Realizarea raportului anual pentru o organizaţie neguvernamentală este o bună ocazie de a trece în revistă atât proiectele, evenimentele derulate de către organizaţie cât şi experienţele trăite alături de colegi, voluntari, finanţatori, beneficiari, toate cumulate pe parcursul unui an. Acestea sunt conceptele care ne marchează activitatea din cadrul organizaţiei, concepte cu care operăm pe parcursul fiecărei etape a stăruninţelor noastre. Anul 2008 pentru Fundaţia Civitas pentru Societatea Civilă a fost unul marcat de evenimente

deosebite pe toate planurile: la nivelul programelor, al echipei cât şi în relaţia cu beneficiarii. La nivelul programelor au fost demarate noi iniţiative care au rolul de a deveni proiecte de

referinţă ale organizaţiei în anii următori dar am încercat să asigurăm sustenabilitate şi iniţiativelor demarate cu ceva timp în urmă în cadrul organizaţiei. Astfel, au fost demarate 7 proiecte şi au fost continuate o serie de 6 proiecte începute în anii anteriori.În ceea ce priveşte resursa umană a organizaţiei, la nivelul anului 2008 am reuşit să stabilizăm

echipa – o problemă evidentă ce se observa în anii anteriori, mobilitatea resurselor umane – în anul 2008 am consemnat plecarea unei sigure colege şi ne-am întărit echipa cu trei colegi noi. Deşi evidente, schimbările survenite la nivelul nevoilor pe care beneficiarii proiectelor noastre

le au credem că am reuşit să răspun dem acestora, ca o dovadă în acest sens putem aminti atât numărul de parteneriate active pe care le-am stabilit cât şi numărul bene-ficiarilor serviciilor noastre furnizate prin intermediul proiectelor avute.

Credem că implicarea noastră în comunităţile partenere este necesară şi că misiunea Fundaţiei Civitas pentru Societatea Civilă este mai actuală ca oricând în contextul economic şi so-cial dat.

MISIUNeFundaţia Civitas pentru Societatea Civilă stimulează dezvoltarea locală şi regională.Prin dezvoltare înţelegem procesul prin care membrii unei comunităţi îşi sporesc capacităţile personale şi instituţionale de a mobiliza şi administra resurse în vederea obţinerii unei ameliorări durabile a calităţii vieţii, ameliorare care să corespundă cu propriile aspiraţii.

MotivaţieFundaţia Civitas pentru Societatea Civilă a fost fondată în 1992, principalele motive pentru înfiinţarea sa fiind nevoia de a spori ca-pacitatea administraţiei publice şi de a stimula implicarea cetăţenilor în luarea deciziilor şi în guvernarea locală.

STRUCTURAStructura organizaţiei cuprinde două birouri regionale, localizate în regiunile de dezvoltare Nord-Vest, respectiv Centru ale României, în municipiile Cluj-Napoca şi Odorheiu Secuiesc.

ARII De ACTIVITATeSuntem activi mai ales în Transilvania, dar derulăm proiecte şi la nivel naţional, respectiv în Sud-Estul Europei.

PrograMe şi pROIeCTe Programele şi proiectele derulate în cadrul organizaţiei noastre pot fi încadrate în trei domenii majore conforme cu prin-

cipiile strategice identificate în documentele de planificare strategică existente în cadrul organizaţiei:

Luând în considerare faptul că nivelul de dezvoltare al societăţii româneşti este cu mult sub standardele Uniunii Eu-ropene, noi acţionăm în sensul sprijinirii unor îmbunătăţiri vizibile. Vom continua programele iniţiate anterior desfăşurând activităţi de fundraising pentru finanţarea lor. Concomitent cu dezvoltarea serviciilor de training şi consultanţă vom continua să identificăm soluţii şi propuneri în ceea ce priveşte îmbunătăţirea performanţelor instituţiilor administraţiei publice locale.

Mai mult, intenţionăm să ne continuăm activităţile, simultan cu realizarea de cercetări cu privire la rolul administraţiilor publice în dezvoltarea locală şi regională, în vederea identificării nevoilor şi aspectelor care trebuie îmbunătăţite. Acest demers ne va permite să ne diversificăm oferta de servicii şi să satisfacem mai bine nevoile grupului ţintă. Ne propunem să promovăm asemenea îmbunătăţiri pe lângă structurile guvernamentale responsabile, în special prin activităţi de advocacy.

cuprinzând 45,1% din populaţie, şi anume 9,7 milioane de locuitori.

I. DeZvoLtare LoCaLĂDe-a lungul anilor Fundaţia Civitas s-a axat pe derularea şi implementarea de proiecte privind dezvoltarea locală, fiind un

domeniu mai putin evoluat, în special pe dezvoltarea mediului rural.

În Uniunea Europeană zonele rurale sunt o parte esenţială din imaginea şi identitatea Uniunii. Peste 91% din teritoriul UE are un caracter „rural” şi constituie căminul a peste 56% din populaţia ţărilor membre.

Dezvoltarea rurală, în concepţia noastră, se bazează pe identificarea nevoilor locale, întărirea capacităţii de dezvoltare şi implementare a strategiilor locale de dezvoltare în vederea conservării patrimoniului rural şi cultural, dezvoltării mediului economic şi îmbunătăţirii abilităţilor organizatorice ale comunităţilor locale.

Un program care a ajuns la cea de-a treia ediţie, o iniţiativă inovativă, al cărui scop este promovarea dezvoltării comu-nitare tip Leader în microregiunile din România. În continuarea programului Caravana Leader - desfăşurat în decembrie 2007, Fundaţia Civitas colaborează în cadrul

programului LEADER Mentor cu acele teritorii Leader pilot. Ca urmare a experienţelor rezultate în urma unei etape de

succes a programului LEADER+ din Ungaria - care sunt baza acestui program - am înţeles că elementul cheie al programu-lui îl constituie întărirea participării locale.

Cu ajutorul cunoştinţelor şi experienţelor acumulate de vecinii maghiari încercăm să contribuim la organizarea de tip Leader a teritoriilor şi identificarea principalelor direcţii de dezvoltare. Această iniţiativă se realizează în 10 microregiuni din Transilvania:

- regiunea Centru: Microregiunea Ho-

moroadelor, Microregiunea Pogány-havas, Microregiunea Giurgeului, Microregiunea Erdõvidék, Microregiunea Nirajului;

- regiunea Nord-Vest: Microregiunea Someş-Nadeş, Microregiunea Câmpia Transilvaniei,

Microregiunea Valea Someşului, Microregiunea Pădurea Craiului, Microregiunea Botiz.

În cadrul programului a avut loc, în primul rând, analiza situaţiei din fiecare microregiune, iar pe baza acestora şi conform nevoilor locale au fost aleşi mentorii experimentaţi în implementarea programului Leader+ din Ungaria.

Fiecare microregiune este asistată de către un mentor. Printre aceştia se numără primari, întreprinzători şi reprezentanţi ai organizaţiilor civile, iar cunoştinţele şi experienţele lor nu au fost dobândite în anii de şcoală, ci prin activităţile lor desfăşurate în cadrul microregiuniilor, porn-ind de la planificare strategică până la scrierea de proiecte. Mentorii au datoria de a vizita teritoriile de 3 ori pe durata desfăşurării proiectului, a câte 5 zile în fiecare microregiune.Au avut loc două workshopuri regionale la Gheorgheni şi la Sic, în cadrul cărora mentorii şi reprezentanţii microregiunilor au făcut cunoştinţă, a fost pr-ezentat Programul Leader şi proiecte de succes tip Leader. Au participat câte 4 patru persoane din fiecare regiune. Activitatea următoare a reprezentat-o dez-voltarea planului lor de activitate, colaborând mentorii cu reprezentanţii microregiunilor. Nivelul de organizare şi dezvoltare a microegiunilor diferă de la o microregiune la alta,

astfel aportul mentorului se adaptează crinţelor actuale. Ei sprijină, în primul rând, mobilizarea comunităţilor, îşi aduc aportul la realizarea analizei situaţiilor şi în planificare cu participarea activă a membrilor comunităţilor.

Cu excepţia colaborării în teritoriu, mentorii sprijină per-manent evoluţia activităţilor din microregiuni. Printr-o iniţiativă locală organizată de jos în sus, în mai multe microre-giuni au avut loc schimburi de experienţe cu microregiunile mentorilor, astfel încât în cazul unor microregiuni s-au dezvol-tat şi programe de colaborare cu microregiunea înfrăţită.

Rezultatele proiectului sunt:

D EZVOLTARE LOCALĂ


Agentul de Dezvoltare Locală este o persoană angajată în cadrul administraţiei publice locale, a asociaţiilor microregionale (de intercomunalitate), sau care

activează în cadrul unui ONG local, care, în baza abilităţilor, a cunoştinţelor şi a informaţiilor pe care le deţine are drept atribuţie de bază sprijinirea activă a dezvoltării locale prin: fa-cilitarea procesului de elaborare a strategiei locale de dezvol-tare, elaborarea şi implementarea de proiecte, identificarea şi realizarea unor parteneriate, creşterea vizibilităţii comunei.

În cadrul celor două Centre de Resurse – Cluj Napoca şi Odorheiu Secuiesc – Fundaţia Civitas continuă să promoveze modelul şi în 2008. Oferim sprijin profesional continuu pentru ADL prin informare şi consultanţă online în cadrul grupurilor de discuţii, prin organizarea întâlnirilor trimestriale la nivelul centrelor de resurse.

În luna martie a fost organizată conferinţa agenţilor de dezvoltare locală din judeţul Alba, unde au participat atât agenţii din judeţ, cât şi din zonă.

Conferinţa a fost urmată de un curs în domeniul man-agementului proiectelor.

Fundaţia Civitas a or-ganizat de-a lungul anului dezbateri pe cele mai actuale teme, a oferit informaţii la zi legate de fondurile europene şi naţionale, sprijin în proiect-ele iniţiate şi implementate de agenţi.

Deşi finanţarea proiectului s-a încheiat în august 2006, reţeaua ADL continuă să existe şi să se extindă (neavând suport financiar din partea instituţiilor centrale sau judeţene). Mai

mult, conştiente de faptul că atât fondurile Uniunii Europene, cât şi cele guvernamentale

vor fi accesate doar în baza unor proiecte fundamentate prin strategii locale de

dezvoltare viabile, tot mai multe consilii locale şi primării şi-au manifestat dorinţa şi ne-a solicitat sprijinul în selectarea, instruirea şi asistarea unor agenţi de dezvoltare locală.

Zona Odorhei este o regiune în care venitul oamenilor de la ţară se obţinea în special din creşterea animalelor şi din cultivarea fructelor tradiţionale dar, în zilele no-

astre, în aceste subregiuni rurale populaţia trăieşte numai din creşterea animalelor, cea ce înseamnă un venit unilateral.

Din acest proiect, „Seed money”, a rezultat un altul, care a avut ca obiectiv reabilitarea pomiculturii tradiţionale în această regiune, precum şi înfiinţarea unui centru demon-strativ pentru prelucrarea fructelor.

În cadrul proiectului am cooperat cu comunităţiile rurale şi cu specialişti/experţi în acest domeniu, pentru a identifica

nevoile şi posibilităţile reale acestor comunităţi.

În cele 25 de comunităţi au fost organizate întâlniri comunitare pentru informarea cetăţenilor asupra valorilor resurselor naturale şi asupra posibilităţiilor cu privire la valo-rificarea acestora, în vederea dezvoltării economice locale. Totodată au fost create baze de date asupra specialităţilor tradiţionale din această subregiune şi asupra oamenilor care ar fi interesaţi în noul proiect.

Acest proiect reprezintă a treia etapă a colaborării între Fundaţia Civitas şi fundaţia americană Project Harvest Hope în vederea dezvoltării comunităţilor unitariene

rurale. Colaborarea începută din anul 2005 este continuă, după fiecare colaborare născându-se un nou proiect, care a răspuns la nevoile şi situaţia acelei perioade.

Scopul prezentului proiect îl reprezintă promovarea dezvoltării durabile a comunităţilor unitariene rurale, astfel încât să crească viabilitatea acestor comunităţi.

Empatizând cu scopul iniţiativei noastre, s-au alăturat acestei colaborări Biserica Unitariană din Ardeal, Asociaţia

Gondviselés şi Asociaţia Naţională de Tineret „Dávid Ferenc”, ei făcând parte şi din Comitetul de Coordonare al proiectului. care, începând din anul 2002 ca proiect naţional, contribuie la dezvoltarea mediului rural în colabo-rare cu administraţiile publice locale.

Astfel am început această colaborare la începutul anului 2008, iar la baza proiectului stă programul naţional al Fundaţiei Civitas - Agent de Dezvoltare Locală care, începând din anul 2002 ca proiect naţional, contribuie la dezvoltarea mediului rural în colaborare cu administraţiile publice locale.

Rezultatul acestui demers se numeşte „Fruit of traditions”, proiect iniţiat de către

Fundaţia Civitas.

Colaborăm cu acele comunităţi care, pe de o parte vor să-şi schimbe status-quoul, vor să meargă mai departe în speranţa unui viitor mai bun, iar pe de altă parte, cu acele comunităţi unde, pe lângă biserică şi preot mai sunt per-soane care adoptă un rol activ în viaţa comunităţii.

În primăvara anului 2008 am început implementarea proi-ectului alături de 10 comunităţi unitariene rurale, după scurt timp rămânând doar 7 dintre acestea, comunităţi cu care s-a lucrat până la încheierea proiectului. Aceste comunităţi sunt Benţid, Bezid, Ceheţel, Fitănuş, Goagiu, Calnic şi Rareş, iar un lucru interesant este că în nici unul dintre aceste sate nu funcţionează administraţie publică locală.

Aspiraţia noastră era să mobilizăm şi să implicăm mai multe persoane, respectiv să-i pregătim profesional pe aceia care sunt devotaţi să acţioneze, să se implice în comunitate. Au făcut cunoştinţă cu lumea proiectelor şi cererilor de finanţare, domeniul comunicării, formele şi reţelele acestora, rolurile, funcţiile lor şi cu

planificarea strategică. Pornind de la faptul că ei s-au decis să ia parte într-un proces de dezvoltare pe termen lung, a fost primordială existenţa „sediului” şi infrastructurii potrivite pentru susţinerea acestui proces. Astfel au fost înfiinţate câte un birou pentru fiecare comunitate, iar pentru realiza-rea acestor puncte de lucru fiecare comunitate a primit contribuţie bănească din partea finanţatorului.

Unul dintre elementele cheie ale proiectului o reprezintă con-struirea şi susţinerea colaborării dintre animatori şi comunităţi. Sustenabilitatea proiectelor de dezvoltare de acest gen, deşi nu prea se vorbeşte despre acest lucru, necesită o abord-are prin care se poate menţine încrederea şi entuziasmul, iar acestea trebuie completate cu informare şi pregătire profesională continuă.

Proiectul susţine implementarea Strategiei pentru in-dustria minieră a Guvernului României pe perioada 2004-2010.

Obiectivul de dezvoltare al proiectului este de a con-solida capacitatea Guvernului şi de a prelua reforma din sectorul minier prin consolidarea capacităţii MEC de închidere a întreprinderilor miniere nerentabile, respectiv a întreprinderilor auxiliare într-un mod durabil din punctul de

vedere al mediului. Totodată este importantă asigurarea sprijinului Agenţiei Naţionale pentru Dezvoltarea şi Imple-mentarea Programelor de Reconstrucţie a Zonelor Miniere (AZM), comunităţilor locale şi altor agenţii care se ocupă de regenerarea socio-economică a zonelor miniere.

Pe parcursul anului 2008 Fundaţia Civitas pentru Societatea Civilă a fost implicată în calitate de consultant

în organizarea şi susţinerea de cursuri pe diverse tematici destinate reprezentanţilor administraţiei publice locale şi organizaţiilor non-guvernamentale din judeţele Alba, Bihor, Bistriţa, Caraş-Severin, Cluj, Covasna, Dâmboviţa, Hunedo-ara, Maramureş, Harghita, Prahova, Sălaj, Suceava, Tulcea,

Vâlcea, dar şi ca fa dar şi ca facilitatori comunitari în judeţele Bihor, Sălaj şi Cluj.

Realizarea planificării pe termen lung cu implicarea membrilor comunităţii s-a

desfăşurat pe durata mai multor luni, când au fost (şi sunt) organizate întâlniri comunitare în cadrul cărora cei prezenţi au discutat despre viaţa lor actuală şi despre nevoile viitoare.

