Olympic Classes / ISAF Sailing World Cup18 – 22 June 2011
The Kieler Woche ISAF Sailing World Cup 2011 will be held at Kiel-Schilksee (Baltic Sea) from 18 to 22 June 2011.
1. RULES1.1 The regatta will be governed by the rules as defined in
The Racing Rules of Sailing (RRS). 1.2 For fleet racing, RRS Appendix P, Special Procedures for
Rule 42, will apply.1.3 For medal races, ISAF Addendum Q, Umpired Fleet Rac-
ing, available on the ISAF website (www.sailing.org), willapply and changes a number of racing rules. The versionthat is current when the regatta begins will appear in fullin the Sailing Instructions.
1.4 For the Women’s Keelboat Match Racing event, Rules forthe Handling of Boats will apply including practice rac-ing, and will appear in full in the Sailing Instructions. TheElliott 6m Class rules will not apply.
1.5 No national authority prescriptions will apply, except DSVprescription to rule 68 which reads “Basic principle of theRacing Rules of Sailing is to avoid any contact betweenboats. Participants do not agree to any kind of liability ex-clusion even in case of a minor violation of a rule”.
1.6 For the Paralympic event 2.4mR: Section K of the International 2.4mR Class rules will ap-ply.
1.7 If there is a conflict between languages the English textwill take precedence.
2. ADVERTISING AND BOW NUMBERS2.1 Boats may be required to display bow numbers and ad-
vertising chosen and supplied by the Organizing Author-ity.
2.2 In accordance with ISAF Regulation 20.6.5, competitorsaboard the boats ranked first, second and third in the se-ries at the beginning of that day, shall wear yellow, blueand red bibs respectively while racing. The bibs will beprovided by the Organizing Authority.
3. ELIGIBILITY AND ENTRY3.1 Competitors and coaches shall enter by completing the
online entry form on the event website www.kieler-woche.com and paying the required fees. Entries must bereceived no later than 1 June 2011 to qualify for the Ear-ly Entry Fee.
3.2 ISAF Eligibility shall apply. Each athlete shall be registeredas an ISAF Sailor on the ISAF website:www.sailing.org/isafsailor.
3.3 Unless otherwise approved by the IOC or the ISAF Exec-utive, each competitor shall be a national of the country
of the Member National Authority (MNA) which entersthe boat or endorses the person in charge (as defined byRRS 46). This requirement does not apply to a crew mem-ber who receives approval to compete in the regatta fromthe MNA of the person in charge. Each competitor shallpresent proof of their nationality or the approved waiverat registration.
3.4 Olympic gender requirements will apply for eachOlympic event. Men and mixed teams are not eligible tocompete in women’s events. Women are not eligible tocompete in men’s events.
3.5 Competitors under 18 years of age shall present a signedand completed parent (guardian) consent and declara-tion form at registration. The forms are available for down-load on the event website: www.kieler-woche.com.
3.6 For the Paralympic event, only competitors or teams thatmeet Paralympic Eligibility criteria will be scored for ISAFSailing World Cup points. Other teams are eligible to com-pete as follows: Kieler Woche points.
3.7 For the Women’s Match Racing event, the crew (includ-ing the skipper) shall total three with a maximum total crewweight at registration of 204 kg when wearing at leastshorts and shirt. Except in an emergency, the skipper shallhelm the boat at all times while racing. All registered crewshall sail all races. However,
3.7.1 when a registered skipper is unable to continue in theevent, the Organizing Authority may authorize an origi-nal crewmember to substitute.
3.7.2 when a registered crewmember is unable to continue inthe event, the Organizing Authority may authorize a tem-porary substitute or other adjustment.
3.8 The regatta is open to boats competing in events chosenfor the 2012 Olympic Sailing Competition and the Para-lympic class 2.4mR. The Paralympic regatta for the class2.4mR is an open event.
3.9 The Organizing Authority may cancel an event if the min-imum number of entries have not been received by mid-night (local time), 7 June 2011. Competitors will be noti-fied of canceled events by e-mail and posting on the eventwebsite. The entry fees for canceled events will be refund-ed.
3.10 For any event in which the number of applications exceedsthe Event Quota on midnight 1 June 2011, the followingprocedure will apply:
3.10.1 The MNAs of the applications received will be sorted inPriority Order, based on the order of each MNA’s high-est appearance in the 2010-2011 ISAF Sailing World Cupstandings as of 1 June 2011 (Quota deadline date).
3.10.2 Ties in the Priority Order will be resolved in favor of theMNA with the higher appearance in the most recent SWCevent(s) in which any tied MNA appears. Remaining ties

