment

    and 58% scored similarly for listening and recognition.

    LPAT is jointly conducted by the HKEAA and the Education

    Bureau (EDB) to assess the language proficiency in English

    Language and Putonghua.

    Both assessments consist of oral and written papers as

    well as a classroom language assessment. The classroom

    language assessment is conducted by the EDB. Qualifying

    regulations require that teachers must achieve a certain

    grade in each part of the assessment.

    普通話水平測試

    近年來,社會人士對學習普通話的興趣

    與日俱增。2009年共有582名考生參加測

    試,聆聽測試合格率達83%。

    全港性系統評估

    今年共有約206,000名學生參加全港性系

    統評估,當中78,000名中三學生完成所

    有評估。期間受人類豬型流感H1N1的影

    響,全港小學曾短暫停課,原定於6月17

    至18日舉行的各科紙筆評估亦相應取消,

    只有英文和中文科的說話評估和中國語文

    科的視聽資訊評估繼續進行。

    為協助學與教,全港性系統評估三個科目

    的所有試題和評卷參考,已於8月派發給

    各小學作為校內評估之用。

    我們在十月底發表了兩份補充報告,匯報

    一般考生(不包括輕度智障或特殊需要考

    生)的表現。我們亦於評估結果公布後,

    與教育局合辦三次研討會,討論英國語

    文、中國語文和數學三個學科的表現,協

    助教師參考和分析評估數據,改善整體的

    學與教。

    Test of Profi ciency in Putonghua (TPP)

    There has been a growing interest among the local

    community in the study of Putonghua in recent years.

    The TPP in 2009 drew a total of 582 candidates with 83%

    passing the listening test.

    Territory-wide System Assessment (TSA)

    This year, the total number of students participating in TSA

    2009 was approximately 206,000 with 78,000 Secondary

    Three students completing the assessments. The temporary

    suspension of primary schools due to the outbreak of the

    H1N1 swine influenza led to the cancellation of the written

    tests originally scheduled on 17 and 18 June for all subjects

    except for the speaking components in English and Chinese,

    and the audio-visual assessment for Chinese Language.

    TSA question papers and marking schemes for all three

    subjects were delivered in August to primary schools for

    internal assessment to facilitate their own learning and

    teaching.

    Two supplementary reports, which excluded the

    performance of students with mild intellectual disabilities

    and students with different special educational needs,

    were made available to schools at the end of October.

    教師亦可以參加全自動化的網上培訓計

    劃,更深入了解口試的評分標準,他們亦

    可取得輔助教材,如學生簡報及小組活動

    的示例短片。此外,我們也為小學教師舉

    辦評核認知課程,協助他們參考評估數據

    提升學與教,並提供平台讓他們分享中國

    語文、英國語文及數學科的評估經驗和知

    識。目前,已有接近3,000名教師參與有

    關工作坊。

    為配合非華語學生的需要,我們準備了

    中、英文版的全港性系統評估「學生須

    知」,以補充資料的形式印製有關小三、

    小六及中三的閱讀、寫作、聆聽及視聽資

    訊評估資料,供非華語學生參考。

    Meanwhile, three seminars, co-organized with the EDB,

    were held following the release of the TSA results. The

    seminars, which focused on English Language, Chinese

    Language and Mathematics, were aimed at assisting

    secondary teachers to heighten their use of TSA data so as

    to improve learning and teaching overall.

    Teachers also benefitted from a fully automated online

    training programme that enhanced their understanding

    of standardized scoring in speaking assessments. The

    training was supplemented by exemplar videos of

    student presentations and group interactions. In addition,

    assessment literacy training was provided to primary school

    teachers to help them make use of assessment data to

    improve teaching and learning, and offer a platform on

    which they could share their experience and knowledge

    of assessment in the subjects of Chinese, English and

    Mathematics. So far, close to 3,000 teachers have

    participated in these workshops.

    To take into account the needs of non-Chinese speaking

    students, we developed a bilingual version of “Instructions

    to Students” for TSA, in the form of supplementary sheets

    in reading, writing, listening and CAV assessment for

    Primary 3, Primary 6 and Secondary 3 non-Chinese speaking

    students participating in TSA.

