BRICS Endorse More Cooperation in Science Technolo-gy and Innovation

The BRICS countries (Brazil Russia India China and South Africa) have con-solidated their cooperation at a first ministerial meeting on science technology and innovation The nations agreed to support people-centred science for the public good in a technologically changing global environment The meeting held in Kleinmond outside Cape Town on 10-11 February to discuss joint science programmes adopted a declaration to strengthen cooperation in science tech-nology and innovation (STI) within the BRICS framework

The science ministers or deputy ministers from the BRICS countries at the meet-ing agreed a memorandum of understanding ndash a formal legal framework to guide engagement among members ndash on cooperation in STI The memorandum is expected to be signed in July in Fortaleza Brazil

The ministers said that as a first step towards implementing the objectives of the agreement five thematic areas would be formed Climate change and natural disasters would be led by Brazil Russia would head water resources and pollu-tion treatment while India would drive geospatial technology and its application New and renewable energy and energy efficiency would be led by China and South Africa would take the lead on astronomy

The meeting which was one of the activities agreed to in the declaration and work plan adopted at the 5th BRICS Summit held in Durban in South Africa in March 2013 declared support for a dedicated BRICS STI training programme in member countries

UN Puts Its Weight Behind Human Migration Research

The United Nations University (UNU) has launched a collaborative research platform on human migration an issue that it says is ldquoa major phenomenon of the 21st century with impact at local and global levelsrdquo The UNU Migration Network is a response to what its coordinator research fellow Valeria Bello says is heightened awareness about migration at the United Nations

Last October the UN held high-level talks on migration where member states unanimously adopted a declaration that recognises migration as a ldquomultidimen-sional realityrdquo and calls for members to act ldquoin a coherent comprehensive and balanced manner integrating development with due regard for social economic and environmental dimensions and respecting human rightsrdquo

UNU a group of 15 institutes and programmes in 13 countries and headquar-tered in Japan says the Migration Network will share knowledge and research practices find links between ldquosupposedly different approaches to the study of migration such as those between environmental causes for migration and eco-nomic consequencesrdquo and inform policy on matters related to human security

Migration is a complex and often involuntary phenomenon that is expected to increase as development advances and climate change takes hold But re-searchers do not fully understand exactly how it is driven by economic social cultural and political factors The network will help address migration knowledge gaps particularly where various factors overlap Bello says

New OECD Study on Promoting Research Excellence

National research systems face an increasingly competitive environment for ideas talent and funds and governments have shifted funds from institutional core funding to project funding often on a competitive basis or reward success in raising third-party funds in performance-based funding schemes It is in this context that research excellence initiatives (REIs) have emerged This is an instrument designed to encourage outstanding research by providing large-scale long-term funding to designated research units They provide funds for research and research-related measures such as the improvement or extension of physical infrastructure the recruitment of outstanding researchers from abroad and researcher training

This report presents new evidence on how governments steer and fund public research in higher education and public research institutions through REIs Sur-vey data are provided for 20 countries including Finland Korea and the United States The report also comprises six country case studies that cover excellence initiatives in Denmark Germany Japan Norway Portugal and Slovenia

The report can help inform discussions on future government policy directions by providing information on how REIs work and on the functioning and characteris-tics of institutions that host centres of excellence The findings show some of the benefits to be gained through REIs and note some pitfalls to be avoided

World Bank Rolls out African Centres of Excellence

The World Bank continued rolling out its African centres of excellence (ACE) initiative meeting representa-tives of universities in Nigeria ndash the country won 10 of the 15 centres ndash to discuss logistics around how the funding will be disbursed The pro-ject seeks to promote regional sci-entific specialisation to deliver quali-ty training and research starting in West and Central Africa Andreas Blom the World Bankrsquos lead econ-omist for African education met with Nigeriarsquos National Universities Commission in the capital Abuja to discuss how the total grant of US$ 73 million to universities in the country would be chan-neled