4. IFDS FUNCTIONAL CLASSIFICATION4.1 Disabled sailors shall have valid International Classifica-
tion under the 2009-2012 IFDS Functional ClassificationSystem.
4.2 Protests regarding classification may be filed with the onsite classifiers not later than “first appearance“. However,protests will not be decided at the regatta.
5. FEES5.1 Fees are stated in Euros. Entries received by 1 June 2011
will qualify for the early Entry fee.5.2 The Entry Fee for the Women’s Match Race event includes
the boat charter fee and insurance.5.3 For the Women’s Match Race event, a damage deposit is
required in addition to the Entry Fee as follows:5.3.1 An initial damage deposit of 500 € shall be paid at reg-

3.12 For any event in which NOR 3.10 does not apply, entrieswill be accepted in the order received until the Event Quo-ta is reached.

istration, unless extended by the Organizing Authority.This deposit is the maximum payable by the skipper as aresult of any one incident.
5.3.2 If a deduction from the damage deposit is decided by theOrganizing Authority, it may require the deposit be re-stored to its original amount before the skipper is permit-ted to continue in the event.
5.3.3 Any remaining deposit after the event will be refundedwithin 10 days after the event.
5.4 The Entry Fee is non-refundable.
6. FORMAT6.1 For fleet racing, the regatta will consist of an opening se-
ries and, for Olympic events, a medal race. The openingseries may be divided into a qualifying series and a finalseries. The top ten finishers in the opening series of eachevent will advance to the medal race, provided a mini-mum of 3 races have been completed in the opening se-ries. For Paralympic events, the regatta will consist of a sin-gle series.
6.2 For match racing, the regatta will consist of an openingseries, a knockout series, and a sail-off for boats not ad-vancing to the knockout series. The Organizing Authoritymay change the format, terminate or eliminate any roundwhen conditions do not permit the completion of the in-tended format.
7. SCHEDULE7.1 Registration for competitors, coaches and team leaders is
scheduled to begin at 1200 on Friday 17 June 2011 atthe Race Office at the Olympic Sailing Center Kiel-Schilk-see, 24159 Kiel, Soling 22.
7.2 The first briefing for competitors, coaches and team lead-ers is scheduled for 0900 hrs on Saturday, 18 June 2011at the Olympic Sailing Center.
7.3 Woman’s Match Race: Practice on Friday 17 June from1000 until 1800 hrs (2 hours per crew). Registration andscheduling at the Race Office.
7.4 The first meeting with the umpires for competitors in theWomen’s Match Race event is scheduled for 0900 hrs onSaturday, 18 June 2011 at the Olympic Sailing Center.
7.5 The schedule of races including medal races, if any, anddates of racing is as follows:
7.6 The warning signal for the first race will be no earlier than1100 hrs on Saturday, 18 June 2011.
7.7 On the last day of racing, no warning signal will be madeafter 1400 hrs for fleet racing and no attention signal af-ter 1500 hrs for match racing.
7.8 The Kieler Woche Prize-Giving-Ceremony will be onWednesday, 22 June at 1600 hrs at the Olympic SailingCentre.
7.9 The ISAF Sailing World Cup Series Prize-Giving-Ceremo-ny will be on Wednesday, 22 June at 1800 hrs at NDRBühne in Kiel City.
8. MEASUREMENT8.1 Competitors shall provide copies of any measurement cer-
tificates required by class rules at the time of registration.8.2 Competitors shall produce evidence of membership of the
appropriate class association at the time of registration asmay be required by the Organizing Authority.
8.3 All boats shall carry national letters on their sails.8.4 Boats shall be available for inspection from 0800 hrs Sat-
urday, 18 June 2011 or as agreed in writing with the Or-ganizing Authority.

