ACTIVITIES and PROJECTS

of CIRIEC INTERNATIONAL 2016-18 1

CIRIEC (International Centre of Research and Information on the Public, Social and Cooperative Economy) is a non-governmental international scientific organization. Its objectives are to undertake and promote the collection of information, scientific research, and the publication of works on economic sectors and activities oriented towards the service of the general and collective interest.

Besides the meetings and permanent activities of scientific bodies (Scientific Council, Scientific Commissions and Working Groups) that it carries and the services of the Secretariat, CIRIEC seeks to enhance the value of the results of its research through publications and public dissemination activities.

The numerous research works conducted recently resulted in several publications in the period 2016-2018 and were subjects of presentations and discussions marking various international events. CIRIEC also continues to build its network throughout Latin America, thus valorising the aftermath of the Congress held in Buenos Aires in October 2014, but also the Research Conference on Social Economy in Manaus (Amazonia, Brazil) in late 2017. 2018 will be marked by the 32nd International Congress in Liège (30 May - 1 June 2018) on the digitalisation issue.

REIMS (FRANCE)

21 - 23 SEPTEMBER 2016

After three French editions - in Puteaux in 1957, Bordeaux in 1988 and Lyon in 2004 - this time it is the city of Reims - “cité des sacres” (‘coronation city’) and home of the best champagne - that did welcome the 31st International CIRIEC Congress from 21 to 23 September 2016, around the general theme: “Public Policies facing Social and Democratic Issues of Globalisation - which projects for the public, social and cooperative economy?”. Nearly 350 participants from more than 25 countries throughout the world (Europe, Africa, Asia, Latin America, Canada, Russia, Japan, etc.) had the occasion to hear and exchange views on rich and varied themes around solutions proposed by the public, social and cooperative economy. Several plenary sessions dealt with transversal themes, such as:

economic and social realities throughout the world,

the public policies facing social and democratic issues of globalisation,

more human, more social, more solidarity-based societies,

or again, a philosophical approach to globalisation through the question: the general interest: a superseded value?

Various sectors and themes were the subject of more specific presentations and debates in workshops:

- State strategy and public policies - The dynamics of the social and solidarity economy - Social innovation and reduction of inequalities - Issues of the digital revolution.

Lasting two days, with nearly 40 speakers from 13 countries pays in plenary sessions and in workshops, this was therefore, as pointed out in its opening address by Alain ARNAUD, Chair of CIRIEC International and of CIRIEC-France, a matter of “contributing towards giving back real meaning to the universal values in which we believe, those that are essential for our societies to become more human, more social and more solidarity-based.” This quest for meaning and new responses may be expected to have been effected starting from new economic and social realities on a worldwide scale and the operational development of synergies between the two forms of economic organisations and enterprises that act best in the service of the general interest, those that make up the public economy on the one hand and, on the other, the social and solidarity economy.

Situating the discussion around world issues and joining together in the search for and implementation of solutions, these organisations and these enterprises give CIRIEC its singularity and constitute its foremost originality. The Congress provided a new occasion to demonstrate the merits of this purpose. 21-23-septembre-2016/, which also includes the complete scientific programme. As is customary, the two-yearly Edgard Milhaud Prize was awarded at the end of the Congress. Chaired by Leona Detiège, President of CIRIEC-Belgium, the Jury selected as Winner 2016 Léonard Moulin (Université de Paris 13 Sorbonne, Paris Cité, France) for his thesis entitled “Tuition Fees in Higher Education: Issues, Limitations and Perspectives”. CIRIEC - A NETWORK CIRIEC is a non-government international scientific organisation with the status of international non-profit association (aisbl). CIRIEC is organised in a network and unites collective members and individual members:

enterprises and organisations connected to networks, whether socio-political (government agencies, public authorities and ministries, socio-professional federations, trade unions, ...) or industrial and technical (public enterprises or enterprises with a general economic interest mission, regulated enterprises, ...)

enterprises and organisations in the social economy sector (cooperatives, mutuals, associations, non-profit organisations, foundations, ...)

researchers and individual experts from different walks interested in the fields of activity of CIRIEC.

The international association is mainly a federation of national sections (http://www.ciriec.uliege.be/en/our-network/national-sections/) that are made up of various members: public bodies, enterprises and organisations in the public, social and cooperative economies and institutions that, on the scientific or cultural plane, are interested in those economic activities. Researchers and individual members can also be associates. The national sections support CIRIEC's activities, each in their own country. CIRIEC counts in early 2018 13 national sections, six in the European Union (Austria, Belgium, France, Germany, Portugal, Spain), but also in Argentina, Brazil, Canada, Colombia, Japan, Turkey and Venezuela, plus institutional associate

members in Cyprus, Greece and Romania. The international association pursues its efforts to expand its contacts with a view to creating new national sections, more particularly in Latin America, but also in Eastern Europe and in North Africa. Set up as a genuine network of scientists, practitioners and experts, CIRIEC serves as a platform for exchanges of information and experience in a spirit of cooperation and mutual enrichment and offers a true world platform for specialised research in general and collective interest. CIRIEC also regularly works with numerous other international associations or networks.

The scientific network With an international activity mainly devoted to scientific research, CIRIEC runs an international scientific network of more than 400 experts active in the public, social and cooperative economics. The structure of the scientific bodies of CIRIEC resembles a pyramid:

a Scientific Council bears general responsibility for strategy in the matter of research;

it heads scientific commissions and their working groups that carry out the core internal scientific research work of the network.

The International Scientific Council of CIRIEC, chaired since 2014 by Philippe Bance (University Rouen, France) has the pivotal role of coordination with the national sections of CIRIEC and their members. This allows CIRIEC to conduct its works in phase not only with the numerous challenges encountered, but also with the needs and expectations of the socio-economic players. Researchers and experts actively cooperate at national and international level to CIRIEC's activities, and constitute CIRIEC's scientific network (http://www.ciriec.uliege.be/en/who-we-are/instances/scientifiques/). They originate from the 13 CIRIEC national sections and from some 25 countries around the world: Algeria, Australia, Croatia, Cyprus, Czech Republic, Denmark, Finland, Iceland, Ireland, Italy, Lithuania, Mexico, the Netherlands, Norway, Peru, Romania, Senegal, Slovenia, Sweden, Switzerland, United Kingdom, United States, and Uruguay.

Its interactive tool: Agora of the General Interest and the Social Economy This communication tool called AGORA, launched in June 2014, is an interactive portal reserved for a community of members, aiming to become a “collaborative knowledge platform”. The Agora of the General Interest and Social Economy is

accessible via http://www.ciriecagora.org/. The working language of this tool is English, but the stock of documents available is multilingual. Today the Agora is:

a directory of 140 researchers with their detailed CVs (‘expert directory’)

35 countries represented

18 000 documents indexed and ordered semantically

5 000 external sources obtained from crawling relevant internet sites on

public, social and cooperative economy having accompanied the initial pilot

project in Belgium and from 20 automatically indexed RSS feeds every week

the possibility of running crossed documentary searches (multilingual by

keywords and tree)

a general two-monthly newsletter and another, personalised according to

members' fields of interest.

The collaborative tool AGORA also allows CIRIEC the possibility of processing and conserving external archives. Such is now the case for the electronic archives of CELSIG (European Liaison Committee on Services of General Interest), for which an agreement has been signed. The CELSIG content was imported in 2015: http://www.ciriec.uliege.be/en/documentation/autre/ 2018 will be mainly dedicated to expanding the document base in order to better take account of new socio-economic issues, more particularly those connected with the impact of digitalisation (collaborative platforms, new working conditions, protection of data from the threat of big data, …), and those connected with sustainable development (circular economy, democratic and participative governance, long-term investment, …). SCIENTIFIC RESEARCH AND EVENTS IN 2016-17

CIRIEC carries out two kinds of research:

own internal research, conducted internally by members of its international scientific network;

commissioned research conducted on behalf of third parties, most often following calls for proposals and tenders.

These research projects may straddle two main areas of interest to CIRIEC: one, the public economy and, two, the social and cooperative economy, or be limited to a more specific range and object of a single (sub)domain.

Of transversal nature On the initiative of the Chair of the International Scientific Council, Prof. Philippe BANCE, CIRIEC has relaunched a transversal thematic research on the theme: “The hybrid organisations of the public economy and the social economy facing the issues of developing global commons and public goods - A possible setting in complementarity in the service of public policies promising a change of paradigm”. Recent decades have been marked not only by the increasing power of liberal economic conceptions and their growing ascendancy worldwide in public policies. They have also seen the emergence of problems of the reworking of the economic analysis and public policies on the basis of opportunities that could, in future, be represented by the production of global commons and public goods (or “commons”). The concept of global public goods owes its origin to that of the public goods of standard economic theory, which considers that the double characteristic of non-exclusion and non-rivalry of consumption of certain goods makes public action necessary so as to offset the weaknesses of the market causing the insufficiency of their production (and, thus, limiting access to their consumption). CIRIEC wanted to explore the role that the organisations might play, in particular the hybrid organisations (that is, those able to exercise sometimes constraining general-interest missions at the same time as meeting commercial requirements), of the public economy and the social economy in this process of implementation of the production of global public goods. Rather than argue in terms of supremacy of one form of property over another, would it not therefore be better advised to consider the roll-out of public policies that might contribute towards the extension of co-production of global commons and public goods, alongside private production, according to forms of governance meeting the expectations of sustainable development? Seen thus, the public and social-economy organisations are surely ideal structures for allowing account to be taken of collective action in order to internalise effectively the needs of the general interest. A very ambitious documented call for communications was prepared in late 2015, largely distributed during the following spring to allow collection of works and discussions in development of a kind not only transversal (between the public and private economy and between the social and cooperative economy), but also multidisciplinary, so as to touch all the envisaged social sciences in a very broad way. The objective was to set up a genuine interdisciplinary dialogue and to bring together, under the care of CIRIEC, researchers and experts wishing to investigate this new broad and complex field of study, but from a very specific angle of attack,

namely the role of hybrid organisations engaged in the production of commons and public goods (particularly at world level). It was also a matter of reaching out to scientific experts outside or in the margins of the CIRIEC network, so that they might join in on this significant strategic discussion, transcending the public economy and the social and cooperative economy. Following the call for contributions, 25 proposals for papers were submitted coming from 11 countries with a strong world presence (Algeria, Australia, Brazil, Canada, Colombia, France, Italy, Japan, Romania, Turkey and Venezuela). These papers are highly diverse (more theoretical or more practical, national summaries or sectoral case studies). 17 papers were selected and divided into four groups:

Theme A: Finance as a global public good and/or common good

Theme B: The redeployment of borders between public, social economy and profit organisations, among others with respect to public services

Theme C: New governances of social and public economy organisations, in a perspective of organisations’ action or interactions

Theme D: The co-construction of public policies for sustainable development with social and public economy organisations.

* Triple Anniversary of CIRIEC “70-65-60 years of research in social, public and cooperative economy”

This event, jointly organised by CIRIEC-Belgium and CIRIEC International, was held on 16 November 2017 in the Salle Académique of the University of Liège (Belgium). Its purpose was to celebrate three anniversaries:

70 years of CIRIEC International 65 years of CIRIEC-Belgium 60 years of transfer of the headquarters of CIRIEC International from

Geneva to Liège. The commemoration saw scientific and historical presentations about the achievements and projects of an organisation pursuing the task undertaken, in 1908, by Professor Edgard MILHAUD. It was in fact in 1947 that the International Centre of Research and Information on the Collective Economy was created by Professor Edgard Milhaud to guarantee the perpetuation of the publication that he had founded in 1908, a review that was in those days called the Annales de la Régie Directe, which publication had to be ended during the Second World War. Historical research has also shown that Edgard Milhaud did not hide away during the construction of international institutions designed to uphold Peace, he cherished the ambitious idea of seeing recognised by the United Nations a specific international organisation taking on all questions of the collective economy. This might perhaps have been a happy turn of events for CIRIEC, but such would not be the case, as the forces of the moneyed private economy were proactive in this period of post-war reconstruction and were not above disregarding the collective economy. The thing to remember about this historic passage is that, for the first time, there was a coming together of various public and private sectors that, in their various shapes and sizes, were contributing to the collective interest, and that Edgard Milhaud called them to work together to meet the needs of populations. And it is precisely this that is CIRIEC, whose chief characteristic is to be known as an international scientific organisation, thus combining an interest in information, exchanges and coordination between the players of the public economy and the social economy, and no longer hesitating to take a critical view of the evolution of the world. In Public Economy Within CIRIEC internal research in the public economy is mainly conducted by the members of the International Scientific Commission “Public Enterprises / Public Services”, chaired since spring of 2014 by Prof. Massimo Florio (Università di Milano, Italy). With more than 30 specialists (economists and legal experts), this

Commission follows and discusses recent developments in the governance of enterprises tasked with the provision of public services. In late 2017 the Steering Committee of this Scientific Commission was enlarged and now includes, in addition to President Massimo Florio and Profs. Philippe Bance (Université de Rouen, France), Luc Bernier (University of Ottawa, Canada) and Gabriel Obermann (Wirtschaftsuniversität Wien, Austria), Prof. Ulf Papenfuß (Zeppelin Universität, Friedrichshafen, Germany). This enlargement is welcome for taking on the various large-scale projects planned for the years ahead. After the important Conference organised in Paris in February 2015 (http://www.ciriec.uliege.be/en/event-ciriec/lavenir-de-lentreprise-publique-25-fevrier-

2015-paris/), the major research project on the "Future of Public Enterprise", launched on the initiative of Prof. Massimo Florio and the Steering Group continued, with national studies on the leading public enterprises in the various countries. The new work theme is thus focused on: “Major public enterprises”. The various activities conducted in parallel are listed on-line: http://www.ciriec.uliege.be/recherches/commission-ep/themes-en-cours-ep/theme-

recherche-3/ . In partnership with a European consortium on an Erasmus+ Jean Monnet project (EUsers2), CIRIEC International has made a new call for contributions: https://inomics.com/call-papers-major-public-enterprises-country-analysis-and-policy-

trends-milan. The EUsers project, in which CIRIEC is involved, is steered by Professor Massimo Florio (Università degli Studi di Milano), through a network of six universities (Università degli Studi di Milano, Italy; University of Greenwich, United Kingdom; Åbo Akademi University, Finland; Universität Leipzig, Germany; WU Wirtschaftuniversität, Austria and the Université de Rouen, France). This project aims to encourage the spread of pioneering approaches to education, applied research and political debate on the theme of general-interest services throughout the European Union as seen by its citizens. 60 seminars (http://users.unimi.it/eusers/eusers-activities/workshops/) have been organised over the 3-year term of this project (2015-17). A number of discussion seminars were organised in association with CIRIEC International in 2016 and 2017:

“Summer School”, a summer university held from 27 June 2016 to 1 July 2016, on the theme “Performance and governance of general-interest services in the EU: critical perspectives on reforms in the sectors energy, telecommunications, transport and water”.

The summer university focused on six key sectors in particular: electricity, gas, telecommunications, railways, local public transport, water and sewage & treatment of wastewater. The objective of this week of intensive courses and exchanges was to familiarise the participants with the structure, regulation and performance of public services in Europe, in particular the mains supply and network industries and political reforms supported by the European Union. Some twenty experts from the CIRIEC scientific network were actively involved. This milestone event in a field that currently otherwise attracts only scant if any attention at all at international level proved to be a great success, as 581 requests were booked from 300 Universities and Institutes, 200 of which from doctoral students. Only 35 students could be admitted, representing 20 countries and 27 Institutes.

ep/state-owned-enterprises-in-the-21th-century/ The final ‘general public’ event of the EUsers project was jointly organised with CIRIEC and was held in Rouen on 9 June 2017:

* Conference “The Governance of Public Organisations in the Economy of the 21st Century”. Public authorities across the world, whether national or local, are today in charge of very substantial economic legacies. They contribute to the production of public goods, to the provision of public services and to the satisfaction of essential needs to guarantee the well-being of populations. The worldwide privatisations of the

past three decades may well have reduced the size of some public sectors, but the movement has been interrupted and even reversed since the crisis of 2008: due, among other things, to nationalisations, designed to save struggling enterprises and to protect the production tool from the risk of cessation of activity, or by “remunicipalisation”, designed to give back to the decision-makers a better control of provision of public services. For the authorities this is a case of wielding the right tools and being able conduct public action, to drive strategic policies in the service of local areas or regions. In that context, which is also that of a drying-up of public resources and the introduction of new public management standards, the question regarding the good governance of public organisations to best serve the general interest is felt keenly indeed. The international conference therefore set itself the aim of presenting the results of research and to hold a shared discussion on new forms of governance to best serve the general interest. It brought together public and political decision-makers, heads of enterprises and university academics to debate essential questions for good governance of public action, with two discussion workshops that also allowed examining more developed aspects:

Organisational models for public services: Regulation and public missions; Resources for quality services: financing, human resources, participation of

Several publications resulted from these works and appeared in various international scientific reviews, for instance CIRIEC's own Annals of Public and Cooperative Economics, with a special number to appear in 2018 (Vol. 89, 3). With the title “The Continuing Importance of State-Owned Enterprise in the 21st Century: Challenges for Public Policy”; this number will include 6 contributions presenting experiences in various sectors in Australia, Canada, Germany, Greece and Ireland. The cooperation between CIRIEC International and the EUsers project has allowed expansion of the CIRIEC circle and increasing its visibility, for instance among young researchers. Some ten researchers have decided to join the CIRIEC scientific network since 2016, which inclines the directors of CIRIEC to organise more events of the “summer school” or discussion seminar type. The partnership with the European consortium around the Jean Monnet Erasmus+ EUsers project will continue in 2018 in a less formal manner, since the financing has come to an end. This major conference and the 3 scientific seminars co-organised by CIRIEC were also the occasion to progress in the project and create a handbook on the public enterprises, an initiative launched in 2015 by the members of the CIRIEC Scientific

Commission “Public Enterprises/Public Services”, project that has made some considerable headway during 2017.

* Theoretical reference handbook on public enterprises Seeing the lack of reference works on public enterprises in the literature on the public economy - and after many publications on privatisations and governance (New Public Management) – all in a “mainstream” perspective –, it struck more than one CIRIEC expert as necessary to produce a less conventional work, presenting different currents of thought and cross-cutting views (economic, what else, but also political, institutional, legal, entrepreneurial, …). In fact, no recent handbook has fronted the public enterprise, having undergone such enormous changes in these past 25-30 years and representing a good 10% of the world economy, all continents taken together. However, yesterday's explanations of the emergence and maintenance of public enterprises are obsolete. It is now a case of showing, in this nascent 21st century, the role, importance and value-added, the contribution to socio-economic development (e.g., local), etc., of the public enterprises and their activities, and the new forms of regulation and financing of the same, to say nothing of their action in the public/collective interest. A call for contributions was very broadly put out in late 2016; some 75 proposals for contributions have been evaluated. After the three presentation/discussion seminars of contributions organised in 2017, about half of the proposals have been provisionally shortlisted and other eminent authors will be approached during early 2018.

This handbook will in all likelihood include 30 chapters, structured according to the following entries:

1. What are SOEs used for by governments and how do they serve the general

interest?

2. How is SOE governance different from that of the private sector?

3. Day-to day operations and management.

4. Aspects of XXIst SOEs which did not exist in the past and how to work with

different stakeholders.

5. Redefinition of capitalism and the role of SOEs in the current economy

6. A focus on the international activities of SOEs and what it means for national

economic policies.

7. What are the results of SOE activities?

8. Paths for future research

The various sections of the work will study the scale and theatre of operations of public enterprises, present-day realities across the globe, various approaches to the study of current affairs in public enterprise, the big issues of governance, the activities of public enterprises, their results and, finally, their growth prospects.

A publication contract has been negotiated with Routledge by the 3 scientific editors of this ambitious project who are Luc Bernier, Massimo Florio and Philippe Bance. Its working title is “State-owned enterprises in the 21st century: a new handbook”; it is expected to appear in 2019. And finally, new ways forwards will be mapped out for research on the basis of a questionnaire sent in early 2018; its results were discussed in Edinburgh, Scotland, on 14 April 2018, at the end of the Conference of the IRSPM (International Research Society for Public Management) on the theme “Creating and co-creating value in public service delivery”, during which several members of the Scientific Commission led a three-day workshop. This ‘creation of value’ by public services will probably also be among the themes that CIRIEC's International Scientific Commission “Public Enterprises / Public Services” will discuss in coming years. CIRIEC also bid in European calls for tenders and booked, by late 2016:

* Expert appraisal contract - Reform of public governance and public enterprises in Greece Funded by the European Union, a specific short-term mission (4 months) has been entrusted by ‘Expertise-France’ (working on behalf of the European Commission) to CIRIEC with a view to assisting the Ministry of Finance of the Greek State in its discussions with the authorities of the Troïka3. Indeed, the Greek State is seeking specific expertise and advice in the course it has set for itself for the limitation of privatisation of public enterprises in Greece. Some ten experts from CIRIEC made their way to Greece to present a series of reports, with some alternative models for avoiding total privatisation. This research contract is of a confidential nature; unfortunately, the results of the seminars held and articles produced may not be distributed.

