Actual status and problems

• Entering the initial operational capability phase

• Six Galileo satellites currently in orbit

• First launch of Galileo FOC satellites on August 22nd 2014

• Injected into non-nominal orbit

• Problems:

• High elliptical orbit

• Van Allen radiation belt

• High Doppler values

• Navigation message problem

• Fuel is limited

• ESA is investigating the possibilities of exploiting the satellites to

maximum advantage

• Is there a positive perspective for Galileo?

GSV-Forum, Philipp Berglez, 21 October 2014

The answer must be YES

GSV-Forum, Philipp Berglez, 21 October 2014

• Galileo has an user oriented approach

• Different services for civilian use

• Under full civilian control

• Independent from GPS, GLONASS

• Interoperable with other GNSS

• Galileo success story so far

• Suitability of key technologies have been demonstrated

• Exceptionally stable passive hydrogen maser atomic clock – the

most advanced clock ever flown for navigation purposes

• Historic first positioning fix using Galileo only on 12 March 2013.

• Galileo services have been demonstrated

• “Galileo works, and it works well” (ESA 2014)

4

First Galileo position fix by TeleConsult Austria

• March 25th, 2013 at 9:09 CET

• Rosenhain, Graz, Austria

• 4 Galileo IOV satellites

• 6 GPS satellites

• Combined Galileo GPS position fix

Galileo overview

GSV-Forum, Philipp Berglez, 21 October 2014

• Space segment

• Circular orbits; 23 616 km above earth (period 14 h 04 min)

• Orbital inclination of 56°

• Three equally spaced orbital planes

• Nine operational satellites, equally spaced in each plane

• One spare satellite (also transmitting) in each plane

• Galileo ground segment

• Galileo Control Center (Oberpfaffenhofen and Fucino)

• Telemetry, Tracking and Command Stations

• Uplink Stations

• Sensor Stations

• User segment

GCC in Oberpfaffenhofen

Vulnerability & GNSS threats

GSV-Forum, Philipp Berglez, 21 October 2014

• GNSS Security Threats

• Jamming, spoofing, meaconing

• Volpe Report 2001: Vulnerability assessment of the transportation

infrastructure relying on GPS

• Countermeasures

• Galileo signal design

• Signal processing algorithms

• Data processing algorithms

• Projects at TeleConsult Austria

• Detection, classification and localization of jammers and spoofers

• Position and signal authentication

• Galileo Public Regulated Service signal simulation

Not just an urban legend

GSV-Forum, Philipp Berglez, 21 October 2014

• Reports on jamming and spoofing attacks increased during past years

• Mainly in North America and Asia

• Degradation of performance or denial of service

• Especially a problem for safety critical GNSS applications

• Field tests in August 2014 in the area of Graz

The threats are real

GSV-Forum, Philipp Berglez, 21 October 2014

• Field tests in Austria revealed that the threats are real

• Within the first hour of the test the first jammer was detected

• Significant drop of accuracy during jamming event

• Caused by personal privacy device installed in truck/car

11

Benefit of Galileo signals – Typical Jammer (1/2)

GSV-Forum, Philipp Berglez, 21 October 2014

• PRS signals designed to be resistant against jamming and spoofing

• CS signals provides high accuracy and authentication service

• Simulation of jamming scenario

12

Benefit of Galileo signals – Typical Jammer (2/2)

GSV-Forum, Philipp Berglez, 21 October 2014

• Comparison of GPS C/A, Galileo OS, and Galileo PRS performance

during jamming event

• No GPS position solution during jamming event

• Galileo OS performance decreased

• Galileo PRS performance unaffected
