Treasury Department �To provide courteous and efficient financial management services to the government and the public at large.� Customs and Excise �To have an effective program of collection and protection and a vigorous, able and satisfied workforce to administer the Laws governing the duties and responsibilities; and further to create a better working relationship with the public in our duty contact.�

The vision of the Ministry is �to protect and promote the national interest of Antigua and Barbuda in an efficient and cost-effective manner through the use of its diplomatic assets.� The mission of the Ministry is as follows: �The Ministry of Foreign Affairs with its overseas mission is the key agency in the development and maintenance of the external relations of Antigua and Barbuda.� To carry out its mission, the Ministry is designed as follows:

Strengthening and establishment of ties with friendly countries based on the principle of peaceful co-existence and the sovereign equality of states.

Ministry of Health and Social Improvement

The vision of the Ministry of Health is as follows: �The Ministry is committed to ensure the existence of acceptable health care, since it can be viewed as a mirror through which the health of the Nation can be seen.� The mission of the Ministry of Health is �to facilitate and sustain improvement in health and social situations of the citizens of Antigua and Barbuda.� To achieve the mission, the following critical success factors1 are cited (source Health and Related Social Services): Review and amendment of the health and social related legislations and formation

of new legislation where appropriate;

Strengthening the databases for timely collection and analysis of data for use in policy decisions and planning; and

Upgrade and expansion of district facilities and empowerment of public to be responsible for their own health.

The vision for Social Improvement is to be �an excellent provider of Social Services, enhancing the lives of our people, with the highest levels of professionalism and integrity.� Its mission is �To provide services to the elderly, destitute children, churches and the physically challenged in our society through sound policies and commitment to their upliftment and enhancement with an emphasis on rigorous training for greater efficiency.�

Ministry of Justice and Legal Affairs �To provide and administer a fair and efficient system of justice and provide legal services to the Crown and other public bodies.� In order to more specifically encompass the main functions of this Ministry, the vision should expand �provide legal services� to �implement legal policies and apply the Law through operation of the Court System and protect and promote Intellectual Property in conjunction with the World Intellectual Property Organisation�.

Ministry of Labour, Co-operatives and Public Safety �To promote and preserve a peaceful industrial climate, create an awareness of the benefits that will accrue from co-operative endeavours and promote and preserve the public peace and safety.�

Ministry of Planning, Implementation and Public Service Affairs �To formulate, implement and maintain an Integrated Development Plan by promoting the optimum utilisation of our national resources to achieve sustainable development growth for the provision of an equitable quality of life for all residents of Antigua and Barbuda, while ensuring the preservation of human rights, the environment, democratic values and our heritage.�

The mission of this Ministry is quite broad and needs to specifically express its goals as relates to the areas of Public Utilities, Housing, Transportation and Aviation. The mission should specify the Ministry�s role in residential development, ensuring the provision of a high quality of transportation and utilities services to the public and in the regulation of aviation in Antigua and Barbuda. The following may be more representative of the Ministry�s purpose:

�To ensure the highest levels of quality in the provision of public utilities, residential development and transportation in a cost-effective and competitive manner and to regulate and control civil aviation, all towards enhancement of the quality of life in Antigua and Barbuda.�


Ministry of Public Works, Commissions, Insurance & St. John�s Development �The Ministry exists to save money and to provide Quality Assurance in the provision of public infrastructure.� The critical activities of the Ministry are as follows:
