Libya: Population of Concern

• 180,937 internally displaced persons (IDPs) • 334,662 Libyan returnees (2016-17) • 45,129 refugees and asylum-seekers registered with

UNHCR in Libya (6,614 registered in 2017)

UNHCR’s priorities in Libya

1. Enhancing UNHCR’s engagement with internally displaced persons, returnees and host communities. Supporting the authorities in responding to the needs of the Libyan displaced population is a vital priority for UNHCR.

2. Providing assistance to refugees and asylum seekers; investing in solutions in third countries (resettlement and other complementary pathways, including humanitarian evacuations); increasing UNHCR’s urban refugee programme; and strengthening data collection at the main entry points (both land and sea).

Disembarkation trends for 2017

UNHCR assistance to refugees and asylum-seekers • Disembarkation: Monitoring of 12 disembarkation points and provision of

medical assistance and core relief items. Upgrading on reception conditions, including protection safeguards.

• Alternatives to detention: We provide medical assistance, core relief items, advocate for release from detention and access to registration. This aims at alleviating the suffering of detainees through an amelioration of detention conditions. In 2017, 1,424 were released from detention following UNHCR’s interventions.

• Urban interventions: In Community Development Centres, we provided medical assistance, registration, core relief items. In 2017, UNHCR and its partner CESVI provided regular cash assistance to over 2,100 refugees and asylum-seekers in Libya. UNHCR also provided over 35,000 medical consultations in Community Development Centres, detention centres and disembarkation points.

• Solutions in third countries: As of 17 January 2018, UNHCR processed 763 refugees and asylum seekers for solutions in third countries. A total of 389 individuals were evacuated from Libya (162 to Italy and 227 to the Emergency Transit Mechanism in Niger). In addition, 374 vulnerable refugees were submitted for resettlement to third countries. By mid-February 2018, UNHCR will have evacuated over 1,269 refugees and asylum-seekers from Libya to third countries. In February, UNHCR’s transit and departure centre is expected to be operational.

• Emergency response: In October, during the emergency in Sabratha, UNHCR supporter DCIM in providing more than 20 trucks of assistance, including core relief items, to 14,500 migrants and refugees over a period of one month.

4. UNHCR, together with IOM, leads the Mixed Migration Working Group:

In 2017, the Working Group provided assistance to over 250,000 migrants and refugees