Kavita Watsa the World Bankrsquos senior communications officer for Africa told University World News that following the initial announcement of the 15 regional centres of excellence an additional three were picked by Nigeria from its pool of excellent applications Nigeria would support the additional centres with funding from the International Development Association the World Bank groups fund for the poorest countries

Blom said it was rather unfortunate that outside South Africa there were no Sub-Saharan African universities in the worldrsquos top 500 universities globally But he hoped the ACE project would soon change that by building African capacity to solve African problems He said ACE would tackle development challenges and poverty reduction in West and Central Africa by providing skills identified in sec-tors such as extractive industries energy water infrastructure health and in-formation communication technologies

Watsa said The Gambia was the only non-ACE hosting country participating in the project It would receive US$ 3 million to purchase educational services such as faculty development scholarships curriculum development within the sci-ence technology engineering and maths fields and the health and agricultural sciences from the 18 selected centres She said a proposed phase two for ACE in Eastern and Southern Africa was being explored pending country interest and progress on phase one

The initiative has a strong emphasis on collaboration with regional partners including the African Union the Economic Community of West African States the West African Economic and Monetary Union the East African Community and CAMES ndash the African and Malagasy Council for Higher Education ndash as well as additional development partners

The Africa Centres of Excellence project co-vers seven countries Benin Burkina Faso Cameroon Ghana Nigeria Senegal and To-go The 15 centres selected from a total of 52 applications from the region were an-nounced late last year The region has some of the lowest researcher-to-population ratios in the world with 17 researchers per million people in Ghana 38 in Nigeria and 45 in Burkina Faso compared to an average of about 481 in Latin America 1714 in East Asia and the Pacific and 2664 in Europe and Central Asia

Africarsquos Firms Revealed as Innovative but Unsupported

Firms in low-income countries (LIC) have vibrant cultures of innovation but poli-cymakersrsquo failure to recognise this fact is undermining the private sectorrsquos devel-opment impact a research project is starting to reveal Preliminary results from a case study in Ghana described by its author as a ldquobreakthroughrdquo and presented during the inaugural African Innovation Summit in Cape Verde challenge the common assumption that innovation is a Northern phenomenon

ldquoThere are lots of creative activities taking place but people think innovation is not relevant for LICsrdquo says the lead author of the study Xiaolan Fu a professor of technology and international development at the University of Oxford United Kingdom Previous rare attempts to study innovation in LICs have used ques-tionnaires originally designed to measure this trait in developed nations says Fu Instead she says that she combined case studies company and trade data and a survey of more than 500 firms to provide a deeper view of Ghanarsquos com-plex innovation landscape The studyrsquos design could act as a template for further research paving the way for better understanding of innovation in other LICs she adds

The research revealed innovative products and production practices as well as novel marketing and management strategies but most of this activity was in-cremental and based on the diffusion of ideas across Ghana Little knowledge

comes from outside the country and the limited collaboration between business-es was also stifling creativity it found

Governments must therefore implement policies that build national and interna-tional business networks create incentives for innovators and provide funding to overcome common financial restraints says Fu Her team has already met with officials from the United Kingdomrsquos Department for International Develop-ment ndash which helped fund the research ndash and UN agencies to discuss how the findings could feed into policy

Fu believes the projectrsquos focus on certain industries common across Africa such as textiles construction and processing of resources such as minerals might allow conclusions to be applied to different countries

Der diesjaumlhrige Bericht zeigt dass Europa gegenuumlber den USA und Japan auf-holt und noch stets vor Australien Kanada und den wichtigsten Schwellenlaumln-dern liegt Es gibt jedoch noch groszlige Leistungsunterschiede zwischen den EU-Laumlndern und zwischen den Regionen innerhalb einzelner Laumlnder

Verbesserungen im Innovationsbereich wurden durch einen Anstieg in den An-traumlgen auf EU-weite Handelsmarken (bdquoGemeinschaftsmarkenldquo) und durch Dokto-randen von auszligerhalb der EU vorangetrieben Dieser positive Trend wurde je-doch durch einen Ruumlckgang der Risikokapitalinvestitionen gebremst

Unterschiede innerhalb Europas

Innerhalb der EU sind Schweden Daumlnemark Deutschland und Finland weiterhin die Laumlnder mit den houmlchsten Investitionen in Innovation ndash und mithin den besten Ergebnissen Diese Laumlnder zeigen gute Leistungen in allen Kriterien

Portugal Estland und Lettland haben in den letzten beiden Jahren am meisten zugelegt Dennoch wird Lettlands Leistung zusammen mit denjenigen Bulgari-ens und Rumaumlniens als bdquoweit unter dem EU-Durchschnittldquo beschrieben

Der Bericht hilft den EU-Laumlndern ihre Staumlrken und Schwaumlchen zu erkennen und sich auf die Bereiche zu konzentrieren in denen die meisten Anstrengungen erforderlich sind

Regionale Unterschiede

Nur wenige Laumlnder koumlnnen gebietsweit gleichmaumlszligige Leistungsniveaus vorwei-sen Die Unterschiede zwischen den Regionen haben sich in den letzten zwei Jahren sogar verstaumlrkt Doch nun werden uumlber 100 Milliarden Euro aus den Europaumlischen Struktur- und Investitionsfonds fuumlr Forschung und Entwicklung in den Regionen zur Verfuumlgung gestellt

Innovation ist der Motor der Wirtschaft

Innovation ist unerlaumlsslich um Europa wettbewerbsfaumlhiger zu machen und das Wirtschaftswachstum anzuregen Deshalb will die EU die Investitionen in die Innovation bis 2020 auf 3 des BIP erhoumlhen Dies soll im Gegenzug den Anteil des verarbeitenden Gewerbes am BIP auf mindestens 20 bringen

100 Billion Euros for Innovation to be Supported by EUs Regional Funds

With the latest major reform of the EU regional policy under the new 2014-2020 budget for regional development some 100 billion euros will be spent on re-search and innovation information and communications technology SMEs and the low-carbon economy This novelty in the European budget will allow for bet-ter synergies between Horizon 2020 the EUrsquos research flagship programme and the European regional development fund one of the major components of the EU budget

The aim is to address the research divide and stop the brain drain from Europersquos Eastern and Southern countries This ldquocan only be tackled by innovationrdquo said Johannes Hahn EU Commissioner for regional and Urban Policy The funding is expected to funnel through ldquosmart specialisation strategiesrdquo that use local know-

how to identify and build on a regions existing strengths and are expected to challenge policymakers to talk to business leaders and universities to draw them up

Initiatives favouring the use of regional funds for innovation are very much wel-come by the EUREKA Network which during the last EUREKA Ministerial Con-ference held in Budapest in 2012 acknowledged the role of EUREKA as a natu-ral partner in the design and implementation of smart specialisation strategies related to the spending of structural funds on innovation over the 2014-2020 period EUREKA is presently considering ways to better link EU macro-regional strategies and other initiatives with a regional focus such as ldquoRegions of Knowledgerdquo

Die Europa-2020-Strategie ist die uumlbergreifende politische Strategie der europauml-ischen Institutionen um der EU bis 2020 zu mehr Wachstum und Beschaumlftigung zu verhelfen Dabei spielen auch Forschung und Innovation eine zentrale Rolle zur Erhoumlhung der Wettbewerbsfaumlhigkeit Nun hat die Europaumlische Kommission eine Zwischenbilanz gezogen

Waumlhrend den EU-Mitgliedstaaten in Bildung Energie und Klimawandel gute Fortschritte bescheinigt werden erfordert die Erreichung der Zielvorgaben in Forschung und Entwicklung Beschaumlftigung sowie Armutsbekaumlmpfung noch verstaumlrkte Anstrengungen Dies betrifft auch das verbindliche Ziel die oumlffentli-chen und privaten Investitionen in Forschung und Entwicklung bis 2020 europa-weit auf 3 des BIP anzuheben Derzeit liegt der Wert bei 206 des BIP (2012) in Deutschland konnte der Anteil auf 298 des BIP gesteigert werden Bis 2020 gehen die Prognosen europaweit von FuE-Investitionen von 22-26 des BIP aus Insgesamt ist der Anteil jedoch seit 2000 in den meisten Mitglied-staaten gestiegen