8.5 Boats may be subject to inspection at any time during theevent. The procedures for inspections will be specified inthe Sailing Instructions or event measurement regulations.
8.6 The equipment limitations as specified in the class rulesshall apply.
8.7 The Women’s Match Racing event will be sailed in boatssupplied by the Organizing Authority. Eight InternationalElliott 6m Class boats will be provided, each with a main-sail, jib and spinnaker. Boats will be allocated by draw,either daily or for each round as decided by the RaceCommittee.
9. SAILING INSTRUCTIONSSailing Instructions will be available beginning Friday, 17 June2011 at registration and on the event website. Other documentsgoverning the event will be published with the Sailing Instructions.
10. VENUE10.1 The Events will be hosted at the Kiel-Schilksee Olympic
Sailing Center.10.2 The racing area will be Kiel Bay, Kiel Schilksee, Germany.
Addendum 1 shows the location of the course areas.
11. COURSESThe courses will be windward/leeward or trapezoid except thatany other courses adopted by ISAF for the 2012 Olympic Sail-ing Competition may also be used.
12. PENALTY SYSTEMFor the Men’s Two Person Dinghy High Performance, RRS 44.1is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
13. INTERNATIONAL JURYAn International Jury will be appointed in accordance with RRS91(b). Its decisions will be final as provided in RRS 70.5.
14. SCORING14.1 Fleet Racing:14.1.1 The Low Point System of RRS Appendix A will apply. RRS
B8 is deleted. 14.1.2 At least 3 races are required to be completed to consti-
tute a regatta. When 5 or more opening series races havebeen completed, a boat’s series score will be the total ofher race scores excluding her worst score.
14.1.3 In medal races, a boat’s score shall be double the num-ber of points specified in RRS Appendix A4.1, and thescore for that race shall not be excluded from the seriesscore.
14.1.4 Ties in the series score between boats with different medalrace point scores shall be broken in favour of the boat thatscored better in the medal race. This changes RRS Appen-dix A8.
14.2 Match Racing:14.2.1 The scoring system of RRS Appendix C will apply. 14.2.2 Add RRS Appendix C10.3(b): ‘When a single round robin
is terminated before completion, or a multiple round robinis terminated during the first round robin, the highest scoreshall be determined as the average points scored permatch sailed by each competitor, unless one or more com-petitor has completed less than one third of the scheduledmatches when the entire round robin shall be disregard-ed and if necessary the event declared void.’.

A2 PROPERTYThe ISAF Sailing World Cup is owned by ISAF.
A3 SAILING WORLD CUP SERIES SCORINGA3.1 For the purposes of SWC series scores, the SWC points
scored by a boat shall be registered in the name of thehelmsperson.
A3.2 A boat is not deemed to be competing in the SWC seriesuntil it has competed in at least one regatta during the cur-rent series.
A3.3 For each event at an ISAF Sailing World Cup regatta, the20 boats ranked highest overall shall receive SWC points.The boat finishing in first place shall be scored 20 points,second place shall be scored 19 points, third place shallbe scored 18 points, and so on. A boat finishing worsethan twentieth place or not competing in the regatta shallbe scored 0 points.
A3.4 A boat’s SWC series score shall be the total of her top five(5) SWC series regattas. However, no more than four (4)European SWC regattas shall be counted.
A3.5 If a boat has two or more equal regatta scores, the score(s)for the regatta(s) sailed latest shall be counted.

A4.2 MNA’s not appearing in the applicable SWC standingsshall be sorted by application date and added at the endof the MNA Priority Order.
A5 PRIZESA5.1 ISAF will award prizes to the top three boats in the SWC
Series.A5.2 The ISAF Member National Authority whose competitors
won the most gold medals in the SWC Series shall receivethe Sailing World Cup Nations Trophy. If two or more coun-tries are tied, the tied countries shall be ranked in order ofthe most silver medals, and if ties remain, in order of themost bronze medals. If ties still remain, the tied countriesshall be listed in alphabetical order by IOC country code.

