The Akron Metropolitan Area Transportation Study developed the Connectlng Communitieslnittative to encourage the integration of land use and transportation. The ConnectingCommunit¡es Planning Grant Program has been created to further this goal.

AMATS has made $100,000 ava¡lable for grants up to $50,000 to be awarded through theConnecting Communities Planning Grant Program. Applications may have more than onesponsor. Appl¡cations for no more than two grants may be submitted per sponsor. A select¡oncommittee, The Connecting Communities Planning Grant Task Force, will be charged withreviewing sponsors' applications and making recommendations to the Policy Commìttee.The program is designed to provide commun¡ties with funding to develop transportation plansthat will lead to projects eligible for AMATS funds. The grant program is ìntended to fundtransportation plans that focus on livability, multimodal connections, and are cons¡stent with theConnecting Communities lnitiative.

Connect¡ng Communities Planning Grant applications should:¡ Promote more transportation choices

n Enhance economic competitiveness

¡ Support and value existing neighborhoods

Planning Study Title: Headwaters Trail and S.R. 44 Connection Study

Brief Description: A study to plan for (1) eliminating the current pedestrian andbicycle gap w¡th¡n the Village of Mantua and between thewestern and eastern sections of the Headwaters Trail in orderto (2) improve pedestrian and bicycle plann¡ng andfacilities on the Headwaters Trail and within the Village ofMantua; (3) incorporate complete street principles ¡nto landuse and transportation decisions; {4) improve communitycohesion, and; (5) facilitate bicycle transportation to and fromand through the Village of Mantua.

Summary of ExpectedFinal Product: An integrated bicycle and pedestrian transportation and land-

use plan for the corridor within the Village of Mantua betweenthe western terminus of the Headwaters Trail and the easternterminus of the Headwaters trail which will (1) provide for thedevelopment of safe, reliable and economical transportat¡on

choices to decrease household transportat¡on costs, reduceour nation's dependence on foreign oil, improve air quality,reduce greenhouse gas emissions, and promote publichealth, and; (2) support the existing and historic commercialand res¡dential neighborhood which currently exists in the"gap" or corridor between the western and easternterminuses of the Headwaters Trail to ¡ncrease communityrevitalization effods, the efficiency of public worksinvestments, and the safeguarding of rural landscapes. Theplan would also detail the current transportation deficiencies,evaluate various alternat¡ves and provide an analysis and

recommendations to resolve the deficiencies. ïhis wouldinclude laying the groundwork for using a systems approach

in developing adjacent roadway projects to ensurecoordination irrespective of the project sponsor, Th¡sspecifically relates to ODOT planned work along S.R.44 andthe development of a Complete Street policy by the Village.The plan would prioritized improvements and identify

potential funding sources and other agency partners.

5. Describe the planning area boundaries and size. Describe the existing transportatìon and

land use issues. Define the problems facing the area. (10 points)Boundaries and Size: lnitiative 1 of the Planning area extends on the east from the

Headwaters Trail trailhead (located on the Cuyahoga River,and at the eastern end of Prospect Street) westward acrossMain Street (a/k/a State Route 44) to the western section ofthe Headwaters Trail's termination on the western side ofMain Street. lt is approximalely 21101h of one-mile in lengthfrom east to west. The second initiative for this planningstudy would be development of a Complete Street policy forthe V¡llage that when adopted would provide a blueprint for

development of future integrated transportation projects,specifically the S.R. 44 corridor that extends from theHeadwaters Trail to Canada Road to the south.

Existing Transportat¡on and Land Use lssues:

There is currently no plan for the connection of theHeadwaters Trail through and across the Village of Mantua.As a result, local residents and workers with¡n the Village ofMantua, let alone v¡sitors, are unable to safely andcomfortably travel across the Village of Mantua from the two

disconnected sections of the Headwaters Trail.Through the current Street Design Standards, the Villageencourages an integrated automobile, pedestrian and bicycletransportation and land-use plan to connect theHeadwaters Trail through the Village of Mantua taking intoaccount that any potential connection will travel through, andshould be sensitive to, passing through the historiccommercial/mixed-use (residential and commercial) heart ofthe Village in the vicinity of the intersection of Prospect andMain Streets, and the Mantua Statíon Brick Commercial

Distr¡ct, which is a property listed on the National Register ofHistoric Places. As with all integrated intermodal corridors,

connect¡ng the Headwaters Trail across the Village of Mantua and through an alreadyestablished historic and currently m¡xed-use (commercial/residential) neighborhood.

8. Explain the public's involvement in the study. What residents or groups will be included andinvited to provide input? (5 points)

The Village will invite and encourage public involvement ¡n the proposed study. TheVillage anticipates the active involvement of the Downtown Mantua RevitalizationCorporation, Portage Park District, Mantua-S ha lersville Chamber of Commerce, andmany of the civ¡c groups within the community such as the Rotary and Lions Clubs, aswell as the participation and in-put of individual citizens through wr¡tten and oralcomment d¡rectly to officials within Village government, and through participation at apubl¡c meeting or meetings.

9. How will your community plan to implement this planning study? Describe potential fundingsources that could be used for implementation. ('10 points)

The Village recognizes the importance of the stewardship of the Headwaters Trail, theMarsh Wetlands State Nature Preserve, the Mantua Bog State Nature Preserve, theGharles C. Tummonds State Nature Preserve, and the Upper Cuyahoga Scenic River forthe future susta¡nable economic development of Mantua. Therefore, the Village willaggressively identify potential funding sources in the form of additional grants, cashdonations made by individuals and businesses within the community, in-kind and sweatequity contributions from local business, and through coordinating with the DowntownMantua Revitalization Corporation, the project co-sponsor, for the development of afundraising campaign to implement the planning study.

Subj: ConnectingCommunities Grant

Dear Mantua Village Council,

The Downtown Mantua Revitalization Corporation (DMRC), a 501c3 corporation, wouldlike to co-sponsor the Village's application for a Connecting Communities grant. It is ourunderstanding this grant has no matching funds requirement. This grant is for the planning andnot the implementation phase. The mission of our corporation includes improving theaccessibility to and ffom our historic viliage and includes the promotion of the health andwellbeing of the community as a whole.

The Headwaters Bike and Hike T¡ail currently lacks a connection between the east sideof the trailhead on Prospect Street and the west side ofthe trailhead behind McDonald's. This

grant will help to bring visitors to the historic downtown and allow safe bicycle and pedestriantraffic between the two parts ofthe trail.

Historic Mantua Village is also uniquely sih-iated with the Buckeye Trail running near ourtown. Acquisition of this grant would contribute toward the connection of the downtown withthe Buckeye Trail which runs with the Headwaters Bike and Hike Trail.

In addition, the sidewalk ends at the north edge of the Cuyahoga River leaving no safemeans for pedestrians and hikers to walk south to Canada Road. Canada Road is the southborder ofou¡ village and many bicycle riders, r.unners, high school and middle school athletes

and walkers travel south on S.R. 44 to Canada Road to complete a 3 mile loop.

In sum, the DMRC wishes to encourage the village in making application for aConnecting Communities grant, and hopes that the village will permit the DMRC to co-sponsorits application.