French Startups Can Now Raise up to $ 14 Million in Crowdfunding and Syndicates in France

The crowdfunding rules in France will become startup-friendlier in the coming months The government announced today that companies will be able to raise up to $ 14 million (1 million euros) per Kickstarter-like crowdfunding campaign The same limit will apply to equity crowdfunding (also known as AngelList-style syndicates) Startups will be able to raise up to $ 14 million per year without having to notify the financial markets authority

Previously equity crowdfunding was limited to $ 140000 (100000 euros) and your company couldnrsquot be an SAS (the French equivalent of an LLC) And if you raised more than $ 140000 you had to work with a lawyer to produce hundreds of pages of legal documents With the new law as long as you raise less than $ 14 million in an equity crowdfunding round you only have to file a short doc-ument of 3 or 4 pages

There are a couple of restrictions When it comes to Kickstarter-style crowdfunding individuals wonrsquot be able to invest more than $ 1400 in a cam-

paign (1000 euros) This will prevent or at least limit potential disappointment from over-promising campaigns This only applies to French crowdfunding plat-forms

Banks regulators and consumer associations all took part in the making of these rules But todayrsquos announcement is just the beginning First the law will be passed around June Every six months after that all the key players of the crowdfunding space will meet again to see if they should raise or lower the $ 14 million limit The government will also nominate a new crowdfunding official to take care of these questions

Mitochondrial Donation Consultation Launched by the UK Government

The Government launched a consultation on draft regulations for the use of new techniques to prevent mothers passing on serious mitochondrial diseases to their children

It is estimated that 1 in 200 children born every year in the UK have some form of mitochondrial DNA disorder These disorders including heart disease liver disease loss of muscle co-ordination and other serious conditions that can have a devastating impact on the people who inherit it and can be fatal However at present mitochondrial donation techniques to prevent the transmission of seri-ous mitochondrial disease are prohibited

A comprehensive public dialogue and consultation by the Human Fertilisation and Embryology Authority (HFEA) last year indicated that overall the British public are keen to support mitochon-drial donation treatment As a result the Government announced that it would consult on regulations to allow these techniques in treatment The intention of the consultation is to gather views about the draft regula-tions from all those with an interest

Italyrsquos new National Plan for Research for 2014-2020

Investments accounting for 900 million euro every year until 2020 to re-launch research in Italy start important innovative projects and encourage researcher growth and autonomy This is outlined in the new National Plan for Research (PNR) for 2014-2020 presented by Maria Chiara Carrozza Minister of Educa-tion University and Research to the Italian Council of Ministers last month (prior to the change of the Cabinet see above)

In line with Horizon 2020 the new European Union programme for research and innovation the new PNR planning covers seven years instead of three and follows a long process of consultation involving all the most important public and private national and regional subjects which was carried out by the Ministry of Education University and Research (MIUR) and the Ministry of Economic De-velopment (MISE) An important listening and coordinating effort leading to a radical departure from the past making research the new driver of the Italian cultural social and economic growth

The Programme is built around eleven important ldquosocietal challengesrdquo through which the different ldquolinesrdquo of development for our country are outlined Identified at the European level the challenges of the new PNR for 2014-2020 are imple-

mented at the national level according to the principles of Smart Specialisation Strategy