2. ADVERTISING AND BOW NUMBERS2.1 Boats may be required to display bow numbers and ad-
vertising chosen and supplied by the Organizing Author-ity.
2.2 While racing, competitors aboard the boats ranked first,second and third in the series at the beginning of that day,shall wear yellow, blue and red bibs respectively. The bibswill be provided by the Organizing Authority.
3. ELIGIBILITY AND ENTRY3.1 The races are open to classes as stated in point 5 of this
Notice of Race. 3.2 Competitors and coaches shall enter by completing the
online entry form on the event website www.kieler-woche.com and paying the required fees. Entries must bereceived no later than 1 June 2011 to qualify for the Ear-ly Entry Fee.
3.3 ISAF Eligibility shall apply. 3.4 Competitors under 18 years of age shall present a signed
and completed parent (guardian) consent and declara-tion form at registration. The forms are available for down-load on the event website www.kieler-woche.com.
3.5 The minimum number of entries is 20 boats for each class.
3.6 420 class: The entry limit for German sailors is 100 en-tries. Helmsmen ranked in the first 2/3 ranks of the Ger-man ranking list valid at the entry closing date of the re-gatta are eligible to enter. In case of discrepancy the Ger-man 420 class association will decide.
4. CLASSIFICATIONnot applicable
5. FEES5.1 The fees are stated in Euros. Entries received not later than
1 June 2011 will qualify for the Early Entry Fee.
5.2 The entry fee is non-refundable.
6. FORMATIf any class has a large number of entries, the Organizing Author-ity may split the fleet. Splitted fleets will sail a qualifying seriesand a final series.
2. WERBUNG UND BUGNUMMERN2.1 Boote können aufgefordert werden Bugnummern und
Werbung zu zeigen. Dieses wird durch den Veranstalterbereitgestellt.
2.2 Während der Rennen müssen die ab Tagesbeginn erst-,zweit- und drittplatzierten Teilnehmer entsprechend gel-be, blaue oder rote Trikots tragen. Die Trikots werden vomVeranstalter gestellt.
3. ZULASSUNGSKODEX UND MELDUNG3.1 Die Wettfahrten sind für die in Nr. 5 genannten Klassen
offen ausgeschrieben.3.2 Teilnehmer und Trainer werden aufgefordert sich über das
Onlinemeldeformular auf www.kieler-woche.de anzumel-den und das nötige Meldegeld zu bezahlen. Meldungenmüssen bis zum 1. Juni 2011 eintreffen, um die „Early Ent-ry Fee“ zu sichern.
3.3 Es gilt der IASF Zulassungskodex.3.4 Minderjährige Teilnehmer unter 18 Jahren müssen eine
von ihren Eltern (Vormund) unterzeichnete Einverständni-serklärung vorlegen. Die Vorlagen steht zu Herunterladenauf www.kieler-woche.de zur Verfügung.
3.5 Die minimale Anzahl der Meldung je Klasse beträgt 20Boote.
3.6 420er Klasse: Die Meldebeschränkung für deutsche Seg-ler beträgt 100 Meldungen. Die ersten 2/3 der in derdeutschen Rangliste positionierten Steuerleute sind be-rechtigt zu melden. Es gilt die Rangliste zum Zeitpunkt desMeldeschluss. Im Zweifel entscheidet die Deutsche 420erKlassenvereinigung.

5. MELDEGELDER5.1 Die Meldegelder sind in Euros ausgewiesen. Meldungen,
die bis zum 1. Juni 2011 eingehen, haben das in der Spal-te „Early Entry Fee“ ausgewiesene Meldegeld.

12.2 An International Jury will be appointed in accordance withRRS 91(b). Its decisions will be final as provided in RRS70.5.

9.3 Measured Boats:9.3.1 A copy of the ORCint and/or ORCclub measurement cer-
tificate shall be delivered with the entry. Only one certifi-cate is allowed.

12. PENALTY SYSTEMAn International Jury will be appointed in accordance with RRS91(b). Its decisions will be final as provided in RRS 70.5.

