1. Introduction The 4th regular meeting and the 5th training mission are the final ones in the frame of CODWAP project. During partners staying in Mauritius, Africa the 1st International Conference on �“waste management in developing countries and transient economies�” took place. This conference was one of the major deliverables of CODWAP project and its preparation lasted approximately 16 months.

2. Conference This conference is a major event bringing together eminent experts, scientists, researchers, policy and decision makers in waste management from several countries namely the United States of America, France, Germany, Greece, Madagascar, Cyprus, Slovenia, Romania, Nigeria, Australia, Italy Papua New Guinea, Sierra Leone and Lithuania. The goals of this conference are simple, but bold: to disseminate the latest research findings, conclusions and action plans and policies on waste management issues; and in parallel foster active discussions on research and development together with policy issues relevant to waste management.

The conference was also attended by local students of University of Mauritius. The full conference program is in Annex. In the chapters following the most important events of the conference are briefly described.

2.2.1. Opening Ceremony

In the morning of the 1st day of the conference the following outlisted person were called to address all delegates:

Luis Herve Aimee, Minister of local government and outer islands. Dr. Rajesh Jeetah, minister of tertiary education, science, research and

technology. Prof. Konrad Morgan, Vice Chancellor of University of Mauritius Prof Romeela Mohee, Dean of faculty. Assoc. prof. Avraam Karagiannidis, Laboratory of Heat Transfer and

environmental engineering, Department of Mechanical Engineering, Aristotle University of Thessaloniki.

The importance of Waste management related conference conduction as well as the need for know-how and updated education on this field was depicted. The ministers as well as the academics speakers welcomed this event which creates links between academic community, local authorities and decision makers or stakeholders in regional level.

The developing countries needs and the existing challenges as well as the problems which need to be overcome were mentioned. As the minister of tertiary education, science, research and technology, Dr. Rajesh Jeetah stated �‘the proper and updated education is the key to success and sustainability�’. To address this need Assoc. prof. Avraam Karagiannidis (coordinator of CODWAP project) informed all delegates that the MSc on �“solid waste and

resource management�” which is one of the deliverables of CODWAP started running on August 29th and the courses are attended by 10-12 students of Mauritius (see more in chapter 5. 3).

2.2.3. Conference sessions During the days of the conference 7 thematic sessions were conducted were in total 33 papers were presented. In parallel poster presentation board was available to delegates at all times. Presenters and attendees had the time to ask questions, discuss and exchange ideas at the end of each session. Overall many innovative aspects of sustainable waste management, new technologies, state of the art and related case studies were presented and discussed as well as controversial subjects, sharing of experiences among different countries and evaluating social and economical balances.

3. Training Mission I The training mission I (morning) was a part of the conference program as all delegates were invited to participate and have a close look at the local major facilities of waste management, i.e. composting company, sanitary landfill.

3.1. Composting company Based on the type of wastes produced in Mauritius, the Excel Technology has been selected for the composting processes at Solid Waste Recycling Ltd, Mauritius. This waste to compost technology license was purchased by Solid Waste Recycling Ltd from a well established company based in Mumbai. This proven technology speeds up the composting process and the organic waste is fully composted in 4 to 6 weeks instead of 6 months with natural method resulting in a space saving, the process is an approved CDM process as there is no methane emission and any leachate produced will be treated and reutilized on site to prevent underground water pollution. The final compost produced at La Chaumiere Composting Plant may be enriched by adding natural organic material and may replace the imported chemical fertilizers at a cheaper price. Furthermore the crop yield will increase by up to 30%.