The eleven challenges identified are

bull Cultural and scientific progress

bull Health demographic change and wellbeing

bull European bio-economy challenges

bull Secure clean and efficient energy

bull Smart green and integrated transport

bull Climate action resource efficiency and raw materials

bull Europe in a changing world ndash inclusive innovative and reflective societies

bull Space and astronomy

bull Secure societies ndash protecting freedom and security of Europe and its citizens

bull Restoring preserving valuing amp managing the European Cultural Heritage Creativity

bull Digital agenda

To address these challenges the Programme identifies some appropriate tools enabling tools built around three main groups Excellent Science Research Infrastructures and Industrial Leadership Through these three priorities the new PNR aims at encouraging the development and attraction of highly-qualified human capital developing important projects highly impacting citizensrsquo wellbeing as well as promoting innovation and competitiveness of Italian enterprises

For the programme implementation MIUR has allocated a budget of 900 million euro per year over seven years accounting for a total of approximately 63 bil-lion euro besides the resources allocated to other ministries and financing bodies

Within 60 days from the approval of the new PNR for 2014-2014 by the Inter-Ministry Committee for the Economic Planning (CIPE) it will be possible to set

up the Programme Committees (CP) that will include representatives of public and private bodies while the Regions will be responsible for defining the specific guidelines and programmes

In its Economic Action Plan for 2014-2015 the Government of Canada has re-newed its commitment to TRIUMFrsquos existing world-leading research and interna-tional partnership activities The budget secures a base level for existing opera-tions proposing $ 222 million for the five years beginning 2015-2016 The an-nouncement of this commitment comes a year in advance and gives TRIUMF a six-year planning horizon for the first time a strategic advantage for Canada in the highly competitive world of international science

President Obama Announces Two New Public-Private Manufacturing Innovation Institutes and Launches the First of Four New Manufacturing Innovation Institute Com-petitions

The President announced new steps in partnership with the private sector to boost advanced manufacturing strengthen the capabilities for defense and attract the types of high-quality jobs that a growing middle class requires

First the President announced two new manufacturing innovation institutes led by the Department of Defense (DOD) supported by a $ 140 million Federal commitment combined with more than $ 140 million in non-federal resources (1) Detroit-area headquartered consortium of businesses and universities with a focus on lightweight and modern metals manufacturing (2) Chicago headquar-tered consortium of businesses and universities that will concentrate on digital manufacturing and design technologies

Second the President also launched a competition for a new manufacturing innovation institute to build US strength in manufacturing advanced composites the first of four new competitions to be launched this year

The announcement of two new DOD-led manufacturing institutes fulfills the Presidentrsquos pledge in his 2013 State of the Union to establish three new manu-facturing innovation institutes from existing resources In May 2013 the Admin-istration launched competitions for the three institutes with a Federal commit-ment of $ 200 million across five agencies (the Departments of Defense Energy Commerce NASA and the National Science Foundation) building off the suc-cess of a pilot institute headquartered in Youngstown Ohio In January 2014 the first of these three institutes was announced the new Department of Energy-led Next Generation Power Electronics Manufacturing Innovation Institute in Raleigh NC (see ITB infoservice 022014)

With the opening of the competition for the next manufacturing innovation insti-tute on advanced composites the President is moving forward on his new pledge in the State of the Union to launch four institutes this year totaling eight institutes supported by the Administration

Each institute serves as a regional hub bridging the gap between applied re-search and product development by bringing together companies universities and other academic and training institutions and Federal agencies to co-invest in key technology areas that encourage investment and production in the US This type of ldquoteaching factoryrdquo provides a unique opportunity for education and training of students and workers at all levels while providing the shared assets to help companies most importantly small manufacturers access the cutting-edge capabilities and equipment to design test and pilot new products and manufacturing processes

The new competition for an Advanced Composites Manufacturing Innovation Institute led by the Department of Energy will award $ 70 million over five years to improve the ability to manufacture advanced fiber-reinforced polymer compo-sites at the production speed cost and performance needed for widespread use in clean energy products including fuel-efficient and electric vehicles wind tur-bines and hydrogen and natural gas storage tanks

Egypt has inaugurated an observatory for monitoring progress in science tech-nology and innovation as part of its efforts to promote the development of a knowledge-based economy through higher education and research reform The Egyptian Science Technology and Innovation Observatory or ESTIO was launched on 3 February