Până la sfârşitul lunii februarie 2009 aceste comunităţi şi-au creat planuri strategice, făcând ei înşişi primii paşi concreţi spre

viitorul dorit.

Teritoriul în care trăim, istoria şi cultura noastră, creează un context socio-economic în care noi vrem să atin-gem un nivel înalt al dezvoltării. Proiectele pe care le

facem au obiective similare: să învăţăm de la unul la altul, iar cooperarea o să ne ajute să fim mai eficienţi şi mai puter-nici. Organizaţiile şi persoanele care activează în domeniul dezvoltării regionale trebuie să se cunoască pentru realizarea unor parteneriate şi pentru crearea unor reţele.

Scopul proiectului a fost crearea cadrului de cooper-are pentru actorii de dezvoltare locală în regiunea Marea Neagră şi realizarea transferului de cunoştinţe, experienţă şi practică în domeniul dezvoltării rurale.

Obiectivul programului este extinderea cooperării între actorii dezvoltării regionale; oferă suport pentru dezvol-tarea rurală, întruneşte cetăţenii statelor abia aderate şi a celor care candidează pentru a deveni membrii UE, pentru a împărtăşi experienţa, cunoştinţele şi pentru a construi

o reţea de cooperare împreună cu organizaţii din Bulgaria, România şi Turcia.

A fost organizat un workshop internaţional pentru a promova cele mai bune modele de

bune practici existente în regiune.

Totodată a fost realizat un CD care cuprinde materialele realizate în cadrul workshopului, o colecţie de bune practici din regiune, cât şi informaţii relevante pentru acest domeniu.


II. DeZVOlTAReA ReSURSelOR UMANe

Scopul proiectului Implică-te în viitorul tău! este crearea şi dezvoltarea capacităţii operative a comunităţilor rurale în vederea administrării, promovării şi a unei utilizări mai

bune a resurselor locale prin implicarea actorilor locali, dar şi prin stabilirea unor forme concrete de comunicare şi colabo-rare între aceştia.

Prezentul proiect este continuarea unui proiect imple-mentat de Fundaţia Civitas pentru Societatea Civilă în două comunităţi rurale din judeţul Cluj (Săvădisla şi Mihai Viteazu), respectiv în comuna Colţeşti din judeţul Alba între anii 2005 şi 2006.

Treptat proiectul s-a dezvoltat, asftel la sfârşitul anului 2008 Civitas coordonează activitatea a 12 e-centre situate în judeţele Alba, Bihor, Cluj şi Mureş, în comunele: Colţeşti, Tăuteu, Chişlaz, Săvădisla, Mihai Viteazu, Iara, Corneşti, Băişoara, Sînpaul, Miercurea Nirajului, Măgherani, Păsăreni.

Reţeaua e-centrelor din România cuprinde în momen-tul de faţă un număr de 34 de e-centre din 20 judeţe. Alături de noi mai coordonează activitatea acestor e-centre Fundaţia EOS, înfiinţată în 1997, având peste zece ani de experienţă în introducerea şi dezvoltarea utilizării noilor tehnologii atât în sistemul de educaţie formală cât şi la nivelul comunităţilor mai largi. Misiunea EOS se focalizează pe atenuarea diviziunii digitale prin crearea si oferirea de

În data de 1 februarie 2008, Fundaţia CIVITAS a par-ticipat la o conferinţă de presă organizată la Bucureşti de către Microsoft România. Cu ocazia aniversării unui an de la inaugurarea de către Bill Gates a Centrului Global de Suport

Tehnic, Microsoft România a prezentat iniţiativele strategice din domeniul educaţiei şi activităţile care se vor desfăşura în anul 2008. Transformarea educaţiei, stimularea inovaţiei şi crearea de noi oportunităţi şi locuri de muncă constituie cei trei piloni ai viziunii globale Microsoft Unlimited Potential.

Programele dezvoltate şi susţinute de Microsoft în România sunt „Partener pentru Educaţie”, „Imagine Cup”, „Centrul Global de Suport Tehnic” şi „Unlimited Potential – Centre comunitare pentru formarea aptitudinilor IT” (UP CTS), program care se adresează comunităţilor din zonele rurale, în special. Oferă acestora acces la tehnologie, programe de training pentru învăţarea noţiunilor fundamen-tale de tehnologie a informaţiei, formare de noi deprinderi, perfecţionarea cunoştinţelor şi reorientarea profesională, participarea la programe comunitare, crearea de afaceri

proprii de succes. În România, programul UP CTS a început în anul 2004 odată cu primele granturi câştigate de două organizaţii non-guvernamentale partenere Educating for an Open Society (EOS) din Timişoara şi Fundaţia CIVITAS din Cluj.

Infrastructura centrelor este realizată prin donaţii obţinute de organizaţii guvernamentale locale. Microsoft UP CTSP oferă granturi pentru ONG-uri pentru a gestiona activitatea centrelor, pentru a organiza activitatea de instruire, curricu-lum IT localizat precum şi licenţe pentru programe software Microsoft. Cele două organizaţii au aplicat pentru granturi în cadrul programului UP CTS şi au obţinut peste 500 000 USD până acum. Pentru anul 2008, grantul gestionat de EOS este de 100 000 USD iar pentru CIVITAS este de 64 000 USD.

Întâlnirea anuală 9-10 octombriePentru o bună coordonare şi transparenţă a

activităţilor desfăşurate în cadrul e-centrelor, se organizează anual întâlnirea e-centrelor.

În 2008 întâlnirea anuală s-a desfăşurat în satul Colţeşti din judeţul Alba. La acest eveniment au participat Dna. Paula Apreutesei – Develop-ment Strategy Manager, Microsoft România, coordonatorii şi trainerii e-centrelor, reprezentanţi ai Fundaţiei Civitas, şi diverşi lectori ai mediului academic clujean. La întâlnire au participat atât vechile e-centre cum ar fi cele din Mihai Viteazu, Săvădisla, Sânpaul, Iara, din judeţul Cluj, Tăuteu şi Chişlaz din judeţul Bihor, Colţesti din judeţul Alba, dar şi reprezentanţi ai noilor e-centre din Băişoara jud. Cluj, Măgherani şi Miercurea Nira-jului jud. Mureş. Această întâlnire şi-a propus să faciliteze schimbul de experienţă între participanţi, pentru ca aceştia să descopere ce activităţi se desfăşoară în alte comunităţi, reuşind astfel să dezvolte o curriculă cât mai atractivă şi utilă

pentru comunitate. Pe de altă parte a avut loc prezentarea strategiei de finanţare a Microsoft pe anul 2009. Lectorii participanţi la întâlnire au realizat conexiuni între dezvoltarea comunitară şi activităţile e-centrelor subliniind contribuţia informaticii la dezvoltarea comunităţilor rurale româneşti.

Tot în cadrul acestui eveniment a fost prezentată reţeaua naţională e-centre şi reţeaua internaţională „telecen-treeurope”, care este o reţea unde telecentrele pot să îşi împărtăşească experienţa, să formeze parteneriate pentru a creşte impactul centrelor la nivelul Europei şi nu numai.

depuse, a fost oferit programului Mi-crosoft Unlimited Potential - al Com-paniei MICROSOFT premiul special la categoria Cel mai bun program comunitar în cadrul Galei Oameni pentru Oameni, program din care face parte şi prezentul proiect implementat de către Fundaţia Civitas.

D EZVOLTAREA RESURSELOR UMANE


Scopul iniţiativei a fost acela de a identifica şi promova repere de competenţă pentru funcţia de director de programe, repere necesare atât pentru creşterea

calităţii ofertei de formare profesională în domeniu, cât şi pentru armonizarea politicilor de resurse umane prin interme-diul unui cadru legal unitar.

Pe piaţa muncii, ocupaţiile care presupun managementul

implementării diferitelor programe sunt caracteristice atât ale sectorului neguvernamental, cât şi ale celor profit şi public, majoritatea actorilor considerând necesară angajarea unui manager, coordonator, sau director de programe. Deşi este introdusă în Codul Ocupaţional Român, angajarea pe poziţia de director de programe nu a fost precedată de o formare anterioară de calitate, unitară şi standardizată, elementele de competenţă necesare acesteia nu erau clar delimitate şi dezvoltate în acest domeniu. Proiectul Fundaţiei Civitas răspunde direct cerinţei de reglementare şi standardizare naţională a ocupaţiilor.

Rezultatul principal al proiectului a fost elaborarea şi aprobarea de către CNFPA a standardului ocupaţional - director de programe. Astfel, au fost definite zece unităţi de competenţe necesare funcţiei de director de programe, iar aceste unităţi de competenţe aprobate de către CNFPA reprezintă cadrul legal al calificării de director de programe,

în funcţie de care angajatorii vor stabili grila de competenţe şi fişa de post a angajaţilor care ocupă această funcţie. Rezultatul are relevenţă maximă pentru organismele de

formare profesională, deoarece oferă o bază pentru contu-rarea ofertei şi programelor educative în domeniul manage-mentului de programe.

Înainte de elaborarea standardului ocupaţional, sarcinile şi calificările pe care le necesită îndeplinirea funcţiei nu au fost clar delimitate, de aceea programele de formare profesională nu au avut un cadru unitar care să acopere ne-voile de competenţă pentru postul de director de programe. Proiectul „Dezvoltarea profesională a abilităţilor mana-geriale şi a competenţelor–cheie ale managerilor com-paniilor din Regiunea Nord–Vest” vizează elaborarea

unui sistem integrat al activităţilor de formare continuă şi perfecţionare în scopul dezvoltării abilităţilor manageriale şi competenţelor–cheie ale managerilor companiilor româneşti, întărind în mod indirect şi competitivitatea organizaţiilor din care fac parte.

Proiectul se adresează către două grupuri ţintă: „top management” şi „middle management” din companiile mijlocii din Regiunea Nord-Vest. Beneficiarii direcţi vor fi managerii companiilor mici şi mijlocii (20 de pers./curs) care

vor participa la cursurile care vor contribui la dezvoltarea competenţelor cheie. Ca beneficiari finali vor apărea şi firmele care vor folosi ghidurile elaborate pentru manageri

Rezultatul principal al proiectului a fost elaborarea şi aprobarea de către CNFPA a standardului ocupaţional - director de

programe.

În cadrul proiectului vor fi organizate următoarele module de curs:

1. Manager proiect 2. Managementul calităţii

3. Inovativitate în sectorul comercial 4. PR şi comunicare

D EZVOLTARE RESURSELOR UMANE


Susţinerea dezvoltării administraţiei publice locale din România este unul dintre obiectivele primare ale Fundaţiei Civitas. Calitatea educaţiei la această spe-

cializare este determinantă pentru calitatea activităţilor pro-fesionale ce vor fi desfăşurate de viitorii funcţionari publici şi angajaţi în administraţia publică locală. În acest scop ne-am propus îmbunătăţirea resurselor instituţiilor de învăţământ din domeniu, prin elaborarea suporturilor de curs necesare ex-tensiilor de administraţie publică care au programe de studiu în limba maghiară. Suporturile de curs în lucru:

- Dr. Gulyás Gyula Lőrinc: Etică şi responsabilitate în administraţia publică

- Dr. Varga Attila: Drept civil român. Persoane fizice şi per-soane juridice

- Suta István: Introducere în administraţie publică

(400 de exemplare), în scopul formării profesionale a managerilor pentru creşterea competitivităţii la nivel local şi regional. Prin intermediul firmelor competitive, şi comunităţile locale vor profita de situaţie, pentru că din rândul lor va fi angajat personalul firmelor, diminuând astfel rata şomajului din Regiunea Nord-Vest.

Prin promovarea învăţării pe parcursul întregii vieţi, vom continua demersurile Fundaţiei Civitas pentru Societatea

Civilă în oferirea cursurilor de calitate, care au fost apreci-ate şi de către Ministerul Muncii prin acreditarea fundaţiei în domeniul comunicării şi managementului de proiecte.

Ca urmare a implementării acestui proiect, studenţii înscrişi la linia maghiară la extensiile de administraţie publică de la Satu Mare şi Sfântu Gheorghe vor beneficia de trei suporturi de curs editate în limba de studiu,

facilitând pregătirea cursurilor, a examenelor şi a licenţei.

B iroul de Consiliere pentru cetăţenii din Odorheiu Se-cuiesc, începând cu deschiderea din septembrie 2002 este în permanenţă la

dispoziţia cetăţenilor din zona Odorhei.

BCC Odorheiu Secuiesc furnizează în mod curent servicii de informare şi consiliere pentru cetăţeni. Informarea şi consilierea este oferită în mod confidenţial, gratuit, imparţial şi inde-pendent, asigurându-se accesibilitatea pentru toţi cetăţenii.

Domeniile de bază în care se oferă serviciile sunt următoarele: sănătate, asistenţă socială, asigurări sociale, raporturi de muncă, protecţia consumatorului, drepturi şi obligaţii civile, regimul proprietăţii, impozite şi taxe, învăţământ, procedură notarială, protecţia copilului şi servicii publice.

Bineînţeles nu toate problemele cu care se confruntă cetăţenii se încadrează în domeniile amintite, astfel pe parcurs au apărut şi altele: egalitate de şansă între femei şi bărbaţi, informare europeană, servicii oferite de firme, lumea afacerilor, organizaţii neguvernamentale, etc.

Informaţiile necesare pentru consiliere, pe care le acordă un BCC sunt furnizate cu ajutorul unui sistem informaţional naţional, actualizat periodic cu noile modificări survenite în prevederile legale aferente domeniilor vizate cât şi cu informaţiile specifice la nivel local. BCC colaborează cu instituţii locale, regionale sau naţionale, mass-media şi cu sectorul neguvernamental.

Serviciile de informare şi consiliere oferite de BCC au fost solicitate în mod direct de la deschidere până la sfârşitul anului 2008 de peste 15.700 de persoane. În anul 2008 am înregistrat 2146 de cazuri, ceea ce înseamnă că la serviciile BCC au apelat în mod direct circa 3.500 de persoane.

Consilierii biroului redactează, începând cu anul 2006 săptămânal o rubrică cu informaţii utile în ziarul regional

„Udvarhelyi Híradó”, iar în anul 2008 am publicat 38 de articole.

În cursul anului am editat 3 broşuri informative: Porneşte cu şanse în căutarea unui loc de muncă!, Sistemul public de pensii, Drepturile şi obligaţiile persoanelor cu handicap. Tematica ghidurilor realizate întru-un limbaj accesibil publicului larg, editat atât în limba română, cât şi în limba maghiară, au fost alese pe baza experienţei de zi cu zi a biroului.

Pagina web www.sansz.ro realizată de către Parteneriatul Social Local, este actualizată de BCC, numărul vizitatorilor a ajuns aproape la 10.000.

Un rol important în informare îl constituie sesiunile de informare, doar în anul 2008 la cele 10 evenimente orga-nizate de BCC au participat aproape 400 de persoane. Tematica sesiunilor: ajutor lunar pentru soţul supravieţuitor pensionar, fondurile structurale şi achiziţiile publice, tehnici de căutare a unui loc de muncă pentru tineri absolvenţi,

administrarea activităţilor independente şi asociaţiilor familiale, subvenţii şi prime pentru absolvenţii instituţiilor de învăţământ şi angaja-tori, Uniunea Europeană, drepturile şi obligaţiile persoanelor cu handicap, clasificarea structurilor tur-istice, posibilităţi de finanţare pentru APL şi ONG, drep-turile şi obligaţiile cetăţeneşti a tinerilor.

Prin multitudinea metode-lor de informare şi consiliere respectiv prin diseminarea informaţiilor de către ben-eficiarii direcţi pentru rude,

vecini, prieteni, colegi de lucru, în mod direct sau indirect serviciile „ajung” anual la aproximativ 30.000 de persoane din comunitate.

D EZVOLTAREA SOCIETĂŢII CIVILE


BCC Odorheiu Secuiesc a fost înfiinţat de Fundaţia Civitas în parteneriat cu Primăria Municipiului Odorheiu Secuiesc, în cadrul Programului PHARE pentru Dezvoltarea Societăţii Civile, finanţat de Uniunea Europeană.

Fundaţia Civitas – prin serviciile oferite de BCC Odorheiu Secuiesc - la sfârşitul anului 2005 a fost acreditată ca furni-zor de servicii sociale. Datorită acestui lucru în anul 2006 am reuşit să încheiem un contract cu Primăria Municipiului Odorheiu Secuiesc pentru oferirea de consiliere socială, care a fost prelungit şi pentru 2007, respectiv 2008. În decem-brie 2008 am obţinut acreditarea socială pentru încă 3 ani.