In Social and Cooperative Economy The second theatre of operations proposed by CIRIEC is, for the most part, developed by the International Scientific Commission “Social and Cooperative Economy”. This Commission has some sixty members (economists, sociologists, socio-economists, …). Chaired since mid-2015 by Prof. Marie J. Bouchard, Université du Québec à Montréal (Canada), it tracks all the latest developments

“The Social and Solidarity Economy. Sustainability and Innovation: facing the

big social issues, old and new”

Ten years ago CIRIEC set up a big forum for persons involved in research in the social economy (first edition 2007). This world-embracing event calls out to battle-hardened academics and young hopefuls alike, often from emergent countries. Be they seasoned specialists or raw recruits in the field of investigation, whether they incline more towards theory or more towards empirical observation, whether their disciplines should happen to be economics, sociology, law or history, each and every one of those researchers is welcome to our international conferences on all the elements of the social economy aiming, as they do, at a fair hearing to all possible viewpoints. The 6th CIRIEC Conference for Research on the Social and Cooperative Economy was held from 29 November to 2 December 2017 in Manaus (Amazonia, Brazil), in the capital of the Province of Amazonas, on the general theme: “The Social and Solidarity Economy. Sustainability and Innovation: facing the big social issues, old and new”. This researchers' gathering was organised by new Section CIRIEC-Brazil and the Universidade Federal do Amazonas (UFAM), ably supported by the Sections CIRIEC-Portugal, CIRIEC-Spain and CIRIEC-Canada. Many scientific experts, especially some young researchers, hailing mostly from Latin America, answered the call for contributions, graded into 10 secondary themes:

1. Territorial Development, Public Policy and Public-Economy / Private-Economy

Partnerships.

2. Environment and Sustainable Development.

3. Legal Visions of the Social and Solidarity Economy.

4. Experiences with the Social and Solidarity Economy.

5. The Impacts of the Social and Solidarity Economy on the Economy and on Society.

6. Work in the Social and Solidarity Economy.

7. The Social and Solidarity Economy and Internationalisation.

8. Management of Organisations of the Social and Solidarity Economy.

9. Education and Research in the Social and Solidarity Economy.

10. The Social and Solidarity Economy, Sustainability and Innovation: facing the big

social issues, old and new.

All told, 330 researchers, not only professionals in the sector (enterprises and organisations in the social and cooperative economy) but also representatives from public administration, took part in this big event, coming from 24 countries, with, of course, a preponderance of the Latin American nations. This was a great success as a first ambitious event for the Brazilian Section, recently welcomed to the fold of CIRIEC. This gave the Section a second wind, as many persons involved in the organisation in Manaus (Amazonia) then decided to join the Section, whose headquarters are established much farther south, in Campinas (São Paulo State). Detailed information on this Conference is given on the site created specifically for that purpose: http://www.ciriec-brasil.org.br/ciriecamazonia/ The 7th CIRIEC Research Conference for Research on the Social and Cooperative Economy will be held in Bucharest (Romania) from 6 to 9 June 2019. It will be co-organised by the Laboratorul de Solidaritate (member of CIRIEC) and Bucharest University Faculty of Sociology and National School of Political and Administrative Science, in collaboration with our Romanian colleagues Cristina Barna and Ancuta Vameşu. The adopted general theme is: “Social and Solidarity Economy - Moving towards a New Economic System”. CIRIEC-Japan has put itself forward for the organisation in Tokyo of the 8th edition of this CIRIEC Research Conference in 2021. Scientific working groups In accordance with its decision to run several parallel discussions relevant and of interest to the social economy, the Commission supervises several working groups. Those are coordinated by autonomous teams.

* In 2014 and 2015 a first team, coordinated by Profs. Gani Aldashev (Université de Namur, Belgium, and Université de Cergy-Pontoise, France), Marco Marini (La Sapienza University Rome, Italy) and Michael Kopel (Graz University, Austria), led a discussion and organised discussion seminars on “Organisation and Governance of Enterprises of the Social Economy and NGOs”. A second publication appeared in 2016, coordinated by M. Kopel and M. Marini, featuring 8 articles; it assumed the form of a special number of CIRIEC review Annals of Public and Cooperative Economics, Vol. 87, 3, 2016.

With theoretical or empirical articles on cooperative enterprises operating in various sectors of activity, in the countries of the West and in the countries of Asia alike, various themes were broached: governance, remuneration, competence, motivation of members, horizontal as opposed to vertical organisational choices, the role of managers in cooperatives and other enterprises in the social economy, non-hierarchical network relations and performances compared with those of the more conventional enterprises.

* Profs. Nadine Richez-Battesti (Université d’Aix, Marseille, France) and Xabier Itçaina (Université de Bordeaux, France) are coordinating the work of a second team of some thirty researchers from 15 countries (European Union plus Canada, Brazil, Colombia, Ecuador and Venezuela) on the discussion theme “Social and Solidarity Economy (SSE). Between interaction and co-construction”. A publication is now nearing completion. The relation with the territory is a central element of the social and solidarity economy (SSE) to the point of sometimes even being considered as one of its constituent values. Well, the forms of local rootedness and territorial energies of the SSE are many and various and are the subject of many an institutional arrangement. These are worthy of detailed comparative study. Two main axes have served as guidelines for this study:

the local or regional entity as social construction;

the new SSE statutes and relinking of chains: local and regional-authority constructions.

Twelve contributions were shortlisted after assessment and all of them, graced with interesting introductions and conclusions, were accepted for publication (in English) in the CIRIEC collection by Peter Lang, entitled Social and Solidarity-based Economy and Territory: From embeddedness to co-construction (cf. presentation in the next section).

New CIRIEC Working Group on The Courses of Social-Economy and Cooperative-Economy Organisations The Scientific Commission decided to conduct several discussions of relevance and topical interest for the social economy; a new working group was set up in late 2016 on the theme: “Evolution and transformation of social-economy enterprises and organisations: isomorphism or innovation?” The works on this theme or on associated themes, such as “Decay, Resilience and Regeneration of the Social Economy: a process of isomorphism and innovation” have taken the form of workshops during broader conferences held in 2017 and in 2018 (in Quebec and in Spain). A presentation of certain contributions on this theme by members of the Commission is planned for a seminar to be held in Wageningen (the Netherlands) on 4 July 2018.

Other Working Groups have also been set up over the period 2016-2017 at the request of third parties.

– Working Group Social Economy in the European Union Answering a call for tenders from the European Economic and Social Committee (EESC), a very large team, headed by Rafael Chaves and José Luis Monzón and made up of, inter alios, CIRIEC researchers (C. Barna - Romania, M. J. Bouchard - Canada, G. Hahn - Sweden, N. Richez-Battesti - France, J. de Sá - Portugal, R. Spear - United Kingdom, A. Zevi - Italy), compiled a quite considerable amount of data and information to shed light on the development of the social economy in the European Union in the past 5 years. These works follow through on those conducted by R. Chaves and J.-L. Monzón in 2006 and 2011. This report was presented to the members of the “Social Economy” category of Group III ‘Various Activities’ of the European Economic and Social Committee (EESC) in its plenary session in Brussels, 8 June 2017.

– Working Group Post-crisis Public Policy and the Social Economy Following a further call for tenders from the European Economic and Social Committee (EESC) awarded to CIRIEC, another working group was then directed by Rafael Chaves and José Luis Monzón to lead a study entitled Best Practices in Public Policies Regarding European Social Economy Post the Economic Crisis. This put forward a typology and a selection of some twenty cases of original measures of a legal or institutional character, or linked to financing, technical support or, again, the training/education having - in one or another country - promoted the development of the sector of the social economy. This report was the subject of a presentation to the members of the “Social Economy” category of Group III ‘Various Activities’ of the European Economic and Social Committee (EESC) on 10 November 2017; it will be published in several languages in early 2018.

– COPAC Technical Working Group Cooperative Statistics Prof. Marie J. Bouchard, President of the International Scientific Commission “Social and Cooperative Economy” of CIRIEC, was appointed Chair of the Technical Working Group on Cooperative Statistics set up by COPAC. COPAC, Committee for the Promotion and Advancement of Cooperatives, unites 5 international organisations: the International Cooperative Alliance (ICA), the International Labour Office (ILO), the United Nations Department of Social and Economic Affairs

(UN-DESA), the United Nations Food and Agriculture Organisation (FAO) and the World Farmers’ Organization (WFO). Besides the members of the CIRIEC Scientific Commission this group also includes members of international organisations and representatives of national statistics agencies. The first task assigned to the Group was to fashion a conceptual framework for the statistical measurement of cooperatives. This methodological report, prepared by Marie J. Bouchard, Madeg Le Guernic and Damien Rousselière, was published on-line in 2017 entitled Conceptual Framework for the Purpose of Measurement of Cooperatives and its Operationalization on the ILO internet site: (http://www.ilo.org/global/topics/cooperatives/publications/WCMS_578683/lang-

en/index.htm) and was presented at the World Conference of the International Cooperative Alliance (ICA) in Kuala Lumpur (Malaysia) on 17 November 2017. Later works were produced on: the measurement of labour, the measurement of value-added and the statistical classification of cooperatives. The Working Group will be making its recommendations during the 7th International Conference of Labour Statisticians (ICLS) in October 2018.

– Working Group Social Economy Satellites Accounts Following the works conducted by CIRIEC on the matter for more than 20 years now, Profs. José Luis Monzón and Rafael Chaves are pressing ahead with their efforts to revise and update the methodology of satellite accounts for the social economy in line with the accountancy adaptations of the new European national and regional accounts system (EAS 2010), officially adopted in May 2013. In this respect they submitted a new SATSE working programme to the “Social Economy” Unit (GROW/F2 - “Clusters, Social Economy and Entrepreneurship”) of the European Commission - Directorate General for the Internal Market, Industry, Entrepreneurship and SMEs. On the invitation of the European Commission and the OECD a working seminar was held in Paris on 16 October 2017 at the headquarters of the OECD to explore the challenges and opportunities attendant upon the development of national satellite accounts for the third sector and for the social economy. This working seminar brought together university academics, experts and representatives of Eurostat and the national statistics offices of interested countries. The seminar presented two approaches, the first conceiving the social economy, in essence, as not engaged in the pursuit of profit but running the gamut of voluntary activity, and the other conceiving in broader economic terms, including all types of cooperatives and mutuals. On this occasion CIRIEC was accorded a place of some importance, as two eminent representatives and specialists on the subject (José Luis Monzón and Marie J. Bouchard) were invited to present 2 of the 3 key concepts for this seminar. Interregional Academy of the ILO (International Labour Organisation) on the Social and Solidarity Economy CIRIEC has signed an institutional partnership with the International Training Centre (ITC) of the International Labour Organisation (ILO) of Turin to collaborate with the Interregional Academy on the Social and Solidarity Economy (http://socialeconomy.itcilo.org/en). The primary objective of the Academy is to stimulate knowledge and exchange of experiences between participants from all over the world (political decision-makers, trade union and employers' organisations, practitioners and promoters in the Social Economy). Several editions back, CIRIEC delegated to Prof. L. Pereira Morais, Professor at the UNESP University in Araraquara and external consultant of the International Labour Office, working with the Instituto Pólis (Brazil), the task of co-editing the “Reader - Social and Solidarity Economy” and setting up and ringmastering one of the sessions of the Academy. Several members or partners of CIRIEC are likewise regularly associated. The 2016 Social and Solidarity Economy (SSE) Academy was held from 21 to 25 November in San José, Costa Rica, on the theme of “SSE: creation of employment and promotion of local development”. There Professor Leandro Pereira Morais presented a report on Public Policies for the Social and Solidarity Economy over and above his contribution in the opening session. By way of exception two Social and Solidarity Economy Academies were held in 2017 on the theme “Innovative Ecosystem for SSE Public Policies - A Contribution to the Future of Work”. The first in Seoul, South Korea, from 26 to 30 June, once again benefitted from the presence of Prof. Leandro Pereira Morais. This was the occasion for various representatives of CIRIEC-Japan to add to their contacts with a view to building up CIRIEC in South-East Asia. Collection “Social Economy & Public Economy” CIRIEC has a series with the Publishing Group Peter Lang, who publishes and distributes scientific works in the fields of human and social sciences, law and economic sciences (http://www.ciriec.uliege.be/en/publications/ouvrages/). This series, the directors of which are Benoît Lévesque and Bernard Thiry, brings together works proposing, in an international perspective, analyses of organisations and economic activities addressing the general interest and the collective interest. Number 7 of this collection is currently being prepared for release in the summer of 2018. This collective work (33 authors) is the outcome of works conducted in a CIRIEC Working Group on the social economy and will be co-edited by the two leaders of this Group, Nadine Richez-Battesti (Université d’Aix Marseille, France) and Xabier Itçaina (Université de Bordeaux, France). With the title “Social and solidarity-based economy and territory: from embeddedness to co-construction”, this work will feature 14 chapters: an introduction, some national and/or sectoral case studies and transversal approaches to the role of the SSE in local development, and then a conclusion signed by the coordinators. It will be have three parts:

i) SSE and territory: the crisis as a resource for local innovation? (illustrated by articles on Brazil, Italy, Portugal, Quebec, Romania and Venezuela);

ii) Towards new, mixed forms of territorial cooperation (illustrations in two chapters on experiences in the Basque Country, a chapter on Germany and another on Belgium, one on Brazil and, finally, one on France);

iii) Towards a reterritorialisation of the big SSE operators (France, Quebec, …). The “CIRIEC Studies Series” collection This new collection aims to present the results of research conducted by working groups and commissions in the scientific network of CIRIEC International, both in the social and cooperative economy and in the public economy.

ANNALS OF PUBLIC AND COOPERATIVE ECONOMICS The Annales de l'économie publique, sociale et coopérative / Annals of Public and Cooperative Economics (http://www.ciriec.uliege.be/en/publications/apce/) were created in 1908 and date back to the creation of CIRIEC in 1947. Since 1995 they have been published by Wiley. Since 2018 their edition falls within the scope of the Edgard Milhaud Foundation, founded by CIRIEC in 2017. Under the responsibility of the General Director of CIRIEC, Bernard Thiry, the management, policy and editorial strategy were adapted and renewed in early 2016 by the International Board of CIRIEC. Since January 2016 the steering of the review has been entrusted to Marco Marini, Professor of Economy at “La Sapienza” University, Rome. The editor-in-chief is aided by a team of 6 co-editors, for the broader strokes of the review (public economy, social and cooperative economy, development economy). The editorial staff is advised by a policy committee made up of the representatives of CIRIEC International scientific commissions. Finally, the Editorial Board has recently been enlarged with some new members either of note or closely involved in reviews on related themes. The review brings out four numbers each year, of which some are varied and others concern a particular theme. Each number presents between six and eight articles discussing relevant subjects of topical interest, either empirical or of a theoretical cast, on the public economy or on the social and cooperative economy. Volumes 87 and 88 (2016 and 2017) welcomed several authors of international renown to our fields of research. The review is currently available in more than 7 500 institutions. Wiley also keeps very close a watch on the referencing of the review in the major international indexes on the human and social sciences. The review is now summarised and included in the references indexes in academic circles: JEL/EconLit, RePEc, SCOPUS and ESCI - Web of Science. VISIBILITY AND PRESENCE IN INTERNATIONAL EVENTS The members of CIRIEC try to attend regularly the congresses, symposiums and conferences of other national and international institutions whose fields of activity are close to those of CIRIEC. Through (co-)organising scientific events or meetings, by propelling or chairing round table discussions in thematic symposiums and workshops, by presenting a report or an address on a specific theme or, again, by presenting CIRIEC and its publications on a documentation stand, the Management and Secretariat of CIRIEC seek to establish as many contacts and partnerships as possible, to distribute and share CIRIEC's knowledge and to take part in debates on socio-economic and political interests.

Other initiatives were taken to promote the development of national sections of CIRIEC in Latin America. And the bilateral partnership agreements that were signed with various institutions in Costa Rica and Mexico are followed up. Finally, it may be mentioned that foreign researchers and scientists regularly come to CIRIEC as part of visits of several weeks not only to conduct research in the Documentation Centre, but above all to deepen their knowledge of their subject in discussions with managers and leaders of the CIRIEC International Secretariat in Liège. Three doctoral students from Burundi, Senegal and Spain did notably spend several months at CIRIEC for their research work. (Austria). During the meeting of the International Board in Valencia on 18 October 2016 the Praesidium was completed by Mr. Hajime Imamura (Japan) and Mr. Rainer Plassmann (Germany). Messrs. José Pablo Puzino (Argentina) and Hernando Zabala Salazar (Colombia) also joined the Praesidium, pursuant to the decision of the International Board of 17 February 2017 in Linz. The former Presidents of CIRIEC are now also invited to the Praesidium.

CIRIEC had the pleasant duty of welcoming some new members whose accession was ratified by the International Board in Namur (17 November 2017). Thus it was that CIRIEC-Brazil (based in the State University of Campinas, near São Paulo) and CIRIEC-Turkey (with headquarters in Gelişim University, Istanbul) were officially recognised as new national sections of CIRIEC. Two new collective members have meanwhile also joined the network: the Laboratorul de Solidaritate Romania - Bucharest) and the Maison des Associations Internationales (based in Brussels). The Presidents of the international scientific bodies were confirmed for a new term of three years (2018-20):

- Philippe Bance (University de Rouen, France), President of the International Scientific Council;

- Massimo Florio (University of Milan, Italy), President of the Scientific Commission “Public Enterprises / Public Services”;

- Marie J. Bouchard (Université du Québec à Montréal, Canada), President of the Scientific Commission “Social and Cooperative Economy”.

A broad discussion is also in progress concerning an improving of the structuring of CIRIEC's scientific network, which has several hundred members worldwide. Late 2017 brought the official constitution under Belgian law of the private Edgard Milhaud Foundation. With CIRIEC International and the Belgian Section as founder members, the Foundation will pursue the object of promoting scientific knowledge on the public, social and cooperative economies. In an initial phase the Edgard Milhaud Foundation will see to the management and edition of CIRIEC's scientific review, the Annals of Public and Cooperative Economics. The Foundation could promote research and organise the conferring of scientific prizes in fields of use and interest to CIRIEC. Turning to the three-cornered ‘International SSE Forum - CIRIEC - Social Economy Europe (SEE) partnership’ signed in 2015, a CIRIEC delegation attended the 8th Mont-Blanc Meetings (MBM), 6 - 8 December 2017, Archamps (Greater Geneva area), on the theme “Social and Solidarity Economy: the new efficiency”. This participation proved very interesting from a “networking” point of view, with circles complementary to those of CIRIEC (as leaders in the social economy and of social enterprises and as persons with more globalist interests, more particularly in connection with the large-scale United Nations programmes on sustainable development). On this occasion Prof. Marie J. BOUCHARD (Université du Québec à Montréal - UQAM) - representing CIRIEC - presented a report on the problem of evaluation of the impact of enterprises and organisations of the social economy. New communication tools To develop and increase the visibility of CIRIEC a quality newsletter has been created together with the launch of the new internet site. It will allow the very broad dissemination of the productions, publications and events organised within the world network of CIRIEC. A heroic effort was made in the harmonisation of the contact files to obtain a global file of more than 10 000 contacts. News on Calls for papers and on CIRIEC Working Papers du CIRIEC are the most read. The average opening rate is 22.5%, with a bounce rate of 2%. Internal information reserved for members of CIRIEC is also transmitted every two weeks. For the rest CIRIEC is now present on the social media, having created in spring 2017 a Twitter account (https://twitter.com/ciriec) and a Linked’In account (https://fr.linkedin.com/company/ciriec-international).

For the fourth time in its history (and for the third time in Liège), Belgium will host the CIRIEC International Congress, this time the 32nd, on 30-31 May and 1 June 2018, in the Palais des Congrès Liège, structured around the general theme “The public, social and cooperative economy in the digital revolution”. In the digital age our societies are turned upside down by the emergence of new types of services and new economic players. In reality digital goes much farther: it is a complete transformation of the economy and society, an energy that crosses all sectors.