15. SUPPORT BOATS15.1 All support boats shall be registered by the Organizing
Authority and will be required to comply with local legis-lation and event support boat regulations. The Organiz-ing Authority may refuse registrations and accept later reg-istrations at their sole discretion.
15.2 ISAF Sailing World Cup only: All support boats shall clear-ly display the three letter national code of their ISAF Mem-ber National Authority at all times while afloat. The mini-mum height for the letters shall be 200 mm.
15.3 Support boats with team leaders, coaches and other sup-port personnel shall stay outside areas where boats areracing from the time of the preparatory signal for the firstfleet to start until all boats have finished or the Race Com-mittee signals a postponement, general recall or aban-donment.
16. BUOYANCYAll competitors shall wear personal flotation devices which are ingood condition and are in accordance with the specifications is-sued or approved by the national authority affiliated to the Inter-national Sailing Federation, or a standards organisation, a certi-fication authority, recognized for the purpose by its respectivegovernment.Attention is drawn to (RRS) fundamental Rule 1.2.
17. BERTHINGBoats shall be kept in their assigned places in the boat park orharbour.
18. HAUL-OUT RESTRICTIONS
Keel boats shall not be hauled out during the regatta exceptwith and according to the terms of prior written permission ofthe Organizing Authority.
15. TRAINERBOOTE15.1 Alle Coachboote müssen registriert sein, die geltenden
gesetzlichen Bestimmungen und Auflagen und die Coach-bootregeln der Veranstaltung erfüllen. Der Veranstalterkann Registrierungen zurückweisen und spätere Registrie-rungen nach eigener Einschätzung zulassen.
15.2 Nur ISAF Sailing World Cup: Alle Coachboote müssenzu jeder Zeit auf dem Wasser eindeutig sichtbar ihre Buch-staben Nationalcodes ihres ISAF zugehörigen nationa-len Verbandes zeigen. Die Mindesthöhe der Zeichen be-trägt 200mm.
15.3 Coachboote mit Teamleitern, Coaches und anderen Per-sonen müssen außerhalb der Bahngebiete sein, in denBoote von dem Vorbereitungssignal der ersten Startgrup-pe bis alle Boote durch das Ziel gegangen sind, oder dieWettfahrtleitung eine Startverschiebung, einen Gesam-trückruf oder einen Abbruch signalisiert hat.
16. SCHWIMMWESTENAlle Teilnehmer müssen Auftriebsmittel tragen, die im guten Zus-tand und in Übereinstimmung mit den frei gegeben Spezifikatio-nen der ISAF angeschlossenen nationalen Verbände oder hoheit-lichen nationalen Prüforganisationen sind.
Es wird auf die Grundregel 1.2 der WR verwiesen.
17. LIEGEPLÄTZEBoote sollen den ihnen zugewiesenen Platz an Land oder im Ha-fen behalten.
18. RESTRIKTIONEN ZUM AUS-DEM-WASSER-HOLEN
Kielboote dürfen während der Veranstaltung nicht aus demWasser geholt werden, außer es liegt eine schriftliche Erlaubnisdes Veranstalters vor.