Biroul, prin Fundaţia CIVITAS, este membru în Asociaţia Naţională a Birourilor de Consiliere pentru Cetăţeni, care reprezintă interesele a 40 organizaţii neguvernamentale, care au înfiinţat Birouri de Consiliere pentru Cetăţeni şi puncte de lucru mobile în peste 60 de localităţi urbane şi rurale din ţară.

Global Libraries Romania este un program pilot imple-mentat în cinci judeţe ale României (Sălaj, Hune-doara, Iaşi, Tulcea şi Ilfov), început în anul 2007 şi

continuat cu o a două etapă în anul 2008. În cadrul acestui proiect pilot au fost implicate atât biblioteci, dar şi ONG-ri care au lucrat alături de acestea.

În prima etapă a proiectului (2007) s-a urmărit transformarea bibliotecilor publice în centre moderne de acces la informaţie prin intermediul Internetului şi al calculatorului.

S-a pornit de la premisa că acest secol, fiind cel al Internetului şi al informaţiei, este foarte im-portant ca membrii comunităţilor să ştie să utilizeze această „unealtă”.

În cadrul acestui proiect Fundaţia Civitas a oferit sprijin Bibliotecii Judeţeane Sălaj.

În cea de a doua etapă (2008) Civitas a lucrat alături de Biblioteca Judeţeană Sălaj, dar şi alături de Biblioteca Judeţeană Hunedoara.

Împreună cu bibliotecarii, am organizat întâlniri preliminare cu reprezentanţii comunităţilor ben-eficiare, autorităţile locale, liderii informali, grupuri ale minorităţilor, pentru a identifica nevoile lor de informare.

Ulterior am elaborat pachete informaţionale on-line şi am organizat noi întâlniri cu membrii comunităţilor, pentru a le prezenta pachetele informaţionale realizate pentru a suplini nevoia lor de informare identificată în cadrul întâlnirilor preliminare. Astfel au fost abordate teme de interes, cum ar fi: comunicare prin intermediul internetului, locuri de muncă, legislaţie, surse de finanţare europeană, turism, teme educative, informaţii legate de agricultură.

Programul SANSZ, este o pragmatică demonstrare a misiunii fundaţiei, care a demarat în anul 2003, odată cu derularea proiectului Parteneriat local pentru

creşterea eficienţei în asistenţa socială – Harta Socială a municipiului Odorheiu Secuiesc, continuând şi dezvoltarea parteneriatului social început de Civitas din 1997.

Scopul acestor demersuri a fost realizarea unui parteneriat durabil, prin care să putem interveni cât mai eficient în tratarea problemelor sociale din zona Odorheiu Secuiesc, cu următoarele obiective specifice:

- dezvoltarea unor colaborări eficiente între administraţiile publice locale, instituţiile şi ONG-urile active în domeniul social

- intensificarea profesionalismului în domeniul social - realizarea strategiei sociale (pe diferite domenii) pentru a

putea ajuta eficient oamenii aflaţi în nevoie- realizarea unor proiecte comune eficiente, identificate

ca necesare în strategia socială

Noi toţi credem în sloganul nostru: “PARTENERIATUL de AZI, O ŞANSĂ pentru MÂINE”, iar cei 11 ani de funcţionare

a parteneriatului social local, ne îndreptăţesc să declarăm că suntem capabili de a conduce acest „proiect” şi în continuare.

Am reuşit în repetate rânduri, să obţinem şi din partea administraţiilor publice locale şi centrale subvenţii, respectiv

alte modalităţi de sprijin pentru menţinerea serviciului social iniţiat prin finanţări nerambursa-bile, pentru că am demonstrat necesitatea acestora prin strategia socială şi ne-am bazat şi pe responsabilizarea socială. Aceste servicii create trebuie să fie menţinute la standarde ridicate.

Echipa noastră s-a angajat cu Fundaţiile LIA şi Wolter să trateze problemele tinerilor orfani şi defavorizaţi, iar din şirul proiectelor reuşite,”Locuinţa şi atelierul protejat la Tăureni pentru tineri cu nevoi spe-ciale” este ultima mare realizare din 2007-2008, cea care a completat întreaga reţea, acoperind şi o imensă gaură în ”plasa socială” a regiunii.

sĂPtĂMâna PartiCiPĂrii CetĂţeniLor

Fundaţia Civitas se alătură şirului celor 17 ţări europene participante la acest program. SPC este o săptămână de campanii în cadrul căreia reţelele civile, organizaţii

nonprofit şi instituţiile atrag atenţia asupra importanţei participării şi a cetăţeniei active, care prezintă exemple de bune practică în acest domeniu, atrag atenţia asupra lipsurilor şi a problemelor, mobilizează diferite grupuri ale societăţii.

Pe durata acestei săptămâni opina publică este formată din civili, membrii activi ai comunităţilor care dau tonul opini-ilor lor legate de problemele locale şi microregionale.

Evenimentele organizate de către Fundaţia Civitas s-au adresează mai mult tinerilor, deoarece o democraţie viabilă are la bază cetăţeni conştienţi, care participă activ la crearea viitorului şi a spaţiului lor de viaţă. Dacă aceştia înţeleg importanţa participării cetăţeneşti încă de tineri şi vor adopta acest mod de acţiune la nivelul activităţilor lor

A fost realizată strategia de dezvoltare socială a zonei, care conţine opt domenii

importante, iar în anul 2008 a fost actualizată această strategie prin implicarea

coordonării noastre. S-a schimbat mentalitatea actorilor sociali şi

lucrăm tot mai mult în parteneriate. Sistemul şi reţeaua funcţionează.

Evenimentele se axează pe participare cetăţenească, democraţie, cetăţenie activă, pe posibilităţile de participare locală iar în cadrul acestor evenimente sunt prezentate

exemplele pozitive din acest domeniu.

RuralNet are rolul de a sprijini dezvoltarea comunitară în mediul rural din România prin creşterea şi valo-rificarea competenţelor actorilor din

domeniu. Reţeaua a apărut ca răspuns la necesitatea

manifestată în rândul organizaţiilor care intervin activ în dezvoltarea mediului rural, iar în momen-tul de faţă este una dintre cele mai dinamice reţele ce activează în mediul neguvernamental românesc. Se doreşte ca RuralNet să devină o voce demnă de luat în seamă şi un partener al Ministerului Agriculturii, Pădurilor şi Dezvoltării Rurale în elaborarea politicilor ce vizează dezvoltarea rurală.

În cadrul acestei reţele Fundaţia Civitas are rolul de a monitoriza modul de implementare a Planului Naţional de Dezvoltare şi de a creşte vizibilitatea reţelei.

Pe parcursul anului 2008 Civitas a realizat pentru această reţea studiul „Evaluarea experienţei pincipalilor actori (unităţi-administrativ teritoriale, firme private şi birouri

judeţene a APDRP) în implementarea programelor de dezvoltare susţinute din fondurile publice naţionale precum

şi a celor din fonduri de pre-aderare ale Uniunii Europene”.

Acesta a fot prezentat în cadrul a patru mese rotunde organizate la Iaşi, Cluj, Timişoara şi Bucureşti. Ultima masă rotundă s-a desfăşurat la sediul Ministerului Agriculturii, la eveniment participând, pe lângă reprezentanţi ai sectorului non-profit şi reprezentanţi ai ministerului dar şi ai altor instituţii implicate în dezvoltarea rurală.

Una dintre concluziile mesei rotunde vizează faptul că RuralNet trebuie să se implice în continuare în mod activ în procesul de dezvoltare comunitară din România. De aseme-nea s-a concluzionat că este necesar ca membrii reţelei să colaboreze şi cu alte organizaţii active în domeniul dezvoltării comunitare, pentru a realiza studii relevante pentru acest domeniu. Este important să existe astfel de documente

care să fie folosite ca şi punct de plecare în soluţionarea diverselor probleme atât de către sectorul non-profit, cât şi de autorităţile publice.

A CTIVITATEA ÎN REŢEA


ANbCC

Fundaţia Civitas a înfiinţat BCC Odorheiu Secuiesc în parteneriat cu Primăria Municipiului Odorheiu Secuiesc, în cadrul Programului PHARE pentru Dezvoltarea Societăţii Civile, finanţat de Uniunea Europeană.ANBCC coordonează o reţea de 55 BCC-uri operaţionale, finanţate prin Programul Phare al UE şi din surse proprii.

ANBCC se asigură că toate Birourile se confomează aceloraşi standarde profesionale şi acţionează ca un motor de dezvol-tare a BCC.

Accesul tuturor cetăţenilor la informaţiile privind drepturile şi responsabilităţile civile este o condiţie esenţială pentru egali-tatea şanselor într-o societate democratică.

ANBCC asigură – prin Birourile de Consiliere pentru Cetateni- accesul egal al cetăţenilor la informare şi consiliere pentru cunoaşterea drepturilor şi responsabilităţilor care le revin.

TeleCeNTRe eUROpe

Finanţarea din partea Companiei Microsoft cu ajutorul căreia care au luat fiinţă telecentrele, au dus Fundaţia Civitas în reţeaua Telecentre-Europe, o reţea extinsă şi cu rezonanţă care măreşte impactul şi eficienţa telecentrelor în întreaga Europă, promovând schimbul de cunoştinţe şi de învăţare în rândul membrilor săi.

Un Telecentru este un loc accesibil publicului, unde persoanele pot beneficia de asistenţă pentru a accesa calculatorul, internetul şi alte tehnologii digitale care le permit să afle informaţii, să creeze, să înveţe şi să comunice cu ceilalţi. Pro-cedând astfel, ei îşi dezvoltă competenţe informatice esenţiale pentru secolul XXI pentru a găsi oportunităţi de angajare mai bune, pentru a participa în mod semnificativ în societate sau pentru a-şi îmbunătăţi sau transforma propriile vieţi.

pANNON fORRÁS

Fundaţia Civitas pentru Societatea Civilă face parte dintre membrii fondatori ai Reţelei de Formarea Profesională a Adulţilor în Bazinul Carpatic, cunoscută şi sub denumirea Reţeaua Pannon Forrás.Misiunea reţelei este elaborarea unor module de formare standardizate la nivelul Bazinului Carpatic, care să fie bazate

pe nevoile identificate la nivelul regiunilor din Bazinul Carpatic. Din reţea fac parte atât ONGurile Bazinului Carpatic cât şi societăţi comerciale sau instituţii publice. Funcţionarea

reţelei este asigurată din finanţările acordate de către Statul Maghiar prin intermediul Fondului Szulofold şi prin Programul Operaţional de Reînnoire a Societăţii (obiectivele sunt asemănătoare cu cele ale POS DRU).

SANSZ

În În anul 2002 câteva organizaţii şi instituţii din Odorheiu Secuiesc au înfiinţat Parteneriatul Social Local, în vedrea ajutorării persoanelor defavorizate, cu nevoi sociale, în cadrul unui program comun. Această reţea vine în sprijinul tuturor categoriilor de cetăţeni aflaţi în dificultate, cu nevoi de informare, precum şi alte

activităţi

Fundaţia Civitas a aplelat la mecanismul prin care un cetăţean poate decide modul în care sunt cheltuiţi 2% din impozitul datorat

pe venit, direcţionând aceasta sumă către o organizaţie neguvernamentală. A apărut astfel o forma de parteneriat între cetăţean, autorităţi fiscale şi sector ONG. Practic cetăţeanul spune statului modul în care vrea să fie cheltuită o parte din impozitul său.

În 2007 fondatori FCOS împreună cu mai multe ONG-uri din Odorheiu Secuiesc şi-au unit forţele într-o campanie de promovare a mecanismului.

Datorită sprijinului canalelor media din oraş toate ONG-urile au avut posibilitatea de a apărea în presa locală. Au fost împărţite sute de afise şi pliante în tot oraşul, iar un catalog

cu toate ONG-urile participante a ajuns în fiecare căsuţă

Printre rezultatele campaniei „2% pentru Odorhei” se numără creşterea dramatică a direcţionărilor de 2% de la 40,000 lei la 106,000 lei (aproape 30,000 EUR) şi

titlul naţional de „Cea mai bună campanie instituţională de atragere de fonduri”.

poştală din Odorhei, prezentând activităţile lor şi oferind o bună explicaţie de ce ar trebui oameni să le sprijine cu 2% din impozitul lor.

La finalul campaniei a fost organizat primul „Festival 2%”.Printre rezultatele campaniei „2% pentru Odorhei” se

numără creşterea dramatică a direcţionărilor de 2% de la 40,000 lei la 106,000 lei (aproape 30,000 EUR) şi titlul naţional de „Cea mai bună campanie instituţională de atragere de fonduri”.

În 2008 FCOS a primit mai mult suport din partea medi-ilor locale, încluzând prezentarea ONG-urilor locale în ziarul Udvarhelyi Hirado, înlocuind broşura din 2007, şi oferind mai multă legitimitate campaniei. Această contribuţie împreună cu sprijinul media de la Prima Radio au dus la o crestere semnificativă la capitolul redirecţionărilor de 2%, de la 29% (2007) la 42% (2008) din populaţia activă, poziţionând Odorheiu Secuiesc cu mult peste media naţională.

Mai mult, fondatori FCOS au sprijinit alte două comunităţi în derularea unor campanii similare, cu aceleaşi rezultate.

FCOS va fi în continuare responsabilă pentru implemen-tarea campaniei „2% pentru Odorhei” şi aşteaptă ONG-urile care doresc să participe.

AplICAReA pRINCIpIUlUI VOlUNTARIATUlUI

În anul 2008, 7 tineri au desfăşurat activităţi de voluntariat însumând 1500 de ore de voluntariat. De-a lungul anilor Fundaţia Civitas pentru Societatea Civilă a implicat voluntarii în proiectele şi activităţile pe care le desfăşoară. Aplicăm această metodă de colaborare deoarece fiecare om are o percepţie proprie asupra voluntariatului

şi a felului în care poate să se implice în viaţa comunităţilor, pentru că fiecare voluntar vine cu un nou suflu.Încercăm astfel să fim responsabili şi să facem şi pe alţii să fie responsabili implicându-i în activităţi care contribuie la

dezvoltarea comunităţilor. Voluntarii sunt instruiţi şi apoi fiecare este implicat într-un proiect al organizaţiei. În anul 2008 voluntarii au aplicat chestionare în diverse comune din judeţul Cluj, care apoi au fost centralizate şi interpre-

tate tot de către ei cu scopul de a vedea care este nivelul de dezvoltare al acestor comunităţi, nivelul satisfacţiei vizavi de viaţa socială din comună, relaţia cu administraţia publică locală dar şi soluţiile pe care le identifică ei, ca şi locuitori, prin care pot fi dezvoltate proiecte care să contribuie la soluţionarea problemelor din comunităţile lor. Au participat chiar şi la întâlniri pe diverse teme de interes organizate de fundaţie pentru locuitorii din zona rurală.

Laura este studentă în cadrul Universităţii Babeş-Bolyai, Facultatea de Ştiinţe Politice, Administrative şi ale Comunicării, secţia “Comunicare şi Relaţii Publice”, linia germană. Laura este o persoană receptivă şi dinamică, care s-a implica activ atât în proiectele de dezvoltare rurală ale fundaţiei, în cadrul cărora a aplicat chestionare membrilor comunităţilor rurale şi a participat la întâlnir-ile şi discuţiile cu membrii comunităţilor beneficiare. A dat dovadă de multă răbdare şi perseverenţă pe parcursul realizării studiului „Evaluarea experienţei pincipalilor actori (unităţi-administrativ teritoriale, firme private şi birouri judeţene a APDRP) în implementarea programelor de dezvoltare susţinute din fondurile publice naţionale precum şi a celor din fonduri de pre-aderare ale Uni-unii Europene”, ea a contactat reprezantanţii primăriilor, le-a vorbit despre scopul acestuia şi le-a trimis chestionarele pe care trebuiau să le completeze. A fost voluntar un număr de 67 zile în acesată perioadă desfăşuând peste 402 ore de voluntariat. De asemenea a realizat numeroase traduceri din limba română în limba egleză. Laura a fost un sprijin important pentru Civitas.

„Activitatea desfăşurată la Civitas a fost extrem de valoroasă pentru consolidarea abilităţilor necesare domeniului comunicării şi PR-ului.

