I. Introduction

• overall scope of the global assessment will be to assess the status and trends of biodiversity and ecosystem services, the impact of biodiversity and ecosystem services on human well-being and the effectiveness of responses, including the Strategic Plan for Biodiversity 2011–2020 of the Convention on Biological Diversity and its Aichi Biodiversity Targets

• need for close links with the Strategic Plan for Biodiversity 2011–2020 of the Convention on Biological Diversity, as well as with previous and ongoing assessment processes

• UN-CBD: Global Biodiversity Outlook (GBO) 2nd COP of CBD (1995) called for the periodic report on biological diversity: GBO1 published 2001, GBO4 2014

• UNEP: Global Environmental Outlook (GEO) started in 1995 by UNEP; 5 main reports: 1997-2012, annual reports, online data portal

• FAO: The State of the World’s Biodiversity for Food and Agriculture in progress; already available: SoW Forests, SoW Plant Genetic Resources, etc

• Millenium Ecosystem Assessement 2001–2005, Called for by UN Secretary General in 2000, coordinated by UNEP, 5 technical volumes & 6 synthesis reports, 33 sub-global assessments, > 1,360 experts (95 countries), 80 review editors, 600 reviewers, 18,000 comments from 850 experts & governments

• Global Biodiversity Assessment Published 1995, 1,140-page report. Funded by the GEF & UNEP, independent and peer reviewed, over 1,500 scientists and experts from all parts of the world.

II. Suggested approach for the scoping process

•full scoping of the assessment to be carried out in 2015

•scoping workshop (involve the participation of about 60 experts, including selected experts, and members of the Panel and the Bureau, as well as the co-chairs of each regional assessment)

•Nominations are made in accordance with the following criteria: the experts nominated must reflect the range of scientific, technical and socio-economic views and expertise that exist; include appropriate geographical representation, ensure the representation of experts from developing and developed countries and countries with economies in transition; reflect a diversity of knowledge systems; and reflect gender balance. The experts nominated should also include some policymakers. In addition, it would be important for the secretariat of the Convention to be represented in the scoping workshop.

•The scoping document will include: sections presenting the overall scope and utility of the global assessment; detailed chapter outline; include sections on data and knowledge, operational structure, possible strategic partnerships, process and timetable, communication, outreach and capacity-building activities, and cost estimates. (=> the same structure as in the 9 pages „Draft generic scoping report for the regional and subregional assessments”)

III. Consultations prior to the scoping

•It is suggested that, prior to the scoping workshop, an open consultation will be organized(?)

•The Panel, the Bureau and the secretariat will work with the Convention, including its secretariat, in order to explore the scope of the global assessment in relation to the Strategic Plan for Biodiversity 2011–2020.

•Key issues: how the global assessment contributes to the assessment of progress towards the Aichi Biodiversity Targets for 2020, how it draws upon or relates to the information in the fifth and sixth national reports for the Convention, and how it relates to a potential fifth Global Biodiversity Outlook report.

•Full scoping document should include discussion, how to build on and relate to existing efforts:

–Global Biodiversity Outlook (GBO) including (GBO-4);

–the Biodiversity Indicators Partnership (BIP);

–the first World Ocean Assessment;

–planned assessments by the Food and Agriculture Organization of the United Nations (FAO);

–Global Environmental Outlook process (GEO);

–national assessments carried out by Governments in preparing their national reports for the Convention, and other national, regional and global assessments;

Indicators to track achievement of CBD Targets

Indicators to track achievement of CBD Targets

• CBD COP decided to convene Ad-Hoc Technical Expert Group (AHTEG) meeting on indicators in 2015 (29 June - 2 July 2015 - Geneva, Switzerland): will agree a road map for addressing indicator gaps and understand how current indicators can better support other initiatives such as IPBES…

• Overlap in the overarching goals of biodiversity-related Conventions: efforts to harmonize indicators, identify BIP indicators that can be used of other conventions => high potential for adapting global indicators to the specific needs; opportunity to develop indicators that are relevant as well for Sustainable Development Goals (SDGs)