India Boosts Higher Education Cooperation with North Africa

In an effort to expand its lsquoLook Middle Eastrsquo policy India has announced a num-ber of initiatives to boost higher education cooperation with three major natural resources-rich North African countries ndash Morocco Tunisia and Sudan The initia-tives were unveiled during a week-long visit by Indias External Affairs Minister Salman Khurshid to the three Arab African countries linked to Indias food and energy security needs

Morocco and Tunisia are important partners in Indiarsquos quest for food security due to significant exports of phosphate for use in Indiarsquos fertiliser industry which plays a key role in the agricultural sector India is the second largest exporter to Sudan and there is active engagement in the field of energy with several Indian companies

While in Morocco Khurshid said India had proposed setting up an information and communication technology centre there and was taking steps to implement the proposal The centre would be established as a home for lsquoknowledge entre-preneursrsquo and would stimulate growth of the ICT sector as well as providing an enabling environment for innovation teaching and learning and practical re-search on the application of ICT for development Khurshid said India was also willing to offer additional slots and scholarships to Morocco for training and high-er education under various Indian government schemes

Morocco and Tunisia are receiving training courses under the Indian Technical and Economic Cooperation or ITEC programme Morocco used 25 ITEC slots in 2013-14 There are 45 ITEC training slots earmarked for Tunisia A good number of Tunisians received training in India under India-Africa Forum Summit initiatives

In Sudan which is in the Nile valley and borders Egypt Khurshid indicated that India was offering scholarships to Sudanese students along with training

University Patents Put to Good Use

Patents developed by Dutch researchers are being put to good use Two thirds are sold or licensed to commercial enterprises University technology transfer offices (TTOs) play a vital role in this but they could be doing more to identify patentable ideas National TTOs would benefit those fields of research in which the Netherlands excels

At the request of the Dutch State Secretary for Education Culture and Science a committee set up by the Royal Netherlands Academy of Arts and Sciences the Association of Universities in the Netherlands (VSNU) the Netherlands Federation of University Medical Centres (NFU) and the Netherlands Organisation for Scientific Research (NWO) has surveyed the utilisation of

patents on the results of scientific research conducted at universities and research institutes The survey report entitled Benutting van octrooien op resultaten van wetenschappelijk onderzoek was presented to the State Secretary Sander Dekker on 7 March 2014

Patents only one aspect of valorisation

The committee emphasised in its conclusions that valorisation involves much more than filing and managing patents Worldwide universities only derive a small percentage of their research budget from patents and in fact that should not be their primary aim What is most important is for knowledge to be shared for example with com-mercial enterprises which can invest venture capital in efforts to develop new products or services

Universities in the Netherlands filed an annual average of thirty patents each between 2000 and 2010 with major variations between them This figure is comparable to that of other European and US universities More than two thirds of Dutch patents are put to direct use either by selling or licensing them to companies or in the form of spin-offs

Technology transfer offices

Technology transfer offices (TTOs) at universities and research institutes play a vital role in tracking and transferring patents to interested parties in the commer-cial market The universities and research institutes generally manage to cover the cost of their TTOs with their patent-related earnings but the profit margin is never much higher for most not even in other countries Although patents are money-earners for a chosen few any financial returns usually go to the private sector which makes the investment and bears the risk of development and sales For universities and research institutes patents are valuable mainly be-cause they allow them to work closely with innovative companies

The survey mainly involved a quantitative analysis of the number of patents filed in re-cent years The data came from research conducted by the Netherlands Patent Office the Rathenau Institute and MERIT In addi-tion the researchers interviewed thirty ex-perts and used their comments to analyse the interaction between universities research institutes and businesses

Improving valorisation

By continuing to improve the quality of the TTOs and raising awareness among researchers universities and research institutes will be able to identify more patentable inventions and boost the quality of the patents themselves This is something that they will need to tackle The number of patents filed should not be the ultimate target however Transfer is not always feasible and valorisation can be achieved in many other ways