Cred că la modul general cu toţii avem o idee despre problemele cu care se confruntă cei din comunităţiile rurale, însă doar atunci când ai ocazia să discuţi direct cu ei, fie prin completarea unui chestionar sau participarea la un focus-group începi să înţelegi cu adevărat stadiul la care suntem în ceea ce priveşte dezvoltarea rurală,

dezvoltarea regională. De asemenea, contactul cu primăriile din toate judeţele mi-au oferit o

perspectivă cu privire la nivelul de implicare sau pasivitate a autorităţilor, a modului în care are loc comunicarea intersistemică între acestea şi ONG-

uri şi m-au făcut să realizez şi să apreciez eforturile depuse de Civitas de a analiza situaţia actuală a dezvoltării comunităţilor şi de a oferi soluţii prin proiectele desfăşurate. Sunt de părere că oricine care are interes în acest domeniu, care doreşte să înveţe şi să se implice va avea doar de câştigat făcând aceşti paşi alături de Civitas.” – Laura

INTRODUCTION


Drafting the annual report represents a good opportunity for a non-governmental organiza-tion to review the projects, the events carried out by the organization but also the experiences shared during the whole year with our colleagues, volunteers, financers, beneficiaries. These are the concepts that mark our activity, concepts that we operate during each stage of our ef-forts. For the Civitas Foundation for Civil Society, the year 2008 was marked by special events on

many levels: at the level of the programs, of the team but also in relationship with the benefi-ciaries. At the level of the programs, we started new initiatives with the purpose of turning them

into reference projects of our organization in the following years, but we also tried to ensure the sustainability of the initiatives that were begun in the past within the organization. Thus, we initi-ated 7 projects and continued a series of 6 projects that we began in the previous years. In what concerns the human resources of the organization in 2008, we managed to establish

a team – in the previous years one of the obvious problems was the mobility of the human resources – in 2008 we registered only one person resigned and we enhanced our team with three new colleagues. Although the needs of the beneficiaries of our projects suffered some changes, we responded to their needs, and as a proof we can mention the increasing number of active partnerships as well as the increasing number of those who benefited from the servic-es we provided through our projects. We believe that our involvement in the partner communities is necessary and the mission of the Civitas Foundation for Civil Society is more current than ever, considering the economic and social context.

MOTIVATIONCivitas Foundation for Civil Society was created in 1992. The main reasons for its foundation were the need to enhance the local ad-ministration capacity and to stimulate the citizen involvement in de-cision-making and local governance.

STRUCTUReThe organization has two regional offices, situated in the North-West developing region and the Centre developing region of Romania, namely in Cluj-Napoca and Odorheiu Secuiesc Municipalities.

the strategic principles identified in the organization’s documents for strategic planning:

Taking into consideration the fact that the level of development of the Romanian society is a lot below the European Union standards, we act in order to support perceptible improvements. We shall continue the programs initiated by carry-ing out fundraising activities in order to finance the programs. Simultaneously with the development of training and counsel-ing services we shall continue identifying solutions and proposals concerning the improvement of the performances of the local public administration institutions.

Furthermore, our intention is to continue our activities, simultaneously with carrying out of researches on the purpose of the public administration in local and regional development, in order to identify the needs and the aspects that need to be improved. This shall allow us to diversify the service offer and to better satisfy the needs of the target group. We want to promote such improvements within the responsible governmental structures, through advocacy mainly.

Over the years, Civitas Foundation focused on developing and implementing local development projects, this being an area less used, especially in what concerns rural development. In Romania, rural areas cover 87.1% of the country’s surface, including 45.1% of the population, namely 9.7 million

inhabitants.In the European Union, rural areas represent an essential part of the image and identity of the European Union. Over

91% of EU territory has a rural character and represents the home of over 56% of the member states population. In our view, rural development is based on the identification of local needs, on the enhancement of development capac-

ity and implementation of local development strategies with the aim of conservation of the rural and cultural patrimony, development of the economic environment and improvement of organizational abilities of local communities.

This is a program that reached its third edition, an innovative initiative whose purpose is to promote Leader community development in micro regions in Romania. Continuing the program Leader Caravan – carried out

in December 2007, Civitas Foundation collaborates in the framework of the LEADER Mentor program with Leader pilot territories.

Following the results of a successful stage of the LEADER + program in Hungary – which are the basis of this program – we understood that the key element of the program is repre-sented by the enhancement of local participation.

With the help of our Hungarian neighbors’ knowledge and experiences, we try to contribute to the Leader organization of the territories and the identification of the main development directions. This initiative is car-ried out in ten micro regions in Transylvania:

- Central Region: Homoroadelor Micro region, Pogány-havas Micro regions, Giurgeului Micro regions, Erdõvidék Micro regions, Nirajului Micro region;

- North-West: Someş-Nadeş Micro

region, Câmpia Transilvaniei Micro region, Valea Someşului Micro region, Pădurea Craiului Micro region, Botiz Micro region.

In the framework of the program, we analyzed first of all the situation in each micro region, and on the basis of this analysis and according to local needs we chose some mentors experienced in imple-menting the program Leader+ in Hungary. Each micro region is assisted by a mentor. These are: mayors, entrepreneurs and civil organizations repre-sentatives, and their knowl-edge and experience were not acquired in school but through the activities carried out in the micro regions, from strategic planning to project writing.

There were two regional workshops in Gheorgheni and Sic, where mentors and representatives met, and they presented the Leader Program and successful Leader-type projects. There were four participants for each region. The following activity was to develop the plan of activity, through the collaboration of mentors and micro regions representatives. The level of development and organization differs from one region to another, thus the con-tribution of the mentor shall adapt to the actual requirements and needs. They support, first of all, the mobility of communi-ties and bring their con-tribution to the analysis of the situations and to the

planning, together with the active participation of the com-munity members.

With the exception of the field collaboration, the men-

tors permanently support the evolution of the activities in the micro regions. Through a local initiative organized from

bottom to top, in several micro regions there were experience exchanges with the mentors’ micro regions, so that in the case of some micro regions, there were also collaboration programs with the twinning micro regions.

The Local Development Agent is a person employed within the local public administration, within micro-regional associations (intercommunality) or a person

who activates within a local NGO. His/her basic task, based on his/her abilities, knowledge and information, is the active support of the local development by facilitating the process for the preparation of the local development strategy, project preparation and implementation, identification and achieve-ment of partnerships, increase of the village visibility.

In its two Resources Centers – Cluj Napoca and Odor-heiu Secuiesc – Civitas Foundation continues to promote the same pattern in 2008. We offer lifelong professional support for LDA by providing online information and coun-seling, within discussion groups, by organizing trimestrial meetings at the level of resources centers.

In March we organized the conference of local develop-ment agents in Alba County, with the participation of agents from the county and from the area.

The conference was followed by a training course in the area of project management.

Civitas Foundation orga-nized throughout the year debates on the most cur-rent issues, offered updated information about the Eu-ropean and national funds and supported the projects initiated and implemented by the agents.

Although the financing of the project ended in August 2006, the LAD network continues to exist and to grow, without receiving financial

support from the central or county institutions. Moreover, knowing that both European Union and government funds can be accessed only on the grounds of projects founded on valid

local development strategies, a growing number of local councils and municipalities

manifested their interest and asked our support for choosing, training and assisting

several LADs.

Odorhei area is a region where the income of people living in the countryside was obtained especially through livestock rearing and cultivating traditional

fruits. However, nowadays, in these rural sub regions the population only rears livestock, which means it only benefits from a unilateral income.

This project, „Seed money” represented the roots of another project, having as an objective the rehabilitation of traditional fruit tree production in this region, as well as the creation of a demonstration centre for fruit processing.

In the framework of this project we cooperated with rural communities and specialists/experts in this field, in order to identify the real needs and possibilities of these communities.

In the 25 communities, we organized community meet-ings in order to inform the citizens about the value of natural resources and about the possibilities of valorization of these resources for the purpose of economic local development. In the same time, we created databases on traditional specialties of these sub regions and databases with the persons interested in this new project.

The result of this initiative is called „Fruit of traditions”, a project initiated by Civitas Foundation.

This project represents the third stage of the collabora-tion between the Civitas Foundation and the American Foundation Project Harvest Hope for the purpose of

developing rural Unitarian communities. The collaboration ini-tiated in 2005 continues, each collaboration giving birth to a new project, which responds to the needs and situation of the period.

The purpose of the present project is the promotion of sustainable development of rural Unitarian communities, so that they are more viable. Sympathizing with the purpose of our initiative, the Unitarian Church in Ardeal, Gondviselés

Association and the „Dávid Ferenc” National Youth Associa-tion joined us and they are also part of the Coordination Committee of the project. Thus, we initiated this collabora-tion in the beginning of 2008. The basis of this project is represented by the national program of the Civitas Founda-tion – Local Development Agent – this program was created in 2002 as a national project and, in collaboration with the local public authorities contributes to the development of rural environment.

We collaborate on the one side with those communities which want to change their status quo, want to go on, with

the hope for a better future, and on the other hand with those communities where, besides the church and the priest there are other persons who adopt an active role in the life of the community.

In the spring of 2008, we began the implementation of the project together with 10 rural Unitarian communi-ties. After a short period of time, there remained only 7 communities, who continued the work until the end of the project. These communities are: Benţid, Bezid, Ceheţel, Fitănuş, Goagiu, Calnic and Rareş. It is interesting to notice that in neither of these villages is there a functional local public administration.

Our goal was to mobilize and to determine the involve-ment of as many people as possible, namely to train those devoted to take action, to get involved in the community. They were acquainted with the world of projects and of the finance requests, with the field of communication, with the patterns and the networks, the roles and functions and strategic planning. Given the fact that they decided to take part in a long term development

process, the existence of a „headquarters” and adequate infrastructure to sustain the process were essential. Thus, we built an office for each community. For each centre (working unit), each community received financial contribu-tion from the financier.

The creation and support of the collaboration between

animators and communities represents one of the key el-ements of the project. The sus-tainability of the development projects of this type, although it is a topic that is not frequently approached, requires an ap-proach that shall sustain the confidence and enthusiasm, together with the information and constant professional training.

The project supports the implementation of the Strat-egy for the Mining Industry of the Romanian Govern-ment for 2004-2010. The development objective

of this project is to enhance the Government’s capacity to take over the reform in the mining sector by enhancing the capacity of the MEC to close all the non-profitable mining companies and the ancillary companies in a sustainable way from an environmental point of view. Furthermore, the project

wishes to support the National Agency for Developing and Implementing Mining Areas Reconstruction Programs (AZM), local communities and other agencies that are engaged in the social and economic reconstruction of mining areas.

Throughout 2008, Civitas Foundation for Civil Society was involved as consultant in organizing and supporting

training courses on different topics, aimed at representa-tives of local public administration and non-governmental organizations in the counties: Alba, Bihor, Bistriţa, Caraş-Severin, Cluj, Covasna, Dâmboviţa, Hunedoara, Maramureş, Harghita, Prahova, Sălaj, Suceava, Tulcea, Vâlcea, but also

for community facilitators in the counties Bihor, Sălaj and Cluj.

The long term planning, with the implication of the community members, was carried out over a period of several months, when they organized (and they still organize)

community meetings where those present discussed their current lives and future needs. We estimate that by the end of February 2009, these communities shall have strategic plans and shall be able to make their first concrete

steps towards their dream.

The territory where we live, our history, our culture, they all create a social – economic context where we want to achieve a high level of development. The projects

that we design have similar objectives: to learn from one an-other and our collaboration shall help us be more efficient and more powerful. The organizations and persons acting in the field of regional development should know each other in order to create partnerships and networks.

The purpose of the project was to establish the co-operation framework for the actors of local development in the Black Sea region and to implement the transfer of knowledge, experience and practices in the field of rural development.

The objective of the program is the extension of the cooperation among the regional development actors; it supports rural development, it gathers the citizens of new member states and of candidate states of the EU, in order to share their experience and knowledge and to build a cooperation network with organizations in Bulgaria, Roma-nia and Turkey.

II. hUMAN ReSSOURCeS DeVelOpMeNT

The purpose of the project „Get involved in your future” is the creation and development of the operative ca-pacity of rural communities, with the purpose of a

better management, promotion and use of local resources through the involvement of local actors, but also through the setting of concrete forms of communication and collabora-tion between them.

The present project continues the project implemented by the Civitas Foundation for Civil Society in two rural com-munities in the Cluj County (Săvădisla and Mihai Viteazu)

and in the commune Colţeşti in the Alba County between 2005 and 2006.

The project evolved step by step, so that in the end

of 2008 Civitas coordinated the activity of 12 e-centers situated in the counties Alba, Bihor, Cluj and Mureş in the communes: Colţeşti, Tăuteu, Chişlaz, Săvădisla, Mihai Viteazu, Iara, Corneşti, Băişoara, Sînpaul, Miercurea Niraju-lui, Măgherani, and Păsăreni.

E-centers network in Romania includes currently a number of 34 e-centers in 20 counties. (http://www.ecentre.ro/ecentre/Home.aspx) We coordinate this network together with EOS Foundation, set up in 1997, having over

10 years of experience in introducing and developing the use of new technologies both in the system of formal edu-cation and at the level of large communities. The mission of EOS focuses on the attenuation of the digital division by creating and providing to all the members of the community the opportunity to acquire skills and abilities necessary for the handling of information and to create new knowledge, all of these being essential elements for taking part in the development of a knowledge society. On February 1st, 2008, CIVITAS Foundation took part in a press conference organized in Bucharest by Microsoft Romania.

On the occasion of the first anniversary of the inaugura-tion by Bill Gates of the Global Technical Support Centre, Microsoft Romania presented the strategic initiatives in the field of education and the activities that shall be carried out in 2008. The three pillars of the Microsoft Unlimited Potential global vision are: the reform of education, stimulation of in-novation and creation of new opportunities and jobs.

The following programs are developed and sustained by Microsoft in Romania: „Education Partner”, „Imagine Cup”, „Global Centre for Technical Support”, „Unlimited Poten-tial – Community centers for the formation of IT skills” (UP CTS), program that addresses particularly communities in

„Man is the measure of all things” the Greek philosopher Pretoqoras said, meaning that man is able to integrate any present or future re-quirements, having as a target the man who has to do them. The importance lies with the effort according to which the simultaneous action of these factors and the capacity of the human body must form a permanent balance. H UMAN RESOURCE DEVELOPMENT


rural areas, and provides access to technology, training programs for teaching basic notions of information technol-ogy, training/acquiring new skills, knowledge upgrading and professional reorientation, participation in commu-nity programs, creation of own successful businesses. In

Romania, the program UP CTS began in 2004, with the first grants obtained by two partner nongovernmental organiza-tions Educating for an Open Society (EOS) in Timişoara and CIVITAS Foundation in Cluj. The infrastructure of the centers is financed through donations obtained from local govern-mental organizations. Microsoft UP CTSP offers grants for NGOs in order to administrate the activity of the centers, in order to organize the training activities, the localized IT curriculum as well as licenses for Microsoft software. The two organizations applied for grants within the program UP CTS and have obtained until now over 500 000 USD. For 2008, the grant man-aged by EOS is 100 000 USD and for CIVITAS it is 64 000 USD.

The annual meeting October, 9th -10th

The annual meeting of the e-centre is orga-nized with the purpose of a better coordination and transparency of the activities carried out in the e-centers.

In 2008, this meeting took place in Colţeşti, county of Alba. The participants of this event were Mrs. Paula Apreutesei – Development Strat-egy Manager, Microsoft Romania, the coordina-tors and trainers of the e-centers, representatives of the Civitas Foundation and other lecturers from the academic environment in Cluj. In the present, Civitas Foundation coordinates the activity of 12 e-centers. The meeting joined representatives of old e-centers, from Mihai Viteazu, Săvădisla, Sînpaul, Iara, in Cluj county, Tăuteu and Chişlaz in Bihor county, Colţeşti in Alba county, but also

representatives of new e-centers in Băişoara Cluj county, Măgherani and Miercurea Nirajului, Mureş county. The purpose of this meeting was on the one hand to facilitate the experience exchange between participants, in order for them to discover the activities carried out in other communi-

ties, thus obtaining an attractive and useful curricula for the community and on the other hand to present Micro-soft financing strategy for 2009. The lecturers present at the meeting made connections between community development and the activities of the e-centers and they also acknowledged the contribution of computer science to the development of rural communi-ties in Romania. The national e-centers network was presented, together with the international „telecentreeurope” network, which is a network where telecentres can share their experi-ences, make partnerships in order to increase the impact of the centers at European level and beyond.

AwardThe special award in the category

The Best Community Program of the People for People Gala was awarded to Microsoft Unlimited Potential program- MICROSOFT Company, program containing also the pres-ent project implemented by Civitas Foundation.



The purpose of the initiative was to identify and pro-mote competence landmarks for the position of pro-gram director. These landmarks are necessary both

for increasing the quality of the offer of professional training in the field as well as for the harmonization of human resources policies through a unitary legal framework.