19. DIVING EQUIPMENT AND PLASTIC POOLS
Under water breathing apparatus and plastic pools or their equiv-alent shall not be used around keel boats between the prepara-tory signal of the first race and the end of the regatta.
20. RADIO COMMUNICATIONExcept in an emergency, a boat shall neither make nor receiveradio transmissions, text messages or cellular phone calls whileracing except in an emergency or when using equipment provid-ed by the Organizing Authority.
21. PRIZES21.1 Olympic classes / ISAF Saling World Cup and Interna-
tional Classes: Point prizes will be awarded to the bestthree scored boats of each class.
21.2 Offshore: Point prizes will be awarded according to thefollowing scheme: Each group of up to four boats oneprize but not more than three prizes.There is a special scoring for the Kaiserpokal.
21.3 Additional special prizes and perpetual trophies for theindividual classes will be listed in the program.
21.4 Every participating boat will receive a Kieler Wocheplaque.
21.5 Prizes not claimed at the Prize-Giving-Ceremony will re-main with the Organizing Authority.
22. TELEVISION AND MEDIA22.1 By participating in an event of the Kieler Woche or ISAF
Sailing World Cup competitors automatically grant to theOrganizing Authority, their sponsors and ISAF the right inperpetuity to make, use and show, from time to time at theirdiscretion, any motion pictures and live, taped or filmedtelevision and other reproductions of the athlete duringthe period of the competition without compensation.
22.2 Boats may be required to carry cameras, sound equip-ment or positioning equipment as specified and providedby the Organizing Authority.
22.3 The top three competitors as well as the individual racewinners may be required to attend a media press confer-ence each day.
22.4 Competitors may be required for interviews at the regat-ta.
19. TAUCHAUSRÜSTUNG UND PLASTIKABHÄNGUNGEN
Geräte um unter Wasser zu atmen und Plastik Abhängungen odervergleichbare Ausrüstung ist für Kielboote in dem Zeitraum vomVorbereitungssignal der ersten Wettfahrt bis zum Ende der Ver-anstaltung nicht erlaubt.
20. FUNKKOMMUNIKATIONAußer im Notfall darf ein Boot während einer Wettfahrt wederFunkübertragungen, Textnachrichten oder Mobilfunkgesprächeempfangen noch senden mit Ausnahme in einer Notsituation oderfalls das Equipment durch den Veranstalter ausgegeben wurde.
21. PREISE21.1 Olympische Klassen / ISAF Sailing World Cup und Inter-
nationale Klassen: Die in der Gesamtwertung besten dreiBoote jeder Klasse erhalten Punktpreise.
21.2 Offshore: Punktpreise werden nach folgendem Schlüsselvergeben: Je angefangene vier Boote je Klasse einenPreis, jedoch höchstens drei Punktpreise.Es gibt eine Sonderwertung für den Kaiserpokal.
21.3 Weitere Sonderpreise und Wanderpreise für die einzel-nen Klassen sind im Programm aufgeführt.
21.4 Jedes teilnehmende Boot erhält als Erinnerungsgabe ei-ne Kieler Woche Plakette.
21.5 Preise, die auf der Siegerehrung nicht abgeholt werden,fallen an die Veranstalter zurück.
22. FERNSEHEN UND MEDIEN22.1 Durch die Teilnahme an der Kieler Woche oder einem
ISAF Sailing World Cup übertragen die Teilnehmer denVeranstaltern, ihren Sponsoren und der ISAF entschädi-gungslos automatisch das zeitlich und räumlich unbe-grenzte Recht für die Nutzung von Bild-, Foto, Fernseh- undHörfunkmaterial, das während der Veranstaltung von denAthleten gemacht wurde.
22.2 Teilnehmer können aufgefordert werden Kameras, Mikro-fone oder Positionierungs-systeme an Bord zu montieren.Dieses Equipment wird von den Veranstaltern gestellt.
22.3 Die drei bestplatzierten Teilnehmer sowie einzelne Tages-sieger können aufgefordert werden täglich an einer Pres-sekonferenzen teilzunehmen.
22.4 Teilnehmer können aufgefordert werden bei der RegattaInterviews zu geben.