The public, social and cooperative economy is an agent in this revolution in more ways than one. The next CIRIEC Congress will tackle this theme by measuring off analyses and discussions by scientific experts and political, economic and social leaders from all four corners of the world. This event will be the occasion for exchange and debate on rich and varied themes viewed from the angle of the digital revolution:

IN SOCIAL ECONOMY

(Bucharest (Romania), 6-9 June 2019) The Laboratul de Solidaritate, the Romanian Association founded in 2013, became a CIRIEC member in late 2017. In partnership with the University of Bucharest, the National School of Political and Administrative Studies and the Foundation for the Development of the Civil Society, the Laboratorul de la Solidaritate has offered to organise the 7th edition of the CIRIEC International Research Conferences on the Social Economy. Local partnerships with different types of enterprises and organisations in the social economy have already begun.

So much for the 6th Conference, organised in Amazonia (Manaus) in late 2017, back now to the European continent. For it is against this backdrop that the Romanian presidency of the European Union will be set for this major event in Bucharest from 6 to 9 June 2019. Already proposed among the general themes that might be discussed: the contribution of social-economy enterprises to sustainable development (from an economic, social and environmental viewpoint); new realities and work conditions in a digital environment; change of scale (‘scaling up’ - ‘scaling across’) for the enterprises and organisations of the social economy.

Le CIRIEC (Centre International de Recherches et d'Information sur l'Economie Publique, Sociale et Coopérative) est une organisation scientifique internationale non gouvernementale dont les objectifs sont d'assurer et de promouvoir la collecte d'informations, la recherche scientifique et la publication de travaux concernant les secteurs économiques et les activités orientés vers le service de l'intérêt général et collectif.

A côté des réunions et des activités permanentes des organes scientifiques (Conseil scientifique, Commissions scientifiques et Groupes de travail) dont il assure l'animation et le secrétariat, le CIRIEC s'efforce de valoriser les résultats de ses recherches par des publications et des activités publiques de dissémination.

Les nombreux travaux de recherche menés dernièrement ont abouti à plusieurs publications en 2016-2018 et ont fait l'objet de présentations et discussions à l'occasion de diverses manifestations internationales. Le CIRIEC poursuit le développement de son réseau en Amérique latine, valorisant ainsi le suivi du Congrès qui s'est tenu à Buenos Aires en octobre 2014, mais également de la 6e Conférence de recherche du CIRIEC sur l'économie sociale organisée fin 2017 à Manaus en Amazonie (Brésil). L'année 2018 sera quant à elle marquée par le 32e Congrès international à Liège (30 mai – 1er juin 2018) sur le thème de la révolution numérique.

LE 31E CONGRÈS INTERNATIONAL DU CIRIEC

REIMS (FRANCE)

21 - 23 SEPTEMBRE 2016

Après trois éditions françaises à Puteaux en 1957, à Bordeaux en 1988 et à Lyon en 2004, c'est la ville de Reims, « cité des sacres » et ville du champagne par excellence, qui a accueilli le 31e Congrès international du CIRIEC sur le thème général : « Les politiques publiques face aux enjeux sociaux et démocratiques de la mondialisation – Quels projets pour l'économie publique, sociale et coopérative ? ». Près de 350 participants issus de plus de 25 pays de par le monde (Europe, Afrique, Asie, Amérique latine, Canada, Russie, Japon, etc.) ont eu l'occasion d'écouter et d'échanger sur des thèmes riches et variés autour des solutions proposées par l'économie publique, sociale et coopérative. Plusieurs séances plénières ont abordé des thèmes transverses tels que :

les réalités économiques et sociales dans le monde,

les politiques publiques face aux enjeux sociaux et démocratiques de la mondialisation,

des sociétés plus humaines, plus sociales et plus solidaires

ou encore un regard philosophique sur la mondialisation au travers de la question : l'intérêt général : une valeur périmée ?

Divers secteurs et thématiques ont fait l’objet de présentations et débats plus spécifiques en ateliers :

- L'Etat stratège et les politiques publiques - La dynamique de l'économie sociale et solidaire - Innovation sociale et réduction des inégalités - Enjeux de la transition numérique.

Deux jours durant, avec près de 40 orateurs issus de 13 pays en séances plénières comme en ateliers, il s'agissait donc, comme l'a souligné dans son allocution d'ouverture, Alain ARNAUD, président du CIRIEC International et du CIRIEC-France, de « contribuer à redonner un sens concret aux valeurs universelles auxquelles nous croyons, celles qui sont indispensables pour que nos sociétés soient plus humaines, plus sociales et plus solidaires. ». Cette recherche de sens et de réponses nouvelles aura été effectuée à partir des réalités économiques et sociales à l'échelle mondiale et le développement opérationnel de synergies entre les deux formes d'organisations économiques et d'entreprises qui agissent le mieux au service de l'intérêt général, celles qui constituent l'économie publique, d'une part, et l'économie sociale et solidaire, d'autre part. Situer la réflexion au

niveau des enjeux mondiaux en associant, dans la recherche et la mise en œuvre des solutions, ces organisations et ces entreprises confère au CIRIEC sa singularité, et constitue sa principale originalité. Le congrès a fourni une nouvelle occasion de démontrer le bien-fondé de ce parti pris. 23-septembre-2016/, où figure aussi le programme scientifique complet. Comme à l'accoutumée, le Prix biennal Edgard Milhaud a été décerné à l'issue du Congrès. Présidé par Leona Detiège, la Présidente du CIRIEC-Belgium, le jury a sélectionné comme Lauréat 2016 Léonard Moulin (Université Paris 13 Sorbonne Paris Cité, France) en récompense de sa thèse intitulée « Tuition Fees in Higher Education: Issues, Limitations and Perspectives ». LE CIRIEC – UN RÉSEAU En tant qu'organisation scientifique internationale non gouvernementale ayant le statut d'association internationale sans but lucratif (aisbl), le CIRIEC est organisé en réseau et regroupe des membres collectifs et des membres individuels :

entreprises et organisations liées à des réseaux, qu'ils soient de nature socio-politique (agences gouvernementales, administrations publiques et ministères, fédérations socioprofessionnelles, syndicats, ...) ou de nature industrielle et technique (entreprises publiques ou chargées des services d'intérêt économique général, entreprises régulées, ...) ;

entreprises et organisations du secteur de l'économie sociale (coopératives, mutuelles, associations, organisations sans but lucratif, fondations, ...) ;

chercheurs et experts individuels d'horizons variés intéressés par les domaines d'activité du CIRIEC.

L'association internationale est principalement un réseau de Sections nationales (http://www.ciriec.uliege.be/notre-reseau/sections-nationales/), constituées elles-mêmes de divers membres : organismes publics, entreprises, organisations relevant de l'économie publique, sociale et coopérative ainsi que d'institutions qui, sur le plan scientifique ou culturel, ont un intérêt pour ces activités économiques. Des chercheurs et membres individuels peuvent également être associés. Les Sections nationales soutiennent l'activité du CIRIEC, chacune dans leur pays respectif. Le CIRIEC compte début 2018 13 Sections nationales, six dans l'Union européenne (Allemagne, Autriche, Belgique, Espagne, France, Portugal), mais aussi en

Argentine, au Brésil, au Canada, en Colombie, au Japon, en Turquie et au Venezuela ainsi que des membres institutionnels à Chypre, en Grèce et en Roumanie. L'association internationale poursuit ses efforts pour élargir ses contacts en vue de créer de nouvelles sections nationales, notamment en Amérique latine, mais aussi en Europe de l'Est et en Afrique du Nord. Constitué en véritable réseau de scientifiques, de praticiens et d'experts, le CIRIEC sert de plateforme d'échange d'informations et d'expériences dans un esprit de collaboration et d'enrichissement mutuel et propose un véritable espace mondial de recherche spécialisé dans l'économie d'intérêt général et collectif. Le CIRIEC collabore aussi régulièrement avec de nombreuses autres associations ou réseaux internationaux.

Le réseau scientifique

Avec une activité principalement centrée sur la recherche scientifique, le CIRIEC anime un réseau scientifique international de près de 400 experts actifs en économie publique, sociale et coopérative. La structure des instances scientifiques est organisée de manière pyramidale :

un Conseil scientifique porte la responsabilité générale de la stratégie en matière de recherche ;

il chapeaute des commissions scientifiques et leurs groupes de travail où se réalise l'essentiel du travail de recherche scientifique interne au réseau.

Le Conseil scientifique international du CIRIEC, présidé depuis 2014 par Philippe Bance (Université de Rouen, France), a un rôle très important de coordination avec les Sections nationales du CIRIEC et leurs membres. Cela permet au CIRIEC de mener ses travaux scientifiques en phase avec les multiples défis rencontrés de par le monde mais aussi avec les attentes et besoins des managers, acteurs et décideurs socio-économiques. Chercheurs et experts, collaborant activement aux recherches du CIRIEC, au plan national et international, constituent le réseau scientifique du CIRIEC (http://www.ciriec.uliege.be/qui-sommes-nous/instances/scientifiques/) et sont issus des treize pays où le CIRIEC compte des sections nationales et de quelque 25 autres pays de par le monde : Algérie, Australie, Chypre, Croatie, Danemark, Etats-Unis, Finlande, Irlande, Islande, Italie, Lituanie, Mexique, Norvège, Pays-Bas, Pérou, République tchèque, Roumanie, Royaume-Uni, Sénégal, Slovénie, Suède, Suisse, Uruguay.

Son support interactif : Agora de l'intérêt général et de l'économie sociale Cet outil de communication dénommé AGORA, lancé en juin 2014, est un portail interactif réservé à une communauté de membres, visant à devenir une « plateforme collaborative de connaissance ». L'Agora de l'Intérêt Général et de l'Economie Sociale est accessible via http://www.ciriecagora.org/. La langue véhiculaire de cet outil est l’anglais mais le fonds documentaire disponible est multilingue. Aujourd'hui l'Agora c'est :

C'est aujourd'hui le cas des archives électroniques du CELSIG (Comité européen de liaison sur les services d'intérêt général), pour lesquelles une convention a été signée. L'import du contenu du CELSIG a été réalisé en 2015 : http://www.ciriec.uliege.be/documentation/autre/ L'année 2018 sera surtout consacrée à accroître la base documentaire, afin de mieux tenir compte des nouveaux enjeux socio-économiques, notamment liés aux impacts de la digitalisation (plateformes collaboratives, nouvelles conditions de travail, protection des données face au big data, …), mais aussi au développement durable (économie circulaire, gouvernance démocratique et participative, investissements de long terme, …).

LA RECHERCHE ET LES ÉVÉNEMENTS SCIENTIFIQUES DE 2016-17

Le CIRIEC mène des recherches de deux types :

des recherches propres, menées en interne, par les membres de son réseau scientifique international ;

des recherches commanditées, menées pour des tiers, le plus souvent suite à des appels d'offres et appels à propositions.

Ces recherches peuvent être de nature transversale aux deux grands domaines d'intérêt du CIRIEC, l'économie publique d'une part, l'économie sociale et coopérative de l'autre, ou bien de portée et d'objet plus restreints et spécifiques à un seul (sous)-domaine.

De nature transversale A l'initiative du Président du Conseil scientifique international, le Prof. Philippe BANCE, le CIRIEC a relancé une recherche thématique transversale portant sur le thème : « Les organisations hybrides d'économie publique et d'économie sociale face aux enjeux du développement des communs et des biens publics mondiaux – Une possible mise en complémentarité au service de politiques publiques porteuses d'un changement de paradigme ». Les dernières décennies n'ont pas seulement été marquées par la montée en puissance de conceptions économiques libérales et de leur emprise croissante à l'échelle mondiale sur les politiques publiques. Elles ont également été celles de l'émergence de problématiques de refondation de l'analyse économique et des politiques publiques sur la base des opportunités que pourrait représenter à l'avenir la production de biens publics mondiaux et de biens communs (ou « communs »). Le concept de bien public mondial a pour origine celui de bien public de la théorie économique standard qui considère que la double caractéristique de non-exclusion et de non-rivalité de consommation de certains biens rend nécessaire l'action publique afin de pallier les défaillances du marché qui suscitent l'insuffisance de leur production (et limitent donc l'accès à leur consommation). Le CIRIEC a voulu s'interroger sur le rôle que peuvent jouer les organisations, en particulier les organisations hybrides (c'est-à-dire en mesure d'exercer à la fois des missions, parfois contraignantes, d'intérêt général, et de répondre à des exigences commerciales), d'économie publique et d'économie sociale, dans ce processus de mise en oeuvre de la production de biens publics mondiaux. Plutôt que de raisonner en termes de suprématie d'une forme de propriété sur une autre, ne convient-il pas dès lors de s'interroger sur le déploiement de politiques publiques qui pourraient contribuer à l'extension de la production

jointe de communs et de biens publics mondiaux, à côté de la production privée, selon des modes de gouvernance répondant aux attentes du développement durable ? Les organisations publiques et d'économie sociale ne sont-elles pas dans cette perspective des structures privilégiées permettant de prendre en compte l'action collective afin d'internaliser efficacement des besoins d'intérêt général ? Un appel à communications très ambitieux et documenté a été préparé fin 2015 et largement diffusé au printemps suivant pour permettre de récolter des travaux et réflexions en développement de nature non seulement transverse (entre économie publique, privée et d'économie sociale et coopérative), mais surtout multidisciplinaire de manière à toucher toutes les sciences sociales envisagées de manière très large. L'objectif était de mettre en place un véritable dialogue interdisciplinaire et de rassembler, sous l'égide du CIRIEC, les chercheurs et experts désireux d'investiguer ce nouveau champ d'étude à la fois large et complexe, mais sous un angle d'approche très spécifique, à savoir le rôle des organisations hybrides engagées dans la production de biens publics et de biens communs (notamment mondiaux). Il s'agissait aussi de toucher des experts scientifiques en dehors ou à la marge du réseau du CIRIEC pour qu'ils se joignent à cette importante réflexion stratégique qui transcende l'économie publique et l'économie sociale et coopérative. Suite à l'appel à contributions, 25 propositions de papiers ont été soumises en provenance de 11 pays avec une représentativité mondiale très marquée (Algérie, Australie, Brésil, Canada, Colombie, France, Italie, Japon, Roumanie, Turquie, Venezuela). Ces papiers sont de nature très diverse (plutôt théorique ou plutôt pratique, aperçu national ou cas d’études sectorielles). 17 papiers ont été sélectionnés et répartis en quatre groupes dès l'automne 2016 :

Theme B: The redeployment of borders between public, social economy and profit organisations among others with respect to public services

Theme C: New governances of social and public economy organisations, in a perspective of organisations’ action or interactions

* Triple Anniversaire du CIRIEC « 70-65-60 années de recherche en économie publique, sociale et coopérative »

Cet événement co-organisé par le CIRIEC-Belgium et le CIRIEC international s'est tenu le 16 novembre 2017 à la Salle Académique de l'Université de Liège (Belgique). Il visait à célébrer trois anniversaires :

70 ans du CIRIEC International 65 ans du CIRIEC-Belgique 60 ans du transfert du siège social du CIRIEC International de Genève à Liège.

La commémoration a vu des présentations de nature scientifique et historique pour faire état des réalisations et des projets d'une organisation qui poursuit l'oeuvre entreprise, en 1908, par le professeur Edgard MILHAUD. C'est en effet en 1947 que le Centre International de Recherche et d'Information sur l'économie collective a été créé par le professeur Edgard Milhaud pour assurer la pérennité de la publication qu'il avait fondée en 1908, revue qui s'appelait alors les Annales de la Régie Directe, publication qui avait dû cesser de paraître pendant la seconde guerre mondiale. La recherche historique a montré aussi qu'Edgard Milhaud ne cachait pas qu'au moment où se construisaient les institutions internationales destinées à maintenir la Paix, il caressait l'ambitieuse idée de voir reconnaître par les Nations-Unies une organisation internationale spécifique chargée de toutes les questions d'économie collective. Cela eût pu être un heureux destin pour le CIRIEC, mais tel n'a pas été le cas, tant les forces de l'économie privée lucrative étaient proactives en cette période de reconstruction d'après-guerre, et ne se privaient pas de dénigrer l'économie collective. Ce qu'il faut retenir de ce trait historique, c'est que pour la première fois ont été rassemblés les divers secteurs publics et privés qui sous leurs formes diverses concourent à l'intérêt collectif, et qu'Edgard Milhaud appelait à travailler ensemble pour satisfaire les besoins des populations. Et c'est bien là la marque de fabrique du CIRIEC, dont la caractéristique principale est d'être reconnu comme

une organisation scientifique internationale, s'accompagnant aussi d'une volonté d'information, d'échanges, de coordination entre les acteurs de l'économie publique et de l'économie sociale, et ne s'interdisant pas non plus de porter un regard critique sur l'évolution du monde. En économie publique La recherche interne au CIRIEC en matière d'économie publique est réalisée essentiellement par les membres de la Commission scientifique internationale « Entreprises publiques / Services publics », présidée depuis le printemps 2014 par le Prof. Massimo Florio (Université de Milan, Italie). Composée de plus de 30 spécialistes (économistes et juristes), cette Commission suit et discute des derniers développements en matière de gouvernance des entreprises chargées de la fourniture de services publics. Depuis fin 2017, le Steering Comittee (Groupe de pilotage) de cette Commission scientifique a été élargi et accueille désormais en sus du Président Massimo Florio et des Prof. Philippe Bance (Université de Rouen, France), Luc Bernier (Université d'Ottawa, Canada) et Gabriel Obermann (Université économique de Vienne, Autriche), le Prof. Ulf Papenfuß (Université Zeppelin à Friedrichshafen, Allemagne). Cet élargissement est le bienvenu pour faire face aux divers projets d'envergure envisagés pour les prochaines années. Après la Conférence importante qui s'est tenue à Paris en février 2015 (http://www.ciriec.uliege.be/event-ciriec/lavenir-de-lentreprise-publique-25-fevrier-

2015-paris/), l'important projet de recherche sur "L'avenir de l'entreprise publique", lancé à l'initiative du Prof. Massimo Florio et du Groupe de pilotage se prolonge, avec des études nationales sur les principales entreprises publiques d'un pays. Le nouveau thème de travail s'est donc focalisé sur : « Major public enterprises ». Le projet EUsers, auquel collabore le CIRIEC, est piloté par le Professeur Massimo Florio (Università degli Studi di Milano), à travers un réseau de six universités (Università degli Studi di Milano, Italie ; University of Greenwich, Royaume-Uni ; Åbo Akademi University, Finlande ; Universität Leipzig, Allemagne ; WU Wirtschaftuniversität, Autriche et Université de Rouen, France). Il vise à encourager la diffusion d'approches d'enseignement innovatrices, recherche appliquée et débat politique portant sur le thème des services d'intérêt général dans l'Union Européenne, du point de vue des citoyens. 60 séminaires (http://users.unimi.it/eusers/eusers-activities/workshops/) ont été organisés sur les 3 ans qu'a duré ce projet (2015-17). Plusieurs séminaires de discussion ont été organisés en collaboration avec le CIRIEC international en 2016 et 2017 :

Université d'été « Summer School », organisée du 27 juin - 1er juillet 2016, portant sur le thème « Performances et gouvernance des services d'intérêt général dans l'UE : perspectives critiques sur les réformes dans les secteurs de l'énergie, des télécommunications, des transports et de l'eau ». L'université d'été 2016 a traité en particulier de six secteurs clés : électricité, gaz, télécommunications, transports ferroviaires, transports publics locaux, eau et égouttage & traitement des eaux usées. L'objectif de cette semaine de cours et d'échanges intensifs était de familiariser les participants avec la structure, la réglementation et la performance des services publics en Europe, en particulier les industries de réseau et des réformes politiques soutenues par l'Union européenne. Une vingtaine d'experts du réseau scientifique du CIRIEC y ont participé activement. Cet événement de grande importance dans un domaine très peu reconnu actuellement au plan international a eu un grand succès, puisque 581 demandes issus de 300 Universités et Instituts ont été enregistrées, dont 200 venaient de doctorants. Seulement 35 étudiants ont pu être admis, représentant 20 pays et 27 Instituts.