3.2. Sanitary landfill The Mare Chicose Landfill is located in the South region of Mauritius in the village of Mare Chicose. The landfill is situated on a plot of land of 32 Ha and consists of wastes cells and infrastructures. This site has been put into operation from November 1997. The

landfill is currently being managed for the Construction of Cells, Operation, Maintenance and Post-Closure management by the Joint Venture Bilfinger Berger and Sotravic Ltee and the Joint Venture has started operating the site as from 01 December 2006. Waste is received from the five transfer stations located throughout the island. Wastes from the South region are directly hauled to the landfill site. The site accommodates about 1100-1200 T of wastes daily. Leachate collected is pumped and shifted to Roche Bois Pumping station, and an average volume of 500m3 of leachate is carted away daily. With regards to Gas management, two flare stations exist on the landfill site each with a flaring capacity of 1500Nm3/hr. For a better management of the gas, the JV has also invested on the construction of manifolds which are used to monitor the gas content and quality at a very professional manner. The Joint Venture is also working with the collaboration of the Client Ministry (Ministry of Local Government and Outer Islands) on the other projects namely the Clean Development Mechanism Project under the Kyoto Protocol and the Landfill Gas to Energy project. In the Landfill Has to Energy project, the methane captured will be used to run generators to eventually produce electricity. The Joint Venture intends to install at the beginning, 2 generators each of 1 MW.

Both project coordinator, Assoc. Prof. Avraam Karagiannidis, and local coordinator, prof. Romeela Mohee, welcomed once more partners in Mauritius and referred to successful conduction of the 1st international Conference on �“waste management in developing countries and transient economies�”.

The issue to which great importance was given was the running of the MSc on �“solid waste and resource management�” which was organized in the frame of CODWAP. The MSc unfortunately could not be implemented during the academic year 2010-2011 due to low participation. It was re-advertised during spring 2011 and after all it started on August 29th, 2011. A brief description of the procedures which took place in order to achieve its implementation follows:

The first advertisement was launched on April 2011. Then 6 students applied for this course. Then the University of Mauritius asked local coordinator (prof. Romeela Mohee) for a costing sheet in order to confirm if the program is economically viable. This procedure proved that at least 12 students were required to actually run the program. During June 2011 the organizers called ex-students of the University of Mauritius to apply for this promising program. Unfortunately only 4 of those interested had the appropriate requirements to participate. Then the faculty board was received a special call by the dean (and also local coordinator of CODWAP project) in order to allow the program to run with 10 students (at least start with 10 and then to find at least 2 more). Two more students participating to other MSc course of the University were contacted and asked whether they would like to be transferred to MSc organised by CODWAP project. So the program start running on August 29th, 2011 and it is expected to end on August 2013 as its is a part time course which will last 2 years since all students are employees to local industry.

The program includes 15 weeks of lectures and the exams will be performed in September 2012. All the MSc students come from Mauritius due to lack of funds having African students from other countries. This is an issue which was of great importance for the project partners and associates as discussions on future potentials arose from it. The potential of implementing follow-up activities and approval of future projects to fund students from developing African countries to participate were also discussed by the consortium. At that time partner from Sierra Leone (Dr. Salieu Sankoh) informed the consortium that the University of Sierra Leone has started procedures in order to have the same MSc program approved to run during the next academic year. Just after a short break the MSc students came to the room to meet with all CODWAP partners.

Partners discussed on the project deliverables and first of all the finalisation of the MSc modules. All partners presented the status of the modules they prepared so far and indicated the date they will complete their development. This deliverable is considered of great importance as students of the MSc will shortly need their educational material.

Another deliverable of CODWAP project is the development of a handbook addressing the citizens, local authorities and NGOs regarding the existent opportunities in waste management field and the potential initiatives which may help small communities or even regions once implemented. Each of the project partners will implement a single chapter including not only guidelines but best and worst cases in other developing countries.

The deadline for the project final report and the necessity of the financial issues was the

last issue discussed. EDULINK, Programme Management Unit requirement for the financial report of 2010 and the need for a detailed report of expenses as well as the deadline for receipt of the internal information and documents final financial report were set. Last but not least the extension of the project duration for maximum 6 months was discussed. For this issue the project coordinator (AUT) will contact ACP Secretariat and EDULINK, Programme Management Unit.

6. Conclusions The final meeting of CODWAP proved that a lot of work has already been done in the frame of the project. The running of the MSc after the second year advertisement presented partners with new perspectives and responsibilities related to teaching courses and future thesis supervision. Much work has to be be done in the frame of the project but after its ending as well since the partners developed an good relationship and cooperative platform. So they are up to concluding all CODWAP activities and organising their future steps.
