Artikel 21A 2002: Der 86. Zusatzartikel der indischen

Verfassung macht die Primärbildung zu einem Grundrecht und garantiert „free and compulsory education to all children (6-14 years) as the State may by law determine“.

EntwicklungSarva Shiksha Abhiyan (SSA) ist ein Regierungsprogramm das 2001 gestartet wurde, mit dem Ziel einer allgemein verfügbaren Grundschulbildung, um wiederum dem Grundrecht auf Bildung Gültigkeit zu verschaffen.

Ziele des SSA: All children to be in schools by 2003 All children to complete five years of primary schooling by 2007 All children to complete eight years of schooling by 2010 Focus on elementary education of satisfactory quality with emphasis on education for life Bridging all gender and social disparities at the primary stage by 2007 and at the upper primary level by 2010 Universal Retention by 2010

Das Programm konnte einige Fortschritte erzielen: ca. 186.000 neue Schulen, ca. 172.000 neue Trinkwasser-facilities, 810.000 neue Lehrkräfte.

Echter politischer Wille und die Bereitstellung zusätzlicher finanzieller Mittel sind notwendig
