Friedensgutachten 2012 vorgestellt

Am 22. Mai wurde das Friedensgutachten 2012 vor der Bundespressekonferenz in Berlin vor-gestellt. In diesem Jahr liegt der Schwerpunkt auf globalen Machtverschiebungen – zum Bei-spiel dem Einfluss der BRICS-Staaten, Brasi-lien, Russland, Indien, China und Südafrika – und deren Auswirkungen auf deutsche und europäische Friedenspolitik. Die Verunsi-cherungen, die mit den Machtverschiebun-gen einhergehen, werden thematisiert, ihre gewalttätigen und friedlichen Konsequenzen werden analysiert und bewertet sowie frie-denspolitische Lösungsstrategien entworfen. Das Friedensgutachten ist das gemeinsame Jahrbuch der vier Institute für Friedens- und Konfliktforschung in der Bundesrepublik. He-rausgegeben wurde es 2012 von Bruno Schoch als Vertreter der in diesem Jahr federführend verantwortlichen HSFK, sowie Corinna Haus-wedell, Janet Kursawe und Margret Johannsen. Peace Report 2012 published

On 22nd May, the Peace Report 2012 was pre-sented at the German Federal Press Conference in Berlin. This year, it focuses on global power transitions – as for example with the rise of the BRICS states Brasil, Russia, India, China, and South-Africa – and their influence on German and European peace policy. The 2012 Peace Re-port sheds light on the insecurities arising from the current shifts in global power, and will also analyse and evaluate their consequences to outline peaceful political solutions. The Peace Report is the joint yearbook of the four insti-tutes of peace and conflict research in Germa-ny, published by Bruno Schoch, representative of PRIF, which was responsible for this year’s peace report, as well as Corinna Hauswedell, Janet Kursawe and Margret Johannsen. It has been published annually since 1987.

Moltmann aus GKKE-Fachgruppe „Rüstungsexporte“ verabschiedet

Dr. Bernhard Moltmann wurde am 8. Mai 2012 auf dem Symposium „Den Schleier des Geheimnisvollen lüften“ aus der Leitung der Fachgruppe Rüstungsexporte der Gemein-samen Konferenz Kirche und Entwicklung (GKKE) verabschiedet. Die Prälate Dr. Bern-hard Felmberg und Dr. Karl Jüsten dankten Moltmann für „ungezählte Arbeitsstunden, viel Kraft, Zeit und Energie“ während seiner Zeit in der GKKE. Moltmann war seit 1997 Vorsitzender der Forschungsgruppe „Rüs-tungsexporte“. http://www.gkke.org

Moltmann given farewell from GKKE working group “Arms Exports”

On 8th May 2012 Dr Bernhard Moltmann was given an official farewell as head of the work-ing group “Arms Exports” at the Gemeinsame Konferenz Kirche und Entwicklung (GKKE) during the symposion “Unveiling the Mys-terious”. Prelates Dr Bernhard Felmberg and Dr Karl Jüsten thanked Moltman for “count-less hours of work, much strength, time, and energy” during his time at GKKE. Moltmann chaired the research group “Arms exports” since 1997.http://www.gkke.org

Erfolgreiche Podiumsdiskussionen von HSFK und Frankfurter Rundschau Wie geht es weiter im iranischen Atomkonflikt? Und welchen Einfluss hat ein selbstbewusstes China auf die globale Machtverteilung? Zwei Mal in den vergangenen Monaten – am 23. Ap-ril und am 11. Juni – lud die HSFK in Koope-ration mit der Frankfurter Rundschau (FR) zu Podiumsdiskussionen, um diesen und anderen Fragen nachzugehen. Unter den Titeln „Krieg in Sicht? – Israel, Iran und die Bombe“ und „Chinas Aufstieg“ trafen hochkarätige Spezia-listen – moderiert von FR-Redakteur Andreas Schwarzkopf – aufeinander, diskutierten und stellten sich den Fragen des Publikums.

Successful Panel Discussions by PRIF and Frankfurter RundschauWhat will happen in the Iranian nuclear con-flict? What influence does a self-confident China have on the global distribution of pow-er? Two times in the last months – on April 23rd and June 11th – PRIF in cooperation with Frankfurter Rundschau (FR) invited the public for a panel discussions to answer those and other questions. International experts discussed the two topics “War in Sight? – Is-rael, Iran, and the Bomb” and “China’s Rise”, chaired by FR journalist Andreas Schwarz-kopf. Following the discussion, the panelists answered the audience’s questions.

Jahreskonferenz der HSFK am 20.9.

