Wissenschaftliche Literatur: Monographien, Buchbeiträge, Zeitschriftenaufsätze, Arbeitspapiere und Manuskripte

Bei Literaturhinweisen wurde grundsätzlich die vorgegebene Schreibweise des Autorenna-mens übernommen. Derselbe Autor kann dementsprechend in verschiedenen Schreibweisen aufgeführt werden. Die alphabetische Einordnung richtet sich jedoch bei russischen und ukrainischen Autoren grundsätzlich nach der hier vorrangig verwendeten wissenschaftlichen Bibliotheksumschrift, d.h. Yakovlev wird unter Jakovlev einsortiert. Bei russischsprachigen Publikationen nicht-russischer Autoren richtet sich die Einordnung nach der Originalschreib-weise des Autorennamens, d.h. MakFaul wird unter McFaul einsortiert.

Bei Printpublikationen, die auch im Internet verfügbar sind, wird soweit ermittelt die Internetadresse mit aufgeführt. Bei Internetzeitschriften, die nicht in Druckfassung erschienen sind bzw. als solche nicht zugänglich waren, wird die Internetadresse anstelle der Seitenangaben angeführt. Bei komplexen Links wird anstelle der vollständigen Angabe nur die Internetadresse der Hauptseite angegeben, falls von dort das Publikationenarchiv direkt erreichtbar ist.

Im elektronischen Format verfügbare Nachrichten zum Th ema der vorliegenden Arbeit, d.h. elektronische Nachrichtendienste und per e-mail versandte oder im Internet publizierte Ver-sionen traditioneller Printmedien, wurden in eine Datenbank im AskSam-Format importiert und dadurch für Stichwortabfragen verfügbar. Für den Untersuchungszeitraum umfasst die Datenbank über 400.000 Datensätze, d.h. Einzelnachrichten.

Aufgrund des elektronischen Formats sind keine Seitenangaben vorhanden. Auch im Falle parallel veröff entlichter Papierversionen wurden deshalb in dieser Arbeit keine Seitenzahlen für die jeweiligen Meldungen angegeben.

Anhang: Die Berechnung des Preis-Gewinn-Verhältnisses für die Privatisierungsauktionen

Bei den in Kapitel 7 behandelten großen Privatisierungsauktionen war in allen drei Unter-suchungsländern ein zu niedriger Verkaufspreis ein zentraler Vorwurf bei vermuteten Mani-pulationen zugunsten nationaler Finanzinvestoren. Um abschätzen zu können, wieweit der Verkaufspreis manipuliert wurde, ist es erforderlich, den tatsächlichen Wert des privatisierten Unternehmens zu bestimmen.

In der Aktienanalyse ist hierbei das Kurs-Gewinn-Verhältnis (KGV) ein zentraler Indi-kator. Es wird berechnet als Quotient aus Aktienkurs und anteiligem Unternehmensgewinn. Das KGV gibt damit für eine Aktie an, mit dem Wievielfachen des jährlichen Unternehmens-gewinns sie bewertet wird. Derselbe Indikator kann auch für die bei Privatisierungsauktionen verkauften Unternehmensanteile gebildet werden. Das Preis-Gewinn-Verhältnis, das im Fol-genden der Einfachheit halber auch KGV genannt werden soll, gibt dann an, das Wievielfache des jährlichen Unternehmensgewinns (Nettogewinn nach Steuern) vom Käufer bezahlt werden musste. Ein KGV von 10 bedeutet so, dass der Käufer anteilig 10 Jahresgewinne bezahlen muss, sich seine Investition also – unter der Annahme gleich bleibender Gewinne – nach 10 Jahren amortisiert hat.

Das KGV ist jedoch kein eindeutiger Indikator für den Unternehmenswert. Erstens sind die Gewinne teilweise erheblichen Schwankungen unterworfen. Die mit der Privatisierung ver-bundenen Änderungen in der Unternehmensleitung etwa können auch zu einem schlechten Jahr mit entsprechendem Gewinnrückgang führen. Um diesen Eff ekt abzuschwächen, wurde hier für den Gewinn ein Durchschnittswert aus zwei Jahren gebildet.

Zweitens ist der Gewinn aber kein eindeutiger Indikator für den Unternehmenswert. Zum einen besitzen auch mit Verlust arbeitende Unternehmen aufgrund ihres Vermögens einen Wert. Zum anderen hängt der Wert eines Unternehmens nicht nur von den gegenwärtigen Gewinnen ab, sondern sehr stark auch von der Erwartung bezüglich zukünftiger Gewinne. Der Unternehmenswert erhält damit eine subjektive Komponente. Zentrale Unterschiede bei der Erwartung bezüglich zukünftiger Gewinne ergeben sich aus dem Land und aus der Branche. Unternehmen aus dem selben Land und der selben Branche weisen im Aktienhandel in der Regel ähnliche KGVs auf, während das KGV zwischen Unternehmen verschiedener Länder und verschiedener Branchen große Unterschiede aufweisen kann.

Die hier für die privatisierten Unternehmen bestimmten KGVs können deshalb nicht di-rekt miteinander verglichen werden, sondern müssen nach ihrem konkreten Geschäftsumfeld bewertet werden. Es ist zum Beispiel durchaus logisch begründbar, dass ein russisches Erdö-lunternehmen 1995 billiger war als 2001. 1995 war mit einem möglichen Sieg des kommunis-tischen Kandidaten bei den Präsidentschaftswahlen das politische Risiko höher und mit nied-rigen Weltmarktpreisen für Erdöl die konkrete Gewinnerwartung niedriger als 2001. Ebenso kann etwa argumentiert werden, dass polnische Unternehmen aufgrund größerer politischer

Stabilität und der EU-Beitrittsperspektive mit einem höheren KGV bewertet wurden als russi-sche oder ukrainische.

Um den Verkaufspreis für die privatisierten Unternehmen einzuschätzen, werden deshalb auf der Grundlage des KGV fünf Kategorien gebildet: sehr günstig, günstig, normal, ungünstig und negativ. Sehr günstig beschreibt dabei ein KGV von 1 bis 3, d.h. dass der Investor spä-testens nach drei Jahren den Kaufpreis aus seinem Gewinnanteil zurückerhalten hat. Landes- und branchenunabhängig kann ein entsprechender Verkaufspreis als extrem vorteilhaft für den Käufer betrachtet werden. Hier liegt ein Manipulationsverdacht nahe. Ungünstig beschreibt ein KGV, das über 40 liegt. Auch hier kann die Bewertung landes- und branchenunabhängig erfolgen. Negativ ist ein KGV, wenn das entsprechende Unternehmen Verluste ausweist. In beiden Fällen gibt das KGV keine Anzeichen für einen zu niedrigen Preis. Zum Vergleich: Das durchschnittliche KGV der börsennotierten Unternehmen in Osteuropa (EM-Eastern Europe) lag 2004 bei 8, das KGV der größten börsennotierten europäischen Unternehmen (Euro Stoxx 50) lag 2004 bei 14.1