* Conférence « La gouvernance des organisations publiques dans l’économie du 21e siècle ». A travers le monde, les autorités publiques, qu'elles soient nationales ou locales, sont aujourd'hui à la tête de patrimoines économiques de très grande taille. Ils contribuent à la production de biens publics, aux prestations de service public et à la satisfaction de besoins essentiels pour assurer le bien-être des populations. Si les privatisations réalisées à travers le monde durant les trois dernières décennies ont réduit la taille des secteurs publics, le mouvement s'est interrompu et même inversé depuis la crise de 2008 : notamment par des nationalisations qui ont visé à sauver des entreprises en difficulté et à préserver l'outil de production face au risque de cessation d'activité ou par des « remunicipalisations » visant à redonner aux décideurs une meilleure maîtrise des prestations de service public. Il s'agit pour les autorités de disposer d'outils les mettant en capacité de mener l'action publique, de conduire des politiques stratégiques au service des territoires. Dans ce contexte, qui est également celui d'un tarissement des ressources publiques et de mise en place de nouvelles normes de gestion publique, se pose avec une grande acuité la question de la bonne gouvernance des organisations publiques pour servir au mieux l'intérêt général. La conférence internationale avait donc pour objet de présenter les résultats des recherches et de mener une réflexion partagée sur de nouvelles formes de gouvernance au service de l'intérêt général. Elle a réuni décideurs publics et politiques, dirigeants d'entreprises, universitaires pour débattre de questions essentielles pour la bonne gouvernance de l'action publique, avec deux ateliers de discussion qui ont également permis de traiter des aspects plus pointus :

Ressources pour des services de qualité : financement, ressources humaines, participation des usagers.

Les papiers et présentations de cette Conférence sont disponibles en ligne : http://www.ciriec.uliege.be/event-ciriec/gouvernance-organisations-publiques-leconomie-21eme-siecle/ Plusieurs publications ont résulté de ces travaux et sont parues dans diverses revues scientifiques internationales, et notamment dans celle du CIRIEC, les Annales de l’économie publique, sociale et coopérative, avec un numéro spécial à paraître en 2018 (vol. 89, 3). Sous le titre “The Continuing Importance of State-Owned Enterprise in the 21st Century: Challenges for Public Policy”, ce numéro comptera 6 contributions présentant des expériences de divers secteurs en Allemagne, Australie, Canada, Grèce et Irlande. La coopération entre le CIRIEC International et le projet Eusers a permis d'élargir le cercle du CIRIEC et d'accroître sa visibilité, notamment parmi les jeunes chercheurs. Une dizaine de chercheurs ont décidé de rejoindre le réseau scientifique du CIRIEC dès 2016, ce qui conforte la direction du CIRIEC à organiser davantage d'événements de type « summer school » ou séminaires de discussion. Le partenariat avec le consortium européen autour du projet Jean Monnet Erasmus+ EUsers va se poursuivre en 2018 de manière plus informelle, car le financement est arrivé à terme. Cette grande conférence et les 3 séminaires scientifiques co-organisés par le CIRIEC ont aussi été l'occasion de progresser dans le projet de créer un manuel sur les entreprises publiques, une initiative lancée en 2015 par les membres de la Commission scientifique du CIRIEC « Entreprises publiques/services publics » et qui a pu fortement progresser durant l'année 2017.

* Manuel théorique de référence sur les entreprises publiques Suite au constat de manque d'ouvrage de référence sur les entreprises publiques dans la littérature en économie publique et après nombre de publications sur les privatisations et la gouvernance (New Public Management), toutes dans une optique « mainstream », il a semblé nécessaire à plusieurs experts du CIRIEC de produire un ouvrage plus hétérodoxe et présentant différents courants de pensée et visions pluridisciplinaires (économique bien sûr, mais aussi politique, institutionnelle, légale, entrepreneuriale, …). En effet, aucun manuel récent n'aborde les entreprises publiques qui ont subi de gigantesques transformations durant ces 25-30 dernières années et qui représentent environ 10% de l'économie mondiale, tous continents confondus. Toutefois, les explications d'hier sur

l'émergence et le maintien des entreprises publiques sont obsolètes. Il s'agit dès lors de montrer, en ce début de 21e siècle le rôle, l'importance, la valeur ajoutée, la contribution au développement socio-économique (notamment local), etc. des entreprises publiques ainsi que leurs activités, les nouvelles formes de régulation et de financement de celles-ci sans oublier leur action pour l'intérêt public/collectif. Un appel à contributions a été très largement diffusé dès fin 2016 et quelque 75 propositions de contributions ont été évaluées. Après les trois séminaires de présentation/discussion de contributions organisés en 2017, environ la moitié des propositions ont été provisoirement retenues et d'autres grands auteurs seront encore sollicités début 2018.

Ce manuel devrait compter 30 chapitres articulés selon les entrées suivantes :

1. Pourquoi et à quoi les gouvernements utilisent-ils les entreprises publiques et

comment servent-elles l'intérêt général ?

2. En quoi la gouvernance des entreprises publiques diffère-t-elle de celle du secteur

privé ?

3. Les opérations au jour le jour et le management.

4. l'étude des aspects des entreprises publiques du 21e siècle qui n'existaient pas

par le passé et la manière de travailler avec diverses parties prenantes

5. La redéfinition du capitalisme et du rôle des entreprises publiques dans

l'économie aujourd'hui

6. Un focus sur les activités internationales des entreprises publiques et leur

implication pour les politiques économiques nationales

7. Quels résultats des activités des entreprises publiques ?

8. Pistes pour des recherches futures.

Les sections de l'ouvrage traiteront de l'étendue et du champ des entreprises publiques, des réalités contemporaines à travers le monde, des diverses approches pour étudier de nos jours les entreprises publiques, les enjeux de gouvernance, les activités des entreprises publiques, leurs résultats et enfin leurs perspectives de développement.

Un contrat de publication a été négocié avec Routledge par les 3 éditeurs scientifiques de cet ambitieux projet que sont Luc Bernier, Massimo Florio et Philippe Bance. Son titre provisoire est “State-owned enterprises in the 21st century: a new handbook” et il devrait paraître en 2019. Enfin, de nouvelles orientations de recherche vont être déterminées sur base d'un questionnaire lancé début 2018 et dont les résultats ont été discutés le 14 avril 2018 à Edinburgh en Ecosse à l'issue de la Conférence IRSPM (International Research Society for Public Management) sur le thème « Creating and co-creating value in public service delivery », lors de laquelle plusieurs membres de la Commission scientifique ont animé un atelier durant les trois

journées de travail. Cette ‘création de valeur’ par les services publics sera d'ailleurs probablement une des thématiques que la Commission scientifique internationale « Entreprises publiques / Services publics » du CIRIEC traitera dans les prochaines années. Le CIRIEC répond également à des appels d'offre européens et en a remporté un fin 2016 :

* Contrat d'expertise – Réforme de la gouvernance publique et des entreprises publiques en Grèce Financé par l'Union européenne, une mission spécifique de courte durée (4 mois) a été confiée par ‘Expertise-France’ (organisme oeuvrant au nom de la Commission européenne) au CIRIEC dans le but d'accompagner le Ministère des Finances de l'Etat grec dans ses discussions avec les autorités de la Troïka6. En effet, l'Etat grec recherchait de l'expertise et des conseils spécifiques dans son souhait de non-privatisation de l'ensemble des entreprises publiques en Grèce. Une dizaine d'experts du CIRIEC se sont rendus en Grèce pour présenter une série de rapports avec des modèles alternatifs pour éviter cette privatisation totale. Ce contrat de recherche étant confidentiel, les résultats des séminaires réalisés et articles produits ne peuvent hélas être diffusés.

En économie sociale et coopérative Le second domaine d'activités scientifiques propres du CIRIEC est essentiellement développé par la Commission scientifique internationale « Economie sociale et coopérative ». Cette Commission compte une soixantaine de membres (économistes, sociologues, socio-économistes, …). Présidée depuis mi-2015 par la Prof. Marie J. Bouchard de l'Université du Québec à Montréal (Canada), elle suit les récents développements et les thématiques émergentes en économie sociale au sens large, tout en participant activement à des recherches scientifiques sur des thèmes ciblés.

6ème Conférence internationale de recherche du CIRIEC en économie sociale Manaus (Amazonie, Brésil)

« L'Economie Sociale et Solidaire. Soutenabilité et Innovation : faire face aux anciens et aux nouveaux enjeux sociaux »

Depuis une dizaine d'années, le CIRIEC a initié un grand forum d'échanges et de confrontations en matière de recherche en économie sociale (première édition en 2007). Cette manifestation d'envergure mondiale s'adresse à la fois aux scientifiques chevronnés et aux plus jeunes, souvent provenant de pays émergents. Qu'ils soient spécialistes ou novices dans ce champ d'investigation, qu'ils favorisent l'approche théorique ou analytique sur une base empirique, que leurs disciplines soient l'économie, la sociologie, le droit ou l'histoire, tous sont les bienvenus à ces conférences internationales visant toutes les composantes de l'économie sociale et autorisant tous les angles d'approche. La 6e Conférence de recherche en économie sociale et coopérative du CIRIEC a eu lieu du 29 novembre au 2 décembre 2017 à Manaus dans la capitale de la Province Amazonas sur le thème général : « L’Economie Sociale et Solidaire. Soutenabilité et Innovation : faire face aux anciens et aux nouveaux enjeux sociaux ». Cette grande rencontre de chercheurs fut organisée par la nouvelle Section CIRIEC-Brésil et l'Universidade Federal do Amazonas (UFAM), soutenus par les sections du CIRIEC-Portugal, du CIRIEC-Espagne et du CIRIEC-Canada. De nombreux scientifiques, surtout des jeunes chercheurs originaires majoritairement d'Amérique latine, ont répondu à l'appel à contributions qui était décliné en 10 sous-thèmes :

Au total, 330 chercheurs, professionnels du secteur (entreprises et organisations de l'économie sociale et coopérative) mais aussi représentants de l'administration publique ont participé à cette grande manifestation, en provenance de 24 pays, avec naturellement un grand poids des nations latino-américaines. Ce fut un grand succès comme premier événement d'envergure pour la section brésilienne récemment réintégrée au sein du CIRIEC. Et cela a permis de lui insuffler une nouvelle dynamique puisque nombre de personnes impliquées dans l'organisation à Manaus (Amazonie) ont décidé de rejoindre la Section dont le siège social est implanté bien plus au sud, à Campinas (Etat de São Paulo). Les informations détaillées sur cette conférence figurent sur le site créé spécifiquement à cet effet : http://www.ciriec-brasil.org.br/ciriecamazonia/ La 7e Conférence de recherche en économie sociale et coopérative du CIRIEC se tiendra à Bucarest (Roumanie) du 6 au 9 juin 2019. Elle sera co-organisée par le Laboratorul de Solidaritate (membre du CIRIEC), l'Université de Bucarest – Faculté de Sociologie et l'Ecole Nationale de Sciences politiques et administratives, en collaboration avec des collègues roumaines Cristina Barna et Ancuta Vameşu. Le thème général retenu est : “Social and Solidarity Economy – Moving towards a New Economic System”. Le CIRIEC-Japon a soumis sa candidature pour l'organisation à Tokyo de la 8e édition de cette conférence de recherche du CIRIEC en 2021. Groupes de travail scientifiques Conformément à sa décision de mener de front plusieurs réflexions pertinentes et d'actualité pour l'économie sociale, la Commission a supervisé plusieurs groupes de travail scientifiques confiés à des équipes autonomes.

* Une première équipe coordonnée par les Prof. Gani Aldashev (Université de Namur, Belgique et Université de Cergy-Pontoise, France), Marco Marini (Université La Sapienza de Rome, Italie) et Michael Kopel (Université de Graz, Autriche) a mené en 2014 et 2015 une réflexion et organisé des séminaires de discussion sur « Organisation et gouvernance des entreprises d'économie sociale et des ONG ». Une seconde publication en est ressortie en 2016, coordonnée par M. Kopel et M. Marini et comptant 8 articles ; elle a pris la forme d'un numéro spécial de la revue du CIRIEC, Annales de l’Economie publique, sociale et coopérative, Vol 87, 3, 2016. Avec des articles théoriques ou empiriques sur des entreprises coopératives opérant dans divers secteurs d'activité tant dans les pays occidentaux que dans des pays d'Asie, divers thèmes sont abordés : la gouvernance, les rémunérations,

les compétences, la motivation des membres, les choix organisationnels horizontaux et non verticaux, le rôle des managers dans les coopératives et autres entreprises d'économie sociale, les relations en réseaux et non hiérarchiques et les performances comparées avec les entreprises classiques.

* Les Prof. Nadine Richez-Battesti (Université d'Aix Marseille, France) et Xabier Itçaina (Université de Bordeaux, France) coordonnent le travail d'une deuxième équipe avec une trentaine de chercheurs de 15 pays (Union européenne et Canada, Brésil, Colombie, Equateur et Venezuela) autour du thème de réflexion « Economie sociale et solidaire (ESS). Entre interactions et co-construction ». Une publication est en voie de finalisation. Le rapport au territoire est un élément central de l'économie sociale et solidaire (ESS), au point d'être considéré parfois comme l'une de ses valeurs constitutives. Or, les formes d'ancrages et les dynamiques territoriales de l'ESS sont diversifiées et font l'objet de compromis institutionnels pluriels. Celles-ci méritent d'être étudiées de manière comparative et caractérisées de façon fine. Deux axes ont servi de fil conducteur à cette recherche :

le territoire comme construction sociale ;

les nouveaux statuts de l'ESS et le renouveau des filières : constructions territoriales.

Après évaluation, 12 contributions ont été retenues et l'ensemble, augmenté de riches introduction et conclusion, a été accepté pour parution (en langue anglaise) dans la collection du CIRIEC chez Peter Lang sous le titre Social and Solidarity-based Economy and Territory: From embeddedness to co-construction (cf. présentation en section suivante).

* Nouveau groupe de travail du CIRIEC sur les Trajectoires des organisations d'économie sociale et coopérative La Commission scientifique a décidé de mener plusieurs réflexions pertinentes et d'actualité pour l'économie sociale et un nouveau groupe de travail a été lancé fin 2016 sur le thème « Evolution et transformation des entreprises et organisations d'économie sociale : processus d'isomorphisme ou innovation ? ». Les travaux sur ce thème ou sur des thématiques apparentées telles que « Dégénérescence, résilience et régénération de l'économie sociale et coopérative : processus d'isomorphisme et innovation » ont pris la forme d'ateliers lors de conférences plus larges organisées en 2017 et 2018 (au Québec et en Espagne). Une présentation de quelques contributions sur ce thème par des membres de la Commission est prévue à l'occasion d'un séminaire le 4 juillet 2018 à Wageningen (Pays-Bas).

– Groupe de travail Economie sociale dans l'Union Européenne En réponse à un appel d'offres du Comité économique et social européen (CESE), une très large équipe de recherche, présidée par Rafael Chaves et José Luis Monzón et composé notamment de chercheurs du CIRIEC (C. Barna - Roumanie, M. J. Bouchard - Canada, G. Hahn - Suède, N. Richez-Battesti - France, J. de Sá - Portugal, R. Spear - Royaume Uni, A. Zevi - Italie), a compilé quantité de données et d'informations pour mettre en exergue l'évolution de l'économie sociale dans l'Union Européenne au cours des 5 dernières années. Ces travaux font suite à ceux menés par R. Chaves et J.-L. Monzón en 2006 et en 2011. Ce rapport a été présenté aux membres de la catégorie « Economie sociale » du Groupe III ‘Activités diverses’ du Comité économique et social européen (CESE), lors de sa réunion plénière du 8 juin 2017 à Bruxelles.

– Groupe de travail Politiques publiques et économie sociale après la crise A nouveau suite à un appel d'offres du Comité économique et social européen (CESE) remporté par le CIRIEC, un autre groupe de travail a été dirigé par Rafael Chaves et José Luis Monzón afin de mener une étude intitulée Best Practices in Public Policies Regarding European Social Economy Post the Economic Crisis. Celle-ci propose une typologie et une sélection d'une vingtaine de cas de mesures originales de type juridique, institutionnelle ou liée au financement, au support technique ou encore à la formation/enseignement ayant favorisé dans divers pays le développement du secteur de l'économie sociale. Ce rapport a fait l'objet d'une présentation aux membres de la catégorie « Economie sociale » du Groupe III ‘Activités diverses’ du Comité économique et social européen (CESE), le 10 novembre 2017 et sera publié début 2018 en plusieurs langues.

– Groupe de travail technique du COPAC Statistiques coopératives Le Prof. Marie J. Bouchard, Présidente de la Commission scientifique internationale « Economie sociale et coopérative » du CIRIEC, a été nommée présidente du Groupe de travail technique sur les statistiques coopératives institué par le COPAC. Le COPAC, Comité pour la Promotion et l'Avancement des

Coopératives, regroupe 5 organisations internationales : l'Alliance Coopérative Internationale (ICA), le Bureau International du Travail (BIT-ILO), le Département des Affaires Économiques et Sociales des Nations-Unies (UN-DESA), l'Organisation des Nations Unies pour l'Alimentation et l'Agriculture (FAO) et la World Farmers’ Organization (WFO). Outre des membres de la Commission scientifique du CIRIEC, ce groupe réunit des membres d'organisations internationales et des représentants d'agences statistiques nationales. La première tâche assignée au groupe a été d'élaborer un cadre conceptuel sur la mesure statistique des coopératives. Ce rapport méthodologique préparé par Marie J. Bouchard, Madeg Le Guernic and Damien Rousselière a été publié en ligne en 2017 sous le titre Conceptual Framework for the Purpose of Measurement of Cooperatives and its Operationalization sur le site internet du BIT : (http://www.ilo.org/global/topics/cooperatives/publications/WCMS_578683/lang--

en/index.htm) et a été présenté à la Conférence mondiale de l'Alliance coopérative internationale (ACI) à Kuala Lumpur (Malaisie) le 17 novembre 2017. Des travaux subséquents sont réalisés sur : la mesure du travail, la mesure de la valeur ajoutée, et la classification statistique des coopératives. Le Groupe de Travail fera ses recommandations à la 7e Conférence Internationale des Statisticiens du Travail (ICLS) en octobre 2018.

– Groupe de travail Comptes satellites de l'économie sociale Suite aux travaux menés depuis plus de 20 ans par le CIRIEC sur cette problématique, les Prof. José Luis Monzón et Rafael Chaves poursuivent leurs efforts pour réviser et actualiser la méthodologie des comptes satellites de l'économie sociale aux adaptations comptables du nouveau système européen des comptes nationaux et régionaux (SEC 2010), qui a été adopté officiellement en mai 2013. Ils ont soumis à cet égard un nouveau programme de travail SATSE auprès de l'Unité « Economie sociale » (GROW/F2 – « Clusters, Social Economy and Entrepreneurship ») de la Commission européenne – Direction générale du marché intérieur, de l'industrie, de l'entrepreneuriat et des PME. A l'invitation de la Commission européenne et de l'OCDE, un séminaire de travail a été organisé à Paris le 16 octobre 2017 au siège de l'OCDE, afin d'explorer les défis et les opportunités liés au développement de comptes satellites nationaux pour le tiers secteur et l'économie sociale. Ce séminaire de travail réunissait des universitaires, des experts, ainsi que des représentants d'Eurostat et des bureaux nationaux de statistique de pays intéressés. Le séminaire présentait deux approches, l'une concevant l'économie sociale essentiellement comme étant sans but lucratif et incluant l'ensemble du bénévolat, l'autre la concevant de manière plus large en termes économiques, incluant l'ensemble des coopératives et des mutuelles. À cette occasion, le CIRIEC a occupé une place importante car deux représentants de renom et grands spécialistes en la matière (José Luis Monzón et Marie J. Bouchard) étaient invités à présenter 2 des 3 concepts-clé de ce séminaire. La note méthodologique et conceptuelle préalable, le programme de

Académie interrégionale de l'OIT sur l'Economie sociale et solidaire Le CIRIEC a signé un partenariat institutionnel avec le Centre International de Formation (CIF) de l'Organisation Internationale du Travail (OIT) de Turin pour collaborer à l'Académie interrégionale d'Economie Sociale et Solidaire (http://socialeconomy.itcilo.org/en). L'Académie a comme objectif de base de stimuler la connaissance et l'échange des expériences entre participants (décideurs politiques, représentants d'organisations syndicales et patronales, praticiens et promoteurs de l'Economie sociale). Le CIRIEC délègue depuis plusieurs éditions au Prof. L. Pereira Morais, Professeur d'Economie à l'Université UNESP à Araraquara (Etat de São Paulo) et consultant externe du BIT et de l'Institut Polis (Brésil), la mission de co-rédaction du "Manuel (reader) de l'économie sociale et solidaire" ainsi que l'élaboration et l'animation d'une des sessions de l'académie. Plusieurs membres ou partenaires du CIRIEC sont régulièrement associés. En 2016, l'édition de l'Académie d'économie sociale et solidaire (ESS) s'est tenue du 21 au 25 novembre à San José au Costa Rica autour du thème « ESS : création d'emploi et promotion du développement local ». Le Professeur Leandro Pereira Morais y a présenté notamment un rapport sur les Politiques publiques pour l'économie sociale et solidaire, en sus de son intervention en séance d'ouverture. Deux éditions de l'Académie d'économie sociale et solidaire ont exceptionnellement eu lieu en 2017 sur le thème « Innovative Ecosystem for SSE Public Policies - A Contribution to the Future of Work ». La première à Séoul en Corée du Sud du 26 au 30 juin a à nouveau bénéficié de la participation du Prof. Leandro Pereira Morais. Ce fut l'occasion pour divers représentants du CIRIEC-Japon d'élargir leurs contacts en vue de renforcer le CIRIEC en Asie du Sud-Est. Collection « Economie sociale & Economie publique » Le CIRIEC s'est doté d'une collection chez l'éditeur Peter Lang qui publie et diffuse des ouvrages scientifiques dans les domaines des sciences humaines et sociales, du droit et des sciences économiques (http://www.ciriec.uliege.be/publications/ouvrages/). Cette collection "Economie sociale & Economie publique", dont les directeurs sont Benoît Lévesque et Bernard Thiry, rassemble des ouvrages proposant, dans une perspective internationale, des analyses des organisations et des activités économiques orientées vers l'intérêt général et l'intérêt collectif. Le numéro 7 de cette collection est en préparation pour parution en été 2018. Cet ouvrage collectif (33 auteurs) résulte des travaux menés au sein d'un Groupe de travail du CIRIEC en économie sociale et sera co-édité par les deux responsables de ce Groupe, Nadine Richez-Battesti (Université d'Aix Marseille, France) et Xabier Itçaina (Université de Bordeaux, France). Avec pour titre « Social and solidarity-based economy and territory: from embeddedness to co-construction », cet ouvrage comptera 14 chapitres : une introduction, des études de cas nationales et/ou sectorielles ainsi que des approches transversales sur le rôle de l'ESS dans le développement local et une conclusion signée par les coordinateurs. Il comprendra trois parties :

i) ESS et territoire : la crise comme ressource d'innovation locale ? (illustrée par des articles portant sur le Brésil, l'Italie, le Portugal, le Québec, la Roumanie et le Venezuela) ;

ii) Vers de nouvelles formes hétérogènes de coopérations territoriales (illustrations par deux chapitres relatifs à l'expérience du Pays basque, un chapitre portant sur l'Allemagne, un autre sur la Belgique, un sur le Brésil et enfin un sur la France) ;

iii) Vers une reterritorialisation des grands opérateurs de l'ESS (France, Québec, …).