Wie ist eine friedens- und stabilitätssichern-de Zusammenarbeit zwischen den heutigen und künftigen Großmächten möglich? Welche Lehren können aus früheren Ansätzen solcher Kooperationen gezogen werden? Hochkarätige internationale Referenten diskutieren auf der Jahreskonferenz der HSFK das Thema „Multi-lateralism in the 21st Century“. Die Konferenz knüpft an das von der HSFK geleitete interna-tionale Forschungsprojekt „Ein Mächtekon-zert für das 21. Jahrhundert“ an. Im Rahmen der Jahreskonferenz wird der Ernst-Otto- Czempiel-Preis 2012 für die beste postdoktorale Monografie 2010/2011 im Bereich der Friedens-forschung verliehen. PRIF’s Annual Conference on 20/9/12

PRIF’s annual conference on 20th September will be dedicated to „Multilateralism in the 21st Century“ examining the need for coop-eration among existing and rising great pow-ers. Contributions will discuss the legacy of the historical Concert of Europe and elabo-rate the status and chances of current and future forms of multilateral great power co-operation. The conference is linked to PRIF’s international research project „A 21st Centu-ry Concert of Powers“. During the conference, the Ernst-Otto Czempiel Award will be given to the author of the best postdoctoral mono-graph in peace research published within the past two years. Simone Wisotzki

Dr. Simone Wisotzki nahm an den Verhand-lungen zum Abkommen zur Kontrolle des glo-balen Waffenhandels (Arms Trade Treaty) teil, die vom 2. bis 27. Juli in New York bei den Ver-einten Nationen stattfinden. Ziel des Abkom-mens ist es, den staatlichen Waffenhandel glo-balen Kriterien zu unterwerfen, die verhindern sollen, dass konventionelle Rüstungsgüter in Krisen- und Konfliktgebiete gelangen.

Dr Simone Wisotzki participated in the ne-gotiations for the “Arms Trade Treaty” held at the United Nations in New York from 2nd to 27th July. The treaty aims at defining global criteria according to which state-run arms trade is regulated. These regulations shall prevent the export of conventional arms into conf lict regions.

Alena Mehlau

Dr. Christoph Kohl ist seit Juli wissenschaft-licher Mitarbeiter in der Forschungsgruppe „Politische Globalisierung und ihre kulturelle Dynamik“. In seinem Forschungsprojekt „Lo-kale kulturelle Dynamiken der Sicherheits-sektorreform in Guinea-Bissau“ beschäftigt er sich mit ethnologischen Gesichtspunkten von Sicherheitssektorreform-Bemühungen in dem westafrikanischen Land.

Alena Mehlau und Nina Müller sind ebenfalls seit Juli wissenschaftliche Mitarbeiterinnen in dieser Forschungsgruppe. In ihrem Disserta-tionsprojekt „Within and beyond local dyna-mics – cultural effects of transnational norms“ arbeitet Alena Mehlau zu Sicherheitssektorre-form-Prozessen in Westafrika. Nina Müllers Dissertationsprojekt lautet „(Un)Sicherheits-konflikte, Sicherheitskonzepte und -akteure in Nigeria“.

Dr Christoph Kohl has been research as-sociate in the research group “The Cultural Dynamics of Political Globalization”. His research project “Local cultural dynamics of SSR in Guinea-Bissau“ analyzes ethno-logical aspects of security sector reform initiatives in the West African country.

Alena Mehlau and Nina Müller have been PhD candidates in this research group since July. Alena Mehlau’s thesis “Within and be-yond local dynamics – cultural effects of trans-national norms” is concerned with Security Sector Reform initiatives in West Africa. Nina Müller’s PhD project is titled “(In)Security conflicts, security concepts and security actors in Nigeria”.

Funding for Cluster of Excellence extended

On June 15th, the German Research Founda-tion announced that funding for the Cluster of Excellence at Goethe University Frankfurt “The Formation of Normative Orders” will be contin-ued for another five years until 2017. Since 2007 the PRIF has been a major partner of the Cluster of Excellence alongside the Technical University Darmstadt, the Max Planck Institute for Euro-pean Legal History and the Institute of Social Research in Frankfurt. “We are very happy about this decision made by the German Research Foundation” said PRIF director Harald Müller. “It confirms the quality of our research and pro-vides us with a clear and motivating perspective. The collaboration with colleagues from different disciplines broadens our horizon and stimulates our further work.” The Cluster has introduced ten new professorships within the last few years and is considered to be one of the leading re-search centers on normative orders worldwide.http://www.normativeorders.net

Exzellenzcluster wird weiter gefördert

Der Exzellenzcluster „Die Herausbildung nor-mativer Ordnungen“ an der Goethe-Universität Frankfurt a.M. wird im Rahmen der zweiten Programmphase der Exzellenzinitiative des Bun-des weiter gefördert. Dies teilte die Deutsche Forschungsgemeinschaft am 15. Juni 2012 mit. Die HSFK ist neben der Technischen Universität Darmstadt, dem Max-Planck-Institut für Rechts-geschichte und dem Institut für Sozialforschung seit 2007 starker Partner im Cluster. „Die Entschei-dung der DFG freut uns sehr“ erklärte der Leiter der HSFK, Harald Müller. „Sie bestätigt die Quali-tät unserer Forschung und gibt ihr eine klare und sehr anregende Perspektive. Die Zusammenarbeit mit Kolleginnen und Kollegen aus unterschied-lichen wissenschaftlichen Disziplinen erweitert unseren Horizont und wird unsere Arbeit weiter befruchten.“ Der Cluster, der in den letzten Jah-ren zehn neue Professuren eingerichtet hat, gilt auf seinem Gebiet mittlerweile als weltweit führend. http://www.normativeorders.net/de

Förderung durch Stiftung Deutsch-Israelisches Zukunftsforum

Ab Januar 2013 wird Roee Kibrik von der Hebrew University Jerusalem als Gastwissen-schaftler an der HSFK „Die ,theoretische Lü-cke‘ als Element politischer Konflikte und ihrer Lösung“ am Beispiel des Israel-Palästina-Kon-flikts untersuchen. Die Stiftung Deutsch-Israe-lisches Zukunftsforum ermöglicht die Durch-führung des Projekts und den Gast-Aufenthalt in Frankfurt.