On the labor market, the professions that require management of implementing different programs belong to the nongovernmental field as well as to the public and profit field, most of the actors considering that it is neces-sary to employ a program manager, coordinator or director. Although it was introduced in the Romanian Occupational

Code, the employment of a program director was not preceded by a prior quality, unitary and standardized train-ing, given the fact that the necessary competences for the position were not clearly delimited and developed. The project of the Civitas Foundation addresses directly the requirement of national regulation and standardization of professions.

Ten competence units necessary for the position of program director were included in the standard. These competence units approved by CNFPA represent the legal

framework of the qualification as program director. Employ-ers shall take these units into consideration when estab-

lishing the list of competences and job description of the employees that occupy this position. The result is extremely relevant for the professional training bodies, as they give the basis for designing the offer and the education programs in the field of program management.

Before the setting up of the occupational standard, the tasks and qualifications required by this position were not clearly delimited and thus the professional training programs did not have a unitary framework, able to cover the needs for the position of program director. These problems were identified both in the North-West region and at national level.

The project „Professional development of manage-rial skills and key competences of managers of the compa-nies in the North-West Region” aims to create an integrated system of the lifelong education and upgrading with the purpose of developing the managerial skills and key com-petences of the managers of companies in Romania and indirectly enhancing the competitivity of the organizations they are part of.

The project addresses two target groups: „the top management” and „the middle management” of medium sized enterprises in the North-West Region. The direct ben-eficiaries shall be the managers of small and medium sized enterprises (20 persons / course) who will contribute to the development of the key competences. The companies

shall be final beneficiaries and they shall use the guides for beneficiaries (400 copies), for the professional training of managers for the increase of competitivity at local and

regional level. Through the competitive companies, the local communities shall also take advantage of the situation, as

The support of local public administration development in Romania is one of the main objectives of Civitas Foundation. The quality of education is essential for

the quality of the professional activities that shall be carried out by future civil servants and employees in the local public administration. Thus we intended to improve the resources of the education institutions in the field, by drafting textbooks for courses necessary for the extensions of public adminis-tration with curricula in Hungarian.

By promoting lifetime learning, we shall continue the initiatives of Civitas Foundation for Civil Society in providing

quality courses, initiatives acknowledged by the Labor Min-istry through the accreditation of the foundation in the field of communication and project management.

S ince its opening, in September 2002, the Citizen Advice Bureau (BCC) Odorheiu Secuiesc is perma-nently at the disposal of the citi-

zens in the Odorhei area. Citizen Advice Bureau Odorheiu

Secuiesc continuously provides infor-mation and counseling services for citi-zens. The information and counseling offered is confidential, free of charge, objective, independent and accessible for all the citizens.

The main fields where they provide services are: health, social assistance, social security, work relations, con-sumer protection, civil rights and civil duties, property, taxes, education, notary procedures, child protection and public services. Given the fact that the citizens’ problems are not limited to these fields, other fields were introduced, such as: equality of chances between women and men, European information, services offered by companies, business world, NGOs, etc.

The information necessary for the offered counseling by the Citizen Advice Bureau Odorheiu Secuiesc is pro-vided by a national informa-tional system, periodically updated with the changes that intervene in the legal provisions related to the rel-evant fields as well as local information. The Citizen Advice Bureau collaborates with local, regional and national institutions, mass-media and nongovernmen-tal sector.

The information and counseling services pro-vided by the Citizen Advice Bureau were asked for from its opening until the end of 2008 by 15.700 people. In 2008 there were 2146 cases, which mean that about 3.500 persons addressed the Citi-zen Advice Bureau directly.

The Bureau’s councilors have published since 2006 a

weekly „useful information” column in the regional news-paper „Udvarhelyi Híradó”, and in 2008 we published 38

articles. We also published 3 informative

brochures: Get a fair start when look-ing for a job!, Public pension system, Rights and obligations of disabled persons. The topics of the guides written in a language accessible to the general public, published both in Romanian and Hungarian, were chosen on the basis of the day by day experiences of the Bureau.

ated by the Social Local Partnership, is updated by the BCC, the number of its visitors reaching almost 10.000.

The information sessions play an important role from the point of view of providing information. In 2008 alone, almost 400 persons attended the 10 events organized by the Bureau. The topics of the sessions: monthly aid for the surviving retired spouse, structural funds and public procurements, methods of looking for a job for graduates, administration of independent activities and activities of

family association, subsidies and premiums for graduates of State Institutions and em-ployees, European Union, the rights and obligations of disabled persons, the classification of tourist struc-tures, financing possibilities for Local Public Administra-tion and NGO , the citizen rights and duties of young persons.

Due to the multitude of information and counseling methods, namely through the dissemination of the information by the direct beneficiaries to relatives,

neighbors, friends, colleagues, our services reach directly or indirectly about 30 000 persons per year.

up by CIVITAS Foundation in partnership with the Town Hall of Odorheiu Secuiesc Municipality, within PHARE for Civil Society Development Program, financed by the European Union.

Civitas Foundation – through the services provided by the Citizen Advice Bureau Odorheiu Secuiesc, was accred-ited as social services provider. Thanks to this, in 2006 we were able to conclude with the Odorheiu Secuiesc munici-pality a contract for social counseling, which was prolonged for 2007 and 2008. In December 2008 we obtained the social accreditation for another three years.

The Bureau, through CIVITAS Foundation, is a member of the National Association of Citizen Advice Bureaus,

which represents the interests of 40 nongovernmental organizations which have set Citizen Advice Bureaus and mobile lucrative facilities in over 60 urban and rural localities in the country.

The information sessions play an important role from the point of view of providing information. In 2008 alone, almost 400

Global Libraries Romania” is a pilot program devel-oped in five counties (Iaşi, Ilfov, Hunedoara, Sălaj and Tulcea) in 2007 and continued with a second

stage in 2008. Within this pilot project there was involvement of both libraries and NGOs from these counties.

The first stage of the project (2007) envisaged to change the public libraries into modern centers where the members of the communities could have access to information through Internet and PCs.

The starting premise was that given the fact that this is the century of Internet and information, it is very important for the members of the commu-nities to be able to use this „tool”.

Within this project Civitas Foundation provided support for the County Library in Sălaj.

In the second stage (2008) Civitas Foundation collaborated with the County Library in Sălaj and the County Library in Hunetdoara.

Together with librarians, we established pre-liminary meetings with beneficiary communities’ representatives, local authorities, informal leaders, minority groups, in order to identify their needs for information.

Than we drafted on-line information packages and organized new meetings with the communities’ members in order to present the information packages we created in order to fulfill the need for information identified within the preliminary meetings. Thus we approached topics of inter-est, such as: communication via Internet, jobs, legislation, European finance sources, tourism, education, agriculture information.

Sansz is a pragmatic demonstration of the mission of the foundation, started in 2003 together with the „Local partnership for the effective increase in social work –

Social Map of Odorheiu Secuiesc municipality”, continuing the development of social partnership initiated by Civitas in 1997.

The purpose of these initiatives was to accomplish a sustainable partnership in order to intervene as effectively as possible in the approach of social problems in the Odor-heiu Secuiesc area, with the following specific objectives:

- developing effective col-laboration relationships among local public administration, institutions and NGOs active in the social field

- intensification of profes-sionalism in the social field

- drafting the social strategy (on different fields) in order to effectively help people in need

- accomplishment of effective common projects, identi-fied as necessary for the social strategy

The strategy for social development of the area was drafted. It contains eight major fields and in 2008 it was updated with our collaboration.

We all believe in the slogan „A PARTENERSHIP in the

PRESENT, A CHANCE for TOMORROW”. The 11 years of functioning for the local social partnership makes we state that we are able to keep running this „project”.

We repeatedly managed to obtain from the part of local and central public administration subsidies and other meth-ods of support in order to maintain the social service initi-ated through nonrefundable financings. This was possible due to the fact that we proved their necessity through social strategy and we counted on social responsibility. The high standards for these services must be maintained.

Our team, together with LIA and Wolter foundations, committed itself to approach the problems of young orphans and under- privileged youth. Out of the successful projects, the project “Home and Pro-

tected Workshop in Tăureni, Harghita for young persons with special needs” is our last success in the period 2007-2008; it completed the whole network and covered a huge hole in the social net of the region.

CITIZeN pARTICIpATION Week Civitas Foundation becomes one of the 17 European

countries taking part in this program. CPW (Citizen Partici-pation Week) is a week of campaigns, lead by civil net-works, nonprofit organizations and institutions who draw the attention to the importance of participation and of the active citizenship. They represent good practice examples in the field, draw the attention to the lacks and problems and mobilize different society groups.

Throughout this week, the public opinion is formed by civilians, active members of the communities, who express

their opinions concerning local and micro regional prob-lems.The events organized by Civitas Foundation focused more on young people, as a functional democracy is based on aware citizens, who take an active part in creating their future and their space to live. If they understand the impor-tance of citizen participation while they are still young and if

RuralNet’s purpose is to support community develop-ment in the rural environment in Romania by increas-ing and revaluating the competences of

the actors in this field. It appeared as an answer to the need manifested by the organizations that actively intervene in the development of the rural environment. At present, it is one of the most dy-namic networks that work in the Romanian non-governmental environment. RuralNet is intended to become a point of reference in the field and to become a partner of the Ministry of Agriculture, Forests and Rural Development for setting up policies that concern the rural development.

Within the framework of this network, Civitas Foundation has the role of monitoring the implementation of the National Development Plan, increasing the network visibility.

Throughout 2008, Civitas realized for this network the study „Evaluation of the experience of the main actors

(administrative and territorial units, private companies and county offices of APDRP - Rural and Fishery Development

Payment Agency) in implementing the devel-opment programs financed by national public funds as well as of programs financed by pre-adhesion EU funds”.

This study was presented within four round tables organized in Iaşi, Cluj, Timişoara and Bucharest. The last round table was held at the headquarters of the Ministry of Agriculture, with the presence of representatives of non-profit sector but also of other institutions involved in

rural development.

One of the conclusions of the round table is that Rural-Net must continue to play an active part in the process of community development in Romania.

Furthermore, another conclusion was that it is necessary that the members of the network collaborate with other or-

ganizations that activate in the field of community development in order to realize relevant studies for this field. The existence of these documents is very important, thus they can be used as a start-ing point for solving different problems both by the non-profit sector and by public authorities.

The Citizen Advice Bureau Odorheiu Secuiesc was set up by CIVITAS Foundation in partnership with the Town Hall of Odorheiu Secuiesc Municipality, within PHARE for Civil Society Development Program, financed by the European Union.

The National Association of Citizen Advice Bureaus (ANBCC) coordinates a network of 55 operational Citizen Advice Bureaus financed by the EU Phare Program and own resources.

ANBCC makes sure that all the Bureaus respect the same professional standards and act as a development engine of the Citizen Advice Bureaus.

The access of all citizens to information on the rights and civil responsibilities is an essential condition for the equality of chances in a democratic society.

TeleCeNTRe eUROpe

Financing from Microsoft, with the help of which the telecentres were set up, brought Civitas Foundation in the Tele-centre-Europe. This is a large, resonant network which increases the impact and efficiency of telecentres in the whole Europe, by promoting knowledge and learning exchange among its members.

A Telecentre is a place accessible to the public, where people can benefit of assistance in order to use the PC, the Internet and other digital technologies which help them learn information, create, learn and communicate with each other. By proceeding this way, they develop computer science competences, which are essential in the 21st century for finding better job opportunities, for significantly participate in the society or for improving and changing their own lives.

pANNON fORRÁS

Civitas Foundation for Civil Society is one of the founding members of the Network for Professional Training of Adults in the Carpathian Basin, also known as Pannon Forrás network.The mission of the network is to draft standardized training modules in the Carpathian Basin, based on the needs

identified in the regions of the Carpathian Basin. The network consists of NGOs of the Carpathian Basin as well avs of companies and public institutions. The functioning

of the network is financed by the Hungarian State through the Szüloföld Fund and Operational Program of Renewal of the Society (its objectives are similar with the objectives of SOP HRD).

In 2002, several organizations and institutions in Odorheiu Secuiesc set up the Local Social Partnership, with the purpose of protecting under-privileged people, people with special needs, within the framework of a common program. Civitas Foundation turned to the mechanism through which a citizen can decide how two percent of the income tax is spent,

by allocating this sum towards a non-governmental organiza-tion. This led to a form of part-nership between the citizen, tax authorities and the NGO sector. In fact, the citizen tells the state how he wants a part of his tax to be spent.

In 2007, FCOS founding members, together with other NGOs in Odorheiu Secuiesc, joined their forces in a

campaign for promoting the mechanism.

Thanks to the support of-fered by the media channels in town, all NGOs had the possibility to be present in the local press. Hundreds of post-ers and fliers were distributed

NGOs were mailed to every mail box in Odorhei, present-ing the activities and explaining very well why people should allocate 2% of their income tax.

At the end of the campaign, we organized the first „2% Festival”.

Among the results of the campaign „2% of Odorhei” we mention the dramatic increase of allocations of 2% from 40 000 RON to 106 000 RON (almost 30 000 EUR) and the national title of „The Best Institutional Campaign for Fund Raising”

In 2008, FCOS received more support from local media, including presentation of local NGOs in the newspaper Udvar-helyi Híradó, replacing the brochure in 2007, and offering more legitimacy to the campaign. This contribution together with the media support of Prima Radio brought about a significant increase in the chapter of 2% redirectionings, from 29% (2007) to 42% (2008) of active population, situating Odorheiu Secuiesc above the national average. Furthermore, FCOS founding members supported other two commu-nities in carrying out similar campaigns, having the same results.

FCOS shall continue to be responsible for the implementation of the campaign „2% for Odorhei” and waits the participa-tion of NGOs.

ApplICATION Of The VOlUNTARy SeRVICe pRINCIple

In 2008, 7 young persons carried out volunteer activities, accumulating 1500 hours of volunteer ship. Throughout the years, Civitas Foundation for Civil Society involved volunteers in the projects and activities it carries out. We apply this method of collaboration because each person has his/her own perception on voluntary service and on the

way he or she can get involved in the life on communities, as each volunteer brings a new breath.Thus we try to be responsible and to determine other people to be responsible, by encouraging them to get involved in

activities that contribute to the community development. Volunteers are trained and then each of them is involved in one of the projects of the organization.

In 2008, the volunteers distributed questionnaires in several communes in Cluj county, which were afterwards central-ized and interpreted by the volunteers, The purpose of the questionnaires was to see which is the level of development of the communities, the level of satisfaction about the social life of the commune, the relationship with local public administra-tion but also the solutions they, as inhabitants, envisage in order to develop projects for contributing to solving problems in their communities. The vol-unteers took part in meetings on different topics of interest organized by the foundation for the inhabitants of the rural area.

Laura is a student of the Babeş-Bolyai University, Fac-ulty of Political, Administrative and Communication Sciences, specialization „Communication and Public Relations”, German language. Laura is a receptive and dynamic person, and was very active and involved in the rural development projects of the foundation. She distributed questionnaires to the rural communities’ members and took part in the meetings and discussions with members of the beneficiary communities. She proved to be very pa-tient and perseverant during the study „Evaluation of the experience of the main actors (administrative and territorial units, private companies and county offices of APDRP - Rural and Fishery Development Payment Agency) in implementing the development programs financed by national public funds as well as of programs financed by pre-adhesion EU funds”. She contacted the municipality representatives, spoke to them about the purpose of the project and sent the questionnaires that needed to be completed. She worked as a volunteer for 67 days and carried out 402 volunteering hours. She also translated an important number of documents from Romanian into English. Laura was an important support for Civitas.

„The activity carried out at Civitas is very valuable for enhancing the necessary skills in the field of communication and PR. I think that

we all have an idea about the problems that the inhabitants in the rural communities are facing, but also when we get to talk

to them, by filling in a questionnaire or by taking part to a focus-group do we understand the real situation

and where we stand when rural and regional development is concerned. Furthermore, the contact

with the municipalities in all the counties showed me how involved or passive the authorities are, the method in which the communication between the

systems takes place between local authorities and the NGOs and made me be aware of and appreciate the efforts of Civitas to analyze the current situation of community development and to provide solutions through the developed

projects. I think that whoever is interested in this field and wants to learn and get involved, has a lot to gain if they make these steps side by side

Az éves jelentés elkészítése egy civil szervezet életében egy nagyon jó alkalom arra, hogy össze-foglaljuk azokat a projekteket, eseményeket, amelyeket megvalósítottunk, illetve a kollegákkal, önkéntesekkel, támogatókkal és támogatottakkal együtt megélt egy év tapasztalatait.

A 2008-as év a Civitas Alapítvány a Polgári Társadalomért életében egy különös évnek mond-ható szinte minden területen: a programok, a csapat, valamint a kedvezményezetekkel való kapcsolat szintjén.A programok szintjén új kezdeményezések indultak el, amelyek a szervezet tevékenységi

területeit erősítik a jövőben. Ugyanakkor megpróbáltuk azoknak a kezdeményezéseknek is a fenntarthatóságát biztosítani, amelyek eddig is jó eredményekkel működtek. Így 7 új projekt megvalósítását tudhatjuk magunkénak, valamint 6 olyan projekt folytatását, amelyeket az elõzõ években indítottunk el.Ami a szervezet humánerõforrását illeti, a 2008-as év során sikerült megszilárdítani a csapa-

tot, amíg az elmúlt évekre a humánerőforrás nagyon nagy mobilitása volt jellemző. 2008-ban egy kolléga vált meg a csapattól, ugyanakkor hárommal erősödtünk. A véghezvitt változások, amelyeket a program kedvezményezettjei tapasztaltak, arra a meggyõzõsésre utalnak, hogy megfeleltünk a megfogalmazott elvárásoknak. Ennek bizonyítéka az aktív partnerségek száma, amelyeket rögzítettünk, valamint a kedvezményezettek száma, amelyek az elvégzett projek-tek által nyújtott szolgáltatásainkból adódnak. Úgy hisszük, hogy a közös-ségekkel való együttműködés és part-nerség szükségszerű, és hogy a Civi-tas Alapítvány a Polgári Társadalomért missziója egyre aktuálisabbá és hang-súlyosabbá válik az adott gazdasági és társadalmi körülmények között.

Köszönetet mondunk mindazoknak, akik a 2008-as év folyamán valamilyen formában támogatták, részt vettek, vagy éppen rokonszenvet éreztek projektjeink iránt. E tevékenységek során sikerült bebizonyítani, hogy valóban azon az úton járunk, amelyet 17 évvel ezelőtt megálmodtunk és ezúton is biztosítunk min denkit a barátságunkról és megbecsülésünkről.

Fejlõdésen azon folyamatot értjük, amely révén egy közösség tagjai és intézményei képessé vállnak arra, hogy erõforrásokat mozgósítsanak életminőségük tartós javulása érdekében.

MotiváCióA Civitas Alapítványt 1992-ben alapították. Létrehozásának legfonto-sabb okai között szerepelt a helyi önkormányzatok hatékonyságának növelése, valamint az állampolgárok szerepvállalásának ösztönzése a döntéshozatalban és a közösségi problémák megoldásában.

SZeRkeZeTI felépíTéSAz alapítvány két irodát működtet Romániában: az Északnyugati ré-gióban Kolozsváron, valamint a Közép régióban Székelyudvarhelyen.

TeRüleTI lefeDéSAz alapítvány fõként Erdélyben aktív, de vannak országos és dél-keleteurópai szintű projektjeink is.

Figyelembe véve, hogy a román társadalom fejlettségi szintje sokkal alacsonyabb az Európai Unió átlagos szintjétõl, arra törekszünk, hogy egy látható javulás támogatásán tudjunk dolgozni. Az előző években elindított programjainkat folytatni fogjuk és újabb támogatókat keresünk a fenntartásukhoz. A képzési szolgáltatásaink és tanácsadás mellett folyamatosan tartjuk a kapcsolatot a helyi közigazgatási intézményekkel teljesítményük javítása érdekében.

Ezen tevékenységeink folytatása mellett kutatásokat végzunk arról, hogy milyen szerepe van a közigazgatási intézmé-nyeknek a helyi és regionális fejlesztésekben a szükségletek beazonosítása és javítása végett. Ez megengedi nekünk, hogy szolgáltatásainkat bővítsük és ugyanilyen javulást kívánunk szorgalmazni a felelős kormányzati szerveknél is.


Románia területének 87,1%-a vidéki térség, a lakosság 45,1%-a, azaz 9,7 millió állampolgár vidéken él.

I. VIDékfejleSZTéSAz évek során a Civitas Alapítvány olyan projektek kezdeményezését és megvalósítását tűzte ki célul, amelyek helyi

színtű fejlesztéseket szorgalmaznak. Hiszen ez az a terület, amely kevésbé fejlett, gondoljunk csak a közösségfejlesztésre vagy a vidékfejlesztésre.

Az Európai Unióban a vidéki térség egy nagyon fontos része az unió imázs és identitás építésében. Több mint 91% az

Európai Uniónak vidéki jellege van, ahol több mint 56%-a a tagállamok lakosságának az otthona van.

A mi megfogalmazásunkban a vidékfejlesztés nem jelent mást, mint a helyi szükségletek beazonosítása, a fejlesz-tési képesség megerősítése, illetve a helyi fejlesztési stratégiák kivitelezése, figyelembe véve a kulturális örökségeink megőrzését, a gazdaságfejlesztést, valamint a helyi közösségek önszerveződő képességének a javítását.

Európaszerte új, innovatív kezdeményezés, melynek célja elõsegíteni Románia vidéki térségeiben a Leader típusú közösségszerveződést.

A 2007 decemberében megszervezett tájékoztató jellegű Leader karaván folytatásaként e program keretében azon erdélyi vidéki térségekkel működünk együtt, amelyek Leader térséggé akarnak alakulni. Kiemelten fontos számunkra a helyi részvétel erősítése. A Magyarországon már egy programidõszakot megért LEADER+ Program tapasztalataira alapozva, az ott szerzett ismeretek és tudás hasznosításával az itteni térségek Leader-szerű megszervezõdését, a fõbb fejlesztési irányvonalak beazonosítását kívánjuk elősegíteni. Összesen 10 erdélyi kistérségben valósul meg ez a kezdeményezés.

V IDÉKFEJLESZTÉS


Programunk keretében elsõsorban a kistérségek hely-zetfelmérésére került sor. Ez alapján kerültek kiválasztásra az itteni kitérségi igényeknek megfelelõ mentorok, akik a magyarországi Leader+ Program megvalósításában tapasz-talt szakemberek. Minden kistérség munkáját egy-egy ilyen mentor segíti. Van köztük polgármester, vállalkozó és civil szervezeti képviselő is. Tudá-sukat, tapasztalatukat nemcsak szakképzés útján szerezték, hanem a térségükben végzett több éves munkában, mely során a tervezéstõl a tervek valóra váltását szolgáló pá-lyáztatásig együtt dolgoztak a térségeikkel. Ezek a mentorok 3 alkalommal és alkalmanként kb. 5 napot töltenek az itteni kistérségekben.

A térségi munkát megelõzõen két regionális (központi és észak-nyugati) műhelymunka szervezõdött Gyergyószentmiklóson és Széken. E műhelymunka kere-tében a térségek képviselõi és a mentorok megismerkedtek egymással, a Leader Program bemutatására és Leader-szerű projektek ismerte-tésére került sor. Ezt követően a térségek és a mentorok közösen dolgozták ki az együttműködésük programját. Az egyes kistérségek más-más fejlettségi szinten állnak, így a mentorok az adott helyzethez és a helyi igényekhez mérten dolgoznak velük. A

térségekben a mentorok elsõsorban a közösségek meg-mozdításába, a helyzetfelmérésekbe és a közösségi tervezésekbe segítenek be.

A mentorok a terepmunkákon kívül folyamatos kapcsolat-tartásban segítik a térségekben a munkálatok előrehaladását. A változó helyzeteknek köszönhetõen a jelenleg felmutatható eredmények is térségenként változóak. Van olyan térségünk, ahol már a stratégia is nagyvonalakban elkészült, de van olyan is, ahol az elemzéseket még most végzik. Teljesen alulról építkező, helyi kezdeményezésként már több térségben megszervezték, hogy a térség képviselõi meg-látogatták a mentor térségét. És van olyan térség, ahol már közös programon dolgoznak.

Az eddig elért eredményeket összegezve elmondhatjuk, hogy e programunk keretében:

Erdélyben 10 Leader-szerű térség

szerveződik (aktivizált kistérségek, közösségalapú tervezés)

a LEADER Programról felkészült tervezői munkacsoportok vannak

e 10 romániai kistérség 10 konkrét Leader+ térséget ismer, élő kapcsolataik

vannak a mentorok térségével 10 magyarországi szakember

együttműködik 10 erdélyi Leader-típusú térséggel, folyamatos tudás és

tapasztalatátadást valósítva meg régiónként hálózatépítés folyik, mely a

hatékonyabb együttműködést szolgálja elkészültek térségenként az eddigi szakmai munkák dokumentációi, melyek a Leader

típusú stratégiához alapanyagul szolgálnak.

V IDÉKFEJLESZTÉS


A Helyi Fejlesztési Ügynök egy olyan személy, amely munkaszerzõdési viszonyban áll valamely helyi közi-gazgatási intézménnyel, kistérségi egyesülettel vagy

egy helyi civil szervezet keretében tevékenykedik. Alap-kötelezettsége, hogy képességei, tudása és a rendelkezé-sére álló információk birtokában aktívan járuljon hozzá a helyi fejlesztésekhez a következõk révén: részt vesz a helyi fejlesz-tési stratégia elkészítési folyamatában, projekteket dolgoz ki és részt vesz a megvalósításukban, partnerségeket épít ki és működtet, felel a községrõl szóló információk megjelení-téséért. A két Forrásközpont keretében – Kolozsvár és Székelyudvarhely – a Civitas Alapítvány 2008-ben is folytatta e fejlesztési modell népszerűsítését és a meglévõ hálózat fenntartását. Folyamatos szakmai támogatást biztosítottunk a helyi fejlesztõknek rendszeres találkozók, szaktanácsadás és levelezőlisták révén.

Márciusban megszerveztük a Fehér Megyei HFÜ konferenciát, amelyren részt vettek nemcsak a helybéli, hanem más megyébõl is a helyi fejlesztők. A kon-ferencia után közvetlenül egy projekmenedzsment képzést is bíztosítottunk a résztvevőknek.

A Civitas Alapítvány az év során még vitafórumokat szervezett különbözõ aktuális kérdésekkel kapcsolatban, naprakész információkkal szolgált a nemzeti, illetve az európai támogatási alapokról, támogatta az ügynököket az általuk megfogalmazott és kivitelezett projektekben.

Mindannak ellenére, hogy a projekt finanszírozása 2006 augusztusában zárult, a HFÜ hálózat továbbra is működik és új

csapattagokkal bővül. Mivel az Európai Uniós és kormányzati alapokat csak helyi fejlesztési

stratégia alapján lehet lehívni, egyre több helyi önkormányzat jelezte szándékát, hogy

szüksége van a Civitas segítségére egy HFÜ személy kiválasztására, képzésére és

támogatására.

Udvarhelyszék hegyvidéki terület, ahol évszázadok óta a jövedelemforrás az állattartásból, valamint a gyümölcstermesztésből származott. A hetvenes

évek intezív gyümölcsöstelepítése, valamint a változás utáni külföldi üzletláncok megjelenése azt eredményezte, hogy a régi fajta, nagy ellenálló képességgel bíró gyümölcsösök eltűntek vagy kiöregedtek.

Ezzel a pénzalappal egy nagy projekt elõkészítését és megírását vállaltuk, melyben a régi gyümölcsösök rehabilitációját és egy feldolgozó-bemutató központ létre-

hozását tervezzük. Fontos volt számunkra, hogy a projekt elõkészítésében és a szükségletek megfogalmazásában együtt dolgozzunk úgy a helyi közösségekkel, mint a poten-ciális partnerekkel, szakemberekkel.

25 közösségben tartottunk közösségi találkozót, ahol egy adatbázist készítettünk a természeti kincsekrõl és a projektben érdekelt személyekről. A megbeszéléseknek u gyanakkor ismertetõ jellege is volt, ahol a természeti kincsek értékérõl és közösség alapú gazdasági fejlesztésrõl esett szó.

E projektünk az erdélyi unitárius vidéki közösségek felkarolása érdekében a Civitas Alapítvány és az amerikai Project Harvest Hope együttműködésének

harmadik gyümölcse. Ez az együttműködés 2005-ben indult el és napjainkig tart. Mindig megújuló és az aktuális helyzetre, szükségletre választ adó projekt születik. Jelen projektünk célja elõsegíteni az unitárius vidéki közösségek önfenntartó fejlődését, növelni e közösségek életképességét.

A két civil szervezet törekvéséhez egyetértõen és segítõ szándékkal csatlakozott az Erdélyi Unitárius Egyház, az ehhez tartozó Gondviselés Segélyszervezet és az Országos

Dávid Ferenc Ifjúsági Egylet, akik a Koordináló Bizottság tagjaiként álltak az ügy mellé. Így indult el 2008 elején együttműködésünk. A projekt alapját a Civitas Alapítvány Helyi Fejlesztési Ügynök programja adta, mely 2002-tõl Romániában országos projektként elsõsorban a vidéki önkormányzatokkal való együttműködés mentén szolgálja a vidéki térségek fejlődését.

Olyan vidéki közösségekkel működünk együtt, akik egyrészt akarnak is elõbbre mozdulni, változtatni saját helyzetükön egy jobb jövõ reményében, és másrészt, ahol az egyház, a lelkész mellett akadnak még olyan személyek,

akik cselekvõen vállalnak szerepet a közösségért történõ munkálkodásban. 2008 tavaszán 10 unitárius vidéki közösséggel kezdtük el a munkát, majd rövid idõn belül ezek száma 7-re csökkent, és ők a mai napig is kitartanak a célkitűzések és az elkez-dett közös munka mellett: Bencéd, Bözöd, Csehétfalva, Firtosváralja, Gagy, Kálnok és Recsenyéd. E falvak egyikében sincs helyben a polgármesteri hivatal.

Mindenekelõtt arra törekedtünk, hogy a közösségekbõl minél több személyt sikerüljön meg-szólítani és bevonni ebbe a munkába, lehetõleg cselekvően is. Másodsorban, azoknak a személyeknek a szakmai felkészítése volt a célunk, akik elkötelezetten vállalták a közösségükért való cselekvést. Egyes falvak esetében két személy is vállalta, hogy bekapcsolódik ebbe az együttműködésbe. Ezek a személyek, köztük tanárnõ, farmvezetõ, postás, fõiskolai hallgató, gondnok, számítástechnikus, áruszállító és gazdasszonyok is, szak-mai képzéssorozaton vettek részt. E képzések sajátossága és érdekessége is egyben az, hogy az egy-egy témában szervezõdõ többnyire 2 napos képzések mindig más-más helyszínen valósultak meg aszerint, hogy éppen melyik faluközösség tudta vállalni a kis csapat fogadását. A szállást és az étkezést ugyanis többnyire a faluközösségek bizto-sították. Ily módon alkalom volt betekintést nyerni több falu életébe is, megismerni közelebbről egymás életterét.

E képzések keretében a helyi fejlesztõk és adott esetben a lelkészek is a csapatról, csapatmunkáról szerezhettek több információt, továbbá a közösségrõl, ennek működtetõ erejérõl, szervezõdési formáiról, a közösséggel való munka

„fondorlatairól”. De a vidékről és a vidékfejlesztésről is többet hallhattak. A projekt és a pályázat világával is ismerkedtek. A munkájuk során alapvetõen fontos kommunikációról, ennek formáiról, rendszerérõl, működtetésérõl, a saját szerepükrõl

tudhattak meg többet, illetve a hosszú távú tervezésről, az ún. stratégiakészítésrõl és ennek a sajátos kulturális vonásairól is.

A szakmai felkészítés mellett a helyi fejlesztõk a saját fa-luközösségük életével, történé-seivel is foglalatoskodtak, hogy ezáltal minél több személyt vonjanak be ebbe a munkába, továbbá, hogy lehetõleg minden téren jobb rálátásuk legyen a faluközösségük helyzetére, melyen többé-kev-ésbé változtatni szeretnének.

Mivel egy hosszú távú fejlesztési munkára szánták el magukat a helyi fejlesztõk, igen fontos volt, hogy ennek a működtetését megfelelõ körül-mények között tudják ellátni.

Így került sor e projekt keretében a helyi fejlesztők számára egy-egy iroda felszerelésére, mely nem csak egy-két személy munkáját szolgálja, hanem magát a közösséget is. Ezen munkapontok kialakítására a támogató minden közös-ség számára ugyanakkora összegű támogatást biztosított a helyi fejlesztõk pedig a lelkészek segítségével pályázatot kellett készítsenek erre. A munkálatok elvégzése közös-ségi összefogással történt. És e munkák révén elhanyagolt termek kerültek felújításra és kaptak új, közösségi funkciót. Bözödön például a falu nagy szülöttjének, Bözödi György szülõházának a részleges felújítására került sor, ahol a tapasztott ház falát a helybéli roma közösség tagjai renovál-ták, a belső munkálatokat pedig a falu férfijai, asszonyai és fiataljai végezték. Értékmentő munkát végeztek közös erővel, aminek a folytatását is közösen tervezik.

A projekt hozzájárul a román kormány 2004-2010 közötti idõszakra elfogadott bányaipari stratégiájának életbeülte-téséhez. A projekt célja, hogy növelje a Kormány, illetve a Gazdasági- és Pénzügyminisztérium kapacitását a bányai-pari szektor szerkezeti átalakításában, a nem gazdaságos egységek bezárása révén és a környezetvédelem hosszú távon való figyelembevételével, valamint a Bányavidékek Országos Fejlesztési Ügynöksége, a helyi közösségek és más társadalmi-gazdasági újjáépítéssel foglakozó intézmé-nyek támogatásával.

A tervek szerint e közösségek 2009 február végére már az első közös terveik részletes ismeretében léphetik meg majd a konkrét

lépéseket. Ebben a törekvésben nem maradnak magukra. Projektünk egyik kulcseleme a hálózatépítés. Az ilyen jellegű fejlesztési

folyamatok fenntarthatóságához, bár nem sokan említik ezt, de szorosan hozzátartozik

az is, hogy életben maradjon és munkálkodni tudjon a lelkesedés, a hit. És ezt a jól informáltság és a folyamatos szakmai

felkészülés is ki kell egészítse.

A 2008-as év során a Civitas Alapítvány a Polgári Társadalomért tanácsadóként, illetve különbözõ képzések megszervezésében és lebonyolításában vállalt szerepet. A célcsoport közé tartoztak a helyi önkormányzatok, vala-mint nemkormányzati szervezetek képviselõi Fehér, Bihar, Beszterce-Naszód, Krassó-Szörény, Dâmboviţa, Hargita, Hunyad, Kolozs, Kovászna, Máramaros, Prahova, Suceava, Szilágy, Tulcea, Vâlcea megyékből. Bihar, Szilágy és Kolozs megyékben pedig közösségi facilitátorként segítettük a helyi

közösségek munkáját.

A térség amelyben élünk, kultúránk és történelmünk be-folyásolják azokat a társadalmi - gazdasági tényezõket, amely keretén belül egy magas fejlettségi szintet

kívánunk elérni. Minden projektünknek hasonló célja van: egymástól tanulni és az együttműködés során megerõsödni és hatékonnyá válni. Azok a szervezetek, akik a regionális fej-lesztésekben aktívak, meg kell ismerjék egymást ahhoz, hogy partnerségben dolgozhassanak és hálózatot építsenek.

A projekt célkitűzése egy együttműködési keret kialakí-tása a helyi fejlesz-tések szereplõi részére a Fekete Tenger régióban, tudás-, tapasztal- és gyakorlatátadás révén.

A program célja együttműködések bõvítése a regionális fejlesztések szereplõi között; támogatást nyújtani a vidékfej-lesztés terén, összehozni az Európai Unióhoz csatlako-zott, valamint a csatlakozni óhajtó országok szakembereit, hogy megosszák tapasztalataikat, tudásukat és egy hálózatot építsenek ki a törökországi, bulgáriai és romániai szervezetekkel.

II. huMánerőforrás fejleSZTéS

Az Alakítsd a jövõdet! program célja a vidéki közös-ségek operatív képességének a létrehozása és fej-lesztése a helyi erõforrások jobb felhasználásának

érdekében az ott élõk bevonásával, valamint meghatározott kommunikációs és együttműködési módszerek kialakítása ezen résztvevők között.

Jelen pályázat folytatása egy 2005-2006 között, a Civitas Alapítvány a Polgári Társadalomért által levezetett programnak, két Kolozs megyei vidéki közösségben, (Tordaszentlászló, Szentmihály), valamint a Fehér megyei Torockószentgyörgyön.

A program fokozatosan kibõvült, így 2008 végére a Civitas 12 e-központ tevékenységét irányítja Fehér, Bihar, Kolozs és Maros megyékben, Torockószentgyörgy, Tóti, Vámosláz, Tordaszentlászló, Szentmihály, Jára, Sinfalva, Járabánya, Magyarszentpál, Nyárárdszereda, Nyárádma-gyarós, Backamadaras községekben.

Az EOS Románia Alapítvány 1997-ben alakult, több mint 10 éves tapasztalattal az új technológiák bevezeté-sében és fejlesztésében, úgy a szakszerű oktatás terén, mint a szélesebb közösségek szintjén. Az EOS küldetése a digitális megosztottság csökkentésére irányul, a közösség minden tagjának lehetõséget teremtve a megfelelõ képes-ségek elsajátítására az információk kezelésére, új ismeretek szerzésére, amelyek fontos elemei egy tudáson alapuló nyílt

2008. február. 1-én a Civitas Alapítvány részt vett egy Microsoft Románia által Bukarestben tartott sajtótájékoz-tatón. A Bill Gates által felavatott, Microsoft Románia által egy éve működtetett Globális Technikai Központ bemutatta a 2008-as évre tervezett tevékenységek stratégiáját. A Microsoft Unlimited Potential 3 globális szemléletre épül: az oktatás módosítása, az újítások ösztönzése, új lehetõségek

és munkahelyek teremtése.A Microsoft Romániában elindított és fenntartott pro-

gramok a következõk: “Partner az oktatásban”, “Imagine Cup”, “Globális Technikai Központ” és „Unlimited Potential – IT képességeket fejlesztő közösségi központok” (UP CTS). Ezek fõként a vidéki közösségeknek szólnak és hozzáférési lehetõséget biztosítanak számukra a technológiához, vala-mint ezek felhasználásához szükséges alapvetõ ismeretek elsajátításához. Romániában az UP CTS program 2004-ben az elsõk között indult két civil szervezet partnerségében, a temesvári Educating for az Open Society (EOS) és a kolozs-vári Civitas Alapítvány által. A központok infrastrukturális berendezése a helyi kormányzati szervek adományaiból áll, a „Microsoft UP CTSP” pedig pénzlapokat biztosít a nem-kormányzati szervezeteknek a központok működtetésére, a képzési programok megszervezésére jogtiszta Microsoft

Éves találkozó - október 9-10A 2008-ban megtartott találkozóra a Fehér megyei

Torockószentgyörgy községben került sor. A rendezvényen részt vett Paula Apreutesei – a Microsoft Románia stratégia fejlesztési menedzsere, az e-központok vezetõi és ok-tatói, a Civitas Alapítvány képviselõi, kolozsvári egyetemek képviselői és az e-központok munkatársai. A találkozó cél-jaként egyrészt a résztvevõk közötti tapasztalatcserét tűzték ki, megismerni más településeken zajló tevékenységeket, hogy minél hatékonyabban fejlesszék a közös-ségi programokat. Másrészt a 2009. évi Micro-soft támogatási stratégiája került bemutatásra. A találkozón résztvevõ lektorok összekapcsolták a közösségfejlesztést és az e-központok tevékeny-ségét, valamint az információ szerepét a román vidéki közösségek fejlesztésében. Szintén ennek a találkozónak a keretén belül bemutatásra került az e-központok országos hálózata, valamint a nemzetközi hálózaté, a „telecentreeurope”, amely egy olyan hálózat, amelyben a teleközpontok megoszthatják a tapasztalataikat egymással, part-nerségeket alakíthatnak ki, ezáltal növelve azok hatását Európa szinten.



A kezdeményezés célja a programigazgatói munkakör és a szükséges kompetenciák meghatározása a területen lebonyolított szakképzések minõségének

növelése, valamint a humánerõforrás szakpolitikák harmo-nizálása egy egységes törvénykeret által.

A munkaerõpiacon azok a foglakozások, amelyek különbözõ programmenedzsment ismeretet igényel-

nek, jellemzõek úgy a nemkormányzati szférában, mint a profitorientált és közszférában, ezért sokan úgy gondolják, hogy szükséges egy menedzser, koordinátor vagy pro-gramigazgató alkalmazása. Annak ellenére, hogy benne van a Romániai Foglalkozások Osztályozásában, a programi-gazgatói munkakörre nem volt elõzetes, egységes standard, minõségi képzés, az ehhez szükséges kompetencia elemek nem voltak egyértelműen elhatárolva és kifejlesztve. A Civitas Alapítvány projektje ennek az egységesített nemzeti szakmai követelménynek felel meg.

A projekt legfontosabb eredményeként a Felnõttképzési Országos Tanács (CNFPA) jóváhagyta az alapítvány által kidolgozott programigazgatói foglalkoztatási standardot. Így

tíz kompetencia-egységet határozatunk meg, amelynek szükségesek a programigazgatói munkakör betöltéséhez.

Az eredménynek meghatározó szerepe van a szakmai képzésekkel foglalkozó szervezetek számára, ugyanis egy alapvetõ keretet biztosít a programmenedzsment területén ajánlott oktatói programoknak.

A projekt célja egy integrált rendszer elkészítése a képzés és átképzés fejlesztése érdekében, a vezetõi képességek és kulcsfontosságú kompetenciák fej-

lesztése a romániai cégvezetõk körében, hozzájárulva ezáltal a vállalatok versenyképességének erősítéséhez.

A projekt két célcsoportnak szól, ezen belül a „top menedzsment” és „közép menedzsment” az északnyugati régió vállalkozóinak. A közvetlen haszonélvezői a kis- és közepes vállalkozások vezetõi lesznek (20 személy/tan-folyam), akik azáltal, hogy részt vesznek a tanfolyamon, fej-lesztik a kulcsfontosságú kompetenciájukat. A végső fázis-ban a 400 példányban kiadott útmutató révén más cégek is

haszonélvezői lesznek a projektnek. A versenyképes cégek révén a helyi közösségek is elõnyhöz jutnak, mivel az õk közösségükbõl kerülnek ki a cégek alkalmazottai, ezáltal

A Civitas Alapítvány elsõdleges céljai közt szerepel a helyi közigazgatás fejlesztése Romániában. Ezen a szakterületen meghatározó az oktatás minõsége a

minõségi szakmai tevékenységek szempontjából, amelyeket a jövõbeni köztisztviselõk és a helyi közigazgatásban dol-gozók fognak végezni. Ezért tűztük ki célul a területen működő oktatási intézmények tananyagainak a javítását egy oktatási anyag kiadásával, amely a magyar nyelvű ügyintézést bizto-sító közigazgatásban dolgozóknak nyújt segítséget. A székelyudvarhelyi Lakossági Tanácsadó Iroda a 2002-ben történt megnyitása óta folyamatosan a város és a környékbeli lakosság

szolgálatában áll. Az Iroda információs és tanácsadói szolgáltatást nyújt a la-kosoknak, akik ismerve jogaikat és kötelezettségeiket könnyebben meg-érthetik és megoldhatják mindennapi problémáikat. A tanácsadás bizalmas, ingyenes, pártatlan és független, ezál-tal biztosítva a hozzáférhetõséget min-denki számára.

Kezdetben az iroda – egy országos közvélemény-kutatás eredményeként meghatározott - 12 témakörökben nyújtott tájékoztatást és tanácsadást: A késõbbiekben az egészségügy, szociális segélyek, társadalombiztosítás, munkaügy, fogyasztóvé-delem, polgári jogok és kötelezettségek, tulajdonjog, adók és illetékek, oktatás, közjegyzõi eljárások, gyermekjogvé-delem és közszolgáltatások témakörök mellet a konkrét igények alapján újabbak jelentek meg: európai információk, civil szféra, vállalkozás, cégek szolgáltatásai, férfi-női egyen-jogúság, stb.

A tevékenység a tanács-adó és az ügyfelek közötti õszinte, bizalomteljes kapc-solatra alapul.

A tanácsadást szak-képzett szakemberek végzik, folyamatosan aktualizált adatbázissal és naprakész törvénytár segítségével. A pontos és naprakész in-formációk biztosítása érdek-ben az iroda partnerkap-csolatokat alakított ki és folyamatosan együttműködik országos, regionális és helyi szervezetekkel, intézményekkel.

Megnyitása és a 2008 év vége közötti idõszakban az iroda szolgáltatásait közvetlen módon több mint 15.700 személy vette igénybe. 2008-ban 2146 különböző esetet regisztráltunk, ami megközelítőleg 3.500 kiszolgált ügyfelet jelent. A szolgáltatások legfontosabb fokmérője az ügyfelek

elégedettsége. A növekvő ügyfélforgalom, a visszatérő személyek bizonyítják a munka hasznosságát, ugyanakkor

örvendetes, hogy sokan már a fontos döntések meghozatala elõtt meg-keresik az irodát, megelõzve azt, hogy információk hiányában rossz dön-téseket hozzanak.

2008-ben is folytattuk a 2006-ban megkezdett tevékenységet, melynek keretében partnerségben az Udvarhe-lyi Híradóval egy hasznos információkat tartalmazó rovatot szerkesztünk. Ezúton minden héten 10.000 olvasóhoz juttatnak el közérdekű információkat, 2008-ban 38 cikket

közöltünk. Amellett, hogy a módszer nagyon hatékony és hasznos információszórásnak bizonyult, hozzájárult az iroda népszerűsítéséhez is.

Az év folyamán 3 információs kiadványt jelentettünk meg: Indulj eséllyel a munkakeresésben!, Nyugdíjtípu-sok a köznyugdíj-rendszerben, Fogyatékkel élõk jogai és kötelezettségei. A románul és magyarul, közérthető nyelvezetet használó kiadványok témáit az iroda mindennapi tapasztalatai alapján választottuk ki.

A Helyi Szociális Part-nereség keretében, 2003-ban létrehozott www.sansz.ro honlap szerkesztését és frissítését 2008-tól a Lakos-sági Tanácsadó Iroda végzi. A honlap látogatottsága meghaladta a 10.000-et.

A hatékonyabb in-formációszórás érdekében 2008-ban 10 tájékoztató elõadást szerveztünk a következõ témakörökben: túlélõ nyugdíjas házas-társnak járó havi segély, strukturális alapok és köz-beszerzés, munkakeresési technikák fiatal végzősöknek, egyéni és családi vál-

lalkozások adminisztrálása, támogatások és szubvenciók végzõsöknek és alkalmazóiknak, tájékoztató az Európai Unióról, fogyatékkal élõk jogai és kötelezettségei, turisztikai egységek osztályozása és engedélyeztetése, pályázati

lehetõségek önkormányzatoknak és civil szervezeteknek, fiatalok állampolgári jogai és kötelezettségei.

Az említett sokféle módszer, illetve ügyfeleink és partnere-ink révén szolgáltatásaink évente közvetlen vagy közvetett módon megközelítőleg 30.000 polgárhoz jutnak el.

A Lakossági Tanácsadó Iroda az információs és tanácsadó szolgáltatás mellett fontos szerepet tölt be a régióban lebonyolított szociális projektekben vállalt munkája révén is. Az irodában összegyűlt tapasztalatokkal, a rendelkezésére álló sokrétű információkkal folyamatosan segíti a szociális területen dolgozó szer-vezeteket, projekteket, szakmai hátteret biztosítva munkájukhoz.

A Lakossági Tanácsadó Iroda a Civitas Alapítvány és a Polgármesteri Hivatal együttműködésének eredményeként, az Európai Unió által támogatott PHARE program finan-szírozásával alakult meg.

2008 folyamán 10 hónapig Phare támogatással működött az iroda, a másik két hónapban, az elõzõ évekhez hasonlóan, az iroda működését fõként a Civitas Alapítvány biztosította, amelyhez hozzájárult a másik alapító partner, a székelyudvarhelyi Polgármesteri Hivatal is.

Az iroda tevékenységének eredményeként 2005 végén szociális szolgáltatásokat nyújtó szervezetként akkreditálták az alapítványt, ami lehetõvé tette, hogy 2006-ban szolgál-tatói szerzõdést köthessen a polgármesteri hivatallal szociá-lis tanácsadás végzésére, amelyet 2007 és 2008 évekre is meghosszabbítottak. 2008 decemberében megújítottuk

újabb 3 évre a szociális akkreditációnat.Irodánk tagja, annak az országos hálózatnak, amely

több mint 60 helységben nyújt azonos szolgáltatásokat. A Lakossági Tanácsadó Irodák Országos Szövetségének

tagja 40 civil szervezet, amely irodákat alapított és működtet országszerte.