Collection « CIRIEC Studies Series » Cette nouvelle collection vise à proposer des résultats de recherches issues des groupes de travail et commissions du réseau scientifique du CIRIEC International aussi bien en économie sociale et coopérative qu'en économie publique. L'ouvrage résultant de la recherche transversale mené sous l'égide de Philippe Bance, Président du Conseil scientifique international, constitue le n° 1 dans la nouvelle collection en ligne “CIRIEC Studies Series” (indexée dans REPEC). Working Papers du CIRIEC Publiés électroniquement dans diverses langues (principalement en anglais et français, mais aussi en allemand, espagnol et néerlandais), les cahiers de recherche du CIRIEC visent à diffuser rapidement des premiers résultats de recherche. Une vingtaine de cahiers sont prévus annuellement. 121 titres sont à présent disponibles (dont 13 publiés en 2016 et 7 en 2017) sous la responsabilité éditoriale du Conseil scientifique international qui a mandaté comme éditeurs scientifiques (à partir de 2016) Fabienne Fecher, Marie J. LA REVUE SCIENTIFIQUE DU CIRIEC

ANNALES DE L'ÉCONOMIE PUBLIQUE, SOCIALE ET COOPÉRATIVE Les Annales de l'économie publique, sociale et coopérative / Annals of Public and Cooperative Economics (http://www.ciriec.uliege.be/publications/apce/) ont été créées en 1908 et sont à l'origine de la fondation du CIRIEC en 1947. Elles sont publiées depuis 1995 par la maison d'édition Wiley. Dès 2018 leur édition sera sous la responsabilité de la Fondation Edgard Milhaud créée en 2017 par le CIRIEC. Sous la responsabilité du Directeur général du CIRIEC, Bernard Thiry, la gestion, la politique et la stratégie éditoriales ont été adaptées et renouvelées début 2016 par le Conseil international du CIRIEC. Le pilotage de la revue est confié depuis janvier 2016 à Marco Marini, Professeur d'Economie à l'Université de Rome « La Sapienza ». Le rédacteur en chef s'est entouré d'une équipe de 6 co-éditeurs, couvrant les grands champs de la revue (économie publique, économie sociale et coopérative, économie du développement). L'équipe de rédaction est conseillée par un comité d'orientation constitué par les représentants des commissions scientifiques internationales du CIRIEC. Enfin le conseil de rédaction a été récemment élargi à de nouveaux membres de renom ou très impliqués dans des revues sur des thèmes proches. La revue publie quatre numéros par an parmi lesquels certains sont variés et d'autres portent sur un thème particulier. Chaque numéro propose entre six et huit articles traitant de sujets pertinents et d'actualité, soit empiriques soit à caractère théorique sur l'économie publique ou l'économie sociale et coopérative. On peut accéder en ligne aux tables des matières et aux résumés des articles : http://onlinelibrary.wiley.com/journal/10.1111/%28ISSN%291467-8292 . Les Volumes 87 et 88 (2016 et 2017) ont accueilli plusieurs auteurs de renommée internationale dans nos champs de recherche. La variété des sujets traités dans les articles publiés atteste que la revue véhicule les thématiques privilégiées par le CIRIEC depuis sa création mais qu'elle s'ouvre aussi à de nouveaux sujets/objets de recherche et à des grandes questions d'actualité (gouvernance, entreprise sociale, innovation sociale, privatisation, régulation, services publics, intérêt général, microfinance, biens communs, santé, ruralité, performance comparée). Deux numéros sont thématiques.

Le lectorat des Annales est en augmentation constante et le développement des accès à sa version électronique rendent sa visibilité et son rayonnement de plus en plus importants dans les diverses parties du monde. Notons que la maison d'édition Wiley réalise les adaptations nécessaires pour maintenir les Annales sur le marché très concurrentiel des revues scientifiques internationales : la revue est actuellement disponible dans quelque 7500 institutions. Wiley porte également une attention particulière au référencement de la revue dans les grands index internationaux en sciences humaines et sociales. La revue est maintenant résumée et répertoriée dans les index de référence dans le monde académique : JEL/EconLit, RePEc, SCOPUS et ESCI - Web of Science. VISIBILITÉ ET P RÉSENCE DANS LES MANIFESTATIONS INTERNATIONALES Les membres du CIRIEC s'efforcent de participer régulièrement à des congrès, colloques et conférences d'autres institutions nationales et internationales dont les domaines de préoccupation se rapprochent de ceux du CIRIEC. En (co-) organisant des manifestations ou des rencontres scientifiques, en animant ou en présidant des tables rondes lors de colloques et d'ateliers thématiques, en intervenant sur un thème spécifique, ou encore en présentant le CIRIEC et ses publications par un stand de documentation, la direction et le secrétariat du CIRIEC cherchent à établir un maximum de contacts et de partenariats, à diffuser et partager les connaissances du CIRIEC et à participer aux débats sur des enjeux socio-économico-politiques.

Ainsi, par exemple, le Directeur général du CIRIEC Bernard Thiry et la Secrétaire générale du CIRIEC-Autriche se sont rendus au 22e Congrès international de l'Association des Coopératives Turques organisé en Cappadoce à Nevşehir (Turquie) du 5-7 octobre 2017 (http://www.itcc2017.com/index.php?lang=en). Le thème portait sur “Social Economy Networks. Co-operation for Global Change” [« Réseaux d'Economie Sociale. Coopération pour un changement global »]. Bernard Thiry y a fait un exposé sur « The International Center of Research and Information on the Public, Social and Cooperative Economy (CIRIEC), a network to better understand and promote the social economy and cooperative entrepreneurship », dont le texte figure dans les Actes de cette Conférence (http://koopkur.org.tr/uploads/files/22_Sosyal_Ekonomi_Aglari_bildiriler.pdf). D'autres initiatives ont été prises pour favoriser le développement de Sections nationales du CIRIEC en Amérique latine. Ainsi se poursuit le suivi des Protocoles d'Accords bilatéraux signés avec diverses institutions au Costa Rica et au Mexique. Enfin, mentionnons que des chercheurs et scientifiques viennent régulièrement au CIRIEC dans le cadre de séjours de plusieurs semaines pour mener des recherches au Centre de documentation mais surtout approfondir leur sujet d'étude lors de discussions avec les dirigeants et responsables du secrétariat international du CIRIEC à Liège. Trois doctorants ont notamment passé plusieurs mois au CIRIEC, venant du Burundi, d'Espagne et du Sénégal. BRÈVES ADMINISTRATIVES Lors de l'Assemblée générale bisannuelle qui s'est tenue le 23 septembre 2016 à Reims, ont été élus, réélus ou désignés pour un mandat de deux ans (2016-2018) :

Lors de la réunion du Conseil international à Valencia le 18 octobre 2016, le Praesidium a été complété par M. Hajime Imamura (Japon) et M. Rainer Plassmann (Allemagne). MM. José Pablo Puzino (Argentine) et Hernando Zabala Salazar (Colombie) ont également rejoint le Praesidium, conformément à la décision du Conseil international du 17 février 2017 à Linz. Par ailleurs, les anciens présidents du CIRIEC sont dorénavant également conviés au Praesidium.

Le CIRIEC a eu le plaisir d'accueillir de nouveaux membres, dont l'adhésion a été actée par le Conseil international de Namur (17 novembre 2017). Ainsi, le CIRIEC-Brésil (localisé à l'Université d'Etat de Campinas, près de São Paulo) et le CIRIEC-Turquie (dont le siège est basé à l'Université Gelişim d'Istanbul) ont été officiellement reconnus comme nouvelles Sections nationales du CIRIEC. Tandis que deux nouveaux membres collectifs ont également rejoint le réseau : le Laboratoire de Solidarité de Roumanie (Laboratorul de Solidaritate Romania - Bucarest) et la Maison des Associations Internationales (basée à Bruxelles). Les présidents des instances scientifiques internationales ont été renouvelés dans leurs fonctions pour trois ans (2018-20) :

- Philippe Bance (Université de Rouen, France), Président du Conseil scientifique international ;

- Massimo Florio (Université de Milan, Italie), Président de la Commission scientifique « Entreprises publiques / Services publics » ;

- Marie J. Bouchard (Université du Québec à Montréal, Canada), Présidente de la Commission scientifique « Economie sociale et coopérative ».

Par ailleurs, une large réflexion est actuellement menée pour mieux structurer le réseau scientifique international du CIRIEC qui compte plusieurs centaines de membres de par le monde. Fin 2017 a officiellement été constituée la Fondation privée de droit belge Edgard Milhaud. Avec comme membres fondateurs le CIRIEC international et la Section belge, celle-ci a pour but de promouvoir la connaissance scientifique en économie publique, sociale et coopérative. Dans un premier temps, la Fondation Edgard Milhaud assurera la gestion et l'édition de la revue scientifique du CIRIEC, les Annales de l’économie publique, sociale et coopérative / Annals of Publ ic and Cooperative Economics. La Fondation pourra promouvoir des recherches et organiser la remise de prix scientifiques dans les domaines d’intérêt du CIRIEC. Dans le cadre du partenariat institutionnel tripartite ‘ESS Forum International – CIRIEC – Social Economy Europe (SEE)’ signé en 2015, une délégation du CIRIEC s'est rendue aux 8e Rencontres du Mont-Blanc (RMB) les 6-8 décembre 2017 à Archamps (Grand Genève Français), portant sur le thème « Economie sociale et solidaire : l'efficacité nouvelle ». Cette participation fut très intéressante d'un point de vue « réseautage » avec des cercles complémentaires à ceux du CIRIEC (tant des chefs d’entreprises en économie sociale et en entreprises sociales que des personnes ayant des intérêts plus mondialistes, notamment liés aux grands programmes des Nations Unies sur le développement durable). A cette occasion, le Prof. Marie J. BOUCHARD (Université du Québec à Montréal – UQAM) – en représentation du CIRIEC – a présenté un rapport sur la problématique de

Nouveaux outils de communication Pour développer et accroître la visibilité du CIRIEC, une newsletter de qualité a été mise en place, conjointement au lancement du nouveau site internet. Elle permet de diffuser très largement les réalisations, publications et événements organisés au sein du réseau mondial du CIRIEC. Un vaste travail d'harmonisation dans les fichiers de contacts a été réalisé permettant d'avoir un fichier global de plus de 10.000 contacts. LA 32E ÉDITION DU CONGRÈS INTERNATIONAL DU CIRIEC

Liège (Belgique), 30 mai – 1er juin 2018

Pour la quatrième fois de son histoire (et pour la troisième fois à Liège), la Belgique accueillera le 32e Congrès international du CIRIEC les 30-31 mai et 1er juin 2018 au Palais des Congrès de Liège articulé autour du thème général « L'économie publique, sociale et coopérative dans la révolution numérique ».

A l'ère du digital, nos sociétés sont bouleversées par l'émergence de nouveaux types de services et de nouveaux acteurs économiques. Le digital va en réalité plus loin : c'est une transformation globale de l'économie et de la société, une dynamique qui traverse tous les secteurs. L'économie publique, sociale et coopérative est à de nombreux égards acteur de cette révolution. Le prochain congrès du CIRIEC abordera cette thématique en confrontant les analyses et réflexions d'experts scientifiques et de responsables politiques, économiques et sociaux venant des quatre coins du monde. (Bucarest (Roumanie), 6-9 juin 2019) Fin 2017, le Laboratul de Solidaritate, de Romania Association roumaine fondée en 2013 est devenu membre du CIRIEC. En partenariat avec l'Université de Bucarest, l'Ecole Nationale d'Etudes politiques et administratives ainsi que la Fondation pour le Développement de la Société civile, ce Laboratoire de la Solidarité s'est proposé pour organiser la 7e édition des Conférences internationales de recherche en économie sociale du CIRIEC. Des

partenariats locaux avec différents types d'entreprises et organisations d'économie sociale ont d'ores et déjà été noués. Après la 6e Conférence organisée en Amazonie (à Manaus) fin 2017, retour donc sur le continent européen. Et c'est dans le cadre de la Présidence roumaine de l'Union européenne que ce grand événement se déroulera du 6 au 9 juin 2019 à Bucarest. Parmi les thèmes généraux qui pourraient être traités, sont déjà proposés : la contribution des entreprises d'économie sociale au développement durable (d’un point de vue économique, social et environnemental) ; les nouvelles réalités et conditions de travail dans un environnement numérique ; le changement d'échelle (‘scaling up’ – ‘scaling across’) pour les entreprises et organisations de l'économie sociale.

Die AKTIVITÄTEN und PROJEKTE

von CIRIEC INTERNATIONAL 2016-18 7

CIRIEC (Internationales Forschungs- und Informationszentrum für öffentliche Wirtschaft, Sozialwirtschaft und Genossenschaftswesen) ist eine internationale wissenschaftliche Nichtregierungsorganisation mit dem Ziel die Informations-sammlung, wissenschaftliche Forschung und Publikation der Arbeiten über Wirtschaftssektoren und Aktivitäten zu gewährleisten und zu fördern, die gemeinwohlorientiert sind und Leistungen der Daseinsvorsorge erbringen.

Neben der Moderation und Bereitstellung des Sekretariats für regelmäßige Sitzungen und Aktivitäten der wissenschaftlichen Organe (Wissenschaftlicher Beirat, Wissenschaftliche Kommissionen und Arbeitsgruppen) ist CIRIEC bemüht, die Forschungsergebnisse durch Publikationen vorzustellen und einem breiten Interessentenkreis zugänglich zu machen.

Die zahlreichen Forschungsarbeiten führten 2016-2018 zu verschiedenen Publikationen und wurden im Rahmen internationaler Veranstaltungen präsentiert und diskutiert. CIRIEC arbeitet an der Erweiterung seines Netzes in Lateinamerika und nutzt im Nachgang die Ergebnisse des in Buenos Aires im Oktober 2014 organisierten Kongresses, aber auch der 6. Forschungskonferenz über Sozialwirtschaft (Ende 2017) in Manaus, Amazonas, Brasilien. 2018 steht im Zeichen der Ausrichtung des 32. Internationalen Kongresses in Lüttich (30. Mai – 1. DER 31. INTERNATIONALE CIRIEC KONGRESS

REIMS (Frankreich)

21.-23. September 2016 Nach den drei französischen Ausgaben in Puteaux 1957, in Bordeaux 1988 und in Lyon 2004 wurde für den 31. Internationalen CIRIEC Kongress 2016 vom 21. bis 23. September Reims, die „Krönungsstadt“ und Hochburg des Champagners par excellence Gastgeber zum Motto: „Die sozialen und demokratischen Herausforderungen für öffentliche Politiken – Wie wird die öffentliche, soziale und genossenschaftliche Wirtschaft darauf reagieren?“. Etwa 350 Teilnehmer aus über 25 Ländern aus der ganzen Welt (Europa, Afrika, Asien, Lateinamerika, Kanada, Russland, Japan usw.) konnten sich facettenreiche und vielseitige Themen zu Lösungsvorschlägen aus der öffentlichen, sozialen und genossenschaftlichen Wirtschaft anhören und darüber debattieren. In Plenarsitzungen befasste man sich mit verschiedenen Querschnittsthemen:

Die wirtschaftlichen und sozialen Realitäten in der Welt;

Die öffentlichen Politiken angesichts der sozialen und demokratischen Herausforderungen der Globalisierung;

Humanere, sozialere und solidarischere Gesellschaften;

Oder eine philosophische Betrachtung der Globalisierung mit der Frage: Das Gemeinwohl: ein überholter Wert?

Workshops wiederum boten spezifischere Vorträge und Debatten über verschiedene Sektoren und Thematiken:

- Der Staat als Stratege und die öffentlichen Politiken; - Die Dynamik der Sozial- und Solidarwirtschaft; - Soziale Innovation und Abbau der Ungleichheiten; - Herausforderungen der digitalen Wende.

Fast 40 Referenten aus 13 Ländern befassten sich in Plenarsitzungen und Workshops, wie es Alain ARNAUD, Präsident von CIRIEC International und CIRIEC-Frankreich in seiner Eröffnungsrede auf den Punkt brachte, mit der Frage, „welcher Beitrag geleistet werden kann, um den universellen Werten, an die wir glauben, wieder einen konkreten Sinn zu verleihen, die unerlässlich sind, um unsere Gesellschaften humaner, sozialer und solidarischer zu gestalten. Diese Suche nach dem Sinn und neuen Antworten beginnt bei den globalen ökonomischen und sozialen Realitäten und liegt in der praktischen Nutzung von Synergien zwischen den beiden ökonomischen und betrieblichen Organisationsformen, die ganz im Interesse des Gemeinwohls handeln, zum einen die öffentliche und zum anderen die soziale und solidarische Wirtschaft.“ Die Betrachtungen aus Sicht globaler

Herausforderungen zu betreiben und bei der Suche nach Lösungen und konkreten Realisierungen die Unternehmen und Organisation der öffentlichen und sozialen Wirtschaft einzubinden, ist die Besonderheit des CIRIEC und somit sein wichtigstes Alleinstellungsmerkmal. Der Kongress stellte einmal mehr unwiderlegbar diese Überzeugung unter Beweis. 21-23-septembre-2016/ mit dem vollständigen wissenschaftlichen Programm. Zum Kongressabschluss wurde wie gewohnt der zweijährliche Preis Edgard Milhaud verliehen. Die Jury unter Leitung von Leona Detiège, Präsidentin von CIRIEC-Belgien, kürte 2016 Léonard Moulin (Université Paris 13 Sorbonne Paris Cité, Frankreich) zum Preisträger als Auszeichnung für seine Dissertation “Tuition Fees in Higher Education: Issues, Limitations and Perspectives”. CIRIEC – EIN NETZ Als internationale wissenschaftliche Nichtregierungsorganisation mit dem Statut einer internationalen gemeinnützigen Vereinigung (nach belgischem Recht als aisbl gegründet) arbeitet CIRIEC mit einem Netzwerk, dem Kollektiv- und Einzelmitglieder angehören:

Unternehmen und Organisationen, die sozio-politischen Netzen (Regierungsagenturen, öffentliche Verwaltungen und Ministerien, sozio-professionelle Verbände, Gewerkschaften ...) oder industriellen und technischen Netzen (öffentliche Unternehmen oder Unternehmen mit einem Dienstleistungsauftrag von allgemeinem wirtschaftlichen Interesse, regulierte Unternehmen ...) angehören.