    國際及專業考試

    我們於年內推出多項新考試及開拓新的服

    務,當中包括承辦政府部門的招聘考試。

    我們亦為人數日增的內地學生提供特別的

    支援服務。年內,參加國際及專業考試的

    人次高達30萬考生。

    ■ 內地考生數目激增國際及專業考試考生數目增長,主要

    是由於內地來港的考生人數持續上

    升。超過90%參加美國大學基本入學

    試—「學術能力測試 」(SAT)的考生均

    來自內地。該測試應考人數每年增長

    逾60%,考生總數超過17,000人。

    ■ 新辦考試年內我們亦首次承辦另一主要美國大

    學入學試—進階先修考試(Advanced

    Placement Test)。該試同樣吸引不少

    內地學生,首年已有250人報考。我們

    正準備加強考生服務,提供更多繳費

    方法、跨境試卷郵遞服務,以及提供

    本港住宿及交通的網上資訊,並因應

    考生的特別需求,安排於本地酒店進

    行考試。當中高達80%的考生專程從

    中國內地來港參加考試。

    International and Professional Examinations

    During the year, we introduced new examinations and launched several business diversifi cation initiatives including the administration of recruitment examinations for government departments. We also provided support services targeted at the specific needs of a growing number of mainland Chinese students. The total candidature for international and professional examinations was at a record high of around 300,000 candidates.

    ■ Surge of Mainland candidates The major growth of international and professional examinations hinged on the increasing number of candidates from the mainland. Over 90% of candidates taking the SAT, a standardized test for college admissions in the U.S, were from the mainland. The test has registered an annual growth of more than 60% with the total number of candidates reaching over 17,000 each year.

    ■ New examinations We held, for the very first time, the Advanced Placement Test, which is another admissions test for entry into universities in the US. This too generated immediate and significant interest among Mainland Chinese students with a candidature of over 250 in the first year. To meet the unique demands of these candidates, we extended the scope of our services, by expanding our payment channels, providing cross-border postage of examination documents, online information on local accommodation and transportation, and conducting some of the examinations at local hotels. Up to 80% of these candidates had travelled from Mainland China to Hong Kong specifi cally for the test.

    我們另一發展策略是向政府部門推廣

    招聘考試服務。直至2009年底,我

    們承辦了7個政府部門的16個招聘考

    試。政府招聘考試服務在本年度正式

    推行,並有近30,000名人士報考,約

    佔國際及專業考試的全年考生人數的

    10%。除了舉辦考試外,我們還因

    應部門的個別需求提供一站式服務,

    包括命題、印製試卷、掃描選擇題答

    案、評閱答卷及處理成績。

    年內引進的多項國際及專業考試

    中,以澳洲舞蹈教師考試(Australian

    Teachers of Dancing Examination)最

    受歡迎,吸引了逾1,000名考生報考。

    應香港標準舞總會要求,我們亦承辦

    了英國國家舞蹈教師協會標準舞及拉

    丁舞(香港區)考試。其他新考試包括汕

    頭大學長江藝術與設計學院入學試、

    加拿大醫學會執業資格試、National

    Board of Public Health Examiners

    的資格認證考試、美國獸醫協會基本

    及臨床科學考試和美國醫學遺傳局

    (American Board of Medical Genetics)

    的遺傳諮詢師認證試。

    As an alternative development strategy, we have actively promoted our recruitment examination service to government departments. At the end of 2009, 16 government recruitment examinations had been commissioned by 7 different government departments. The government recruitment examination service properly took off this year with the enrollment of close to 30,000 candidates, constituting about 10% of the annual candidature for international and professional examinations. Aside from the delivery of the actual examination, we also offered these departments, upon their request, a one stop service that includes question paper setting, printing of question papers, scanning of multiple choice answer sheets, marking of worked scripts and processing of results.

    A gamut of international and professional examinations was introduced in the year, one of which, the Australian Teachers of Dancing Examination, attracted over 1,000 candidates. We also took on administering the National Association of Teachers of Dancing (UK) examinations at the request of the Hong Kong Ballroom Dancing Council. Other new examinations are the Admission Examination for Shantou University’s Cheung Kong School of Art and Design, the Medical Council of Canada’s Evaluating Examination, the Certification Examination for the National Board of Public Health Examiners, the American Veterinary Medical Association’s Basic and Clinical Sciences Examination and the American Board of Medical Genetics for medical practitioners’ qualifying examinations.