Az év folyamán 3 információs kiadványt jelentettünk meg: Indulj eséllyel a

munkakeresésben!, Nyugdíjtípusok a köznyugdíj-rendszerben, Fogyatékkel élők

jogai és kötelezettségei. A románul és magyarul, közérthető nyelvezetet használó

kiadványok témáit az iroda mindennapi tapasztalatai alapján választottuk ki.



A “Global Libraries Romania” úttörő program 2007-ben indult el Románia öt megyéjében: Iaşi, Ilfov, Hunyad, Szilágy és Tulcea megyékben. 2008-ban egy má-

sodik forduló vette kezdetét. A projekt lebonyolításában részt vettek ezen megyék megyei könyvtárai, valamint helyi civil szervezetek.

Az első forduló (2007) célja a közkönyvtárak átalakítása modern információs központokká számítógépek és internet segítségével. Abból a megfontolásból született a gondolat, hogy ezt az évszázadot az információ és az internet határozza meg. Ezért tartottuk fontosnak, hogy a közösség tagjai megismerjék és használni tudják ezt a tech-nikai eszközt.

E projekt keretén belül a Civitas Alapítvány a Szilágy Megyei Könyvtárat támogatta.

A második fordulóban (2008) alapítványunk a Szilágy megyei és a Hunyad megyei könyvtárakkal dolgozott együtt.

A könyvtárosokkal együttműködve egy bevezetõ találkozót szerveztünk a kedvezményezett közös-ségek, helyi önkormányzatok, informális vezetõk, kisebbségek képviselõivel, hogy megismerjük és beazonosítsuk az információs szükségleteiket.

Ezután on-line információs csomagokat állí-tottunk össze és újabb megbeszéléseket szerveztünk a közösség tagjaival, hogy megismertessük és hasznosítási útbaigazítást adjunk a csomag kezelésével kapcsolatosan. A következõ témákban nyújtottunk segítséget: internetes kommunikáció, munkahely közvetítés, törvénykezés, európai támogatási források, turisztika, nevelés, mezõgazdasággal kapcsolatos információk, stb.

A SANSZ partnerségi program egy gyakorlati bizonyí-tása az alapítvány hitvallásának. 2003-ban jött létre a Helyi partnerség a szociálisgondozás hatékony-

ságának növeléséért – Székelyudvarhely szociális fejlesztési stratégiájának elkészítésével egyidejűleg, amely a Civitas Alapítvány 1997-ben elindult szociális partnerségének a fej-lesztésére alapszik.

E folyamat célja egy tartós partnerség létrehozása, amely által hatékonyabban kezelhetjük a felmerülõ szociális problémákat Udvarhelyszék térségében. Célkitűzéseink:

- hatékony együttműködés azon helyi önkormányzatok, in-tézméntek és civil szervezetek képviselõivel, akik szociális téren tevékenykednek

- szakképzés fejlesztése szociális téren

- szociális stratégia készítése (különbözõ területen) amely hatékony segítségnyújtást biztosít a bajbajutottak számára

- közös projektek tervezése és kivitelezése, amelyek a beazonosított helyi szükségletekre alapoznak

Mindannyian hiszünk a „ Partnerség a mában, esély a holnapban” jelszavunkban. A 11 év szociális partner-ség azt bizonyítja, hogy képesek vagyunk a hosszantartó együttműködésre és e partnerség vezetésére.

Többször sikerült a helyi önkormányzatok, a megyei tanács, illetve más támogatók bizalmát elnyerni, azért, hogy a saját finanszírozásból elindított szociális szol-gáltatást fenntarthassuk. Így elismerést nyert a hálózat szükségszerűsége, amelyben a sociális felelõsségre építettünk.

A Civitas Alapítvány, valamint a LIA és WOLTER Alapít-vány fölvállalta a hátrányos helyzetű és árva gyerekek támogatását. Igy sikerült a „A védett otthon kialakítása hátrányos helyzetűek számára” projekt kivitelezése is, amely

által egy meglévõ hiányt tud-tunk pótolni a térségben.

Folyamatosan fejlõdik a szo-ciális téren dolgozók mentali-tása és továbbra is serkentjük az egyöttműködést. Ez annak a bizonyítéka, hogy a rendszer és

a hálózat működik!

ÁllAMpOlgÁRI RéSZVéTel heTeA Civitas Alapítvány felzárkózott ahhoz a 17 európai

országhoz, ahol megszervezik évente az Állampolgári Rész-vétel Hetét. Egyhetes programról van szó, amely keretén belül a civil/nonprofit szervezetek, illetve különböző intéz-mények a részvételre, valamint az aktív állampolgárságra irányítják a figyelmet. Jó példák bemutatása, illetve a hiányokra és szükségletekre való rávilágítás által mobilizálják a társadalom különböző csoportjait.

A Civitas Alapítvány által szervezett események a fiatalokat szólították meg, hiszen egy élő demokráciának szüksége van tudatos állampolgárokra, akik aktívan részt vesznek a jövő, illetve az életterük építésében. Hogyha ezeknek a fiataloknak sikerül megérteni már

ebben a korban az állampolgári részvétel fontosságát, akkor sokkal könnyebben érzik

magukénak majd az életük során és felnőttként hozzájárulnak egy erős demokratikus rendszer

RuralNet feladata a romániai vidéki közösségek fejlesz-tése a résztvevõk kompetenciájának növelése és hasznosítása által. A hálózat kialakítása

arra a szükségletre adott választ, amely azon szer-vezetek körében fogalmazódott meg, akik aktívan részt vesznek a vidékfejlesztésben. Jelenleg az egyik legdinamikusabb hálózat, amely a román civil szervezetek körében működik. Célunk, hogy a RuralNet a vidékfejlesztés fontos szereplõjévé, illetve a Mezõgazdasági, Erdõgazdálkodási és Vidékfejlesztési Minisztérium partnerévé váljon a vidékfejlesztési politikák kialakításában.

E hálózat keretében a Civitas Alapítvány feladata a Nem-zeti Vidékfejlesztési Terv megvalósításának monitorizálása és az átláthatóság növelése.

2008-ban a hálózat részére egy tanulmányt végzett a Civitas „A fõ szereplõk tapasztalatainak értékelése (területi adminisztratív egységek, magánvállalkozók és Megyei Vi-dékfejlesztési és Halászati Kifizetési Igazgatóság) a nemzeti

fejlesztési alapokból, illetve az Európai Unió elõcsatlakozási alapokból támogatott programok kivitelezése terén”. Az

eredmények négy kerekasztalbeszélgetés keretében kerültek bemutatásra Iasi-ban, Kolozsvárott, Temesváron és Bukarestben. A záró kerekasztalbeszélgetés a Mezõgazdasági Minisztérium székhelyén került megrendezésre, amelyen részt vettek nemcsak a civil szer-vezetek és a minisztérium képviselõi, hanem más intézmények is, akik érintettek a vidékfej-lesztés területén.

A kerekasztalbeszélgetés egyik fontos következtetése, hogy a RuralNet továbbra is aktív szereplõje kell hogy legyen a romániai közösségszervezés folyama-tának. Ugyanakkor az is megfogalmazódott, hogy a hálózat tagjai más, a vidékfejlesztésben aktív szerepet vállaló szervezetekkel is együtt kell működjenek ahhoz, hogy releváns tanulmányokat tudjanak végezni ezen területen. Egy ilyen dokumentum létezése elengedhetetlen, hiszen

kiinduló pontot tud adni a különbözõ problémák megoldásában úgy a civil szektor, mint a hivatalos szervek részére.

H ÁLÓZATI TEVÉKENYSÉGEK


Lakossági tanáCsaDó iroDák ORSZÁgOS SZöVeTSége (lTIOSZ)

A Lakossági Tanácsadó Irodát a székelyuvarhelyi Civitas Alapítvány hozta létre, partnerségben a helyi önkormányzat-tal a PHARE – Polgári Társadalom Fejlesztése elnevezésű – Európai Unió által finanszírozott program révén. Az iroda tagja annak az országos hálózatnak, amelyet a LTIOSZ működtet és koordinál másik 55 irodával együtt. A hálózat fenntartása az Európai Unió Phare Program finanszírozása által, illetve önrész hozzáadásávak történik. Célja egy színvonalas szakmai háttér biztosítása az irodák részére, ugyanakkor támogatja a munkapontok fejlesztését és újabb munkapontok létrehozását is.

Ahhoz, hogy egy demokratikus társadalomban az esélyegyenlõség valóban mõködjön minden állampolgárnak jogában áll hozzájutni mindazon információkhoz, amelyek révén megismeri alapvető jogait és kötelességeit. A LTIOSZ biztosítja – a Lakossági Tanácsadó Irodák által- az állampolgárok esélyegyenlõségét az információk elérésében, hogy ezáltal megismer-jék az őket érintő jogokat és kötelességeket.

euróPai TelehÁZAkA Microsoft támogatása által létrejött teleházak a Civitas Alapítványt az Európai Teleházak hálózatába kapcsolta be. Ez

egy kiterjedt és ismert hálózat, amely az európai teleházak működésének a hatékonyságát méri, támogatva a tudásátadás és képzés lehetőségét a tagok között.

A teleház egy olyan hely, ahová bárki beléphet, ahol a személyek segítséget kapnak a számítógép, imternet és más digi-tális eszközök használatára, hogy elérjék a szükséges információkat, kapcsolatot létesítsenek, kommunikáljanak és tanul-janak egymástól. Ezáltal megszerzik azokat a képességeket, amelyek elengedhetetlenek a XXI században, növelve ezáltal a munkapiaci esélyeket, a társadalom aktív résztvevõivé válnak vagy éppen a saját életük javulásához, átalakításához járulnak hozzá.

pANNON - fORRÁS A Civitas Alapítvány a Polgári Társadalomért a Kárpát-Medencei Felnõttképzési és Szolgáltatási Hálózat egyik alapító

tagja, amely Pannon-Forrás Hálózatként ismert. A hálózat küldetése egy szabványos képzési csomag öszeállítása Kárpát-Medencei szinten, amely a térségben

beazonosított szükségletekre alapoz.A hálózat tagja között találhatók nemcsak civil szervezetek, hanem kereskedelmi társaságok és közintézmények is. A

hálózat mőködését a magyar állam támogatja a Szülőföld Alap és a Társadalmi Megújulás Operatív Program keretében.

SANSZ2002-ben néhány udvarhelyszéki szervezet és intézmény egy közös program keretén belül létrehozta a Helyi Szociális

A Civitas Alapítvány élt azzal a lehetõséget, amelylyel az állampolgárok eldönthetik, hogy a jövedelmi adójuk 2%-ával civil szer-

vezeteket támogatnak. Ezáltal egyfajta partnerség jött létre az állampolgárok, a pénzügyi hatóság és a civil szervezetek között. Gyakorlatilag az ál-lampolgárnak lehetõsége van megmondani az államnak, hogy mit szeretne tenni jövedelmi adójának két százalékával.

2007-ben a Székelyudvarhelyi Közösségi Alapítvány számos más helyi civil szervezettel együttesen egy

kampányt indított a program népszerűsítése céljából. A helyi média támogatásával minden civil szervezetnek lehetõsége volt bemutatkozni és megis-mertetni tevékenységét. Többszáz szórólap és brosúra került szétosztásra a városban, és egy katalógus, amely-ben a helyi civil szervezetek

mutatkoztak be, hogy ezáltal is érthetõbb és átláthatóbb legyen a tevékenységük és az állampolgárok könnybebb tudjanak dönteni, hogy kit támogatnak.

A kampány egy „2%-os Fesztivál”-al zárult.

A „2%-ot Udvarhelynek” kampány eredményei közé so-rolható a nagyfokú 2%-os átirányítás. 40.000 lejről 106.000 lejre, azaz 30.000 EUR-ra emelkedett az átirányított összeg nagysága és országos szinten elnyerte a „Legjobb intézmé-nyi kampány pénzalap megszerzésére” díjat. 2008-ban több támogatást kapott a helyi médiáktól, bemutatván ezáltal az Udvarhelyi Híradóban a helyi civil szervezeteket ( a 2007-es brosúrák helyett), több jogosultságot adva a kampánynak. Ez a hozzájárulás a médiák magyszabású támogatása révén a 2%-os kampány során 29%-ról (2007) 42%-ra (2008) emelkedett a jövedelemadó tudatos felhasználása a lakos-ság részéről, jóval meghaladva ezáltal az országos szintet.

Eddig 16 szervezet kapcsolódott be: Agora Fenntartható Fejlesztési Munkacsoport, Artera Alapitvány, Bibliofil Alapit-vány, Cimbora, Civitas Alapítvány, Erdélyi Kárpát Egyesület, Fejér Sport Klub, Kuckó Egyesület, Magyar Gyökerek, Nézõpont Kulturális Egyesület, Orbán Alapívány, Pro Te-atrum Alapítvány, Református Diákotthon Alapítvány, Vendor Sport Klub, Udvarhelyi Fiatal Fórum.

2008-ban 7 fiatal végzett az alapítványnál önkéntes munkát, ami összesen 1500 órának felel meg. Az évek során a Civitas Alapítvány a Polgári Társadalomért önkéntesek bevonásával valósította meg projektjeit. Azért tartjuk fontosnak az önkéntes munkát, mert minden embernek van egy saját elképzelése az önkéntességrõl és arról,

hogy hogyan tud részt vállalni a közösség életében. Minden önkéntes új lendületet hoz magával. Ezáltal próbálunk felelősséget vállalni és felelőssé tenni másokat is, hogy bekapcsolódjanak a közösség fejlődésébe. Az önkéntesek egy bevezető képzés után részt vettek az alapítvány valamelyik projektjének a megvalósításában.

2008-ban az önkéntesek kérdõívezést végeztek Kolozs megye kölönbözõ közösségében, amelyet késõbb összegyűjtöttek és kiértékeltek. Így megtudták, hogy milyen a fejlettségi szint ezekben a közösségekben, mennyire megelé-gedettek a társadalmi élettel a közösség tagjai, milyen a kapcsolat a helyi önkormányzat és a lakosság között. Ugyanakkor megsimerhették, hogy hogyan és milyen javaslatokat tettek helyzetük javulása érdekében és milyen program keretén belül lehetne ezeket megvalósítani. Az önkéntesek részt vettek a különböző találkozókon is, amelyeket az alapítvány szervezett a vidéki közösségek számára.

Laura a Babes-Bolyai Egyetem Politika, Közigazgatás- és Kommunikációtudományi Karán tanul németül. Nagyon fo-

gékony és dinamikus szemé-lyiség, aki aktívan részt vett az alapítvány vidékfejlesztés területén végzett projektjeiben. Kérdõívezést végzett a közös-ség tagjaival és részt vett a támogatott közösségekben szervezett megbeszéléseken, találkozókon. Sok türelemről és kitartásról tanuskodott a „A fõ szereplõk tapasztalatainak értékelése a nemzeti fejlesztési alapokból, illetve az Európai Unió elõcsatlakozási alapok-ból támogatott programok kivitelezése terén” tanulmány kivitelezése során. Kapcso-latba lépett az önkormányzatok vezetõségével, ismertette a tanulmány célját és kérdõíveket küldött szét, amelyeket kitöltve össze is gyűjtött. 67 napot önkénteskedett, összesen több mint 402 órát. Számos román-angol fordítást végzett. Valóban egy nagy segítség volt a Civitas munkájában.

„A Civitas Alapítványnál végzett tevékenység nagyon hasznos volt a kommunikációs és PR készségek fejlesztésében. Általában

mindenkinek van egy általános elképzelése azokról a problémákról, amelyekkel a vidéki közösségek küszködnek. De amikor lehetőséged van közvetlen kapcsolatba

kerülni velük kérdőivezés vagy közösségi találkozók alkalmával, akkor érted meg a vidék- valamint a regionális fejlesztés valós szintjét, kihívásait. A

Kolozs megyei önkormányzatokkal való kapcsolat során betekintést nyerhettem ezek aktív vagy passzív hozzáálásáról, arról, hogy milyen az együttműködés

és kommunikáció a különböző szervezetek, illetve a lakosság között. Ezek a tapasztalatok a Civitas Alapítvány tevékenységének a megismerését, de ugyanakkor az elismerését is váltották ki belőlem azáltal, ahogyan a jelenlegi közösségfejlesztés helyzetét elemezték és projektjeik során

megoldásokat ajánlottak ezekre. Meggyőződésem, hogy bárki, aki ebben a témában érdekelt, aki tanulni és résztvállalni kíván ezen területen, csak

nyerhet azáltal, hogy a Civitas mellé szegődik.” – Laura Crişan