Unternehmen und Organisationen des sozialwirtschaftlichen Sektors (Genossenschaften, Gegenseitigkeitsgesellschaften, Vereine, Organi-sationen ohne Erwerbszweck, Stiftungen ...).

Forschungs- und Universitätszentren sowie individuelle Experten aus unterschiedlichsten Fachrichtungen, die sich für die Tätigkeitsfelder des CIRIEC interessieren.

Die internationale Vereinigung ist hauptsächlich ein Zusammenschluss aus nationalen Sektionen (http://www.ciriec.uliege.be/en/our-network/national-

sections/), die von ihren Mitgliedern getragen werden: öffentliche Körperschaften, Unternehmen und Organisationen der öffentlichen, sozialen und genossenschaftlichen Wirtschaft sowie Einrichtungen und Institutionen, für die diese wirtschaftlichen Aktivitäten aus wissenschaftlicher oder kultureller Sicht von

Interesse sind. Die nationalen Sektionen unterstützen in ihren jeweiligen Ländern die Arbeit des CIRIEC. CIRIEC zählt Anfang 2018 13 nationale Sektionen, sechs in der Europäischen (Belgien, Deutschland, Frankreich, Österreich, Portugal, Spanien), aber auch in Argentinien, Brasilien, Japan, Kanada, Kolumbien, Türkei und in Venezuela sowie institutionelle assoziierte Mitglieder in Griechenland, Rumänien und Zypern. Die internationale Vereinigung ist weiterhin um Kontakte zur Einrichtung neuer nationaler Sektionen bemüht, vor allem in Lateinamerika, aber auch in Osteuropa und in Nordafrika. Als effektives Netz von Wissenschaftlern, Praktikern und Experten bietet CIRIEC eine Plattform für den Informations- und Erfahrungsaustausch im Geist der Zusammenarbeit und gegenseitiger Bereicherung. Es bietet eine weltweite Plattform zur Forschung im Gebiet des kollektiven und Allgemeininteresse. CIRIEC arbeitet auch regelmäßig mit zahlreichen anderen internationalen Vereinigungen oder Netzen zusammen.

Das wissenschaftliche Netz Hauptsächlich der Forschung gewidmet unterhält CIRIEC ein internationales wissenschaftliches Netz mit über 400 aktiven Experten für öffentliche, soziale und genossenschaftliche Wirtschaft. Die wissenschaftlichen Instanzen von CIRIEC haben einen pyramidalen Aufbau:

der Wissenschaftliche Beirat ist für die allgemeine Forschungsstrategie verantwortlich;

er ist das oberste Organ der wissenschaftlichen Kommissionen und seine Arbeitsgruppen, die im Wesentlichen die netzinterne wissenschaftliche Forschungsarbeit leisten.

Der Internationale Wissenschaftliche Beirat von CIRIEC, dessen Präsident seit 2014 Philippe Bance (Universität Rouen, Frankreich) ist, übernimmt eine sehr wichtige Koordinierungsaufgabe mit den nationalen Sektionen des CIRIEC und ihren Mitgliedern. Dadurch kann CIRIEC seine wissenschaftlichen Arbeiten an die zahlreichen, überall weltweit auftretenden Herausforderungen orientieren, aber auch den Erwartungen und Bedürfnissen der sozio-ökonomischen Akteure gerecht werden. Die mitarbeitenden Wissenschaftler kommen aus den 13 Ländern, in denen CIRIEC nationale Sektionen hat, sowie 25 Weiteren: Algerien, Australien, Dänemark,

Sein interaktiver Support: Agora des Allgemeininteresses und der Sozialwirtschaft Das im Juni 2014 als AGORA lancierte Kommunikationstool ist ein interaktiver, einer Mitgliedergemeinschaft vorbehaltener Support, aus dem eine „partizipative Wissensplattform“ entstehen sollte. Auf das Portal Agora des Allgemeininteresses und der Sozialwirtschaft kann über: http://www.ciriecagora.org/ zugegriffen werden. Die Arbeitssprache ist Englisch, aber die verfügbaren Bestände sind mehrsprachig. Heute ist Agora:

Mit einer entsprechenden Vereinbarung werden bereits die elektronischen Archive des CELSIG (Europäisches Verbindungskomitee „Dienstleistungen von allgemeinem Interesse“) verwaltet. 2015 wurde der Inhalt von CELSIG importiert: http://www.ciriec.uliege.be/en/documentation/autre/ 2018 sollte die Datenbank ausgebaut werden, um besser den neuen sozioökonomischen Herausforderungen gerecht zu werden, die nicht nur die Digitalisierung (partizipative Plattformen, neue Arbeitsbedingungen, Datenschutz bei Big Data …), sondern auch nachhaltiges Handeln (Kreislaufwirtschaft, demokratische und partizipative Governance, Langzeitinvestitionen…) aufwerfen.

CIRIEC betreibt zwei Arten von Forschung:

eigene Forschung, die intern von den Mitgliedern des internationalen wissenschaftlichen Netzes durchgeführt wird;

Auftragsforschung für Dritte, meistens im Rahmen von Ausschreibungen und Aufrufen zur Einreichung von Vorschlägen.

Die Forschung ist entweder bereichsübergreifend, d.h. unter Berücksichtigung der beiden Schwerpunkte von CIRIEC - öffentliche Wirtschaft bzw. soziale und genossenschaftliche Wirtschaft - oder bezieht sich auf spezifische Aspekte oder besondere Themen aus einem der (Unter)Bereiche.

Querschnittsforschung Auf Initiative von Prof. Philippe BANCE, Präsident des Internationalen Wissenschaftlichen Beirats, startete CIRIEC eine transversale Forschung zum Thema: „Die hybriden Organisationen der öffentlichen und sozialen Wirtschaft angesichts der Herausforderung der Entwicklung globaler öffentlicher Güter und Gemeinschaftsgüter – Eine mögliche Komplementarität im Dienste öffentlicher Politiken, Träger des Paradigmenwechsels“. Die letzten Jahrzehnte waren nicht nur geprägt von einem Erstarken liberaler Wirtschaftskonzepte und dadurch weltweit die zusehends stärkere Beeinflussung der öffentlichen Politiken. Sie standen auch im Zeichen der daraus abgeleiteten Notwendigkeit einer Reformierung der Wirtschaftsanalyse und der öffentlichen Politiken basierend auf den Chancen, die in Zukunft globale öffentliche Güter und Gemeinschaftsgüter (oder Commons) darstellen könnten. Das globale öffentliche Gut ist als Konzept aus der klassischen Wirtschaftstheorie bekannt, wobei davon ausgegangen wird, dass die beiden charakteristischen Merkmale der Nicht-Ausschließbarkeit vom und der Nicht-Rivalität im Konsum, öffentliches Handeln erfordern, um einem Marktversagen aufgrund unzulänglicher Produktion (die somit den Zugang zum Konsum beschränkt) entgegenzuwirken. CIRIEC wollte die Rolle der Organisationen, vor allem der hybriden Formen (d.h. die in der Lage sind, öffentliche, manchmal mit Auflagen verbundene Dienstleistungsaufträge von allgemeinem Interesse zu erbringen und gleichzeitig marktwirtschaftlichen Erfordernissen gerecht werden) der öffentlichen und sozialen Wirtschaft beleuchten, die globale öffentliche Güter produzieren.

Anstatt die Betrachtungen auf Eigentumsformen und deren jeweilige Überlegenheit zu richten, wäre es wohl angebrachter, sich über die Entfaltung öffentlicher Politiken Gedanken zu machen, die nicht nur neben der privatwirtschaftlichen Produktion zur Erweiterung der gemeinsamen Erzeugung von globalen öffentlichen Gütern und Commons beitragen könnten, sondern gleichzeitig entsprechend der Governancemodi den Nachhaltigkeitserwartungen gerecht werden? Bergen nicht gerade die öffentlichen und sozialwirtschaftlichen Organisationen jene privilegierten Strukturen in sich, die eine kollektive Aktion ermöglichen, um effizient die Gemeinwohlbedürfnisse zu internalisieren? Ein sehr ambitionierter Aufruf zur Einreichung von Aufsätzen wurde Anfang 2016 verbreitet, um laufende Arbeiten und Reflexionen zu erhalten, die nicht nur transversal (zwischen der öffentlichen, privaten, sozialen und genossenschaftli-chen Wirtschaft), sondern vor allem multidisziplinär sind, um sämtliche mögliche sozialwissenschaftliche Kreise im weitesten Sinn erfassen zu können. Ziel war, einen regelrecht interdisziplinären Dialog einzurichten und unter der Federführung des CIRIEC Forscher und Experten zusammenzuführen, die dieses nicht nur breit gefächerte, sondern auch komplexe neue Forschungsfeld aus einem sehr spezifischen Blickwinkel heraus untersuchen sollten, nämlich welche Rolle hybride Organisationen bei der Produktion von (vor allem globalen) öffentlichen Gütern und Gemeinschaftsgütern spielen können. Damit wollte man auch außerhalb oder am Rande des CIRIEC-Netzes tätige Wissenschaftler gewinnen, sich in diese strategisch wichtigen Betrachtungen einzubringen, die über die öffentliche, soziale und genossenschaftliche Wirtschaft hinausreichen. Das Ergebnis des Aufrufs zur Einreichung von Beiträgen waren 25 Vorschläge aus 11 Ländern mit einer äußerst bemerkenswerten internationalen Repräsentativität (Algerien, Australien Brasilien, Kanada, Kolumbien, Frankreich, Italien, Japan, Rumänien, Türkei, Venezuela). Die Arbeiten hatten sehr unterschiedliche Ansätze (theoretisch, praktisch, nationale Überblicke oder sektorale Studien). Davon wurden 17 ausgewählt und bereits im Herbst 2016 in vier Themen untergliedert:

Thema A: Finance as a global public good and/or common good

Thema B: The redeployment of borders between public, social economy and profit organisations among others with respect to public services

Thema C: New governances of social and public economy organisations, in a perspective of organisations’ action or interactions

Thema D: The co-construction of public policies for sustainable development with social and public economy organisations.

* Dreifaches Jubiläum des CIRIEC: „70-65-60 Jahre Forschung über öffentliche, soziale und genossenschaftliche Wirtschaft“

Die gemeinsame Veranstaltung von CIRIEC-Belgien und CIRIEC International fand am 16. November 2017 im Akademischen Saal der Universität Lüttich (Belgien) statt. Gemeinsam wollte man drei Jubiläen feiern:

70 Jahre CIRIEC International 65 Jahre CIRIEC-Belgien 60 Jahre Sitzverlegung des CIRIEC International von Genf nach Lüttich.

Geboten wurden wissenschaftliche und historische Präsentationen, um die Arbeiten und Projekte einer Organisation vorzustellen, die das 1908 von Professor Edgard MILHAUD begonnene Werk fortführt. 1947 war das Jahr, in dem Professor Edgard MILHAUD den Grundstein für das Internationale Forschungs- und Informationszentrum für Kollektivwirtschaft legte, mit dem er die Nachhaltigkeit der 1908 von ihm gegründeten Publikation, die damals Annales de la Régie Directe hießen, zu gewährleisten, eine Publikation, die während des Zweiten Weltkriegs eingestellt werden musste. Der Ausflug in die Geschichte bringt auch zutage, dass Edgard Milhaud bereits zu einer Zeit, in der sich die Gründung internationaler Institutionen zum Erhalt des Friedens abzeichnete, mit dem ehrgeizigen Gedanken spielte, von den Vereinten Nationen als internationale Organisation mit Hauptaugenmerk auf Fragen der Kollektiv-wirtschaft anerkannt zu werden. Es wäre für CIRIEC eine glückliche Fügung gewesen, aber dazu kam es nicht, da die gewinnorientierten privatwirtschaftlichen Kräfte in der Zeit des Wiederaufbaus nach dem Kriegsende zu proaktiv auftraten und sich nicht zurückhielten, die Kollektivwirtschaft zu verunglimpfen. Aus der Vorgeschichte zeichnet sich bereits ein wesentlicher Aspekt ab, da nämlich zum ersten Mal verschiedene private und öffentliche Wirtschaftszweige zusammentrafen, die auf unterschiedlichste Weise zum kollektiven Interesse

beitrugen und dass Edgard Milhaud zur gemeinsamen Arbeit aufrief, um den Bedürfnissen der Bevölkerungen gerecht zu werden. Und gerade hierin liegt das Markenzeichen von CIRIEC, das sich als internationale wissenschaftliche Organisation auszeichnet, aber auch den Wunsch hegt, ein Ort der Information, des Meinungsaustauschs und der Koordinierung für die Akteure aus der öffentlichen und sozialen Wirtschaft zu sein, sich aber auch nicht scheut, die Entwicklung der Welt kritisch zu betrachten. Öffentliche Wirtschaft Die interne Forschung von CIRIEC über öffentliche Wirtschaft wird hauptsächlich von den Mitgliedern der Internationalen Wissenschaftlichen Kommission „Öffentliche Unternehmen / Öffentliche Dienstleistungen“ geleistet, deren Präsident seit dem Frühjahr 2014 Prof. Massimo Florio (Universität Mailand, Italien) ist. Ihr gehören etwa 30 Spezialisten (Ökonomen und Juristen) an, die die jüngsten Entwicklungen der Governance bei öffentlichen Dienstleistungs-erbringern beobachten und erörtern. Ende 2017 wurde das Steering Committee (Lenkungsausschuss) der wissenschaftlichen Kommission erweitert, zu der nunmehr neben ihrem Präsidenten Massimo Florio und den Prof. Philippe Bance (Universität Rouen, Frankreich), Luc Bernier (Universität Ottawa, Kanada) sowie Gabriel Obermann (Wirtschaftsuniversität Wien, Österreich) auch Prof. Ulf Papenfuß (Zeppelin Universität in Friedrichshafen, Deutschland) gehören. Eine willkommene Erweiterung angesichts der einzelnen in den kommenden Jahren umfangreichen Vorhaben. Das auf Initiative von Prof. Massimo Florio und der Lenkungsausschuss eingerichtete Forschungsprojekt über "Die Zukunft des Öffentlichen Unternehmens" wird nach der wichtigen Konferenz im Februar 2015 in Paris (http://www.ciriec.uliege.be/en/event-ciriec/lavenir-de-lentreprise-publique-25-fevrier-

In Partnerschaft mit dem europäischen Konsortium für das Projekt Erasmus+ Jean Monnet (EUsers8) veröffentlichte CIRIEC International einen neuen Aufruf zur Einreichung von Beiträgen: https://inomics.com/call-papers-major-public-enterprises-country-analysis-and-policy-

trends-milan. Das Projekt EUsers, an dem CIRIEC mitarbeitet, wird von Professor Massimo Florio (Università degli Studi di Milano) gemeinsam mit einem Netz von sechs Universitäten (Università degli Studi di Milano, Italien; University of Greenwich, Vereinigtes Königreich; Åbo Akademi University, Finnland; Universität Leipzig, Deutschland; WU Wirtschaftuniversität, Österreich und Université de Rouen, Frankreich) geleitet. Ziel ist die Verbreitung von innovativen Lehransätzen, angewandter Forschung und politischen Debatten zum Thema der Dienstleistungen von allgemeinem Interesse in der Europäischen Union aus der Sicht der Bürger. 60 Seminare (http://users.unimi.it/eusers/eusers-activities/workshops/) wurden während der dreijährigen Projektdauer (2015-17) organisiert.

2016 und 2017 wurden gemeinsam mit CIRIEC International mehrere Diskussionsseminare organisiert:

Sommerakademie “Summer School” vom 27. Juni bis 1. Juli 2016 zum Thema „Leistungen und Governance der Dienstleistungen von allgemeinem Interesse in der EU: kritische Perspektiven über die Reformen in den Sektoren Energie, Wasser/Abwasser, Telekommunikation und Verkehr“. Der Schwerpunkt der Sommerakademie lag vor allem in sechs Schlüsselsektoren: Strom, Gas, Telekommunikation, Schienenverkehr, öffentlicher Nahverkehr, Wasser- und Abwasserwirtschaft. Mit dem Lehrgang und einem intensiven Meinungsaustausch sollten die Teilnehmer mit der Struktur, der Regulierung und der Leistung der öffentlichen Dienstleistungen in Europa vor allem in Netzwirtschaften sowie mit den von der Europäischen Union angetriebenen politischen Reformen vertraut gemacht werden. Daran beteiligten sich auch etwa zwanzig Experten des wissenschaftlichen CIRIEC-Netzes. Der besonders wichtige Event in einem derzeit auf internationaler Ebene kaum anerkannten Bereich war gemessen an 581 Anmeldungen von 300 Universitäten und Instituten, darunter 200 Doktoranden ein großer Erfolg. Nur 35 Studenten aus 20 Ländern und 27 Instituten konnten zugelassen werden.

* Konferenz “The Governance of Public Organisations in the Economy of the 21st Century” [Die Governance der öffentlichen Organisationen in der Wirtschaft des 21. Jahrhunderts.]. Auf der ganzen Welt ist die öffentliche Hand, ob national oder lokal, heute im Besitz von bedeutenden Vermögenswerten. Die öffentlichen Körperschaften tragen damit zur Schaffung öffentlicher Güter, zur Erbringung von öffentlichen Dienstleistungen und zur Erfüllung wesentlicher Bedürfnisse für das Wohl der Bevölkerungen bei. Obwohl in den letzten dreißig Jahren aufgrund der weltweiten Privatisierungen der Umfang des öffentlichen Sektors geschrumpft ist, wurde die Privatisierungswelle unterbrochen und seit der Krise 2008 kam es sogar zu einer Kehrtwende: mit Nationalisierungen als mögliche Rettung von ins Trudeln geratenen Unternehmen und zum Erhalt von Betriebsmitteln angesichts drohender Einstellungen von Aktivitäten oder mit „Rekommunalisierungen“, damit Entscheidungsträger die Erbringung von öffentlichen Dienstleistungen wieder besser kontrollieren können. Die öffentliche Hand sollte wieder über Mittel für ihr politisches Handeln und ihre politischen Strategien zugunsten der Territorien verfügen. Vor diesem Hintergrund und in Zeiten der Verknappung öffentlicher Mittel sowie der Einführung neuer öffentlicher Verwaltungsnormen stellt sich in aller Schärfe die Frage nach der guten Governance öffentlicher Einrichtungen, um im besten Interesse dem Gemeinwohl zu dienen.

Ziel der internationalen Konferenz war, die Forschungsergebnisse zu präsentieren und sich über neue Governanceformen im Dienste des Allgemeininteresses Gedanken machen. Die Veranstaltung bot öffentlichen und politischen Entscheidungsträgern, Führungskräften und Akademikern die Gelegenheit, über wesentliche Aspekte einer guten Governance bei öffentlichem Handeln zu debattieren; in zwei Workshops konnten zudem einiger dieser Themen weiter vertieft werden:

Organisationsmodelle der öffentlichen Dienstleistungen: Regulierung und öffentlicher Auftrag;

Ressourcen für qualitativ gute Dienstleistungen: Finanzierung, Personalausstattung, Beteiligung der Bürger.

Mit dem Titel “The Continuing Importance of State-Owned Enterprise in the 21st Century: Challenges for Public Policy” enthält die Ausgabe 6 Beiträge mit Erfahrungsberichten aus verschiedenen Sektoren aus Deutschland, Australien, Kanada, Griechenland und Irland. Mit der Zusammenarbeit zwischen CIRIEC International und dem Projekt EUsers konnte die Gemeinschaft des CIRIEC erweitert und ihre Sichtbarkeit, vor allem bei Nachwuchsforschern, erhöht werden. Einige Forscher beschlossen dem wissenschaftlichen Netz des CIRIEC bereits 2016 beizutreten, was die Direktion des CIRIEC zuversichtlich stimmt und darin bestätigt, Veranstaltungen wie „Summer Schools“ oder Diskussionsseminar auch in Zukunft zu organisieren. Da die Finanzierung zu Ende ging, wird 2018 die Partnerschaft mit dem europäischen Konsortium zum Projekt Jean Monnet Erasmus+ EUsers auf informeller Basis fortgesetzt. Dank der Großveranstaltung sowie 3 wissenschaftlichen Seminaren, die von CIRIEC mitorganisiert wurden, konnte auch das Projekt zur Erstellung eines Handbuchs über die öffentlichen Unternehmen vorangetrieben werden; eine Initiative, die 2015 von den Mitgliedern der wissenschaftlichen Kommission des CIRIEC „Öffentliche Unternehmen/Öffentliche Dienstleistungen“ lanciert wurde und 2017 noch erweitert wurde.

