CIAM's official elements are: 1. The Plenary Meeting, the governing body of the CIAM, which shall deal with and decide on all CIAM legislative, executive, financial and procedural matters within its responsibilities. = “Parlament – beschließt”

2. The Bureau, which, between Plenary Meetings, carries out the policy and directions of the Plenary Meeting, and may exercise certain responsibilities as defined by the Plenary Meeting and specified in the present Volume (see FAI By-Laws 3.2.1 & 3.2.2). = “Regierung – führt aus”

Jeder FAI-Mitgliedsverband kann der CIAM Experten für die verschiedene Bereiche des Modellflugs benennen. Der Freiflug-Unterausschuss arbeitet weitgehend über E-Mails. Der Vorsitzende Ian Kaynes sammelt im Laufe des Jahres anstehende Themen, die Mitglieder machen Vorschläge. Im Herbst stellt Ian Kaynes die Themen und mögliche Lösungen vor. Es werden Kommentare und Stimmen gesammelt. In einer weiteren Runde werden dann die endgültigen Themen und Vorschläge abgestimmt und die Anträge an die CIAM gestellt (15. November).

Die Anträge • des F1SC • der NAeC (die parallel bis zum 15. Nov. eingereicht worden sind.) (Deutsche Anträge für F1 müssen vom SpA-F1 beschlossen werden.) werden per E-Mail im F1SC diskutiert und abgestimmt – was aber nur eine Empfehlung ist. Vor der CIAM-Plenum-Versammlung findet in vielen Klassen ein „technical meeting“ statt. Daran kann „Jedermann“ teilnehmen. Es wird diskutiert und nochmals abgestimmt – manchmal mit anderem Ergebnis als im F1SC. Auch dies ist nur eine Empfehlung. Nach aktuellem Stand findet 2018 kein F1TM statt, da nur wenige, insbesondere wenige strittige Anträge vorliegen – wobei derzeit die Anträge der NAeC noch nicht bekannt gegeben worden sind.

RULE FREEZE FOR THIS VOLUME With reference to Paragraph A.10.2 of CIAM General Rules: In all classes, the two-year rule for no changes to model aircraft/space model specifications, manoeuvre schedules and competition rules will be strictly enforced. For Championship classes, changes may be proposed in the year of the World Championship of each category.

For official classes without Championship status, the two-year cycle begins in the year that the Plenary Meeting approved the official status of the class. Changes for official classes may be proposed in the second year of the two-year cycle.

This means that in Volume F1: a) for categories F1A, F1B, F1C, F1E changes can next be agreed at the Plenary

meeting 2019 for application from January 2020; b) for categories F1D, F1P and F1N changes can next be agreed at the Plenary meeting

2018 for application from January 2019; c) the other classes are all provisional and are not subject to this restriction. d) The only exceptions allowed to the two-year rule freeze are genuine and urgent safety

matters, indispensable rule clarifications and noise rulings.

In der Vollversammlung mit den abstimmberechtigten Delegierten (zuhören kann praktisch auch jeder) stehen Größenordnung 100 Anträge an. Sie werden von den Vorsitzenden der jeweiligen Unterausschüsse vorgestellt – samt den Abstimmungsergebnissen im SC und im TM. Zumindest die deutschen Mitglieder der Unterausschüsse machen eine Liste der jeweiligen Anträge mit dem gewünschten Abstimmverhalten durch den deutschen Delegierten. In der Praxis verfolgt der Delegierte die Diskussion, sein Stellvertreter sitzt neben ihm mit den Abstimmlisten und gibt das jeweilige Stichwort. Die Abstimmungen erfolgen über ein elektronisches System (sieht ähnlich aus wie eine Fernbedienung, das Ergebnise wird direkt an die Wand projeziert. Oft wird ohne weitere Diskussion rasch abgestimmt – nun ist es endgültig.

SC4 C.7.1: a) All international contests included in the FAI Contest Calendar shall have an FAI Jury

of three members at least two of whom shall be chosen for their competence in the category being flown in the event. It is the responsibility of the Jury to see that the event is conducted in accordance with the relevant provisions of the FAI Sporting Code Section 4, and it is empowered to make all decisions dictated by any circumstances which may arise and to rule on disputes. Before the start of the contest, the FAI Jury must make sure that the organiser has satisfied the requirements of C.16.

b) The FAI Jury must have at least one language in common.

c) The FAI Jury shall remain independent of the organiser(s) to enable it to enforce the rules of the FAI and act as an independent arbiter in disputes between the organiser(s) and the competitors.