National TTOs similar to those developed abroad would be beneficial in various fields of research in which the Netherland excels and which have strong interna-tional markets for example in the medical sector The national TTOs and the TTOs at universities and research institutes could work together on ensuring that better use is made of their patents

Higher Tax Deductions for RampD

The Norwegian Government has raised the basis for tax deductions on in-house research and development under the SkatteFUNN Tax Incentive Scheme from NOK 55 million to NOK 8 million In addition the com-bined maximum ceiling for costs for in-house and procured RampD has been doubled to NOK 22 million (NOK 1 = EUR 012056 14032014)

The changes which enter into effect from the 2014 tax year vastly improve the financial conditions for companies that carry out research and development In addition to the higher tax-deduction basis the maximum hourly rate for the use of the companys own RampD personnel has been raised from NOK 530 to NOK 600

In 2013 approximately 4000 active projects were registered under the SkatteFUNN scheme The amount of budgeted tax deductions last year totalled over NOK 2 billion and over 2000 new projects were approved under the scheme in the course of the year Compared with 2012 this represents an increase of over 20 in the number of new projects Over 30 of new projects approved in 2013 are led by companies that had not previously applied for a tax deduction

About the SkatteFUNN scheme

The SkatteFUNN scheme is administered jointly by the Research Council and Innovation Norway It was launched in 2002

Under the scheme all business enterprises subject to taxation in Norway are eligible for tax deductions of up to 20 of the costs related to research and development activities

Both industrial research and experimental development projects are qualified for participation under the SkatteFUNN scheme

80 of the projects approved under the scheme are development projects

The common denominator for all projects approved under the scheme is that they seek to develop new or improved products services or production methods Projects must be designed to generate new knowledge needed to develop new or improved products services or production methods

At present a total of 23974 projects have been approved for a tax deduction under the SkatteFUNN scheme (Source the SkatteFUNN Tax Deduction scheme database 29 January 2014)

Recent figures from the Research Council show that companies develop a high level of expertise as a result of the innovation projects they carry out For many companies projects approved under the SkatteFUNN scheme provide an arena for honing their skills which in turn inspires them to pursue further research and development activity and accomplish more Through the projects companies establish ties to networks enhance their expertise and gain valuable experience that they can draw upon in future projects 90 of the enterprises behind the approximately 2000 projects approved under the SkatteFUNN scheme in 2013 have stated that they plan to cooperate with other actors to develop new or improved products and services or smarter production methods Companies cooperate primarily with suppliers customers and other users of their products or services However national and international specialist groups and research institutions are also key collaborative partners for Norwegian companies

Experience has shown that companies have a great need to test out their ideas at an early stage The tax relief provided by the SkatteFUNN scheme makes it easier for companies to launch development activities and achieve more rapid and higher quality results

Demnach koumlnnen Schweizer Einrichtungen als Partner oder sogar Koordinator an einem Verbundprojekt teilnehmen erhalten aber nur in Ausnahmenfaumlllen eine EU-Zuwendung bspw falls sie fuumlr den Projekterfolg unbedingt notwendig sind Auszligerdem sollten Konsortien mit Schweizer Beteiligung auf die Einhaltung der Mindestbeteiligungsregeln von mindestens drei Rechtspersoumlnlichkeiten aus drei EU-Mitgliedstaaten oder Assoziierten Staaten achten

Da Antragsstellende fuumlr das KMU-Instrument und den Europaumlischen For-schungsrat (ERC) ihren Sitz in einem EU-Mitgliedstaat oder Assoziierten Staat haben muumlssen sind Schweizer Einrichtungen in diesen Bereichen nicht foumlrder-faumlhig ERC Grants sind fuumlr Forschende aller Nationalitaumlten offen so dass Schweizer Forschende mit einer Gasteinrichtung in den EU-Mitgliedstaaten oder Assoziierten Staaten antrags- und foumlrderberechtigt sind