Roee Kibrik, visiting researcher at PRIF from the Hebrew University Jerusalem, will analyze “The theoretical gap as an element of politi-cal conflicts” using the example of the conflict Israel/Palestine. The implementation of the project, starting January 2013, and the research stay at PRIF are made possible by a grant from the German-Israeli Future Forum Foundation (Deutsch-Israelisches Zukunftsforum).

Daniel Müller arbeitet seit Juni 2012 im Pro-grammbereich I „Sicherheits- und Weltordnungs-politik von Staaten“. Im Rahmen seines Dissertati-onsprojekts „Rüstungskontrolle im Nahen Osten: Zwischen Kooperationsbereitschaft und Selbsthil-fe“ befasst er sich mit den Außen- und Sicherheits-politiken Ägyptens, Syriens und Jordaniens. Sein Fokus liegt dabei auf den Rüstungskontrollpoliti-ken der Staaten im Bereich Massenvernichtungs-waffen. Dr. Dirk Peters (Programmbereich II „Inter-nationale Organisationen und Völkerrecht“) ist von Mai bis November Gastwissenschaftler am Käte-Hamburger-Kolleg „Politische Kulturen der Weltgesellschaft“ in Duisburg. Während seines Forschungsaufenthaltes analysiert er unterschiedliche Konzepte von einer gerechten und legitimen globalen Ordnung.

Daniel Müller joined PRIF‘s research de-partment I “Policies for Security Governance of States“ in June. Within his dissertation project “Arms Control in the Middle East: Between Cooperation and Self-Help“ he an-alyzes Egypt’s, Jordan’s, and Syria’s foreign and security policies, focussing on the state‘s arms control policies in the area of WMD.

Dr Dirk Peters (research department II “Inter-national Organizations and International Law”) has been visiting researcher at the Käte Ham-burger Collegium “Political Cultures of World Society. Opportunities for Global Cooperation in the 21st Century” in Duisburg since May until November. During his stay, he studies different concepts of a just and legitimate global order.

Seit 2002 verbringen die Mitglieder des HSFK-Doktoranden-Kolloquiums jährlich ein Klau-surwochenende in Riezlern im Kleinwalsertal. Die Promovierenden diskutieren in ruhiger At-mosphäre aktuelle Forschungsprojekte und the-oretische Fragestellungen. Begleitet werden sie von Mitgliedern des HSFK-Vorstands sowie dem Promovierendenbeauftragten des Vorstands, Dr. Jonas Wolff. Bei den gemeinsamen Freizeitakti-vitäten stehen vor allem das Kennenlernen und die Vernetzung im Vordergrund. Den – im dop-pelten Sinne – Höhepunkt bildet die inzwischen traditionelle Wanderung auf den Gipfel des Wal-mendinger Horns in 1.990 Metern Höhe.

For ten years, PRIF’s PhD students have an-nually met in seclusion in Riezlern (Klein-walsertal, Austria) to discuss recent research projects and scientific-theoretical questions in a quiet surrounding. Members of the Ex-ecutive Board as well as Dr Jonas Wolff, the Board’s Commissioner for PhD Candidates at PRIF, are accompanying the group. During the joint activities there is time for network-ing. The traditional hiking trip leads the group up to the top of the mountain Walmendinger Horn, which is at an altitude of 1,990 metres.

Der von Sabine Mannitz he-rausgegebene Sammelband „Democratic Civil-Military Relations – Soldiering in 21st Century“ untersucht in einem umfangreichen Länderver-gleich, wie sich die Streitkräfte in Europa seit dem Ende des Kalten Krieges verändert ha-ben. Die Theorie des Demo-kratischen Friedens bildet den theoretischen Hintergrund.

Sie nimmt sowohl nationale als auch internationale Ein-flüsse auf den Wandel des Militärs und seines Stellen-werts in der Politik in den Blick. Der Band zeichnet in zwölf Fallstudien zu europäischen Staaten aus Ost und West nach, wie sich die weltpolitischen Umbrüche auf die militärischen Institutionen und das Bild des Soldaten im 21. Jahrhundert auswirken.

The volume on Democratic Civil-Military Relations – Soldiering in 21st Century, edited by Sabine Mannitz, analyzes the changed concepts of soldiering in Europe after the end of the Cold War in a comprehensive com-

parison. Democratic Peace Theory is guiding the case studies theoretically. It takes into account national as well as international factors that impact the transfor-mations of the armed forces and their changed poli-tical role. The volume presents twelve case studies on the ways in which these global political developments affected the military institutions and the concepts of soldiering across Europe.