23. LIMITATION OF LIABILITY - COGNOVITS CLAUSE
23.1 The responsibility for the decision to participate in a raceor to continue with it is solely with the skipper; to that ex-tent the skipper also accepts full responsibility for the cr-ew. The skipper is responsible for the qualification and thecorrect nautical conduct of the crew as well as for the sui-tability and the transport-safe condition of the registeredboat.In cases of Force Majeure or on grounds of administrati-ve orders or for safety reasons, the organizer is entitled tomake changes in the realization of the event or to cancelthe event. This does not constitute any liability by the or-ganizer towards the participant, if the reasons for the chan-ges or the cancellation do not result from a wilful or gros-sly negligent behaviour of the organizer.In case of a violation of obligations that do not constituteprimary or material contractual duties (cardinal obligati-ons), the liability of the organizer for financial and pro-perty damages incurred by the participant during or inconnection with the participation in the event and resul-ting from a conduct of the organizer, its representatives,servants or agents, is restricted to damages that were cau-sed wilfully or grossly negligent. When a violation of car-dinal obligations occurs due to minor negligence, the lia-bility of the organizer is limited to foreseeable, typical da-mages. To the extent that the liability for damages of theorganizer is excluded or restricted, the participant also re-lieves the staff - employees and representatives, agents,servants, sponsors and individuals who provide or drivesalvage, safety or rescue vessels or assist with their use -from the individual liability for damages, as well as alsoall other individuals who were instructed to act in connec-tion with the realization of the event. The effective racingrules of the ISAF, the administrative regulations regatta-sailing and the articles of association of the DSV, the classrules as well as the regulations of the invitation to the com-petition and the sailing instructions are to be complied withand are expressly recognized.
23.2 The German law shall prevail.
24. INSURANCEEach participating boat shall be insured with valid (and for theracing area suitable) third-party liability insurance with a mini-mum cover of 3,000,000 € per event or the equivalent.
23. HAFTUNGSAUSSCHLUSS HAFTUNGS – BEGREN-ZUNG – UNTERWERFUNGSKLAUSEL
23.1 Die Verantwortung für die Entscheidung eines Bootsführers,an einer Wettfahrt teilzunehmen oder sie fortzusetzen, liegtallein bei ihm, er übernimmt insoweit auch die Verantwor-tung für seine Mannschaft. Der Bootsführer ist für die Eig-nung und das richtige seemännische Verhalten seiner Cr-ew sowie für die Eignung und den verkehrssicheren Zustanddes gemeldeten Bootes verantwortlich. Der Veranstalter ist berechtigt, in Fällen höherer Gewaltoder aufgrund behördlicher Anordnungen oder aus Sicher-heitsgründen, Änderungen in der Durchführung der Veran-staltung vorzunehmen oder die Veranstaltung abzusagen.In diesen Fällen besteht keine Schadenersatzverpflichtungdes Veranstalters gegenüber dem Teilnehmer, sofern derVeranstalter den Grund für die Änderung oder Absagenicht vorsätzlich oder grob fahrlässig herbeigeführt hat. Eine Haftung des Veranstalters, gleich aus welchem Rechts-grund, für Sach- und Vermögensschäden jeder Art und de-ren Folgen, die dem Teilnehmer während oder im Zusam-menhang mit der Teilnahme an der Veranstaltung durch einVerhalten des Veranstalters, seiner Vertreter, Erfüllungsge-hilfen oder Beauftragten entstehen, ist bei der Verletzungvon Pflichten, die nicht Haupt-/bzw. vertragswesentlichePflichten (Kardinalpflichten) sind, beschränkt auf Schäden,die vorsätzlich oder grob fahrlässig verursacht wurden. Beider Verletzung von Kardinalpflichten ist die Haftung desVeranstalters in Fällen einfacher Fahrlässigkeit beschränktauf vorhersehbare, typischerweise eintretende Schäden.Soweit die Schadenersatzhaftung des Veranstalters ausge-schlossen oder eingeschränkt ist, befreit der Teilnehmer vonder persönlichen Schadenersatzhaftung auch die Ange-stellten - Arbeitnehmer und Mitarbeiter - Vertreter, Erfül-lungsgehilfen, Sponsoren und Personen, die Schlepp-, Si-cherungs-, oder Bergungsfahrzeuge bereitstellen, führenoder bei deren Einsatz behilflich sind, sowie auch alle an-deren Personen, denen im Zusammenhang mit der Durch-führung der Veranstaltung ein Auftrag erteilt worden ist. Die gültigen Wettfahrtregeln der ISAF inkl. der Zusätze desDSV, die Ordnungsvorschriften Regattasegeln und das Ver-bandsrecht des DSV, die Klassenvorschriften sowie die Vor-schriften der Ausschreibung und Segelanweisung sind ein-zuhalten und werden ausdrücklich anerkannt.
23.2 Es gilt das Recht der Bundesrepublik Deutschland.
24. VERSICHERUNG Jedes teilnehmende Boot muss eine gültige Haftpflichtversiche-rung abgeschlossen haben, die mindestens Schäden im Wert von3.000.000 € deckt.

al part: Competitor and coach boats could not enter theKiel-Schilksee harbour before Wednesday, 22 June 20110800 hrs. Due to the logistic overlap of part 1 and 2, theentrance to the harbour area may be temporarily closedon Wednesday. Vehicles will then be diverted to the park-ing area “Tempest” Schilkseer Straße.
25.3.2Participants of the International part (2nd part) who wouldlike to sail before Wednesday, 22 June are pleased to rigup their boats at the ground of KYC or YCS in Strande.The daily fee for berthing is not included in the Entry Feeand is to be paid directly to the local harbour master. Incase of reaching maximum capacity both grounds can beclosed.
25.4 Traffic regulations:During the Kieler Woche an altered traffic regulation willapply in the Kiel-Schilksee Olympic Centre area. All par-ticipants are urgently requested to observe the traffic signswhen approaching Kiel-Schilksee and to cooperate withthe police and the Organizing Authority. Further instruc-tions will be given at the entrance to the harbour area.