* Theoretisches Referenzhandbuch über die öffentlichen Unternehmen Nachdem festgestellt wurde, dass es in der Fachliteratur über öffentliche Wirtschaft kein Referenzwerk über öffentliche Unternehmen gibt, und nach den zahlreichen Publikationen über Privatisierungen und Governance (New Public Management), alle aus der Sicht des „Mainstreams“, erachteten verschiedene Experten des CIRIEC die Produktion eines heterodoxeren Werks für erforderlich, das die unterschiedlichen Denkrichtungen und multidisziplinären Visionen (natürlich ökonomische, aber auch politische, institutionelle, unternehmerische …) abbildet. Es gibt tatsächlich kein einziges Handbuch, das öffentliche Unternehmen zum Gegenstand hatte, die in den letzten 25-30 Jahren gigantischen Transformationen unterlagen und ungefähr 10% der Weltwirtschaft aus allen Kontinenten ausmachen. Allerdings sind die Erklärungen von gestern über das Entstehen und die Aufrechterhaltung der öffentlichen Unternehmen überholt. Es muss vielmehr zu Beginn des 21. Jahrhunderts die Rolle, die Bedeutung, der Mehrwert, der Beitrag zur sozioökonomischen Entwicklung (vor allem auf lokaler Ebene z.B.) der öffentlichen Unternehmen, aber auch deren Aktivitäten, neue Regulierungs- und Finanzierungsmodalitäten, aufgezeigt werden, ohne dabei ihr Handeln im öffentlichen/kollektiven Interesse außer Acht zu lassen. Ein groß angelegter Aufruf zur Einreichung von Beiträgen wurde Ende 2016 gestartet und bereits 75 Beitragsvorlagen evaluiert. Nach den drei Seminaren zur Präsentation und Diskussion der Beiträge 2017 wurden etwa die Hälfte der Beiträge vorläufig in die engere Wahl genommen und Anfang 2018 werden noch andere namhafte Autoren daraufhin angesprochen.

Vorgesehen sind voraussichtlich 30 Kapitel zu folgenden Fragestellungen:

1. Warum und wofür greifen Regierungen auf öffentliche Unternehmen zurück und

wie bedienen sie das Gemeinwohl?

2. Worin unterscheidet sich die Governance der öffentlichen Unternehmen von

privatwirtschaftlichen?

3. Geschäftsgebaren und Management.

4. Die Untersuchung jener Aspekte der öffentlichen Unternehmen des 21. JH, die in

der Vergangenheit nicht in Erscheinung traten, und wie geht man mit den

verschiedenen Interessenträger um?

5. Die Neudefinition des Kapitalismus und die Rolle der öffentlichen Unternehmen in

der heutigen Wirtschaft.

6. Ein Fokus auf die internationalen Tätigkeiten der öffentlichen Unternehmen und

ihre Auswirkungen auf die nationalen Wirtschaftspolitiken.

7. Welche Ergebnisse bringen die Aktivitäten der öffentlichen Unternehmen?

8. Schwerpunkte für künftige Forschungsarbeiten.

Die einzelnen Abschnitte behandeln Themen wie Umfang und Tätigkeitsfeld der öffentlichen Unternehmen, aktuelle Gegebenheiten weltweit, verschiedene

Ansätze zur Untersuchung der heutigen öffentlichen Unternehmen, Herausforderungen der Governance, Aktivitäten der öffentlichen Unternehmen, ihre Ergebnisse und letztendlich ihre Entwicklungsperspektiven.

Mit dem Verlag Routledge haben 3 wissenschaftliche Autoren des ambitionierten Projekts einen Publikationsvertrag ausgehandelt: Luc Bernier, Massimo Florio und Philippe Bance. Der provisorische Titel lautet State-owned enterprises in the 21st century: a new handbook und sollte 2019 erscheinen. Neue Forschungsausrichtungen werden mit einem Anfang 2018 verteilten Fragebogen ermittelt, dessen Ergebnisse am 14. April 2018 in Edinburgh in Schottland am Ende der Konferenz IRSPM (International Research Society for Public Management) zum Thema "Creating and co-creating value in public service delivery” erörtert wurden. Auf der dreitägigen Arbeitskonferenz moderierten mehrere Mitglieder der wissenschaftlichen Kommission einen Workshop. Übrigens wird die durch öffentliche Dienstleistungen erbrachte ‘Wertschöpfung’ wahrscheinlich eines der Themen sein, mit denen sich die Internationale Wissenschaftliche Kommission „Öffentliche Unternehmen /öffentliche Dienstleistungen“ des CIRIEC in den kommenden Jahren auseinandersetzen wird. CIRIEC beteiligt sich auch an europäischen Ausschreibungen und bekam Ende 2016 den Zuschlag für einen Auftrag:

* Expertise-Vertrag – Reform der öffentlichen Governance und der öffentlichen Unternehmen in Griechenland Mit Finanzierung der Europäischen Union wurde an CIRIEC ein spezifischer Auftrag von kurzer Dauer (4 Monate) durch ‘Expertise-France’ (Organismus, das im Namen der Europäischen Kommission arbeitet) vergeben, der darin bestand, das Finanzministerium des Staates Griechenland bei den Verhandlungen mit den Behörden der Troika9 zu begleiten. Tatsächlich war Griechenland auf der Suche nach Sachverständigen und einschlägigen Ratschlägen für sein Bestreben, die gesamten öffentlichen Unternehmen in Griechenland nicht zu privatisieren. Experten des CIRIEC reisten nach Griechenland, um eine Reihe von Berichten über Alternativmodelle vorzustellen, die eine totale Privatisierung verhindern sollten. Da der Forschungsauftrag vertraulich ist, können die Ergebnisse aus den organisierten Seminaren und realisierten Aufsätzen leider nicht veröffentlicht werden.

Soziale und genossenschaftliche Wirtschaft Das zweite wissenschaftliche Betätigungsfeld des CIRIEC wird im Wesentlichen von der Internationalen Wissenschaftlichen Kommission „Soziale und genossenschaft-liche Wirtschaft“ besetzt. Ihr gehören etwa sechzig Mitglieder (Ökonomen, Soziologen, Sozioökonomen…) an unter dem Vorsitz von Prof. Marie J. Bouchard von der Universität Quebec in Montreal (Kanada) seit Mitte 2015. Die Kommission verfolgt die jüngsten Entwicklungen und aufkeimenden Themen in der Sozialwirtschaft mit all ihren Bestandteilen, aber wirkt auch aktiv an den wissenschaftlichen Forschungen zu gezielten Themen mit. Die 6. Internationale CIRIEC Forschungskonferenz über Sozialwirtschaft Manaus, Amazonas, Brasilien

“The Social and Solidarity Economy. Sustainability and Innovation: facing the

big social issues, old and new”

Vor einigen Jahren initiierte CIRIEC ein großformatiges Forum für den Meinungsaustausch und Konfrontationen zwischen der Forschung über Sozialwirtschaft (erste Ausgabe 2007). Diese Veranstaltung internationaler Prägung wendet sich sowohl an erfahrene Wissenschaftler als auch an Nachwuchsforscher, die oft aus Schwellenländern kommen. Ob Spezialisten oder Neulinge in diesem Forschungsfeld, die Konferenzen begünstigen den theoretischen oder analytischen Ansatz auf empirischer Basis und ungeachtet ihrer Fachgebiete, ob Ökonomie, Soziologie, Rechtsgeschichte und andere, sind alle Forscher auf diesen internationalen Konferenzen herzlich willkommen, die sämtliche Bestandteile der Sozialwirtschaft abzielen und wissenschaftliche Ansätze aus unterschiedlichen Blickwinkeln betrachten. Die 6. Forschungskonferenz über soziale und genossenschaftliche Wirtschaft des CIRIEC fand vom 29. November – 2. Dezember 2017 in Manaus, der Hauptstadt des Bundesstaates Amazonas (Brasilien) zum allgemeinen Thema: “Die Sozial- und Solidarwirtschaft. Nachhaltigkeit und Innovation: den alten und neuen sozialen Herausforderungen begegnen” statt. Gastgeber der Veranstaltung waren die neue Sektion CIRIEC-Brasilien und die Universidade Federal do Amazonas (UFAM), die von CIRIEC-Portugal, CIRIEC-Spanien und CIRIEC-Kanada unterstützt wurden.

Zahlreiche Wissenschaftler, vor allem Nachwuchsforscher, mehrheitlich aus Lateinamerika, haben auf den Aufruf zur Einreichung von Beiträgen reagiert, der sich in 10 Unterthemen gliederte:

1. Territoriale, politische, öffentliche Entwicklung und Partnerschaften zwischen

öffentlicher-sozialer Wirtschaft;

2. Umwelt und nachhaltige Entwicklung;

3. Rechtliche Visionen der Sozial- und Solidarwirtschaft;

4. Erfahrungen aus der Sozial- und Solidarwirtschaft;

5. Auswirkungen der Sozial- und Solidarwirtschaft auf Wirtschaft und Gesellschaft;

6. Beschäftigung in der Sozial -und Solidarwirtschaft;

An der Veranstaltung nahmen insgesamt 330 Forscher, Akteure des Sektors (Unternehmen und Organisationen der sozialen und genossenschaftlichen Wirtschaft), aber auch Vertreter von öffentlichen Verwaltungen aus insgesamt 24 Ländern teil, obwohl der Großteil aus lateinamerikanischen Ländern kam. Für eine erste Veranstaltung der brasilianischen Sektion, die erst vor kurzem dem CIRIEC beitrat, war es ein großer Erfolg. Daraus ergab sich eine neue Dynamik, da zahlreiche an der Organisation in Manaus (Amazonas) mitwirkende Personen beschlossen, der Sektion beizutreten, deren Geschäftssitz noch viel südlicher in Campinas (Bundesstaat São Paulo) liegt. Internationale CIRIEC Konferenz über Sozialwirtschaft wird vom 6. bis 9. Juni 2019 in Bukarest (Rumänien) stattfinden. Sie wird vom Laboratorul de Solidaritate (Mitglied des CIRIEC) gemeinsam mit der Universität Bukarest – Fakultät für Soziologie und nationale Hochschule für Politik- und Verwaltungswissenschaften und den rumänischen Kolleginnen Cristina Barna und Ancuta Vameşu ausgerichtet. Das ausgewählte Thema: “Social and Solidarity Economy – Moving towards a New Economic System”. CIRIEC-Japan hat sich für die Organisation der 8. Ausgabe der CIRIEC Forschungskonferenz für 2021 in Tokio beworben.

Wissenschaftliche Arbeitsgruppen Die wissenschaftliche Kommission „Soziale und genossenschaftliche Wirtschaft“ hat gemäß ihrer Entscheidung, mehrere relevante und aktuelle Überlegungen über die Sozialwirtschaft gleichzeitig zu führen, mehrere Arbeitsgruppen eingesetzt, mit denen autonome Teams betraut wurden.

* Ein erstes von den Prof. Gani Aldashev (Universität Namur, Belgien und Universität Cergy-Pontoise, Frankreich), Marco Marini (Universität La Sapienza Rom, Italien) und Michael Kopel (Universität Graz, Österreich) koordiniertes Team stellte 2014 und 2015 wissenschaftliche Betrachtungen an und organisierte Diskussionsseminare zum Thema „Organisation und Governance der Unternehmen der Sozialwirtschaft und der NRO“. 2016 entstand daraus eine zweite Publikation mit 8 Aufsätzen, die von M. Kopel und M. Marini koordiniert wurde; sie wird als Sondernummer der Zeitschrift des CIRIEC, den Annalen, erscheinen, Band 87, 3, 2016. In sowohl theoretischen als auch empirischen Abhandlungen über die Genossenschaften aus unterschiedlichen Wirtschaftszweigen sowohl in westlichen als auch asiatischen Ländern wurden verschiedene thematische Fragen behandelt: Governance, Vergütung, Kompetenzen, Motivation der Genossenschafter, horizontale und keine vertikalen Entscheidungen in der Organisation, Rolle der Manager in Genossenschaften und anderen sozialwirtschaftlichen Unternehmen, vernetzte und keine hierarchische Beziehungen sowie Leistungen im Vergleich zu klassischen Unternehmen.

* Die Prof. Nadine Richez-Battesti (Universität Aix Marseille, Frankreich) und Xabier Itçaina (Universität Bordeaux, Frankreich) koordinieren die Arbeit eines zweiten Teams mit etwa dreißig Forschern aus 15 Ländern (Europäische Union, Kanada, Brasilien, Kolumbien, Äquator und Venezuela) zum Arbeitsthema „Sozial- und Solidarwirtschaft (SSW). Zwischen Interaktion und Ko-Konstruktion“. An einer baldigen Veröffentlichung wird gearbeitet. Der territoriale Bezug ist für die Sozial- und Solidarwirtschaft (SSW) eine zentrale Komponente, der sogar manchmal als ihr konstituierender Wert betrachtet wird. Dennoch sind die Verankerungen und territorialen Dynamiken der SSW unterschiedlich und führen zu pluralen institutionellen Kompromissen, die durch Vergleichsstudien untersucht und deren Besonderheiten herausgearbeitet werden müssen. Zwei Schwerpunkten zogen sich wie ein roter Faden durch die Forschung:

Das Territorium als soziales Konstrukt;

Die neuen Statuten der SSW und die Erneuerung der Sektoren: territoriale Konstruktion.

Nach der Bewertung einigte man sich auf 12 Beiträge und das gesamte Werk mit einer reichhaltigen Einführung sowie einer Schlussfolgerung wurde für eine

Veröffentlichung (in Englisch) in der CIRIEC-Reihe bei Peter Lang mit dem Titel Social and Solidarity-based Economy and Territory: From embeddedness to co-construction (siehe Präsentation in folgendem Abschnitt) akzeptiert.

* Neue Arbeitsgruppe des CIRIEC über die Entwicklungen und Kurslinien der Organisationen der sozialen und genossenschaftlichen Wirtschaft Die wissenschaftliche Kommission beschloss mehrere für die Sozialwirtschaft relevante und aktuelle Reflexionen anzustoßen, was Ende 2016 zur Einrichtung einer neuen Arbeitsgruppe zum Thema „Entwicklung und Transformation der Unternehmen und Organisationen der Sozialwirtschaft: Prozess des Isomorphismus oder Innovation?“ führte. Die Arbeiten zu diesem Thema oder Thematiken wie „Degeneration, Resilienz und Regeneration der sozialen und genossenschaftlichen Wirtschaft: Prozess des Isomorphismus und Innovation“ werden in Workshops im Rahmen größerer Konferenzen 2017 und 2018 (in Quebec und in Spanien) realisiert. Geplant ist, dass die Mitglieder der Kommission einige Beiträge zu diesem Thema anlässlich eines Seminars am 4. Juli 2018 in Wageningen (Niederlande) präsentieren. Auf Ersuchen Dritter wurden 2016-2017 auch noch weitere Arbeitsgruppen eingerichtet.

– Arbeitsgruppe: Sozialwirtschaft in der Europäischen Union Nach dem Zuschlag für eine Ausschreibung des Europäischen Wirtschafts- und Sozialausschusses (EWSA) sammelte ein sehr großes Forschungsteam unter der Leitung von Rafael Chaves und José Luis Monzón, der vor allem Forscher des CIRIEC (C. Barna - Rumänien, M. J. Bouchard - Kanada, G. Hahn – Schweden, N. Richez-Battesti – Frankreich, J. de Sá - Portugal, R. Spear – Vereinigtes Königreich, A. Zevi - Italien) angehörten, eine umfassende Menge an Daten und Informationen, um die Entwicklung der letzten 5 Jahre der Sozialwirtschaft in der Europäischen Union hervorzuheben. Es handelt sich um die Fortsetzung der Arbeiten, die 2006 und 2011 von R. Chaves und J.-L. – Arbeitsgruppe Öffentliche Politiken und Sozialwirtschaft nach der Krise

Wieder im Zuge einer Ausschreibung des Europäischen Wirtschafts- und Sozialausschusses (EWSA) bekam das CIRIEC den Zuschlag; daraufhin wurde eine weitere Arbeitsgruppe unter der Leitung von Rafael Chaves und José Luis Mónzon eingerichtet mit dem Auftrag zur Erstellung einer Studie über Best Practices in Public Policies Regarding European Social Economy Post the Economic Crisis. Vorgeschlagen werden eine Typologie und eine Auswahl von etwa zwanzig Beispielen von originellen, rechtlichen, institutionellen Maßnahmen oder Aktionen in den Bereichen Finanzierung oder auch Bildung/Ausbildung, die in den einzelnen Ländern die Entwicklung des sozialwirtschaftlichen Sektors begünstigten. Dieser Bericht wurde den Mitgliedern der Kategorie „Sozialwirtschaft“ der Gruppe III ‘Verschiedene Interessen’ des Europäischen Wirtschafts- und Sozialausschusses (EWSA) am 10. November 2017 präsentiert und wird Anfang 2018 in mehreren Sprachen veröffentlicht.

– Technische Arbeitsgruppe von COPAC Statistiken über Genossenschaften Prof. Marie J. Bouchard, Präsidentin der Internationalen Wissenschaftlichen Kommission „Soziale und genossenschaftliche Wirtschaft“ des CIRIEC, wurde zur Vorsitzenden der von COPAC eingerichteten technischen Arbeitsgruppe über die Genossenschaftsstatistiken, ernannt. COPAC - Committee for the Promotion and Advancement of Cooperatives – gehören 5 internationale Organisationen an: Internationaler Genossenschaftsbund (IGB), das Internationale Arbeitsamt der IAO (IAA/IAO), United Nations Department of Economic and Social Affairs (UN-DESA), Food and Agriculture Organization of the United Nations (FAO) und die World Farmers’ Organization (WFO). Neben den Mitgliedern der wissenschaftlichen Kommission des CIRIEC gehören dem Komitee Mitglieder von internationalen Organisationen und Vertretern von nationalen statistischen Ämtern an. Zunächst sollte ein konzeptueller Rahmen für die statistische Messung der Genossenschaften erstellt werden. Der Bericht zur Methodik von Marie J. Bouchard, Madeg Le Guernic und Damien Rousselière wurde online 2017 unter dem Titel Conceptual Framework for the Purpose of Measurement of Cooperatives and its Operationalization auf der Website des IAA veröffentlicht: (http://www.ilo.org/global/topics/cooperatives/publications/WCMS_578683/lang--

en/index.htm) und auf der Weltkonferenz des Internationalen Genossenschaftsbundes (IGB) in Kuala Lumpur (Malaysia) am 17. November 2017 vorgestellt. Daraus leiten sich weitere Arbeiten ab: die Messung der Beschäftigung, des Mehrwertes und die statistische Klassifikation der Genossenschaften. Die Arbeitsgruppe wird auf der 7. Internationalen Konferenz der Arbeitsstatistiker (ICLS) im Oktober 2018 Empfehlungen vorlegen.