FAI Jury at World and Continental Championships & WAG (SC4 C7.2)

a) The FAI Jury, including two suitable reserves, shall be selected by the organiser. The subcommittee chairman shall review the proposed jury members to check that they qualify to be on an FAI Jury. He may propose replacements with an appropriate justification. The jury composition shall be proposed in Bulletin 0 and must be approved by the Bureau.

b) The Jury must include at least one member of the Bureau (which includes Subcommittee Chairmen) or one who, over the last 5 years, has served on the Bureau.

c) The second member must be another Bureau member, a CIAM Delegate, someone who in the past 5 years has served on an FAI championship or WAG Jury, or someone who in the past 5 years has served two consecutive years on a Subcommittee in the same category as the championship or WAG.

d) The remaining member may be selected from any country provided that approval has been obtained from that person’s NAC.

Jury-Problematik Laut FAI-Statuten soll die Jury im eigentlichen Wettbewerb keine Verantwortung und keine Aufgaben haben. Damit soll vermieden werden, dass es Proteste gegen Aktionen und Entscheidungen der Jury gibt. Die Jury soll Streitfälle zwischen den Sportlern und der Wettbewerbsorganisation lösen. Allerdings wird diese Logik nicht in allen Regeln der Sporting Codes eingehalten. Zum Anderen sieht die Praxis oft anders aus. Bei schlecht organisierten Veranstaltungen bleibt der Jury oft nichts anderes übrig, als sich konkret einzumischen in die Organisation und sogar Aufgaben zu übernehmen. Wie dieser Zwiespalt gelöst wird, hängt auch von den jeweiligen Jury-Mitgliedern ab.

FAI Jury at Open International (SC4 C7.3) a) The Jury must include at least one person approved by his own NAC. The other two members may be assigned by the NAC of the organising country.

b) Members of the Jury must be from at least two different nations.

c) The Jury must be announced before the start of the event. When the contest has a subdivision into categories, one or two members of the Jury may compete in a category and must then be replaced by alternate Jury members (not competing in that category) for all matters involving that category. The alternate members must be chosen so that at all times the Jury meets nationality and language rules.

d) For a contest which involves a single class, one or two jury members may be nominated from the competitors. An alternate jury member must also be nominated for each competitor jury member, to serve on the jury when considering any protest involving that competitor jury member. The members must be chosen so that at all times the Jury meets the nationality and language rules.

Um Missverständnisse auf Englisch zu vermeiden, ist im Sporting Code definiert: The use of “shall” and “must” implies that the aspect concerned is mandatory. The use of “should” implies a non-mandatory recommendation; “may” indicates what is permitted, and “will” indicates what is going to happen.

SC4 C20.2: Protest a) All protests must be presented in writing in English to the contest director of the event, or the appropriate contest director for an event with multiple classes and must be accompanied by the deposit of a fee. The amount of this fee shall be the equivalent of 50 Euro. The deposit is returned only if the protest is upheld. b) The same person (team manager or competitor depending on the type of contest) is not permitted to present two consecutive protests on the same incident. c) Protests must be arbitrated in compliance with FAI Sporting Code General Section 6.4. Anmerkung: Proteste auf WC-Wettbewerben müssen vor Ort eingelegt und behandelt werden – Ian Kaynes hat damit nichts zu tun. Proteste gegen die WC-Wertungen (Punktevergabe) dagegen sind bei Ian Kaynes einzulegen, ein dreiköpfiges Gremium entscheidet dann darüber. (SC4 C7.5)

C.20.3 Time limit for lodging protests a) Before the beginning of the event: a protest against the validity of an entry, qualification of competitors, the contest rules, the flying and contest area, the processing of models, the judges or other contest officials, must be lodged at least one hour before the opening of the contest.

b) During the event: a protest against a decision of the judges or other contest officials or against an error or irregularity committed during an event by another competitor or team manager must be lodged as soon as the contest situation requires but not later than 60 minutes after the incident. Note: a protest relative to official results must be lodged as soon as the official results have been published on the flight site of the event and no later than the prize-giving.

FAI SC General Section 6.4

• The Event Director must present any protest to the Jury President without delay. The President shall call a meeting of the International Jury within 24 hours of receiving a protest, unless a different period is stated in the relevant Sporting Code or the local regulations

• The Jury shall hear both sides on the matter of any protest, applying the relevant FAI regulations and the rules for the event.

• The President of the Jury shall report the result and a summary of any relevant considerations in writing to the Event Director without delay, who shall make public the President's report.