25.2 Klassen- und Stegfeste sowie private Partys im Hafenvor-feld während der Veranstaltung sind vor Beginn der Ver-anstaltung beim Veranstalter anzumelden und bedürfendessen Genehmigung.
25.3 Organisation:25.3.1 Für nicht-olympische Teilnehmer des internationalen Teils:
Ein Einlass der Teilnehmerboote und Coachboote in denHafen Kiel-Schilksee ist vor Mittwoch, 22.Juni2011 08:00 Uhr, nicht möglich. Wegen der logistischenÜberschneidung der Teile 1 und 2 kann am Mittwoch dieEinfahrt zum Hafengelände vorübergehend geschlossenwerden. Die Fahrzeuge werden dann auf den Parkplatz“Tempest” umgeleitet.
25.3.2Teilnehmer des Internationalen Teils (Teil 2), die vor Mitt-woch, 22.06.2011 segeln möchten, werden gebeten, IhrBoot auf dem Clubgelände des KYC oder des YCS in Stran-de aufzutakeln. Das Slippen dort ist nicht im Meldegeldenthalten und muss an den dortigen Hafenmeister abge-führt werden. Bei Überfüllung werden die o.g. Geländegeschlossen.
25.4 Verkehrsregelungen:Während der Kieler Woche gelten veränderte Verkehrs-regelungen im Olympiazentrum Kiel-Schilksee. Alle Teil-nehmer werden dringend gebeten, bei Ankunft die Ver-kehrsschilder zu beachten und den Anordnungen der Po-lizei und der im Auftrag der Veranstalter tätigen Ordnerkooperativ zu folgen. Weitere Richtlinien erhalten die Teil-nehmer bei Einfahrt in das Hafenvorfeld.

25.5 Parking: Sufficient parking slots for cars are available nearthe Kiel-Schilksee Olympic Sailing Centre. Please followthe road signs.
25.5.1 It is not permitted to leave cars or boat trailers in the har-bour area.
25.6 Cranes: Keelboats arriving by trailer may be launchedand hauled out with their own connection wire by thecranes in the Kiel-Schilksee Olympic Centre only. Duringthe event a craning fee for one launching and one haul-out is covered with the Entry Fee.
25.7 Boats may also stay or be craned in the harbour ofStrande, Arising fees have to be paid by the owners andwill not be refunded by the Organizing Authority.
25.8 The Organizing Authority draw your attention to the factthat the responsible drivers of rubber- or other motorboatshave to have the German “Sportbootführerschein See”or an equivalent motorboat driver license of his homecountry.
25.9 The legal speed limit in Strande Bay is 10 knots.

27. CAMPINGA camping site for tents and caravans is available north of theKiel-Schilksee Olympic Sailing Centre.Fees: Caravans 5 to 20 €/day and tents 2.50 to 15 €/day, plusfees for usage of electric power.
25.5 Parken: In der Nähe des Olympiazentrums Kiel-Schilkseesind ausreichend Parkmöglichkeiten für Fahrzeuge vor-handen. Folgen Sie bitten den Verkehrszeichen.
25.5.1Das Belassen von Fahrzeugen oder Trailern im Hafen-gelände ist nicht gestattet.
25.6 Kranbenutzung: Kielboote, die auf dem Landwege anrei-sen, können von den im Olympiahafen Kiel-Schilksee vor-handenen Kränen mit eigenem Geschirr zu Wasser ge-bracht und wieder an Land genommen werden. 1x ZuWasser und 1x An Land ist im Meldegeld enthalten.
25.7 Liegeplätze und Kranungen sind auch im Hafen Strandemöglich. Hier fallen jedoch Kosten an, die vom Eignerselbst zu tragen sind und nicht vom Veranstalter erstattetwerden.
25.8 Die Veranstalter weisen darauf hin, dass Führer vonSchlauch- oder sonstigen Motorbooten den Sportbootfüh-rerschein See - bei Ausländern den entsprechenden Füh-rerschein ihres Heimatstaates - besitzen müssen.
25.9 Die gesetzliche Höchstgeschwindigkeit in der StranderBucht beträgt 10 kn.
26. UNTERKUNFT UND HOTELSWir bitten, Zimmerbestellungen selbst vorzunehmen.