– Arbeitsgruppe Satellitenkonto der Sozialwirtschaft Nach 20 Jahren Forschung bei CIRIEC zu dieser Thematik knüpften die Prof. José Luis Monzón und Rafael Chaves an ihre frühere Arbeit an, um die Methodik für die Satellitenkonten der Sozialwirtschaft zu überarbeiten und zu aktualisieren, mit der den neuen Buchführungsanforderungen des neuen Europäischen Systems Volkswirtschaftlicher Gesamtrechnungen auf nationaler und regionaler Ebene (ESVG 2010) entsprochen werden kann, das offiziell im Mai 2013 verabschiedet wurde. Vor diesem Hintergrund haben sie dem Referat „Sozialwirtschaft“ (GROW/F2 – „Cluster, Sozialwirtschaft und Unternehmertum“) der Europäischen Kommission – Generaldirektion Binnenmarkt, Industrie, Unternehmertum und KMU eine neues Programm SATSW vorgelegt. Auf Einladung der Europäischen Kommission und der OECD fand in Paris am 16. Oktober 2017 am Sitz der OECD ein Seminar statt, auf dem man die Herausforderungen und Chancen von nationalen Satellitenkonten für den Dritten Sektor und die Sozialwirtschaft beleuchten wollte. Eingeladen waren Akademiker, Experten sowie Vertreter von Eurostat und nationalen statistischen Ämtern aus daran interessierten Ländern. Vorgestellt wurden zwei Ansätze, wobei der erste die Sozialwirtschaft im Wesentlichen als Sektor ohne Erwerbszweck einschließlich der freiwilligen und ehrenamtlichen Arbeit betrachtet und der zweite einer eher breiteren ökonomischen Betrachtungsweise entspricht, die den Sektor der Genossenschaften und Gegenseitigkeitsgesellschaften mitberücksichtigt. Dabei spielte CIRIEC eine wichtige Rolle, da zwei renommierte Vertreter und namhafte Spezialisten auf dem Gebiet (José Luis Monzón und Marie J. Bouchard) eingeladen wurden 2 der 3 Schlüsselkonzepte dieses Seminars darzulegen. Interregionale Akademie der IAO (Internationale Arbeitsorganisation/ILO) über die Sozial- und Solidarwirtschaft CIRIEC ging eine institutionelle Partnerschaft mit dem International Training Centre (ITC) und der Internationalen Arbeitsorganisation (ILO) in Turin ein, um an der Organisation der interregionalen Akademien für Sozial- und Solidarwirtschaft teilzunehmen (http://socialeconomy.itcilo.org/en). Das Hauptziel dieser jährlichen Akademien ist es, den Wissens- und Erfahrungsaustausch zwischen Teilnehmern (politische Entscheidungsträger, Arbeitnehmer- und Arbeitgebervertreter, Praktiker und Träger der Sozialwirtschaft) weltweit zu stimulieren. CIRIEC beauftragt seit einigen Ausgaben Prof. L. Pereira Morais, Professor an der Universität UNESP in Araraquara und externer Berater des Internationalen Arbeitsamtes (IAA) der ILO und des Instituts Polis (Brasilien), mit der Koredaktion des "Handbuchs (Reader) der Sozial- und Solidarwirtschaft" sowie der

Vorbereitung und Moderation einer Sitzung der Akademie, woran auch regelmäßig verschiedene Mitglieder und Partner des CIRIEC mitwirken. 2016 fand die Ausgabe der Akademie für Sozial- und Solidarwirtschaft (SSW) vom 21. bis 25. November in San José in Costa Rica rund um das Thema „SSW: Schaffung von Arbeitsplätzen und Förderung der lokalen Entwicklung“ statt. Professor Leandro Pereira Morais präsentierte dort neben seinem Referat auf der Eröffnungssitzung einen Bericht über öffentliche Politiken für die Sozial- und Solidarwirtschaft. 2017 gab es ausnahmsweise zwei Ausgaben der Akademie für Sozial- und Solidarwirtschaft zum Thema „Innovative Ecosystem for SSE Public Policies - A Contribution to the Future of Work“. Für die erste in Seoul in Südkorea vom 26. bis 30. Juni konnte man Prof. Leandro Pereira Morais gewinnen. Für einige Vertreter von CIRIEC-Japan bot dies auch die Gelegenheit, ihre Kontakte zur Stärkung des CIRIEC in Südostasien zu vertiefen. In der Sammlung “Social Economy & Public Economy”, für die Benoît Lévesque und Bernard Thiry die Leitung übernahmen, werden Werke veröffentlicht, die aus einer internationalen Warte heraus Analysen über gemeinwohlorientierte und gemeinnützige Organisationen und wirtschaftliche Tätigkeiten bringen. Die Nummer 7 aus dieser Reihe wird für eine Veröffentlichung im Sommer 2018 vorbereitet. Das Gemeinschaftswerk (33 Autoren) ist das Ergebnis einer CIRIEC-Arbeitsgruppe über Sozialwirtschaft und wird von den beiden Verantwortlichen der Gruppe Nadine Richez-Battesti (Universität Aix Marseille, Frankreich) und Xabier Itçaina (Universität Bordeaux, Frankreich) gemeinsam herausgegeben. Mit dem Titel Social and solidarity-based economy and territory: between interaction and co-construction wird das Werk aus 14 Kapiteln bestehen: eine Einleitung, nationale und/oder sektorale Fallstudien sowie Querschnittsthemen über die Rolle der SSW zur lokalen Entwicklung sowie eine Schlussfolgerung mit der Handschrift der beiden Koordinatoren. Es gliedert sich in drei Abschnitte:

i) SSW und Territorium: die Krise als Chance für lokale Innovation? (veranschaulicht anhand von Aufsätzen über Brasilien, Italien, Portugal, Quebec, Rumänien und Venezuela);

ii) Entstehung neuer heterogener Formen der territorialen Zusammenarbeit (verdeutlicht in zwei Kapiteln über die Erfahrung im Baskenland, ein Kapitel über Deutschland, ein anderes über Belgien, eins über Brasilien und ein letztes über Frankreich);

iii) Hin zur Reterritorialisierung der großen Unternehmen der SSW (Frankreich, Quebec, …).

Reihe „CIRIEC Studies Series“ Mit der neuen Sammlung ist man bestrebt, die Ergebnisse der Arbeitsgruppen und der Kommissionen des wissenschaftlichen Netzes von CIRIEC International aus der Forschung sowohl über die soziale und genossenschaftliche als auch über die öffentliche Wirtschaft bekannt zu machen. Das Werk aus der transversalen Arbeitsgruppe unter der Leitung von Philippe Bance, Präsident des Internationalen Wissenschaftlichen Beirats, bildet den Band Nr. 1 der neuen Online-Reihe “CIRIEC Studies Series” (im REPEC indexiert). Working Papers des CIRIEC Mit der Veröffentlichung der CIRIEC-Forschungshefte via Internet soll eine rasche Verbreitung von ersten Forschungsergebnissen gewährleistet werden. Etwa zwanzig Hefte sind jährlich in mehreren Sprachen (hauptsächlich Englisch und Französisch, aber auch Deutsch, Niederländisch und Spanisch) vorgesehen. Zurzeit sind 121 Titel verfügbar, von denen 13 im Jahr 2016 und 7 im Jahr 2017 erschienen sind. Verantwortlich für die Veröffentlichung der Forschungshefte ist der Internationale Wissenschaftliche Beirat, der ab 2016 Fabienne Fecher, Marie J. Bouchard, Massimo Florio und Marco Marini als wissenschaftliche Redakteure beauftragte. DIE ANNALEN Die Annals of Public and Cooperative Economics führten zur Gründung von CIRIEC (in 1947). 2008 feierte man ihr hundertjähriges Bestehen, die seit 1995 vom Verlag Wiley herausgegeben werden. Eine Präsentation der Annalen finden Sie unter: http://www.ciriec.uliege.be/en/publications/apce/ Ab 2018 ist für die Ausgabe die von CIRIEC 2017 gegründete Stiftung Edgard Milhaud verantwortlich. Unter der Verantwortung des Generaldirektors des CIRIEC, Bernard Thiry, wurden 2016 Verwaltung, Politik und Verlagsstrategie vom Internationalen Vorstand des CIRIEC angepasst und erneuert. Die Leitung der Zeitschrift übernahm ab Januar 2016 Marco Marini, Professor für Ökonomie an der Universität Rom La Sapienza. Dem Chefredakteur steht ein Team von 6 Mitautoren zur Seite, die die großen

Themenfelder (öffentliche, soziale und genossenschaftliche Wirtschaft sowie Entwicklungsökonomie) der Zeitschrift abdecken. Das Redaktionsteam wird von einem Orientierungskomitee mit Vertretern der Internationalen Wissenschaftlichen Kommissionen des CIRIEC beraten. Der Editorial Board wurde vor kurzem um neue renommierte oder für die Zeitschrift zu ähnlichen Themen sehr engagierte Mitglieder erweitert. Die Zeitschrift veröffentlicht vier Nummern pro Jahr, von denen drei im Allgemeinen unterschiedliche Themen behandeln und eine Nummer einem besonderen Thema gewidmet ist. Jede Ausgabe enthält zwischen sechs und acht Artikel zu relevanten entweder aktuellen, empirischen oder theoretischen Themen über die öffentliche Wirtschaft oder soziale und genossenschaftliche Wirtschaft. Der Online-Zugriff auf die Inhaltsangaben und Zusammenfassungen der Artikel ist unter: http://onlinelibrary.wiley.com/journal/10.1111/%28ISSN%291467-8292 möglich. Die Bände 87 und 88 (2016 und 2017) nahmen verschiedene namhaft internationale Autoren in unseren Forschungsfeldern auf. Die Vielfalt der in den veröffentlichten Aufsätzen behandelten Themen stellt unter Beweis, dass die Zeitschrift die von CIRIEC seit seiner Gründung bevorzugten Thematiken vermittelt, sich aber auch neuen Themen/Forschungsgegenständen und großen aktuellen Fragen öffnet (Governance, Sozialunternehmen, soziale Innovation, Privatisierung, Regulierung, öffentliche Dienstleistungen, Allgemeininteresse, Mikrofinanz, Gemeingüter, Gesundheit, Ländlichkeit, Leistungsvergleiche). Die Leserschaft der Annalen nimmt konstant zu und die Entwicklung für den Zugriff auf das elektronische Format trägt dazu bei, dass ihre Visibilität und Ausstrahlung in weiten Teilen der Welt zusehends erhöht wird. Das Verlagshaus Wiley ist seinerseits bemüht, die erforderlichen Anpassungen vorzunehmen, um die Annalen auf einem sehr umworbenen Markt für internationale wissenschaftliche Zeitschriften zu erhalten. Derzeit ist die Zeitschrift in über 7.500 Institutionen verfügbar. Wiley ist besonders um die Referenzierung der Zeitschrift in den wichtigen internationalen Indexen für Geistes- und Sozialwissenschaften bemüht. Die Zeitschrift wird nun in den Referenzindexen der akademischen Welt zusammengefasst und aufgeführt: JEL/EconLit, RePEc, SCOPUS und ESCI - Web of Science. SICHTBARKEIT UND BETEILIGUNG AN INTERNATIONALEN VERANSTALTUNGEN Die Mitglieder des CIRIEC sind bemüht, regelmäßig an Kongressen, Kolloquien und Konferenzen von anderen nationalen und internationalen Institutionen teilzunehmen, die ähnliche Anliegen und Schwerpunkte wie das CIRIEC haben. Die Direktion und das Sekretariat von CIRIEC versuchen mit der (Ko-)Organisation von Veranstaltungen und wissenschaftlichen Begegnungen, durch die Moderation oder den Vorsitz von Rundtischgesprächen auf thematischen Kolloquien und Arbeitskreisen, über die Präsentation eines Berichts oder einer Intervention zu einem spezifischen Thema oder auch mit der Vorstellung des CIRIEC und seinen Publikationen auf einem Dokumentationsstands eine Vielzahl von Kontakten und Partnerschaften herzustellen, so weit wie möglich das Wissen von CIRIEC zu verbreiten und auszutauschen sowie an Debatten über die sozioökonomische und politische Herausforderungen teilzunehmen. So nahmen z.B. der Generaldirektor des CIRIEC, Bernard Thiry, und die Geschäftsführerin von CIRIEC-Österreich am 22. Kongress des Türkischen Genossenschaftsverbands in Kappadokien in Nevşehir (Türkei) vom 5. bis 7. Oktober 2017 (http://www.itcc2017.com/index.php?lang=en) zum Thema “Social Economy Networks. Co-operation for Global Change” teil. Bernard Thiry hielt dort ein Referat über “The International Center of Research and Information on the

Public, Social and Cooperative Economy (CIRIEC), a network to better understand and promote the social economy and cooperative entrepreneurship”. Das Referat wurde in die Konferenzakte aufgenommen. Mit verschiedenen Initiativen war man bemüht, die Entwicklung von nationalen CIRIEC-Sektionen in Lateinamerika zu fördern. So wurden bilaterale Abkommen mit verschiedenen Partner-Institutionen in Costa Rica und Mexico unterzeichnet. Es sei noch darauf hingewiesen, dass Forscher und Wissenschaftler anlässlich mehrwöchiger Aufenthalte zu CIRIEC kommen, um im Dokumentationszentrum zu forschen, aber auch um vor allem ihr Forschungsthema in Gesprächen mit Führungskräften und Verantwortlichen des Internationalen Sekretariats in Lüttich zu vertiefen. Drei Doktoranden aus Burundi, Senegal und Spanien haben jeweils mehrere Monate beim CIRIEC für ihre Forschung gearbeitet. ADMINISTRATIVE KURZMELDUNGEN Auf der alle zwei Jahre stattfindenden Generalversammlung (am 23. September 2016) in Reims wurden für zwei Jahre (2016-2018) folgende Personen gewählt, wiedergewählt oder ernannt:

Der Internationale Vorstand hat auf seiner Sitzung in Paris am 18. Oktober 2016 das Präsidium um Herrn Hajime Imamura (Japan) und Herrn Rainer Plassmann (Deutschland) ergänzt. Auf Beschluss des Internationalen Vorstands vom 17. Februar 2017 in Linz gehören nun auch MM. José Pablo Puzino (Argentinien) und Hernando Zabala Salazar (Kolumbien) dem Präsidium an. Künftig werden auch die ehemaligen Präsidenten des CIRIEC zu Präsidiumssitzungen eingeladen. CIRIEC freut sich, neue Mitglieder begrüßen zu können, deren Beitritt vom Internationalen Vorstand in Namur (17. November 2017) bestätigt wurde. Hiermit wurden CIRIEC-Brasilien (Geschäftsstelle ist die Staatliche Universität von Campinas, in der Nähe von São Paulo) und CIRIEC-Türkei (mit Sitz an der Universität Gelişim von Istanbul) offiziell als neue nationale Sektionen des CIRIEC

anerkannt. Weiters wurde das Netz um zwei Kollektivmitglieder erweitert: Das Labor für Solidarität von Rumänien (Laboratorul de Solidaritate Romania - Bukarest) und die Maison des Associations Internationales (in Brüssel). An der Spitze der internationalen wissenschaftlichen Organe wurden für drei Jahre (2018-2020) die Präsidenten wiedergewählt:

- Philippe Bance (Universität Rouen, Frankreich) als Präsident des Internationalen Wissenschaftlichen Beirats;

- Massimo Florio (Universität Milano, Italien) als Präsident der Wissenschaftlichen Kommission „Öffentliche Unternehmen / Öffentliche Dienstleistungen“;

- Marie J. Bouchard (Universität Quebec in Montreal, Kanada), als Präsidentin der Wissenschaftlichen Kommission „Soziale und genossenschaftliche Wirtschaft“.

Zurzeit wird überlegt, wie das internationale wissenschaftliche Netz des CIRIEC besser strukturiert werden kann, dem weltweit hunderte Mitglieder angehören. Ende 2017 erfolgte die offizielle Gründung der Privatstiftung belgischen Rechts: Fondation Edgard Milhaud. Ihr Zweck ist, mit ihren Gründungsmitgliedern, CIRIEC international und CIRIEC-Belgien, die wissenschaftlichen Erkenntnisse über die öffentliche, soziale und genossenschaftliche Wirtschaft zu fördern. Der Auftrag der Stiftung Edgard Milhaud ist zunächst, das Management und den Verlag der Wissenschaftszeitschrift des CIRIEC – die Annalen/Annals of Public and Cooperative Economics – zu übernehmen. Weitere Aufgaben könnten die Forschungsförderung sowie die Organisation der Verleihung von wissenschaftlichen Preisen für Arbeiten zu den für CIRIEC relevanten Interessengebieten sein. Im Rahmen der 2015 unterzeichneten institutionellen Dreiparteienpartnerschaft ‘SSE Forum International – CIRIEC – Social Economy Europe (SEE)’ nahm eine CIRIEC-Delegation an den 8. Mont-Blanc Meetings (MBM) vom 6. bis 8. Dezember 2017 in Archamps (Großraum Genf) zum Thema „Sozial- und Solidarwirtschaft: neue Effizienz“ teil. Eine für das „Networking“ aufgrund der zu CIRIEC komplementären Kreisen (Führungskräfte von sowohl sozialwirtschaftlichen und sozialen Unternehmen als auch Personen mit eher globaleren Perspektiven, vor allem im Hinblick auf die großen Programme der Vereinten Nationen für nachhaltige Entwicklung) höchst interessante Veranstaltung. Prof. Marie J. BOUCHARD (Universität Quebec in Montreal – UQAM) – in Vertretung des CIRIEC – konnte über die Problematik der Evaluierung der Wirksamkeit der sozialwirtschaftlichen Unternehmen und Organisationen referieren. Neues Kommunikationstool Zur Stärkung und Erhöhung der Sichtbarkeit des CIRIEC wurde neben dem neuen Internetauftritt ein neuer qualitativer Newsletter eingerichtet. So können die Arbeiten, Publikationen und Veranstaltungen des weltweiten CIRIEC-Netzes weitere Verbreitung finden. Nach der sehr aufwendigen Harmonisierung der Kontaktdateien verfügt CIRIEC heute über eine globale Datei mit über 10.000 Kontakten. Die News über Calls for papers und Working Papers des CIRIEC sind die meist gelesenen. Die durchschnittliche Klickrate beträgt 22,5 % mit einer Absprungrate von 2 %. Darüber hinaus werden interne Informationen, die nur den CIRIEC-Mitgliedern vorbehalten sind, zweiwöchentlich versandt. Mit der Einrichtung eines Twitter-Accounts im Frühjahr 2017 und LinkedIn ist CIRIEC übrigens auch in den sozialen Medien präsent (https://twitter.com/ciriec) (https://fr.linkedin.com/company/ciriec-international).

KÜNFTIGE EREIGNISSE

Die 32. AUSGABE DES INTERNATIONALEN CIRIEC -KONGRESSES

Lüttich (Belgien), 30. Mai – 1. Juni 2018

Zum vierten Mal (und zum dritten Mal in Lüttich) seiner Geschichte ist Belgien Gastgeber des 32. Internationalen CIREC-Kongresses am 30., 31. Mai und 1. Juni 2018 im Lütticher Palais des Congrès zum allgemeinen Thema „Die öffentliche, soziale und genossenschaftliche Wirtschaft in der digitalen Revolution“. Im digitalen Zeitalter und dem Entstehen neuer Dienstleistungsformen und damit dem Auftritt neuer ökonomischer Akteure unterliegen unsere Gesellschaften einem Wandel. Die digitale Welt allerdings holt noch weiter aus: die Wirtschaft

und Gesellschaft unterliegen einer globalen Transformation mit einer neuen Dynamik, die alle Wirtschaftszweige betrifft. Die öffentliche, soziale und genossenschaftliche Wirtschaft ist in vielerlei Hinsicht Akteurin dieser Revolution. Der nächste Kongress des CIRIEC wird im Zeichen dieser Themen stehen und die Analysen und Betrachtungen von Experten und Wissenschaftlern sowie politischen, ökonomischen und sozialen Entscheidungsträgern aus aller Herren Länder konfrontieren. Der Kongress bietet die Gelegenheit, sich über vielschichtige und vielseitige Themen aus dem Blickwinkel der digitalen Revolution auszutauschen und darüber zu diskutieren:

Als Anziehungspunkt für zahlreiche Teilnehmer aus der ganzen Welt (Europa, Afrika, Asien, Lateinamerika, Kanada, Russland, Japan usw.) sind die Kongresse des CIRIEC alle zwei Jahre eine wichtige Veranstaltung als Plattform für den Meinungsaustausch und Debatten unter Managern, Praktikern und Experten, die sich mit den Bestandteilen der öffentlichen und kollektiven Wirtschaft auseinandersetzen. DIE 7. INTERNAT IONALE CIRIEC FORSCHUNGSKONFERENZ ÜBER SOZIALWIRTSCHAFT

(Bukarest (Rumänien), 6.-9. Juni 2019) Ende 2017 wurde die 2013 gegründete rumänische Einrichtung Laboratul de Solidaritate de Romania Association Mitglied bei CIRIEC. In Partnerschaft mit der Universität Bukarest, der nationalen Hochschule für Politik- und Verwaltungswissenschaften sowie der Stiftung für die Entwicklung der Zivilgesellschaft bot sich das Labor für Solidarität von Rumänien an, die 7. Auflage der Internationalen CIRIEC Forschungskonferenz auszurichten. Es wurden bereits lokale Partnerschaften mit unterschiedlichen Typen von Unternehmen und Organisationen der Sozialwirtschaft geschlossen. Nach der Ende 2017 im Amazonas (Manaus) organisierten 6. Konferenz kehrt man wieder auf den europäischen Kontinent zurück. Außerdem hat zu diesem Zeitpunkt Rumänien die Ratspräsidentschaft der Europäischen Union inne. Sie findet vom 6. bis 9. Juni 2019 in Bukarest statt. Für eventuelle allgemeine Themen liegen bereits Vorschläge vor: der Beitrag der sozialwirtschaftlichen Unternehmen zu nachhaltiger Entwicklung (aus ökonomischer, sozialer und ökologischer Sicht); die neuen Arbeitsrealitäten und -bedingungen in einer digitalen Welt; die Skalenveränderungen (‘scaling up’ – ‘scaling across’) für Unternehmen und Organisationen der Sozialwirtschaft.
